The rebirth of the Iberian lynx: The latest census shows that there are nearly 900 lynxes on the peninsula now, including adults and kittens – ten times as many as in 2002.
At the moment 583 lynxes are living freely, 476 (81.6%) in Spain and the other 107 in Portugal. In addition, 311 kittens were born in 2019. Most of the lynxes on the Iberian peninsula live in one of the four stable and consolidated communities in Andalucía: Andújar-Cardeña (145), the Guarrizas river area in Jaén (71), Doñana-Aljarafe (69) and Guadalmellato in Cordoba (46), and a further three are loose in different parts of the region. Self-employed ‘unemployment’ aid increases by more than 105,000 workers after the new conditions: A total of 105,367 self-employed are incorporated this month as beneficiaries of the ‘unemployment’ aid created by cessation or great reduction of the activity of self-employed workers. Social Security has reported this Thursday that tomorrow, Friday more than 256,000 self-employed will receive some of the benefits launched by the Government to alleviate the situation of this group as a result of the COVID-19 pandemic. Andalucia perimeter closure
The entire autonomous community is closed from midnight from Thursday to Friday until next November 9 . The mobility restriction will affect 4.3 million people, half of the Andalucian population, who will not be able to enter or leave their towns “without just cause.”
Closures of three provinces

Spanish town brings back the peseta in bid to boost spending + redeeming pesetas and Franco era notes possible thru end of this year: The Multipaterna Commerce and Services Association has launched a campaign that allows payment to be made with pesetas in certain establishments in Paterna, a town in the Valencian Community.
For the rest of Spain those who still have the old currency there is still a few months left to convert them into euros, although they can’t spend them in shops.
Spaniards have been told that they have until December 31st 2020 to exchange their pesetas for euros and that applies for both bank notes and coins.
Any notes produced during the Franco era, which ran from the end of the Civil War in 1939 until the dictator’s death in 1975 can be automatically changed by the Bank of Spain.
Those issued during the conflict can also be exchanged but the process will involve them being analysed by experts to confirm their authenticity.
And any coins still in circulation at the time that euros were brought in on New Year’s Day in 2002 can also be exchanged at Bank of Spain headquarters in Madrid.
The exchange rate offered by the Bank of Spain is 1 euro = 166,386 pesetas but the bank advised that commemorative coins and notes may be worth more as collectors’ items than for their face value, which is all that will be offered in the exchange scheme.

The Andalusian Government has decided this Wednesday to decree the perimeter closure of the autonomous community of Andalusia as a measure to contain the coronavirus pandemic in the territory from midnight next Friday until 00.00 on November 9, a measure it takes «to protect people’s health ”, as detailed by the Andalusian president in an appearance that took place on the night of this Wednesday.
Juanma Moreno has also ordered that four million Andalusians cannot leave their municipalities during the next ten days because the provinces of Granada, Jaén and Seville are at level four of health alerts. In his speech to the media, Juanma Moreno has detailed the reasons that led him to make this decision. Vetiver is the best plant to stabilise erosion prone locations before the first fall rains come. We have plenty of plants in stock for either pickup or delivery via the Spanish Correos.

The New Rules That Began Last Night
Pedro Sánchez has appeared at a press conference to explain the measures of the new state of alarm. It will be imposed curfew between eleven at night and six in the morning throughout the national territory, except the Canary Islands. In addition, the autonomous communities may define their entire territory or some areas. The idea of ??the Government, Sánchez explained, is to extend the state of alarm for 6 months, until May 9, 2021.
The BOE has already published the Royal Decree, so as the curfew goes into effect tonight (Sunday) from 23 pm to 6 am. 1. Limits the movement of people at night
As already mentioned, it limits free movement and mobility during the period between 11 p.m. and 6 a.m. The Autonomous Communities may determine, within their territorial scope, that schedule and begin and end an hour earlier or later: that is, prevent mobility between 10 p.m. and 12 a.m. or between 5 a.m. and 7 a.m.
Activities allowed
It will only be possible to circulate on the roads or spaces for public use during that time slot for:
a) Acquisition of medicines, health products and other essential goods.
b) Assistance to health centers, services and establishments.
c) Assistance to veterinary care centers for urgent reasons.
d) Compliance with labor, professional, obligations business, institutional or legal .
e) Return to the place of habitual residence after carrying out some of the activities foreseen in this section.
f) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.
g) Due to force majeure or situation of need.
h) Any other activity of a similar nature, duly accredited.
i) Refueling at gas stations or service stations, when necessary to carry out the activities set forth in the preceding paragraphs.
2. Forbidden to enter and leave the communities
In general, the entry and exit is restricted of people from the territory of each autonomous community and each city with a Statute of Autonomy except for the exceptions that we will detail below. Yes, it will be possible to circulate in transit between communities for work reasons, studies, etc., which will be indicated below.
The restriction of the entry and exit of communities does not affect the border regime. In the event that it affects a territory with a land border with a third State, the delegated competent authority will notify the Ministry of the Interior and the Ministry of Foreign Affairs, European Union and Cooperation in advance.
In addition, the delegated authorities may limit the entry and exit of people in territorial areas that are geographically inferior in nature to a region or autonomous city, with the exceptions provided below.
Exceptions
Yes, you can go from one community to another to:
a) Attend health centers, services and establishments.
b) Compliance with labor, professional, business, institutional or legal obligations.
c) Attendance at university, teaching and educational centers, including nursery schools.
d) Return to the place of habitual or family residence.
e) Assistance and care for the elderly, minors, dependents, people with disabilities or especially vulnerable people.
f) Travel to financial and insurance entities or refueling stations in neighboring territories.
g) Required or urgent actions before public, judicial or notarial bodies.
h) Renewals of permits and official documentation, as well as other administrative procedures that cannot be postponed.
i) Taking exams or official tests that cannot be postponed.
j) Due to force majeure or need.
k) Any other activity of a similar nature, duly accredited.
3. Meetings of a maximum of six people
The size of groups of people in spaces of public use, both closed and outdoors, will be conditional on not exceeding the maximum number of six people, except in the case of cohabitants and without prejudice to the exceptions established in relation to dependencies, facilities and establishments open to the public .
The same goes for meetings in private spaces. In the case of groups that include both cohabiting and non-cohabiting people, the maximum number referred to in the preceding paragraph will be six people.
4. Manifestations: yes, if distance is guaranteed
Meetings in places of public transit and demonstrations carried out in exercise of the fundamental right regulated in article 21 of the Constitution may be limited, conditioned or prohibited when the prior communication presented by the promoters does not guarantee the personal distance necessary to prevent contagions
5. Places of worship
The regional governments will be in charge of limiting the permanence of people in places of worship setting the capacity for religious meetings, celebrations and gatherings, tending to the risk of transmission that may exist.
6. Flexilization and suspension of limitations
Each regional government may, in view of the evolution of the health, epidemiological, social, economic and mobility indicators, after notifying the Ministry of Health, modulate, make flexible and suspend the application of the prohibition to enter and leave the communities, the maximum limit of group meetings and the capacity and stay in places of worship.
7. Competences
Each Administration will retain the powers granted by current legislation, as well as the management of its services and its personnel, to adopt the measures it deems necessary, without prejudice to the provisions of the Royal Decree. The coordinating body is the Interterritorial Health Council.
8. Penalty regime
Failure to comply with the provisions of the royal decree or resistance to the orders of the competent authorities will be sanctioned in accordance with the laws, in the terms established in article 10 of Organic Law 4/1981, of June 1. The new decree gives regional governments the option to prohibit travel in and out of their territories unless it is justified, as well as imposing an obligatory nationwide curfew between 11pm and 6am.

The government is introducing an obligatory curfew for the entire country from 11pm to 6am, with regional premiers having a margin of one hour to bring forward or back the curfew times. They will not, however, be able to scrap the measure altogether.

Regions will also have the possibility of restricting the entrance to and exit from their territories unless this is for essential reasons such as going to work or to get to the doctor. This would allow regions to close their borders should they have a neighboring territory that is particularly hard hit by the virus. This is an idea that had been floated in the past by the regions that border Madrid, but until now was impossible to implement.

Spain’s new state of alarm: what you can and can’t do

The Spanish Cabinet today approved a curfew from 11pm to 6am, leaving the regions various options when it comes to restricting mobility

Spanish Prime Minister Pedro Sánchez announced on Sunday a new state of alarm for Spain, which will go into force today. Spain’s regions will be in charge of implementing the coronavirus restrictions they see fit, and under the emergency situation will now be able to limit fundamental rights such as freedom of movement without having to first turn to the courts for their blessing. The decree approved by the Cabinet today contains one blanket restriction: a nighttime curfew, the timing of which can be altered by the regions by one hour either way.

What does the curfew involve?

It limits all nighttime movement, apart from justified reasons such as going to work, to seek medical treatment or to take care of dependents. The government has set the timetable from 11pm to 6am, but the regions can bring it forward or backward by an hour. This measure will not be applied in the Canary Islands, the Spanish region that currently has the lowest incidence of the coronavirus. So far, the Balearics have confirmed they will follow the government’s recommendation of 11pm to 6am. The Valencia region will implement it from 12am to 6am.

Will there be perimetral lockdowns of regions or municipalities?

This will be left in the hands of the regional governments. They will now be able to confine their entire territory or other smaller zones within the same, such as provinces, municipalities or even neighborhoods. This is compatible with the confinements of basic healthcare areas, which will be introduced tomorrow by the Madrid regional government, for example.

Will there be limits on social meetings?

The state of alarm allows for the regions to limit social meetings to six people or fewer.

How long will the state of alarm last?

The Cabinet has approved it for 15 days, in line with the Constitution. But Sánchez has announced that the government is intending to extend it until May 9. To do so, it will need the approval of the Congress of Deputies.

What is the difference between this state of alarm and that of March?

During the first wave, the state of alarm was used to confine residents to their homes, which they could not leave apart from for work, to purchase essential items, go to the doctor, etc. Restaurants, bars and stores were also closed. On this occasion, for now, none of this will be repeated. Apart from the curfew, citizens will be able to leave their homes and frequent stores and restaurants, depending on the limitations that are established by each regional government.

What measures will each region take?

Spain’s regional governments and the Health Ministry agreed on Thursday a set of criteria for action to be taken in each area. It establishes four levels – extreme, high, medium and low – that are determined by combining eight principal indicators and 20 secondary ones that measure both the incidence of the epidemic as well as the capacity of the healthcare system. There is still no official evaluation of which areas are at extreme risk. But if the barometer approved by the regions and the ministry to the average indicators of the regions, seven would exceed this level: Aragón, Castilla-La Mancha, Castilla y León, Catalonia and La Rioja, as well as the North African cities of Ceuta and Melilla.

No escaping from Wales- UK police to enforce travel ban: A police force in England says it will try to stop people from leaving Wales, which has started a 17-day lockdown to slow a surging rate of coronavirus infections.
The Gloucestershire Constabulary will patrol routes from Wales and pull over drivers they believe are making long journeys. Travelers without a good excuse will be asked to turn around. If they don’t comply, officers will inform their Welsh counterparts so they can take action because Gloucestershire police don’t have the authority to fine people traveling from Wales, the department said. Defeat on protecting family rights of Britons returning from the EU:
While British people who move to live within the EU before December 31st 2020 are protected by the Brexit Withdrawal Agreement, this doesn’t cover family reunification rights if they want to return to the UK. Spain Approves New Restrictions on Crypto Currencies: The new bill on Prevention and Fight Against Tax Fraud was approved by the Council of Ministers on October 13 and contains different initiatives to reduce tax fraud practices, among them, control over cryptocurrencies.
It has been incorporated into Law 7/2012 the obligation to report on holding and operating with virtual currencies, both located in Spain and abroad, if it affects Spanish taxpayers, in model 720 of declarations of assets and rights abroad. Why this could be the last time Spain turns back the clocks: Current convention has it that all of Europe changes its clocks back one hour during the night of the last Saturday in October and forward again on the last weekend of March.
The practice was introduced in the early 20th century as a way of making the most of the natural light and conserving fuel, but is considered by many to be obsolete.
The EU-wide discussion ties in with a campaign within Spain to move the clocks back an hour permanently, ending a Franco-era legacy that has been in place more than 75 years.
Spain (apart from the Canary Islands) has been running on standard Central European Time (CET) zone, since 1942, when Spanish dictator Francisco Franco supposedly turned the clocks forward in solidarity with his allies, Nazi Germany.
