PayPal Warning
If you get any emails from PayPal that do not have your name on them, i.e. If they are addressed Dear Customer, DONT use the link into your account and give them your password, these are scam emails.
I have had many of them, with invoices for hundreds of pounds, just delete them, once they have your password they can access your account and then they can use your bank account.
If you get any emails from PayPal, it’s better to go into your account directly and never trust that the email is genuine.

Traffic Fines
Re: problems getting fines through the post/knowing you have been fined.
When I registered my car onto Spanish plates last year the Gestor – Teresa in Torrox Pueblo – arranged for me to be signed up to a service that links the car and my NIE to my email address. If I do get a fine I will get an email. It is also possible to look at your “account” online to see if there any fines there. There was a small fee for doing this and it involved putting a form in at the local government office.
Money well spent for peace of mind, especially if you forget about the cameras between Torrox and the airport (Guilty m’lud).

That NIE Thing
It seems we all have to learn the hard way. I have over the years paid 4 or 5 wasted visits to what I call the NIE Police office at Torre del Mar. The other day in passing, I thought I would check the procedure with the policeman who mans the door because I was intending to take a friend there. Despite my poor Spanish I got the rather odd message that the office opens at 0830hrs but one needs to be there at 0800hrs to get an appointment.
We arrived at 0800 two days after Dia de Andalucia day to find about 40 people queuing on the pavement and clustered round the entrance. We took our place in the queue and got very cold. Nothing happens of course. At 0830 some office staff arrived and some time after this the door policeman came out with a handful of those paper queue numbers like you get at the fish counter at Mercadona. We politely waited as people ahead of us were given their appointment number. There seem to be different numbers for different types of appointments and the cluster of people at the entrance thinned out until we were within reach of the precious ticket only to find that the one given to my friend was the last one available . There were many behind us . We thought about the implications of this, the long wait inside because the dozens of people to be seen would take ages and the fact that I didn’t get a ticket.
The unlucky ones were confused. A lady behind us in the queue had been there the day before and failed to get an appointment so for her this was another wasted journey. A man beside us was lost by all this and had travelled a long way so my friend gave him his ticket, it appeared the best option. We will return. But how early does one have to be there to guarantee an appointment ticket I wonder. Perhaps one must resort to a sleeping bag and tent and arrive the night before !

Paypal problem….
The only way this could have happened is that someone, possibly a family member?, has linked your card, card number, expiry date and CSV code, to their Paypal account.
You could try contacting Paypal on 900801665 but normally they will only answer queries from a Paypal account holder.
They might help as this appears to be fraud but also they might say that it was your fault for not keeping your card details safe.
If you feel strongly about it you could set up a Paypal account and then they might be willing to help you.
You have done the right thing in cancelling your card.
