Social Security will raise taxes in 2024 on the self-employed who have paid contributions below their real income: {Translation, summary}
– The big change led by José Luis Escrivá consists of forcing the more than 3 million self-employed in our country to pay contributions based on their real income, which means taking away a large part of their autonomy. Until now, the self-employed could decide on the basis on which they wanted to pay taxes, and almost 80% of the self-employed chose to do so on the minimum basis. In other words, they preferred to pay less tax even if that meant less state coverage.
– Now, with the new change, the self-employed will have to pay contributions according to the income they earn each year. The new contribution system introduces a series of brackets in which, depending on the income that the self-employed person expects to earn, they will be taxed a certain amount. The self-employed who earn more than 1,700 euros a month will pay more contributions than in 2022 and those who earn less will remain the same or pay less tax.
– As of today, the confusion among the self-employed continues. 2023 has been the first year of adaptation, and those who have not updated their real income (by informing the Social Security of what they expected to earn this year) will be paying the same contributions as a year earlier.
– However, Escrivá’s department gave a warning a few days ago to the latecomers: they have until 31 October to report or his department will calculate what they have to pay more in 2024 (or less, the most unlikely case).
– “Since 1 January, if you were already registered as a self-employed worker, you have been able to report your income through the Importass “Modification of self-employment data” service. If you have not yet done so, you can do so before 31 October 2023. If you do not do so, in 2024 the contributions will be regularised on the basis of your income,” says the Social Security.
– Thus, the General Treasury of the Social Security (TGSS) will cross-check data with the Treasury to verify what each self-employed person earns. “It will proceed during 2024 to regularise the contribution in order to determine the definitive monthly contribution bases for the year 2023 for each worker, which will be carried out according to their annual income reported for this purpose by the corresponding Tax Administration, by means of an automated process, once the tax data are available after the income tax campaign”, they point out. Thus, as already published by Libre Mercado, the Treasury will play a leading role in determining the amount of taxes that the self-employed will have to pay to the Social Security in 2023.
– Once the Social Security has tracked the assessed self-employed person’s income, it will notify them telematically via NOTESS (the Social Security’s telematic notification system) of the result, which will be payable in most cases. “As this is a group obliged to receive notifications and communications by electronic means”, those who have to pay extra contributions will have no way out.
– The specific date of this analysis will take place in the second half of 2024 and “will depend on when the TGSS has all the information that must be sent by the Tax Administrations and which is necessary to carry out this regularisation”. The same will happen with the self-employed who do not update their contributions in 2024: “they will also be regularised during the second half of 2025 depending on the information sent to the TGSS by the Tax Administrations”, says Escrivá’s department.

The Andalucian Regional Government implements tele-consultation in Primary Care: {Translation, summary}
– From next December, Andalucians will be able to receive medical consultations in Primary Care via the screen of their mobile devices and computers.
– The Regional Minister of Health, Catalina García, announced this Wednesday on Canal Sur Radio that teleconsultation will be implemented in Andalucia before the end of the year, a service that will complement face-to-face and telephone consultations with the aim of speeding up care and reducing waiting times.
– The details of this new care system are still being worked out, but the Junta’s objective is to set up a computer system that will allow doctors to attend patients via their office computer for matters that do not require face-to-face examination, which will allow the SAS to increase the number of patients attended daily by providing a telematic solution to patients with milder pathologies.

The collapse in US Treasury bonds now ranks among the worst market crashes in history:

– Compared with previous bond-market meltdowns, long-term Treasurys are seeing one of the most extreme undoings in history. This is the start date for the flu and Covid vaccination campaign in Andalucía:
– Andalucía will begin the usual autumn vaccination campaign next Monday. It will include not only the flu jab, but also the coronavirus one, which will continue to be administered in the coming years, as it has not yet passed into the seasonal phase.

– The names of clients, their IBAN numbers or identity documents and credit card number, among other data, may have been leaked.
– This attack has affected more than “100,000 customers across Spain”, with special emphasis on Andalucia, with users in Cordoba, Seville, Granada, among other cities, being exposed.
– The exact scope of the leak is varied. In the statement issued by the operator, it is specified: “As a result of this incident, the security of certain personal information of our customers may have been compromised. Working calendar in Andalucia 2024: holidays, easter and Christmas: {Translation}
– Andalucia has already approved the working calendar for the year 2024, which will have a total of 12 public holidays, eight of which are national and four regional. – The land is owned by Lual, an estate agent and property development company based in Nerja, which according to sources has been granted permission from the Junta de Andalucía to change the land use from ‘sports facility’ to ‘commercial’ in order to sell it.
– Staff at the tennis club told SUR in English that the club is expected to close on or around 14 October. Festival del Mar returns to La Herradura:
– After a three-year break, this Friday and Saturday 6 and 7 October the Festival del Mar returns to La Herradura (Granada province) with a full programme of fun and educational activities connected to the sea, organised by the town’s Amigos del Mar Costa Tropical association.
– The event starts at 5pm on Friday with a round table event at La Herradura’s civic centre.
– The programme for Saturday starts at 10am when people can sign up for a series of activities including kayaking, paddlesurfing and sailing. There’s also a series of workshops on biodiversity, waste and coral as well as face painting. At 2pm participants are invited to share a giant paella and there is a vegetarian option. The event will carry on into the afternoon with a prize-giving ceremony and live music.

This venue is the first chiringuito on the beach if you travel along the N340 from Torrox Costa towards Nerja. It is situated just a couple of hundred metres past the turn off for the Viveros Amberes garden centre if you are heading from Torrox costa in the direction of Nerja. It is on the beachside of the road.
Mediacana Merendero is available to find on Google Maps. There is ample parking at the venue and public transport is available, supplied by ASLA, with a stop at Km. 46 on the N340, which is just 290 metres from the venue.

Gas tanks: We have both Repsol and Cepsa gas tanks. We usually change the Cepsa ones at the Torrox BP petrol station and the Repsol ones at the Repsol petrol station on Torrox Costa where they are cheaper.
We’ve just been to the BP station and they say they only do the new lightweight Repsol ones for 18€ now and would change our Cepsa for a Repsol. We haven’t been able to find anywhere else to change the Cepsa ones and wondered where other people go. I’m reluctant to give it up in case we cannot always get the lightweight Repsol tanks as the old style orange ones are back-breakingly heavy to heave into the car! Barbara, Torrox campo.

Health admits to using private healthcare to solve capacity problems: {Translation, summary}
– The Andalusian Regional Minister of Health, Catalina García, confirmed on Tuesday that the Regional Government has resorted to a new model of health care agreements with the private sector to solve the public system’s capacity problems, but denied that this is detrimental to the public health care model.

One rape reported every two days in Malaga as crime rises across the province, kidnappings up 250%:
– A rape incident was reported every two days in the past six months in the province of Malaga, new disturbing crime data shows. A total of 349 sexual crimes were committed between January and June this year compared to 300 during the same time period in 2022, official crime statistics for the first half of 2023 revealed.

Torrox allows Endesa to continue building its substation despite the “serious irregularity”: {Translation}
– The week has started in Torrox with an ordinary plenary session which has caused even more dismay among the neighbours, who see how the construction of Endesa’s electricity substation is going ahead next to two schools and houses. Members of the Plataforma Ciudadana contra la Subestación en Torrox Park were present at the plenary session “to make our group visible”.
– Before the government team they exposed the “serious irregularity in the project” of the Endesa substation because in the original “they had not left enough distance from the pavement and that is why they are modifying the project because they need a setback of a few meters. – For its part, Torrox Town Hall stressed that “the plenary session closed with a new debate on the change of location of the electrical substation, planned for Torrox Park, already contemplated in the General Urban Development Plan of 1996 and authorised by an agreement signed by the then mayor, Francisco Muñoz, in April 2005. The plenary unanimously approved to urge the revocation of the building permit granted, to study “with rigour” new locations and to negotiate with Endesa the burying of the high voltage lines that cross these and other areas, although the government team clarified that it may proceed “as long as there is no illegality”. – The report’s findings are striking. According to the study, car manufacturers can collect more personal data than is necessary to operate and improve their vehicles. Among these are demographic data – name, age, gender, home address – but also user names on social networks or the contacts in your address book. In addition, some brands can even collect a car owner’s ethnicity, facial expressions, and information about their health and sex life.
– “As cars become more connected and more computerized, they have become more and more of a privacy nightmare,” says Jen Caltrider, director of the “Privacy Not Included” program. “Cars now come with many built-in sensors, such as microphones and cameras.” Personal data is collected when people interact with their vehicle. Dreaded Oriental hornets spotted for the first time in Malaga city:
– Oriental hornets have have been spotted feasting on the carcass of a dead pigeon in Malaga city. The sight was filmed by passers-by who uploaded the video to social media asking what type of insect it was. SUR sent the video of the large, brightly-coloured wasps to Raimundo Real, professor of zoology at the University of Malaga, who confirmed they are eastern hornets (Vespa orientalis). He said they have already been seen on the Costa del Sol, in Marbella and the El Palo area of Malaga, but this is the first time it has been scientifically identified in Malaga city.
– BEWARE, these hornets are very dangerous, with a potent venom, and they can sting multiple times. “If you see nests you should never disturb them, but report them to the police so that they can notify the specialised services to remove them,” Real said. “Not just anyone can remove them because their sting goes through the normal protections of a beekeeper’s suit, and they will attack in groups to defend their colony,” he added. The Euribor rises in September to 4.14% and raises the average mortgage by 159 euros per month: {Translation, summary}
– The end of September brings bad news for the around four million households that have a variable-rate mortgage in Spain. The 12-month Euribor – the indicator used to calculate the repayment of the vast majority of variable mortgages – has risen again after taking a breather in August and now stands at 4.14%.

Periana has new water cuts: The village of Periana in Malaga province’s Axarquía area has become the latest built-up area to nighttime cuts to its water supply. A year ago restrictions were brought in for people living in rural areas outside the village when water from the Guaro well became undrinkable. However, as of Wednesday 27 September, the restrictions also apply to the village itself.
– Periana’s mayor Rafael Torrrubia has issued a decree stating that, “as a result of the prolonged drought, the scarcity of water resources of the Guaro well and to guarantee the supply in the coming months, we are forced to extend the temporary suspension of the water supply to the village of Periana”. The water supply will be cut from 11am to 7pm.
– The mayor apologised to the residents and tourists for this situation, but explained, “We are trying to avoid what happened last year, when the level of the Guaro well dropped so low that a lot of silt and mud got into the pipes and the water became undrinkable.”

Popular Irish bar in Mijas Costa totally gutted by huge fire:
– The Harp Bar, located on Avenida de España in Calahonda , was destroyed by the flames, which startled residents in the area at around 5.20am. After the alarm was raised, the 112 Andalucía emergency services control room quickly mobilised the fire brigade, as well as the Local Police and Guardia Civil.
Explosions were heard and a huge plume of smoke rose from the fire as emergency services rushed to the scene to try to put out the blaze.

Dutch Court Upholds Its Decision to Ban David Icke From Entering Schengen Area:
– A court of the Netherlands in Haarlem has defended the decision to ban the British “conspiracy theorist” David Icke from entering the Schengen Area. The Dutch Secretary, Eric van der Burg, imposed a two-year ban on Icke last year with the argument that he could be a potential threat to public order.
– Following the ban, Icke rejected such an argument, saying that he could not be banned on such a pretext and, at the same time, noting that the Netherlands was breaking free speech rights.
– However, through an official ruling released earlier this week, the court said that it agrees with the reasoning of the State Secretary, suggesting that the decision to ban Icke is lawful, SchengenVisaInfo.com reports. As the NL Times explains, the court also acknowledged the right to freedom of expression while emphasising that these rights have their limits.

– If, after two months, no candidate manages to muster sufficient support to be sworn in as president of the government, the Parliament will be dissolved and elections will be called. This is stipulated in Article 99 of the Constitution: “If, two months after the first investiture vote, no candidate has obtained the confidence of Congress, the King shall dissolve both Houses and call new elections with the endorsement of the President of Congress”.
– In that case, according to the calculations set out in the calendar, the elections would be held on 14 January next. The election campaign would last only one week and would begin on 5 January. Fifty aircraft take part this weekend in the VI Air Day in Villanueva del Trabuco: {Translation}

Biodegradable bags may be ‘more toxic’ than conventional plastic ones:
– Hi-tech biodegradable plastic shopping bags may be “more toxic” than conventional plastic bags, a Spanish study has found. Researchers compared the two types of bags in a toxicology test using fish cells. When the biodegradable bags were used for compost, they registered a higher toxicity level than their plastic equivalents, the study by the Spanish National Research Council found.

AI Invades Windows 11- November Update Will Load Your Win 11 Computer With Handy New Tools And The Most Intrusive Snooping Imaginable:
– The update, codenamed Windows 11 23H2, became available Tuesday in preview form.
– The biggest feature of Windows 11 23H2 is desktop access to Copilot. Though Copilot has technically been available since the beginning of this year, it’s been tethered to (located in) Edge, where it hid inside a side panel, and then (moved to) Bing. Now (with this update), Windows 11 users can open Copilot on the desktop, where they can ask it questions, deliver commands, generate text summaries, and more. The tool replaces the (unpopular) Cortana app.
– Windows 11 23H2 revamps the Snipping Tool, which can now intelligently extract and redact text from documents, screenshots, videos, and more. File Explorer received a facelift and can now use AI to recommend relevant files to users, speeding up their search. In Photos, users can leverage AI to blur backgrounds, create slideshows, and search for images based on their contents.
– MS Paint is getting an AI boost, from its background removal tool (released earlier this month) and transparency features to its forthcoming AI image generator (the tool used to make deep-fake photos), “Paint Cocreator.”
– Among Windows 11 23H2’s non-AI updates are native RGB Dynamic Lighting controls, a new volume mixer, and passkey support. (MS passkey already exists for app developers, it was victim to one of the largest hacker attacks of this year last month; it has not been sufficiently redesigned or tested for wide-spread use. It is very irresponsible of MS to put known damaged goods into every Win 11 user’s computers, with a promise of a fix down the road. -Ed.)

– I had no plans to use Win 12, the ultimate AI snooping system, on my personal computers. I had planned on using Win 11 until it goes obsolete in 2027, then moving over to Linux fulltime. However, with Windows now forcing AI into Windows 11 via mandatory updates, I am now actively converting all my personal computers to Linux Mint (https://linuxmint.com). You may wish to consider doing the same if you wish to maintain any degree of online privacy & security.
– Just one example, say you are writing a book on your laptop. Before you are finished, the AI in Windows will have scanned your writing, used it for it’s machine learning improvement routine that never stops analysing any data it can access, and then shared it in the vast AI master data base in the cloud. The AI may then include your writing in answers it provides to others doing searches on related topics. You don’t get notified, credited or paid for your work, AI dishes it out as if AI created it. This has been allowed by the courts so far. The EU data regulators are investigating, but they are unlikely to make a ruling that would totally shutdown these offending AI systems, now integrated into the world’s most popular operating system. There is just too much money involved.
– I have opted for Linux Mint out of the thousands of different available versions (known as ‘distros’) of Linux. I won’t bore readers with the tech details here. If you are interested, take me out for a couple of pints and we can discuss it in as much detail as you can handle.

This venue is the first chiringuito on the beach if you travel along the N340 from Torrox Costa towards Nerja. It is situated just a couple of hundred metres past the turn off for the Viveros Amberes garden centre if you are heading from Torrox costa in the direction of Nerja. It is on the beachside of the road.
Mediacana Merendero is available to find on Google Maps. There is ample parking at the venue and public transport is available, supplied by ASLA, with a stop at Km. 46 on the N340, which is just 290 metres from the venue.

The cuisine will be the central axis of the Day of the Tourist and the Resident of Cómpeta: {Translation, summary}

Vélez-Málaga priest arrested for alleged sexual assault: A priest has been arrested in Velez-Malaga for allegedly sexually assaulting women while on trips with groups of friends. The suspect is believed to have allegedly sedated women in order to sexually assault them and recorded the attack on video. Investigators involved in the case believe that the assaults went on for years and have identified five victims, although they believe that there could be more in Malaga, Melilla and the city of Cordoba, where the suspect has also lived. The EU bans new gas boiler water heaters in 2026 and recommends replacing them with heat pump water heaters: {Translation}
– The recently enacted EU Energy Efficiency Directive, published on 20 September in the EU’s Official Journal, puts in place new energy regulations that member countries must integrate into their national legislation within two years. One of the key elements of this directive is the phasing out of gas boilers, with heat pumps being the suggested alternative.
– The main aim of this new regulatory framework is to achieve 11.7% savings in final and primary energy consumption by 2030, taking the 2020 scenario as a reference. To meet this ambitious objective, cumulative annual energy savings targets have been established for each member state.
– In terms of practical implications, this directive will ban the installation of gas boilers in new dwellings from January 2026. However, certain exemptions are provided for intensive industries, which will be able to continue using gas boilers until 31 December 2030.
– Heat pumps are presented as the preferred solution to replace gas boilers. These efficient and eco-friendly systems transfer energy from the environment to the indoor heating system, significantly reducing electricity consumption. The electricity in these systems is mainly used to drive the compressor and other components of the system. There are several types of heat pumps on the market, such as the air-to-water system, which can cost up to 10,000 euros; the air-to-air system, with prices ranging from 2,000 to 8,000 euros; and the geothermal system, which can cost up to 20,000 euros. The purpose of promoting these alternatives is to boost energy efficiency and mitigate greenhouse gas emissions in heating and cooling. Heat pump water heaters also heat the water in the tank slowly, so if you run out of hot water, it can take hours before more is available. There are hybrid models, with electric heat boost function, but these will be less efficient and have a higher purchase price. – Meanwhile, Sanchez could secure enough votes in parliament to stay in office if he wins the support of the country’s regionalist political parties. Chief among them is Junts per Catalunya led by exiled former Catalonia leader Carles Puigdemont. The party holds seven seats. Puigdemont, who is wanted in Spain for attempting the region’s secession in 2017, has demanded that legal action be dropped against fellow separatists as a condition for his support.

Still Receiving Unsolicited Commercial Calls In Spain Despite The Ban? FACUA Advises How To Report This Activity:
– A recent survey carried out by the consumer organisation FACUA revealed that 56.9 per cent of consumers still received unsolicited commercial calls. This discovery came despite the fact that such calls were prohibited in Spain at the end of June 2022. FACUA surveyed 6,065 consumers between September 20 and 22. The results showed that 56.9 per cent of them had received more than five commercial calls in the last month. Furthermore, 57.4 per cent of those who received an unsolicited call during a call, after expressly asking the teleoperator not to bother them again, subsequently received a new call offering them the services of the same company.

Fundación Unicaja brings indie music, dramatized visits and opera to Malaga: {Translation}
– The programme kicks off on the 29th of September at 19.00 with a concert on the figure of Rafael Díaz by the Grupo Cosmos 21, in which in addition to works by this renowned musician from Malaga, pieces by Manuel de Falla, Enrique Igoa, Jesús Villa, Francisco Vílchez and Francis Poulenc will be performed.

IMERSO Trips Update- Still no exact destinations: {Translation, summary}
– The definitive prices and destinations for the new Imserso campaign, which is about to get underway, are not yet known. Even so, the trips for the 2023-2024 season will start from the second half of October. ENERGY CRISIS

Russia temporarily bans fuel exports in response to shortages at home, combined with recent Saudi restrictions, driving up fuel prices across EU:
– Russia has temporarily banned exports of gasoline and diesel to all countries outside a circle of four ex-Soviet states with immediate effect in order to stabilise the domestic market, the government said on Thursday. It said the ban did not apply to Belarus, Kazakhstan, Armenia and Kyrgyzstan.
– Russia in recent months has suffered shortages of gasoline and diesel. Wholesale fuel prices have spiked, although retail prices are capped to try to curb them in line with official inflation.
– “Temporary restrictions will help saturate the fuel market, which in turn will reduce prices for consumers,” the (Russian) government said in a statement. The ban is indefinite and further actions will depend on the saturation of the market, according to Russian First Deputy Energy Minister Pavel Sorokin.
