Halting Erosion using Vetiver:
From Vetiver Spain in Sayalonga
Our Nursery is open by appointment. Please email or call first. We have Moringa seedlings, Organic Moringa powder and Comfrey plants. We also have some local trees and some exotic trees from Africa.
Vetiver is a rapid growing and non-invasive sterile clump grass with a height of 1-2 metres and a root system of 3-4 metres in depth. We have been providing Vetiver throughout the EU for almost 10 years now. We are located in Sayalonga where we can plant year round but our best results by far start in February. The reason is that Vetiver is indigenous to India and Vetiver loves the heat of the summer. Use Vetiver cuttings as mulch around all of your fruit trees. Decomposing Vetiver improves soil quality, keeps the weeds down and the insects away all while helping to maintain soil moisture.
Vetiver is a nutritious and replenishable animal fodder. Horses and pigs love it. We use it in our chicken pens replacing hay because it stops mites.
In the 2 photos below you will see land prepared for Vetiver and the results 2 years later.
We also use Vetiver along driveways and sidewalks. It also makes a great and inexpensive ornamental hedge.
Here is a link to a short video showing the results.
https://youtu.be/rjTmb_LL2uo
We suggest planting now, as this is the BEST time of the year to plant.

Reader Response- Altered Electricity hours:
The new 2.0TD three-slot tariff was launched nationally and came into force on 1 June. The timings for the Peak, Flat and Off-peak slots were initially unclear, and the electricity suppliers were reluctant to announce the kWh charges for each period. Most of us had to search the web for information, when it finally became available, and only discovered the new kWh rates from our first new bills.
The electricity companies did their best to obscure the significance of the new time slots, even to the extent of illustrating them in difficult to discern shades of pastel colour on their graphics. Some of us rapidly translated them into the obvious colours, which were also suggested by consumer groups.
The new time slots became part of new Contracts between the company and their customers, and – so far as I know – there was no mention of these time slots either being temporary, or subject to company alteration. As such, it was a contractual arrangement, and we, the customers, made alterations to our power usage to conform to it.
For the electricity companies now, without notice or explanation, to make alterations to the time slots, is entirely unacceptable. We can guess at why they are doing it, but they are now not only operating unethically, but are also in breach of thousands (millions?) of contracts. As such, there are grounds for them being taken to court over this, and hopefully fined a salutary sum for each and every day that they have operated in this way.
Remote manipulation of meters by the companies was something which many observers predicted could/would happen, but I don’t think anyone was expecting this widespread breaking of agreed tariffs quite so soon.
Hopefully, Government is alert to this, and action will follow.

Electricity prices: Hi Naythan, In today’s Digamextra you said “although the average price per Kw/h is around 200 euros. “
This should read “price per Mw/h…”!

Covid Andalucia- Andalusia reports 242 cases and five deaths in 24 hours: {Translation, summary} 26/10/2021 14:00
-On Tuesday 26 October, Andalusia recorded a total of 242 cases of coronavirus infection in 24 hours, up from 183 last Tuesday, but down from 263 on Monday, while recording five deaths, less than a week ago (seven) and more than on Monday (one).
-The five deaths were recorded in Seville (two), Almeria, Malaga and Granada (one each).
-According to data consulted by Europa Press from the Institute of Statistics and Cartography of Andalusia (IECA), the incidence in 14 days has fallen 0.1 points to 32 cases per 100,000 inhabitants compared to 32.1 on Monday and 29.8 points recorded a week ago.
As by province Almeria has the highest with 61.1. Behind are Huelva with 52.6; followed by Malaga with 40.3; Cordoba with 30.1; Jaen with 29.1; Granada with 29; Seville with 20.9, and Cadiz with 17.6.
-The region recorded a rise of 12 hospitalised patients for covid-19 compared to Monday to a total of 178, which represents a decrease of 16 in the inter-weekly comparison, while patients admitted to an Intensive Care Unit (ICU) have risen by one to 41, nine less than those reported seven days ago.
-Malaga is the province with the most hospitalised patients with 56 and 13 in ICU, followed by Almeria with 29 and seven in ICU, Seville with 29 and seven in ICU, Granada with 21 and five in ICU, Huelva with 12 and five in ICU, Cadiz with another eleven and one in ICU, Jaen with eleven and one in ICU and Cordoba with nine and two in ICU. Those vaccinated with Janssen will receive a second jab from 15 November to boost immunity:
{Translation, summary} 26Oct21 17:50
-1.97 million people in Spain who were vaccinated with Janssen will receive a second jab. This was today confirmed by the Ministry of Health.
-It has been agreed to establish an order of vaccination following the priorities of the national strategy, i.e. the elderly first and always at least three months after the first injection.
-The Public Health Commission also agreed to administer a second dose of Pfizer or Moderna (messenger RNA) to these two million people. In other words, a heterologous regimen.
-Studies published so far show that it is less effective than other vaccines in preventing infection and hospitalisation. Experts such as the immunologist Salvador Iborra clarified in this article published in September that the loss was not “dramatic” and that the profession was expecting a second dose. The analysis of the Ministry of Health technicians on the effectiveness of the serums reduces the level of protection provided by Janssen to 56% to avoid infection. However, the effectiveness against death is much higher, almost homogeneous to the rest: 89%. SPAIN

The 90 euro ‘heating voucher’ approved by the Government- all the details and when it comes into force: {Translation, summary} 26Oct21 15:02
-On Tuesday, the government approved a royal decree that includes a package of aid worth 100 million euros to try to alleviate the increase in the price of energy, including a 90-euro voucher that extends the thermal social voucher, so that families with more difficulties can heat their homes during the winter.
-According to Vice-President Ribera, “there will be a cheque of 90 euros per family for the beneficiaries” of this aid, which will be collected, if the procedures are not delayed, during the month of December and which will only be in force during this year.
-How much is the voucher and how is it done? The voucher is 90 euros and will be paid in a single payment for people who are beneficiaries of the social voucher.
-Who will manage the aid? The aid will be managed by the Autonomous Communities. The order will be activated from the Ministry to the Autonomous Communities through the single payment system.
-How long will it take to collect it? As confirmed by Minister Teresa Ribera the bonus “will take a few weeks, but it will be ready by the end of the year”. It will be a one-off payment managed by the autonomous communities, Ribera explained, although the subsidy will be covered by state funds.
-Are there more measures to alleviate the rise in energy prices?
Yes, this Tuesday the Council of Ministers approved a royal decree that includes a package of aid to try to alleviate the increase in energy prices. In addition to the 90 euro voucher, discounts on the electricity bill have been extended, benefiting families who receive the bono social eléctrico, who will now enjoy a 60% reduction on their bill – compared to the current 25% – in the case of vulnerable families, and up to 70% reduction in the case of severely vulnerable families – who until now had a 40% reduction.
-Until when will this discount be applied? This increase in the discounts on electricity bills for recipients of the bono social eléctrico – just over one million households – will be in force until 31 March next year, “additional coverage” which, in Ribera’s words, should help to weather “a time of price crisis”. Source, Spanish: https://www.20minutos.es/noticia/4868800/0/como-solicitar-el-bono-energetico-de-90-euros-aprobado-por-el-gobierno-y-que-requisitos-exigen-para-las-familias/

Spain proposes “revolutionary solution” to lower the price of light: Spain is going to ask Brussels for permission to abandon the European electricity price system, according to Spain’s El País.
The newspaper had access to an “unofficial document” in which Spain points out that “in exceptional situations, Member States must be allowed to adapt the formation of electricity prices to your specific situations“, As a quote or El País.
Thus, the Spanish Government puts on the table a “revolutionary solution”, according to the same diary, to allow a mechanism that reflects the cheapest price of renewable energies in the final prices of light paid by consumers.
This measure put forward by the Spanish Government comes at a time when the energy ministers of the European Union (EU) are looking for solutions to face the escalation of electricity prices, due to the rising gas prices. EU shoots down France and Spain’s bid to take on Russia over gas crisis: France and Spain’s calls for a radical overhaul of the bloc’s energy policy have been shot down as the European Union squabbles over how best to take on Russia over a growing gas crisis.
Nine EU nations torpedoed a Franco-Spanish push for a dramatic overhaul of the electricity market yesterday/TUES, even as gas prices across Europe have soared to new records, prompting mounting fears of a supply crisis this winter.
A number of European governments have accused Russia of deliberately squeezing the EU by limiting the supply of gas to the bloc but the EU is split over how to tackle the issue.
Spain has called for the EU to use its combined purchasing power to buy up gas reserves that would allow it to set a ceiling for prices, to protect governments and consumers.
France has also proposed a wider shake-up of the way the bloc’s energy market operates, including an opt-out allowing governments to quit the current system of setting electricity prices.
However, at an emergency meeting of EU energy ministers in Luxembourg yesterday/TUES, both suggestions were rejected by countries including Germany, Austria, the Netherlands, Luxembourg and Ireland. COVID-19

Covid Spain- Spain’s Ministry of Health confirms 35 cases of the new Delta Plus coronavirus variant in five regions: In its latest report on ‘variants of interest’, published this Monday (25 October), Spain’s Ministry of Health, has acknowledged that up to 35 cases of this the new Delta variant – AY.4.2 – have already been detected in five different autonomous regions of the country.
The data shows that in week 41 (from 11 to 17 October) 35 cases of the AY.4.2 variant were registered, with 26 in Catalonia, Castilla-La Mancha (three), Castilla y León (two), Madrid (two) and the Valencian region (two).
In fact, the CCAES experts in Spain are convinced that the Covid-19 outbreaks that have led Benidorm entering the ‘extreme risk’ zone last Friday (by exceeding 250 cases per 100,000 inhabitants in the last 14 days) are caused by the emergence of the AY .4.2 variant, hand-in-hand with mass tourism. Electric Bill Madness- Distorted time slots & the new, constantly changing, electricity tariff timetables: {Translation of full article} Updated: 25/10/2021 16:04h
-On 1 June, a new electricity bill system was introduced in Spain for users of the regulated tariff in Spain. It established three timetables: the off-peak hour, the flat hour and the peak hour.
-The off-peak hour is the cheapest, established from 12 midnight to 8 a.m. and weekends and public holidays. There is also the flat hour, from 8 to 10 a.m. and from 2 to 6 p.m. and from 10 p.m. to midnight. And finally, the peak hour, the most expensive, from 10 am to 2 pm and from 6 pm to 10 pm.
-The escalation of prices since this summer in the electricity bill led the government of Pedro Sánchez to take measures to lower the bill. For this reason, last month it issued a decree lowering the special electricity tax from 5.11 % to 0.5 % and reducing electricity system charges by 90 % until the end of the year.
-These changes have caused the time slots known by users to be distorted, without the government or other official bodies having commented on the matter.
-What are the changes detected in the time slots? In the last week it is possible to see how the time slots in the electricity tariff have changed. For example, last Monday 18 from 7am to 8am there was no off-peak period, but a flat period. And between 8 and 10 a.m., which should be flat, there was a peak period between 9 and 10 a.m. The same situation occurred in the morning.
-The same morning situation occurred on other days. On Wednesday 20, the peak time increased from 7 to 11 a.m., while on Thursday 21 and Friday 22 the peak times were between 8 and 10 a.m., losing flat hours along the way.
-In the afternoons, the situation has also changed and has benefited users, although the average price per Kw/h is around 200 euros. Thus, on Thursday 21 there were off-peak hours from 11am to 6pm, when it should have been between peak and off-peak, as established in June.
-As for weekends, which should have been off-peak hours, there have also been changes. For example, last Saturday, the most expensive since data has been available, the peak hours were between 0 and 2 am, from 9 am to 10 am and from 7 pm to 10 pm. And the off-peak hours were from 11 am to 6 pm. On Sunday, which until today was also the most expensive ever, the cheapest tariff was from 3 am to 6 pm and expensive between 7 pm and midnight.
-In this way, the time slots show numerous changes, as they change every day and even by the hour. What was useful a few months ago is no longer useful, so the best option is to consult the website of Red Eléctrica de España, where the demand graphs are published. Real Estate News- New Bill Will Revolutionize the Dynamics of the Residential Sector- Smallholders can only raise rents a maximum of 10% in areas with rising prices, other rent controls and new rules, take effect 2024: {Translation of full article}
-The Council of Ministers will approve this Tuesday the first state housing law of democracy, an ambitious project that will completely revolutionise the dynamics of the residential sector. The law will serve to articulate measures such as rent controls in stressed areas, i.e. with skyrocketing prices. However, as ABC reported, these will not come into force until at least 2024.
-This is stated in the draft bill, to which this newspaper has had access. The text establishes that there will be a period of a year and a half from the approval of the law for “the application of this limitation referring to the reference index system, so that the state administration can establish a system that can be used to apply these limitations on rental prices in stressed areas”. Given that the law will not be passed until well into 2022 by the Cortes, this delays rent controls until the next legislature.
The designation of a stressed zone, which is essential to enforce these limits, will be the work of the communities, but will have to be approved by the Ministry of Transport, Mobility and the Urban Agenda. The Government’s main requirement is that the average rent or mortgage burden in the area – plus basic expenses and supplies – must exceed 30% of the average household income.
-In addition, the purchase or rental price must have risen over the last five years by a cumulative percentage of at least five points more than the CPI in that community. In other words, if inflation in the region has been 1%, only those places where rents have exceeded 6% can be considered as a stressed area.
-More conditions. A zone will be considered to be under stress for a period of three years, which can be extended annually. In order to do so, the community in question will have to demonstrate that it has carried out certain measures to correct imbalances in the rental market that have not worked.
-Within these zones, large tenants will not be able to raise prices. The government understands large landlords to be those with more than 10 homes or 1,500 square metres, although it will give the regions the freedom to establish “additional criteria” to this definition.
-Small owners, on the other hand, will be able to raise prices by up to 10%. Although in principle a rent freeze was envisaged in these cases, landlords will be able to raise rents if they can prove that they have renovated the property in the previous two years, improved access or signed a ten-year contract with their tenants.
***IBI surcharges of up to 150%***
-With regard to empty homes, local councils will be able to demand a surcharge of up to 50% of the net amount of IBI. The Executive will understand empty dwellings to be those that remain unoccupied without justified cause for more than two years, provided that they belong to an owner with four or more dwellings for residential use.
-However, the surcharge may reach 100% if the period of unoccupation is longer than three years “and may be modulated according to the period of time of unoccupation”.
-In addition, local councils may increase the percentage of surcharge corresponding to the above by up to 50 additional percentage points in the case of properties belonging to owners of two or more residential properties that are unoccupied in the same municipality. In total, a 150% penalty.
-In any case, it will be considered justified that the property is empty when a series of circumstances occur. For example, temporary relocation for work or training reasons, a change of address due to a situation of dependency or for health or social emergency reasons, properties destined for second home use with a maximum of 4 years of continuous unoccupation, properties subject to construction or rehabilitation work… in short, the owner will be penalised when he/she is conditioned by circumstances that prevent the effective occupation of the property.
-Nor will the IBI surcharge be applied to properties that are subject to litigation or have a case pending a judicial or administrative resolution that prevents the use and disposal of the property. Or in the case of properties for sale, with a maximum of one year in this situation, or for rent, with a maximum of six months in this situation.
***Housing Advisory Council***
-Beyond the specific measures, the draft law also contemplates the creation of the Housing Advisory Council, a collegiate body “of a technical nature” in which future legislative changes in housing matters will be debated.
-The Government’s intention is that this new body will include representatives from the different ministerial departments with responsibilities related to housing, business associations, professional associations, financial institutions, associations from the third sector and those representing interests affected by the law. In addition, various professional experts in housing matters, as well as university and research experts, will also be able to form part of the Council. WHAT!?! Spanish police duo sidelined, as punishment by superiors, for their award-winning work against animal abuse: Two officers from Alcalá de Henares are taking their case to court, claiming harassment by their superiors who allegedly told them to focus on other crimes.
The confrontation between these police officers and their superiors revolves around how the pair handled complaints of animal abuse. Together, Flor and Alberto have rescued up to 40 animals over two years, but, according to their superiors, in some cases, they did not follow the correct administrative procedure.
According to Flor and Alberto, the real reason behind the confrontation is that animal abuse is not a priority for their bosses, who urged them to focus on other crimes. The tension was such that an internal investigation was carried out. In a document to which EL PAÍS has had access, the investigation concluded that both officers had acted correctly and performed a “praiseworthy and admirable” job. Special DGT clampdown on bikes and electric scooters using the pavements: Spain’s Directorate-General for Traffic will increase surveillance and controls in large towns and cities in a special campaign that runs from 25 October until 7 November.
Riding electric scooters and bicycles on the pavements is a serious violation of the new traffic code that carries a penalty of 200 euros.
A campaign has been launched in Malaga this Monday, 25 October, and it will run until 7 November. It will involve a special control and surveillance of bicycles and ‘personal mobility vehicles’ on the pavements, with the support and collaboration of the main Local Police forces on the Costa del Sol.
The campaign is aimed at those municipalities with more than 100,000 inhabitants, so it will affect Marbella and Malaga city.

Romance scam leaves octogenarian out of pocket to the tune of 67,000 euros: Officers arrested a 33-year-old woman as the alleged perpetrator of a fraud. She has a police record and has used this ‘modus operandi’ to swindle money in the past. She stole 67,000 euros from this elderly man. She used a romance scam to defraud her octogenarian victim.
A romance scam “basically consists of networks of fraudsters whose victims are elderly people whose trust is gained by using young women of different nationalities.
“These young women go as far as proposing marriage or long-term relationships in order to be included in the deeds of their flats and even as beneficiaries in their wills.”
During the investigation, the officers discovered that the woman had repeatedly borrowed money from the elderly man. She promised to pay him back once she had sold her property in Romania. Full article: https://www.euroweeklynews.com/2021/10/25/romance-scam-leaves-octogenarian-out-of-pocket/

How to know if someone has blocked you on WhatsApp?: {Translation}
-Have you written to someone and they don’t reply, and the last message you sent to that person remains with just a ‘check’ and, no matter how much time passes, they don’t receive that message (and, therefore, the double ‘check’ doesn’t appear)?
-Don’t despair, there’s nothing wrong with your Whatsapp… but the person you’re sending your messages to has probably blocked you.
-Without going into the person’s motivation for blocking you, there are a series of signs to know if that person has indeed blocked you or deleted your Whatsapp chat and your contact.
-In addition to the ‘check’ (if you have been blocked, you will only see a ‘sent message’ check, but never the second ‘delivered message’ check), you will also know that you have been blocked because you will not be able to see the information about the last time the contact was online (if this option was not already deactivated), nor will you see the updates of the contact’s profile photo (in fact, there comes a time when the contact’s photo disappears completely for you) and you will not be able to call that contact via Whatsapp.
-If the blocking has been total, you won’t be able to call them via a classic call either, and you will constantly get the message that “the person you are calling is switched off or out of coverage”.

Covid Andalucia- Malaga continues to lead in the number of Covid cases in Andalusia with 85 more positives and two deaths: {Translation} Updated: 23 October, 2021 – 13:42h
-The measures have been relaxed, full capacity is back, the masks on the street have almost disappeared and there is an almost forgotten tranquillity in the air. However, the coronavirus has not gone away. The proof is in the figures that the Regional Ministry of Health and Families continues to provide on a daily basis. Malaga continues to lead the number of Covid-19 cases in Andalusia. This Saturday there are 85 new cases and two more deaths.
-The province of Malaga almost doubles in the number of new infections to the second most affected, Seville, which has 46 positive cases. It should also be noted that the outbreak recorded in Archidona prison now affects 69
-A total of 282 cases have been recorded in Andalusia, although only 12 of them have required hospitalisation in the last few hours. Malaga has four admissions in the latest balance sheet provided by the Junta de Andalucía. Currently, 173 patients confirmed with Covid-19 remain in Andalusian hospitals, of which 43 are in ICU. At the peak of February, the Andalusian centres reached 5,000 admissions.
-In Malaga hospitals, a total of 58 Covid-19 patients are receiving care and 15 of them are in intensive care units. This figure is much lower than the peak recorded in the fifth wave. Nevertheless, it remains the province with the highest burden of care due to the pandemic.
-So far and since March 2020, more than 10,500 people have passed through Malaga’s healthcare centres. This figure represents 6.7% of the total number of people infected in the province, who now total 155,475 according to the official registry. Of those hospitalised, 10% have to be treated in the ICU due to the worsening of their state of health.
-However, the worst count is the number of deaths. A total of 1,987 people have died in the province as a result of the coronavirus since the beginning of the pandemic. This is the second Andalusian province with the second highest number of deaths after Seville, which has had more than 2,300 in the last year and a half.
-In terms of the number of people recovered, 76 have been added in the last few hours in Malaga. There are now 153,668 people who have successfully overcome the disease since records began. The Regional Ministry of Health also reports the number of doses of the vaccine inoculated in Malaga. A total of 2,473,168 doses have already been administered and more than 1,269,795 have been given the full course. La Palma Volcano Update- New Flow & Vent: {Translation} 24.10.2021 – 20:25h
-Far from subsiding, the volcano of La Palma has reached five weeks of eruption at full power on a day in which it has added a new flow and an open vent under the secondary cone from which abundant liquid lava flows, and in which earthquakes have been constant.
-In the last few hours, according to calculations by the Geological and Mining Institute (IGME), a new flow has been recorded, which is heading towards Las Manchas and is advancing at about 50 metres per hour. UK

UK Covid deaths soar 26% in a week as another 72 die despite cases dropping: The UK has recorded another 39,962 Covid cases in the latest 24 hour period, while deaths have risen by 72 – up by over a quarter in seven days.
It breaks a cycle of 11 consecutive days in a row where new infections remained above 40,000 across Britain amid fears of a fresh wave as winter approaches.
The figures, released this afternoon by the Department of Health, see an 11 percent case decrease compared to last Sunday (October 17) when there were 44,985 recorded.
And 57 fatalities within 28 days of a positive test, meaning a rise of 26 percent.
It is the biggest Covid death toll for a Sunday since March 7 when there were 82.
Daily hospital admissions also continue to surge with 1,080 today and 6,720 over the last week and 1,116 in seven days which works out at a 19.9 percent increase.
Yesterday, cases rose by 44,985 with a further 135 fatalities.

COVID-19

Covid Axarquia- Nerja, La Viñuela & Almáchar return to high risk after exceeding 150 incidence rate: {Translation} Updated: 22OCT21
-The Axarquia has notified a total of 43 COVID-19 infections this week, 7 of them this Friday, of which 23 correspond to the municipality of Nerja.
-Junta de Andalucía has informed this Friday, 22nd of October, of 7 new infected by coronavirus in the Axarquía in the last 24 hours, The cases remain stable after the 7 of yesterday Thursday, the 5 of Wednesday, the 7 of Tuesday and the 17 of Monday, although in this last case they correspond to the whole weekend.
-In total, 43 infections have been confirmed this week, a figure higher than the 30 positives detected last week and the 29 a fortnight ago. This rise is mainly due to the increase in the number of cases in the municipality of Nerja, where 23 infections have been recorded this week. These figures have led to the town once again being at high risk, with an incidence rate of 156.1 positive cases per 100,000 inhabitants in the last 14 days. La Viñuela (194.6) and Almáchar (165.1) are also in this situation. The three municipalities are the only ones in the region with an incidence above 100 cases.
-Up to 21 localities in La Axarquía have not registered cases of coronavirus in at least the last two weeks. These are Alfarnate, Alfarnatejo, Algarrobo, Árchez, Benamargosa, Canillas de Aceituno, Canillas de Albaida, Comares, Cómpeta, Cútar, El Borge, Frigiliana, Iznate, Macharaviaya, Moclinejo, Periana, Riogordo, Salares, Sayalonga, Sedella and Totalán.
-Fortunately, one more day there are no deaths by the virus in the region, so that Axarquia already has 23 days without deaths by COVID-19 (since 29 September). In addition, this Friday 7 people have been reported recovered from the disease.
-Regarding the new positives in the last 24 hours, 3 have been reported in Rincón de la Victoria and Nerja; and 1 in Arenas.
-As for people who have recovered from the disease, the following have been reported: 3 in Vélez-Málaga and Torrox; and 1 in Sayalonga.
-The incidence in the Axarquia Health District (which includes Casabermeja) is 34.1 cases per 100,000 inhabitants, 0.6 points higher than yesterday Thursday (33.5) and 5.9 points higher than a week ago (28.2). Meanwhile, in the Malaga Health District (to which Rincón de la Victoria, Macharaviaya, Moclinejo and Totalán belong, as well as Malaga city and Almogía) the incidence is 34.6 cases per 100,000 inhabitants, 1.7 points less than on Thursday (36.3) and 1.9 points lower than a week ago (36.5).

Andalucía registers 275 infections and three deaths from coronavirus in the last 24 hours: The region’s incidence rate continues to rise, slightly, and it stands at 31.1 cases per one hundred thousand inhabitants.
The Andalusian region has registered a total of 275 new coronavirus infections in the last 24 hours this Friday, 22 October, fewer than the 307 on Thursday and the 297 recorded a week ago.
Three coronavirus deaths have also been recorded by the Junta, two less than the previous day and six less than last Friday when there were nine. With respect to the three coronavirus deaths, they were notified in Seville, Malaga and Almeria provinces.

SPAIN

Spanish government to reimburse all fines handed out during first state of alarm: The Interior Ministry said that police had meted out 1.1 million fines to citizens who defied the stay-at-home order and other restrictions, although not all of them had been immediately paid.
All Spanish citizens who paid fines during a nearly three-month state of emergency declared last yea will be remunerated, the country’s Ministry of Territorial Affairs said on Friday.
The move follows a ruling by Spain’s top court earlier this year that declared as unconstitutional the country’s first state of emergency, which sent all but essential citizens to their homes and paralyzed much of the economy between March 14 and June 21. Heads Up To Facebook Group Admins- Facebook announces new censorship for Groups- Now You’re the Censor!:
Facebook seems to be attempting to respond to the most recent round of criticism against it and deflect from it by “doing more” with an announcement that new censorship measures are on its way.
This time they concern groups, whose members’ posts will be demoted if Facebook determines that they had violated its guidelines in other places on the giant network – meaning that their group-posted content can be in line with Facebook’s rules, without having broken any, and it will still get demoted because of posts made outside the group! The downranking will apply to all content posted by these users in a group.
The intent is to isolate group members from their peers in the same community as punishment for what Facebook determines were transgressions committed elsewhere.
Another move that Facebook is making is to essentially co-opt group admins and moderators as unpaid content moderators.
They will now have at their disposal a tool called Flagged by Facebook which admins will be able to use to censor group members before Facebook (FB will have  already flagged the content for your review and removal) removes them and gives your group a slap those misbehaving with “strikes.”
With Flagged by Facebook, admins will be able to see the flagged content and try to react to censor it before FB does, and will be incentivized to do so because strikes received by groups members affect the status of the group itself. So now you are the censor!

Briton denied entry to Spain over missing passport stamp:
This is of particular concern for non-resident Britons who visit Spain regularly to spend time in their second homes or for an extended holiday, as they have to pay special attention that border officials DO stamp their passports when they fly between Spain and the UK, inbound and outbound.
The reason for her refusal? Her passport didn’t have a stamp showing that she had indeed left Spain and abided by the new rules for non-resident British visitors in Spain since Brexit came into force in 2021. “I was denied entry to Spain on September 26th due to my passport not being stamped on exit on a previous one-week visit to Spain which started on June 4th,” Linda told The Local.
“The guards initially stamped my passport to enter then noticed I had no exit stamp from that one-week visit in June, thereby classing me as an overstayer and subsequently marked the entry stamp with the letter F and two lines.
“Even though I have proof of returning to the UK via banking activity as well as the test and trace COVID app, the border guards would not accept or look at any proof nor let me speak to anyone that could help”. France Plans to Extend Health Pass Requirement Until July 2022:
French citizens, residents, and travellers to the country may have to hold a Health Pass until July 2022 in order to access indoor areas like restaurants, bars, shopping centres, planes, and hospitals, among others, just as it was previously warned by SchengenVisaInfo.com.
The Members of Parliament of France have agreed to extend the Health Pass requirement until July 2022 if the COVID-19 situation in the country and the area does not improve.
However, the move is not final as the bill has to go through some other procedures in order to be finalized, including being discussed in France’s senate during the next week. Only then the authorities will come to a conclusion regarding its extension. Full article: https://www.schengenvisainfo.com/news/france-to-extend-health-pass-requirement-until-july-2022/

Tennis News- Andy Murray blames poor attitude for European Open exit: Andy Murray blamed a “poor attitude” for his European Open exit to Diego Schwartzman. Murray, back at the Antwerp scene of his last singles title in 2019, was unable to make the most of an early lead as Schwartzman won 6-4 7-6 (6) in two hours and 13 minutes.
“I didn’t make as many good decisions as I would have liked in the second set dealing with adversity,” Murray said.
Continuing his comeback less than a year after hip resurfacing surgery, Murray now plans to play at the Erste Bank Open in Vienna next week and November’s Stockholm Open.
Murray could also play at the Rolex Paris Masters in between, possibly as a wildcard or even as a qualifier. Photo:RTE.ie. Full article: https://www.rte.ie/sport/tennis/2021/1021/1255225-murray-blames-bad-attitude-for-european-open-exit/

Concern about the lack of electronic products for the Black Friday sales and Christmas: {Translation, summary}
-The global semiconductor shortage, or microchip crisis, has become much more widespread than expected when the first alarm bells rang just over a year ago. It started with game consoles, followed by computers and mobile phones, and is now affecting all kinds of products. One of the most affected sectors is the car industry, but the waiting lists now extend to dishwashers, refrigerators and washing machines.
-The low stock of world microchips are added to other crises such as the transport of containers, which is delaying the entire world trade by the shortage of ships, and the closures of asian ports for the variant delta of the coronavirus.
-Undoubtedly the hardest gift to get will be the latest models of PlayStation and Xbox game consoles. The launch of both a year ago coincided with the collapse of the chip supply chain and since then they have been trickling out to consumers. They are currently out of stock at all retailers. Aware that the situation will not improve any time soon, PlayStation will raffle the units it has for direct sale among customers who register and receive “an invitation” based on their history as customers of the Sony-owned brand.
-Intel has announced that it will build four plants making microchips, two in the US and two in Europe, for which it estimates it will need an investment of about 80,000 million dollars, equivalent to the GDP of Guatemala. To put these factories in operation is also needed a minimum of three years.

Bitcoin falls from peak, U.S. ETF support questioned: The world’s largest cryptocurrency was down 4.35% at $63,122.78, at 2:10 p.m. Eastern time, after hitting a record $67,016 on Wednesday.
Bitcoin on Thursday retreated from its all-time high struck a day earlier after the debut of the first U.S. bitcoin futures exchange-traded fund, while analysts questioned the impact on cryptocurrency investment flows.
The bulls are seeing this ETF as a new investment vehicle that would open the avenue for fresh capital to enter bitcoin markets. The bears are seeing the new ETF as only incremental addition to an already crowded space of bitcoin investment vehicles. SPAIN

Confusion Regarding The Proposed New Law of Protection and Animal Rights: {Translation}
Editor’s Note: There are several versions of this article floating around, in English, that suggest this is a new law. IT IS ONLY A PROPOSAL, subject to change, and then a vote after the public discussion period expires in December. Below is a translation of the original Spanish article. To see the official full draft proposal in Spanish, see https://www.mdsocialesa2030.gob.es/derechos-animales/Eventos/Anteproyecto_Ley_Proteccion_y_Derechos_de_los_Animales_220921.pdf
From http://www.20minutos.es website:
-The central government, through the Ministry of Social Rights, has presented the draft bill on the Protection and Rights of Animals, a document that includes a series of measures aimed at protecting the integrity of animals, responsible coexistence and regulating their ownership.
-This document will be submitted for public information and the aim is for it to reach the Council of Ministers before December 2021. As it is still a draft, there may be modifications, but one of the measures it establishes is that those who wish to have a pet must first complete a training course- an online course, short and free of charge
-This is a complete novelty in the field of animal protection and will be a requirement for those who want to own a dog that will facilitate “responsible animal ownership”. Thus, through this basic training, the aim of the Government is that they develop adequate knowledge “in the handling, care and ownership of animals”.
-In this sense, the course will be free, will be carried out online and will be compulsory, as well as the subscription of a civil liability insurance. The content will be determined by regulation.
-As explained by the director general of Animal Rights, Sergio García Torres, this course offers basic knowledge of civility and responsibility when owning a pet, such as picking up droppings from the street.
*What other measures are included in this law?*
-One of the most relevant aspects of this new law is undoubtedly the issue of zero culling, i.e. the prohibition of slaughtering pets. It could only be carried out “for sanitary or euthanasic reasons”.
-Pet owners will not be allowed to leave their pets unattended for a certain period of time. The regulation establishes three days for any pet, but a maximum of 24 hours for dogs.
-Likewise, fish may only be sold in specialised pet shops, and the sale, exhibition and display to the public of other animals is prohibited. Source, Spanish: https://www.20minutos.es/noticia/4852548/0/asi-sera-el-curso-para-tener-mascotas-4852548/

Spain’s Socialist Party votes against legalizing cannabis for recreational use: The issue of the legalization of marijuana has revealed divisions and created some bizarre one-off alliances in the Spanish government which is headed by a center-left coalition of the Socialist Party (PSOE) and junior partner Unidas Podemos. -Ed. The PSOE on Tuesday voted against a proposal to legalize cannabis for recreational use, even though this meant aligning itself with the conservative Popular Party (PP) and far-right Vox, which also opposed the measure. Due to the unlikely agreement among these groups, the proposal was defeated overwhelmingly, with 75 votes in favor, 263 against and nine abstentions.
The divisions within the coalition government were evident on Tuesday, but both parties avoided open attacks. Unidas Podemos lawmaker Lucía Muñoz simply told the PSOE that it will not be able to escape a debate on the issue – two more proposals on the legalization of marijuana are set to be brought before Congress.

Facebook fined $70 million for ‘deliberate’ failure to comply with UK regulator: The UK competition regulator has slapped Facebook with a $70 million fine for repeatedly ignoring warnings and deliberately breaking its rules.
The Competition and Markets Authority (CMA) said in a statement Wednesday that Facebook had “consciously” refused to report all the required information during an investigation of the tech giant’s acquisition of online database Giphy.
“We warned Facebook that its refusal to provide us with important information was a breach of the order but, even after losing its appeal in two separate courts, Facebook continued to disregard its legal obligations,” CMA senior director of mergers Joel Bamford said in a statement. “This should serve as a warning to any company that thinks it is above the law,” added Bamford.

Scientists Identify Viking Presence In North America Centuries Before Columbus: Researchers have established the exact year Europeans were first present in North America in a study published Wednesday dating the Viking presence in Newfoundland, Canada to exactly a thousand years ago in 1021 AD — almost 500 years before Christopher Columbus stepped foot in the Americas.
L’Anse aux Meadows is the earliest and only known Viking site in North America and was first discovered in 1960, according to UNESCO, and hundreds of wooden, bronze, bone, and stone artifacts have been uncovered there by archaeologists over the years. Pirate IPTV Investigations Now Target Customers as Well as Sellers- 1,800 Customers Face ‘Stolen Goods’ Fines: Italy’s Guardia di Finanza has concluded an investigation into a reseller of pirate IPTV. The 70-year-old behind the service stands accused of IP offenses against Mediaset Premium, Sky, Disney+ and DAZN after earning 500,000 euros on which he paid no tax. Perhaps more significantly, 1,800 former subscribers to the service now face fines for receiving stolen goods.
One area where local law enforcement has been treading new ground is the targeting of subscribers to such unlicensed services. Last year, authorities said that users are on the radar, with potentially tens of thousands set to face action.
In February 2020, police reported over 220 to the judicial authorities and last month followed up with another batch of 240, all of whom face fines and potential court appearances. Another investigation, which police reported as concluded this week, will see another 1,800 face action. Big changes and a new name for Facebook! – Zuckerberg focused on transitioning FB into his “Metaverse”, planning to rebrand the company with a new name: Facebook is planning to change its company name next week to reflect its focus on building the metaverse, according to a source with direct knowledge of the matter. The new name is a closely held secret for now.
The rebrand would likely position the Facebook app as one of many products under a parent company overseeing groups like Instagram, WhatsApp, Oculus, and more.
Preparing for transitioning into the Metaverse format, Facebook already has more than 10,000 employees building consumer hardware like AR (Augmented Reality) glasses that Zuckerberg believes will eventually be as ubiquitous as smartphones. In July, he told The Verge that, over the next several years, “we will effectively transition from people seeing us as primarily being a social media company to being a metaverse company.” [1]
What is the metaverse?
To the outsider, it may look like a souped-up version of Virtual Reality (VR) – but some people think the metaverse could be the future of the internet.
Instead of being on a computer, in the metaverse you use a headset (or a brain interface like Elon Musk is developing, first helmets, then eventually brain implants) to enter a virtual world connecting all sorts of digital environments.
Unlike current VR, which is mostly used for gaming, this virtual world could be used for practically anything – work, play, concerts, cinema trips – or just hanging out.
Most people envision that you would have a 3D avatar – a representation of yourself – as you use it to interact with others.
But because it’s still just an idea, there’s no single agreed definition of the metaverse. [2]
This is where Facebook is headed.
Perhaps I should provide an example of one FB related possibility in the Metaverse.
Instead of using an app on your phone to view 2 dimensional flat FB pages like we do now, you will put on AR goggles that are plugged into your phone, and using an avatar, travel in virtual reality to visit the 3 dimensional home of the FB page. Like a room instead of a page, full of interesting 3D interactive displays rather than flat text and photos.
So you begin. In your view could be a fantasy street scene, with a theme of your choice, cartoonland, or maybe a futuristic city, there will be lots of choices, and you’ll probably have to pay extra for premium themes. Digital you, in the form of an avatar you create or buy, are inserted into this, to wander around and interact with others. You’ll notice the different buildings. To visit a FB page, you will enter a building, walk thru the lobby (full of eye-catching adverts no doubt) to the elevators, and enter an elevator. Instead of buttons to select a floor, there is a screen display with a menu of all the FB pages you follow and groups you belong to. You tap on your choice destination, the doors close, and off you go. You get off at your destination. Now you can walk in and look at all the updated 3D displays in that page’s home. You’ll see avatars in the room of other current visitors, and you’ll be able to directly interact with them. No need to scroll & chat when you can stroll & speak.

-On Tuesday 19 October, Andalusia recorded a total of 183 cases of coronavirus infection in 24 hours, down from 289 on Monday (48 hours) and 232 a week ago, while there were seven deaths, six more than the previous day, but two fewer than seven days ago.
-Among the seven deaths, Seville has the most deaths, with three, while Cadiz, Cordoba, Jaen and Malaga have one each.
Andalusia has 18 hospitalised patients and four admitted to the ICU
-In addition the incidence in 14 days has fallen after three days up, and stands at 29.8 cases per 100,000 inhabitants compared to 30.09 recorded on Monday. It is also lower than the figure recorded last Tuesday, which stood at 31.4.
-On this day, Malaga is the most infected with 51, followed by Seville with 42, Almeria with 23, Cadiz with 22, Cordoba with 15, Granada with 14, Huelva with nine and Jaen with seven positives.

SPAIN

The DGT will force you to have this engine immobilizing breathalyzer device in your car that costs 1,000 euros: {Translation} Updated: 18Oct21 12:28
-The measure will come into force on 6 July 2022.
-The Directorate General of Traffic (DGT) is working to reduce the number of victims and traffic accidents on Spain’s roads. In fact, its objective for the middle of the century is to reduce the number of fatalities to a minimum. To this end, from 2022 it will begin to require drivers to have this device.
-One of the main causes of car accidents is alcohol consumption. This is why it will be necessary to have a breathalyser. It will be compulsory from 6 July.
-The function of the device is to stop the car if the permitted alcohol level is exceeded (0.5 g/l in blood and 0.25 mg/l in aspirated air for frequent drivers and 0.3 g/l and 0.15 mg/l for professional and novice drivers).
-With the new law, which will come into force on the aforementioned date, the breathalyser will have to be fitted in vehicles used for passenger transport. However, the European Union is going further and is calling for this rule to be extended to private vehicles. However, the biggest problem is that the device currently costs around 1,000 euros. It will prevent the ignition from working until a passing sample is provided.
-The aim of this measure is to ensure that people who might test positive in a breathalyser test do not take the car. To this end, the DGT argues that during 2020, almost half of the fatalities in traffic accidents, 48.7%, exceeded the permitted alcohol level.

The average monthly electricity bill in Spanish homes is expected to rise to 100 euros in October: The Spanish Organisation of Consumers, OCU, has said if the electricity prices continue to increase the average household electricity bill for the month of October could rise to 100 euros. This would represent an increase of 14.4 per cent compared to the month of September, which reached an average of 87.40 euros.
Predictions from the consumer organisation show that the bill for an average household (4.6 kW of power and 292 kWh of monthly consumption) will rise by 14.4 per cent to 100 euros this month. This represents an increase of 12.6 euros over the already high September bills. Without the set of special measures applied by the Government, the cost of the average bill would have risen to 132.3 euros.
In view of the data, the OCU believes that the Government will not be able to fulfil its commitment that the annual bill this year will not exceed that of 2018, plus inflation. Full article: https://www.surinenglish.com/spain/average-monthly-electricity-20211019114652-nt.html

Covid masks face 17% sales tax increase in Spain from January:
Spain’s national government has no immediate plans to lift the order forcing the mandatory wearing of face masks indoors, and outdoors if social distancing of 1.5 metres cannot be maintained.
However, the price of surgical masks in Spain will likely rise in January when the royal decree by which the sales tax was reduced to 4% will end. Since 18 November, 2020, the IVA on these products was reduced from 21% to 4%. Full article: https://www.surinenglish.com/spain/covid-masks-face-20211018123449-nt.html

Major Power Companies Deal a Blow to Green Energy- “Sorry, not interested”: Iberdrola and Endesa have not attended the auction to grant new licenses for a total 3,300 MW of renewable energy (mainly wind and photovoltaic) held today, both companies have informed Europa Press. The Government advances in its plan to implement tolls on the highways and values the payment per kilometer: {Translation}
-Although pay-per-use is barely mentioned in the 2022 budget and is not included in the draft submitted to Brussels, the government is still working to introduce tolls on state highways and motorways. The government has decided to implement this measure in 2024 (and has informed the European Commission of this), but is still hesitating over the method it will use.
-Initially, the government took as a reference the ‘vignette’, a formula that is very widespread in the European Union and which consists of a sticker that is affixed to the car and allows drivers to circulate freely on toll roads. Normally the price of this sticker varies according to the type of vehicle and the period of time it is allowed to circulate on these roads.
-The European Parliament, however, agreed in the summer to push for a fairer system to replace the vignette. One of the options being considered is to pay per kilometre, although in principle this could mean a higher cost for users.
-The Spanish government is looking favourably on the latter system, according to the department headed by Raquel Sánchez, although nothing has yet been defined. As published in this newspaper, the government is studying a symbolic payment of around one cent per kilometre travelled.
-The Secretary General of Infrastructures, Sergio Vázquez, confirmed on Tuesday that network charging is inevitable, although he avoided talking about tolls. At an event organised by Cadena SER, Vázquez assured that the system to be implemented in 2024 will cost much less than the current tolls.
-The Secretary General of Infrastructures justified this system in order to sustain the Spanish high-capacity network (motorways and highways), which has a maintenance deficit of millions of euros. According to Seopan, the employers’ association of large construction companies and concessionaires, work valued at 8 billion euros is needed to maintain the network. Source, Spanish:

Andalusia’s rate rises again to 30.09 points and adds 289 infections: {Translation} Updated: 18/10/2021, 12:04
-On Monday 18 October, Andalusia recorded a total of 289 cases of coronavirus infection in 48 hours, up from 276 on Saturday and 171 a week ago, while recording one death, six fewer than two days ago and the same number in the inter-weekly comparison.
-Aguirre pointed out that “this tells us that we are in a pandemic, with an incidence of 30.09 at a time when it is difficult to bring it down because we have the zero to twelve year age group without vaccination and there is the highest accumulated incidence”. But, he added, “the figures give us some cause for reassurance”.
-The 289 positives on Monday and Sunday come after 276 on Saturday, 297 on Friday, 179 on Thursday, 216 on Wednesday, 232 on Tuesday and 171 on the previous Monday and Sunday.

Amazon accused of lying about its business practices to US Congress: Members of Congress have accused Amazon executives of misleading or lying to an antitrust committee about its business practices, following recent reports that the company uses third-party seller data to copy products and promotes those versions in search results. The representatives, all members of the House Judiciary Committee’s antitrust subcommittee, are considering whether to ask the Department of Justice to undertake a criminal investigation.
Bezos told the committee last year that the company doesn’t allow employees to use data from individual sellers to bolster its own product lines, though “couldn’t guarantee” that the company hasn’t misused such data.
An investigation published by Reuters last week suggested Amazon India “ran a systematic campaign” of copying other companies’ products and manipulating search results to promote them. The Markup also reported that Amazon places its own products above competitors’ goods in search results, including ones with higher customer ratings. The new lava stream on La Palma has reached a different part of the ocean: This stream, say the experts, is flowing down the mountain of La Laguna at a speed of approximately 1.3 kilometres per hour. Having already passed La Laguna, this new front advanced between the banana trees on Friday 15 with a height of about 7 metres.
In addition to that, a new eruptive mouth that emerged yesterday, Friday 15, located about 300 metres southeast of the base of the main cone, though it has calmed down today, and is expelling only ash. British Youngsters Can Apply for a Free EU Rail Travel Ticket Until October 26, for the Last Time Ever: British youngsters born between January 1, 2001, and December 31, 2003, are eligible to apply for a free travel rail pass given by the European Commission as a part of the latter’s DiscoverEU initiative.
This is the very last time that British 18 to 20-year-olds will be eligible to apply for such a pass due to Brexit.
The beneficiaries will be able to travel throughout Europe for up to 30 days from March 2022, which is the European Year of Youth, to February 2023.
Normally, only 18-year-olds are permitted to apply. However, since last year’s round was postponed due to COVID-19, this year, 19-year-olds and 20-year-olds were also permitted to apply.

German supermarkets can now REFUSE service to unvaccinated customers: The health pass entry rules allow all shops to bring in the so-called 2G rule – where premises can choose to deny entry to those who are not vaccinated (‘geimpft’ in German) or who have recovered (‘genesen’) from the virus.
Bringing in the 2G rule – which has been allowed in roughly half of German states for the service sector – lets shops drop mask-wearing rules along with those mandating social distancing. Melbourne to ease world’s longest Covid-19 lockdown: Melbourne, which has spent more time under Covid-19 lockdowns than any other city in the world, is set to lift its stay-at-home orders this week, officials said on Sunday.
By Friday, when some curbs will be lifted, the Australian city of 5 million people will have been under six lockdowns totalling 262 days, or nearly nine months, since March 2020.
Australian and other media say this is the longest in the world, exceeding a 234-day lockdown in Buenos Aires.
While coronavirus cases keep rising in Victoria state, of which Melbourne is the capital, the state’s double-vaccination rate is set to reach 70 percent this week, allowing for the ease in restrictions.
