Carnival 2023 Rincón de la Victoria: Sat, 11 March Auditorio Municipal & Jardines de Huerta Julián. The morning will start at 12:00 noon in the gardens of Huerta Julián where there will be inflatables, workshops and family games. There will also be an exhibition of the Municipal School of Fit Kid and cheerleaders, Gym Victory by M. Carmen Nieto. As a gastronomic attraction there will be tastings of the traditional carnival cabbage with a bar throughout the day. Live performances by a selection of the best carnival groups: the murga Los del Súper, the comparsa Los Maomas sin H (1st prize in the COAC Málaga 2023), and the chirigota de El Selu from 16:00. (I have no idea why Spanish publications insist on showing photos of the “poster presentation” ceremony without including a clear copy of the poster that is actually readable. Drives me mad. -Ed.)

Malaga Film Festival 2023: March 10 to 19 Malaga once again rolls out the red carpet of the Film Festival that this year celebrates its 26th edition from March 10 to 19, with some twenty films that will compete for the Biznagas de Oro. Cold and rain give way to summer-like temperatures on the Costa del Sol: – Temperatures are expected to hit up to 30C on the Costa del Sol this weekend. Renewed Schengen Information System Goes Live in All EU & Schengen Member States, But Cyprus: – The upgraded SIS, amongst others, will include new categories of alerts, biometrics such as complete palm prints, fingermarks, and DNA records for persons reported missing, and will also contain new tools to fight crime and terrorism, SchengenVisaInfo.com reports. – According to a press release of the EU Commission regarding the launch of the renewed SIS, alongside with two other upcoming systems, the Entry/Exit System (EES) and the European Travel Information and Authorisation System (ETIAS), SIS will be part of the interoperability architecture of the basis of the most advanced border management system in the world, that is being built by the EU. – The SIS was created almost 30 years ago, in 1995, following the removal of internal border controls between Schengen participating countries at the time. While Spain Dawdles On Fixing The Economy, High Inflation Fills Public Coffers To Overflowing, Coincidence?: – The high inflation that Spain has suffered for a few months is filling the coffers of public administrations like never before. One travel card will soon cover local buses, metro and trains in Malaga and nearby towns: – The local Cercanías train lines are to be added to the services already included in the card issued by the Malaga transport consortium (Consorcio de Transportes), which covers the city and 13 other nearby towns. Currently, consortium cards can only be used for the local trains as a means of payment at ticket machines and the price is the same as the general fare. – As well as the incorporating the Cercanías rail service, the Malaga consortium wants to expand its coverage to all municipalities located less than an hour by road from Malaga city, within an area framed by Antequera, Marbella and Vélez-Málaga. They expect this will begin to materialise in the middle of this year, as Antequera, Fuengirola, Coín, Valle de Abdalajís and Riogordo join the city and 13 towns that are already part of this network (Malaga, Mijas, Torremolinos, Benalmádena, Rincón de la Victoria, Alhaurín de la Torre, Alhaurín el Grande, Cártama, Pizarra, Almogía, Casabermeja, Colmenar, Totalán and Álora). – What does this mean for passengers? Firstly, a reduction in cost, with an average saving of 30% over a standard single fare journey. Secondly, the comfort of being able to use the transport card across multiple municipalities. The suspension of the works on the municipal market in Almuñécar refused: {Translation, summary} – The Administrative Chamber of the High Court of Justice of Andalucia has ruled in favour of the Town Hall of Almuñécar, the appeal filed by the companies Carjuna Construcciones S.L. and Grolup 21 S.L. in which they requested the stoppage of the works of the municipal market, as a precautionary measure, for feeling harmed in the awarding of the contract for the construction of the building. – The Supreme Court argues that, although the purpose of the precautionary measures to halt the works is to wait for a decision on whether the award was made correctly, so that the correct company can continue and complete the market works, the damage that would be caused by halting the works for several years, until the pending trial is resolved, would be irreparable for the general interest of the population, which the Almuñécar Town Hall defends. – The Court states that it is impossible for it to prejudge the merits of the case, as it is only competent to rule on the precautionary measures of paralysis. Therefore, it argues, in the grounds of the decision, that the circumstances and the interests of the population must be taken into account, and that, in any case, when judging the merits of the case, these companies could be compensated with financial compensation if they were harmed by an incorrect selection, although it also mentions the lack of justification and evidence provided. – To conclude, the mayor declared that “once again we have come out on top, in the face of the unreasonableness of those who only look after their own interests, without caring at all about the market stall holders, their workers and the people of Almuñécar”. Americans Won’t Have to Apply for An ETIAS Travel Authorisation to Enter EU Until Mid-2024: American citizens will continue to travel to the Schengen Area countries without the need to apply for a travel authorization for at least another year, as the European Union has postponed the launch of the ETIAS once again. While Americans were supposed to start applying for an ETIAS from November 2023, this won’t happen, as the EU has postponed the ETIAS launch date sometime by the end of the first half of 2024. ‘Lucky Girl Syndrome’- The latest example of toxic positivity on TikTok: – The practice of ‘manifesting’ anything you wish for is not only misleading, but it can also carry negative consequences in the long run. ‘Lucky Girl Syndrome’ is essentially where you just believe that you’re the luckiest person ever, and become it. And the reason this works is that we’re using the Law of Assumption, which is: that which you believe to be true, becomes your reality.” This is how TikToker @hothighpriestess explains a phenomenon that she herself has helped make popular (by selling online workshops on that subject) and that has taken TikTok by storm in recent weeks. – TikTok is filled with people talking about how this worked for them (they got new jobs, bought a house, got a raise or even won bets), while others try to debunk the whole concept or contribute ideas on how to apply it. Basically, to be the “Luckiest Girl in the World” you have to “manifest” your wishes by writing them down in your phone’s notes app or, if you have more time and a creative streak, creating a vision board on a poster board with photographs that represent your goals. Also, according to other TikToker, it doesn’t hurt to keep a “gratitude diary” to thank the universe for all the gifts, just to be on the safe side. – At its core, the Lucky Girl Syndrome is a variation on a practice that has been popular for some time: the idea of manifesting positive things by vehemently thinking about them. Gary Rossington, Lynyrd Skynyrd’s Last Original Member, Dead at 71: – The founding member and guitarist, who provided the seagull-like slide guitar leads to Skynyrd’s signature “Free Bird,” survived the band’s infamous 1977 plane crash. – While the Lynyrd Skynyrd lineup changed often – Burns for Artimus Pyle in 1975, Ed King for Steve Gaines in 1976, Johnny Van Zant filling the shoes of his older brother Ronnie in 1987 — Rossington remained a constant. The only time he wasn’t part of Skynyrd was during the group’s breakup years following the plane crash. Spanish PM Sanchez announces planned gender-parity law: – Spanish Prime Minister Pedro Sanchez has announced a plan to pass new legislation to require a more equal representation of women in political, business and public fields. Sanchez was speaking during a rally held by his Socialist Party (PSOE) in Madrid on Saturday. The Equal Representation Law will be up for Cabinet approval on Tuesday ahead of International Women’s Day on March 8. The prime minister described the left-wing coalition government’s plan as “not only taking a step in favor of feminism, but in favor of Spanish society as a whole.” – The law will demand that listed companies with more than 250 employees and an annual turnover of over €50 million (roughly $53 million) assign women to at least 40% of management roles. – Women lawmakers currently make up 44% of Congress and 39% of the Senate. The proposed law will require that these are both brought up to 50% with parties obliged to put up an equal number of male and female candidates to stand during elections. It will apply to elections at all levels, from municipal votes to the European Parliament. – Professional associations and juries that give out awards financed with public money will also have to make sure women make up at least 40% of their boards. The tax and criminal incentives of the ‘trans law’ for a man to transition into a woman: {Translation, summary} – The ‘trans law’ has been in force since last Thursday, following its publication in the BOE (Official State Gazette). A regulation that will allow men and women to change their gender nominally, without the need to undergo surgery and thus physically change their sex. This has caused great controversy among classic feminists, who believe that this legal text erases the rights won by women, as men can now obtain the same rights by going to the civil registry office. – For example, a man who is physically unfit for the National Police physical tests may be able to get a place as a woman. The marks for men and women are different and even some exercises vary: women are not required to do pull-ups, but to hold on to the bar for as long as possible. In this way, a man who decides to change his gender could take his place from a woman. – In the case of the Guardia Civil, the problem is even greater: the Ministry of the Interior wants up to 40% of the Guardia Civil to be women by 2030. This means that in order to avoid fierce male competition, some are considering taking the tests through the female route, as they have priority to obtain a post, to the point of gaining access to it even if they have a lower mark. – Men who want to access subsidies for the self-employed would also benefit in several autonomous communities through a change of registration: women have different conditions to access these subsidies, since, for example, men have a limit of 30 years of age to receive 5,000 euros, while the threshold for women is higher: up to 35 years of age. Those over this age are entitled to a grant of 3,800 euros. Therefore, a 32-year-old man may find it interesting to change sex in order to qualify for a higher amount. In Murcia, age is not taken into account, but men receive 2,000 euros and women 2,500 euros. In Castilla y León this positive discrimination also exists: a self-employed person who moves his or her activity to the region receives 6,000 euros, but this can be increased by a further 2,000 euros if the person applying is a woman. – In addition, a man might be interested in becoming a woman because many companies receive bonuses for hiring women: in Andalucia, for example, the Junta rewards 6,000 euros for a new hire of someone who is unemployed, a figure that rises to 7,200 euros if the worker is a woman. In Madrid, something similar happens: the subsidies are 3,000 euros for a worker hired from unemployment, although these rise to 4,200 euros if the worker is a woman. In this case, a company could benefit from this aid if it hires a man over 45 years of age. Therefore, a man could change sex to facilitate his access to the world of work. – In addition, some public institutions have promoted grants that are available to women: the Neotec Women programme of the Ministry of Science and Innovation approved last June a budget of five million euros for projects led by women. – As for contributory pensions, here too it is more interesting to be a woman than a man. The DGT begins on Monday a campaign to monitor and control the seat belt: {Translation, summary} – The Directorate General of Traffic (DGT) is launching a special campaign this Monday until 12 March to monitor and control seat belts and child restraint systems (CRS), both on urban and interurban roads in Andalucia. – To avoid violations and ensure compliance, the Traffic and Road Safety Law has increased the points that are lost for not using the appropriate child restraint system or not using it correctly to four, in the same way as it has been done for not using seat belts, according to a press release. – The DGT insists that seat belts are also essential in the rear seats, since in the event of a frontal impact, for example, the probability of a rear seat occupant fatally hitting a front passenger can be up to eight times higher. – In the case of CRS, it is compulsory for children under 1.35 metres tall (around 12 years old) and recommended up to 1.50 metres, approved for their size and weight. In all cases, the diagonal shoulder strap should be across the collarbone over the shoulder and close to the chest, while the lap strap should be as low as possible on the hips. Atlantic front set to bring rain back to the Costa from Monday this week: – The rain is set to return to Malaga province. Or at least that is the forecast of Spain’s state weather agency, Aemet, for this coming week. EU Citizens Will Have to Apply for a Travel Authorisation to Enter UK by the End of 2024: – Nationals of the European Union Member States will have to apply for an online travel authorisation in order to be able to travel to the United Kingdom by the end of 2024. Exempt will be only Irish passport holders. – Since the divorce from the EU that started in 2016 and was finalised in 2020, the government of the UK has continuously looked into ways of strengthening its borders, and security, and one of the ways through which it wants to do that, is the introduction of the Electronic Travel Authorisation (ETA), SchengenVisaInfo.com reports. – The ETA has been introduced through the Nationality and Borders Bill for those passengers who are visiting the UK, as well as those transiting through the country who do not currently need a visa for short stays. The ETA will be obligatory for those who do not already have an immigration status prior to travelling, as well. – “The scheme will give the UK more control of our borders, allowing us to block threats from entering the UK, whilst also providing individuals, and carriers, with more assurance at an earlier point in time about their ability to travel to the UK,” the UK Home Office notes in a policy paper regarding the ETA. – It is still unknown what price travellers obtaining a UK ETA will have to pay, however, it will be cheaper than obtaining a UK visa. Elon Musk’s satellites are ruining the view of space telescopes: ‘It’s getting worse’: – At first glance, one may assume that the images were damaged by a technical glitch: distant galaxies with streaks that cut through them, blank stripes that cover half the picture, lines that dirty entire constellations. But all those astronomical observations, that have been spoiled for science, actually reveal a problem: how the skies are being increasingly filled with artificial satellites from internet companies like Elon Musk’s Starlink. The swarms of devices were already a problem for ground-based observatories, but a recent study found that they also ruin observations from space telescopes, something that is raising concern among astronomers. Cosmic Rays Reveal A Hidden Corridor in the Great Pyramid of Giza: – Archaeologists and physicists on the ScanPyramids project discovered the corridor thanks to an invisible rain of high-energy particles from distant supernovae. These subatomic particles, called cosmic rays (even though they’re made of very fast-moving, tiny bits of matter, not light), are constantly bombarding our planet from space. Rock absorbs cosmic rays; the thicker and denser the layer of rock, the more cosmic rays it absorbs. So by measuring how many cosmic rays make it through a structure like the Great Pyramid, researchers can learn whether there are any empty spaces hidden inside, or if it’s just solid rock. – In a recent announcement to the press, the head of Egypt’s Supreme Council of Antiquities, Mostafa Waziri, told reporters that the corridor may have been built to redistribute the weight of millions of massive limestone blocks to take some pressure off other chambers nearby — either the pyramid’s original entrance or other rooms yet to be found. Deadly processionary caterpillars make an early appearance in Spain: – According to Anecpla, the rising temperatures and low rainfall is causing a systematic advance of the first specimens of processionary caterpillars, well before they usually appear in late spring. – Despite being barely 4 centimetres long, the processionary can cause harm to animals much larger than itself. This has serious implications for users; it will bring user tracking to a whole new level, feeding MS’s insatiable appetite for data. Apple has begun adding AI features to its systems as well. -MS is already able to monitor every website you visit, every search you do, every location you use the internet from, every email & message, every financial transaction and every key stroke you make. In some cases your cam & mic watch and listen to you. They can even find your lost laptop even if it’s not connected to the Internet. That last trick does require you to enable this function when you first setup your system. This data collection happens on a system level and your VPN can’t prevent it from being sent to Microsoft via Windows “Telemetry” services. Some of this can be minimized using the proper settings and software, but to do that effectively is beyond the scope of most people. – With Win 12, AI will be able to record your physical activity: your typing speed & accuracy and how these vary at different times, your reaction time to prompts, times of the day you dim your screen or turn up your audio, and more. As the center and west of the continent became depopulated, Iberia acted as a gene pool: not only did it maintain its population for tens of thousands of years, but later, when the climate was more benign, it expanded again across the continent. – Dated by radiocarbon, the man from Malalmuerzo, a cave with some colorful cave paintings, is the oldest recovered in the south of the peninsula. FBI director says Covid pandemic likely caused by China lab leak: FBI Director Christopher Wray said on Tuesday the agency has assessed that a leak from a laboratory in Wuhan, China, likely caused the COVID-19 pandemic. “The FBI has for quite some time now assessed that the origins of the pandemic are most likely a potential lab incident in Wuhan,” Wray told Fox News. Wray said he couldn’t share many details of the agency’s assessment because they were classified. He accused the Chinese government of “doing its best to try to thwart and obfuscate” efforts by the United States and others to learn more about the pandemic’s origins. The electricity bill rises again in the second most expensive February in history- it increases by 36% compared to the previous month: {Translation, summary} – The average user receipt has risen to 91.61 euros, compared to 67.20 euros in January, according to Facua. – The electricity bill shoots up to its all-time high: Spaniards pay 1,538 euros per year on average, twice as much as two years ago. – This has been the second most expensive February in history. The bill is around 92 euros (with only 131.29 euros from a year ago ahead), which means that the price of electricity has increased by 36.3% for the average user compared to the month of January. – A Facua analysis published this Wednesday on the evolution of the semi-regulated tariff (PVPC), which indicates that a user with a contracted power of 4.4 kilowatts (kW) and a consumption of 366 kilowatt hours (kWh) per month will pay in February 91.61 euros, compared to 67.20 euros in January. – However, it remains far from the high levels registered in 2022 due to the energy crisis derived from the war in Ukraine. In this way, the evolution with respect to the receipt of February 2022 represents a year-on-year decrease of 30.2%. What is the Venus-Jupiter conjunction and how can you view it?: – Tonight and tomorrow night (1st and 2nd March), skywatchers will be treated to an unusual sight as two planets will align in such a way that it will appear as if they are touching each other in space. Jupiter, the solar system’s largest planet, and Venus, the brightest, will come together in what is called a conjunction. – It is possible to see the conjunction – visible in the western sky – with the naked eye. This is because of the size of the planets involved. But you can also use binoculars or a telescope. – While it may seem like the two planetary bodies are touching, they actually aren’t. This is reflected by the Ministry of Universities in the draft Order that establishes the requirements for the verification of the study plans leading to the obtaining of the official university degrees that qualify for the exercise of the profession of teacher in Primary Education, consulted by Europa Press. – The Royal Spanish Mathematical Society (RSME) has criticized that the Ministry of Universities proposes to reduce the compulsory training in mathematics for graduates in Primary Education and its didactics to 6 credits (60 hours) out of a total of 240 credits. The initial approach that the Ministry of Universities has made in the order project, as RSME has warned, leaves the credits for compulsory training in mathematics and its didactics “in a third of the current ones”. – For the Royal Spanish Mathematical Society, this “would mean decimating this specialty”, since currently the average number of compulsory credits for training in mathematics and its didactics in public universities is above 18 credits. Ticket prices tumble on Madrid to Malaga high-speed trains due to increased competition: – Due to a increase in departures and the arrival next month of a new operator, Iryo, commuters have some fresh hope when travelling between Malaga and Madrid. Prices have already begun to fall. On Renfe’s AVE service, a return trip between Madrid and Malaga on the last weekend of March is currently 118.70 euros. With private operator Iryo, for those same dates, you can pick up a return for 96 euros. – Some people still choose to fly between Malaga and Madrid with five daily flights operated by Iberia and Air Europa between the cities, with offers sometimes available at 80 euros for a return trip. LastPass Password-Saver App Reveals Second Attack Resulting in Breach of Encrypted Password Vaults: – In December 2022, LastPass revealed that the threat actor leveraged the stolen information to access a cloud-based storage environment and get hold of “certain elements of our customers’ information.” – Now according to the company, the threat actor engaged in a new series of “reconnaissance, enumeration, and exfiltration activities” aimed at its cloud storage service between August and October 2022. “Specifically, the threat actor was able to leverage valid credentials stolen from a senior DevOps engineer to access a shared cloud storage environment,” LastPass said, adding the engineer “had access to the decryption keys needed to access the cloud storage service.” – LastPass users are highly recommended to change their master passwords and all the passwords stored in their vaults to mitigate potential risks, if not done already. The Junta complains that it has not seen a single euro from the Perte recovery plan (Strategic Projects for Economic Recovery and Transformation): {Translation} – The Regional Minister of Economy, Finance and European Funds, Carolina España, insisted this Friday on reaching out to the European authorities and the central government “so that the funds of the Recovery and Resilience Mechanism (RRM) reach where they need to go and thus fulfil their function”, but reminded that the autonomous communities do not have information on the use and destination of the funds managed by the central administration. – Specifically, not a single euro has reached the Andalusian administration of the 12 Perte projects currently underway, strategic projects that affect a particular sector of activity. “We know that the State has sent 30 million euros to Catalonia and 90 million to the Valencian Community (both in direct concessions and regulated by a Royal Decree) to develop the automotive Perte. Or that the Basque Country is also investing in this Perte. Costa’s Welsh community gets ready to paint the town red: – The Welsh Society Costa del Sol will host its annual celebration in Plaza de la Mezquita in Benalmádena on Wednesday 1 March to mark the Feast of St David, the patron saint of Wales. – The event will be inaugurated by the town’s mayor, Víctor Navas, and the Welsh Society’s mascot, Dewi the Dragon, at 2pm and will showcase some of the Costa del Sol’s top entertainers. These will include Mama Cath and the Soul Sisters, a trio fronted by Cath John, known as The Voice from the Valleys; Tony Whitehouse, who will offer top Motown, pop and disco hits; and Rock of Ages, a duo who perform classic rock anthems. – Other artists scheduled to appear are Mario Ross, Frankie B, Siobhan, and a special tribute to Buddy Holly, among others. – The event will offer traditional Welsh food made by members of the society to help raise funds for this year’s cause. Unexplained Excessive Deaths- 3,000 more deaths than expected in Malaga in three years: {Translation, Summary} – A total of 3,001 more deaths than expected. This is the figure recorded by the Daily Mortality Monitoring System (Momo) over the last three years in the province of Malaga. Specialists consulted are very cautious because there are no scientific studies that allow conclusions to be drawn, but they defend the hypothesis that the so-called excess mortality is the result of the direct and indirect consequences of the pandemic. – From 1 January 2020 to 31 December 2022, Momo has registered 45,830 deaths in the province while – according to statistical projections – 42,829 were estimated. In other words, there were 3,001 more deaths than expected, according to Momo. – “In Spain we have a long life expectancy, with a large percentage of chronic patients who have suffered the effects of the pandemic in health care. We have known delays in diagnosis and treatment of very important diseases in a large population. Unhappy campers left in the dark over caravan site closure: Camping Torre del Mar in the Axarquía has issued a surprise letter to its customers saying that the facility will be closing for good this September. The statement from Camping Torre del Mar, which occupies part of the land used for large-scale events including the Weekend Beach festival, said, “We have been informed that the closure of this campsite will take place, for reasons beyond the control of the management, next September 2023.” The message added, “We are all affected by this event. Brits Won’t Have to Apply for an EU Travel Authorisation Until 2024: – United Kingdom passport holders can continue to travel to the Schengen Area countries without any additional hurdles, at least until the end of 2023, as the European Union has once again postponed the coming into force of the ETIAS travel authorisation. – The EU Commission’s Migration and Home Affairs website has also revealed the official ETIAS website, which will be travel-europe.europa.eu/etias_en as the official ETIAS website, whereas the official website for the EES will be travel-europe.europa.eu/ees_en. – Regarding the ETIAS website, on February 24, the Austrian Ministry of Interior has warned of fraudulent websites that target travellers who will need an ETIAS in the future, by offering ETIAS application services. The Ministry advices travellers that once the ETIAS becomes effective in 2024, they should apply for their travel authorisations through the official website, and not through intermediaries, though the ETIAS regulation allows the latter. Norrie was a set and a break down, but came back to get revenge from his Argentina Open final defeat to Alcaraz last week by winning 5-7 6-4 7-5 victory in two hours and 40 minutes. There are quite a few assignments, and you will have to use ChatGPT in all of them.” After that introduction, there was no backing out. Pujol had to redesign every assignment to incorporate ChatGPT, the new artificial intelligence (AI) tool spreading like wildfire around the globe. – EL PAÍS spoke with a dozen teachers and students over the last few weeks and was hard-pressed to find a teacher who has not mentioned it in class. Another 21% said they were not sure. – The Boston Globe, the Los Angeles Times and the Washington Post each said Saturday they were dropping Dilbert because of Adams’s comments. – Adams confirmed that his once popular cartoon was being dropped, and he said he expected that to happen. “By Monday, I should be mostly canceled. EU MEPs conclude investigation, reproaches Spain for the high bureaucracy that prevents more agility in the funds: {Translation in full} – This week’s visit to Spain by a delegation from the European Parliament’s Committee on Budgetary Control to examine the implementation of European funds has come to an end. It has done so with good news – it has found no evidence of fraud – but with some demands, especially in terms of speed and transparency. – The head of the delegation, Monika Hohlmeier, gave a press conference at the European Parliament’s office in Madrid in which she concluded that Spain’s control systems for European funds suffer from “a series of delays” that prevent it from tracking information more completely. “We have not been given any information on the real accounting execution of the funds, we have not seen a chain that would be very useful that starts at the disbursement and ends at the end user,” the German MEP explained. The aim is to get to know “in detail” all the beneficiaries, although Hohlmeier acknowledged that this “is not easy” because there are “thousands and thousands of pieces of information that have to be cross-checked”. – For this reason, she asked Spain to provide the information it is compiling on a “more accessible” platform in order to provide “more transparency”. During its visit to Spain, the delegation met with some representatives of autonomous communities, company directors and civil society, and the head of the delegation indicated that the administrative burden is “a common complaint”. “It is necessary to ensure that funds reach the economy and citizens quickly, securely and deliver results. We have been told of very technical and cumbersome procedures that need to be improved,” she lamented. – After this analysis, which they now have to study with the European Commission and the Court of Auditors to draw up a report that will be made public in the coming weeks, the committee demands that the central government “deepen” its dialogue with the autonomous communities because although the “co-governance” solution is very positive, they have come to the conclusion that many of The EU Commission’s proposals are not being taken into account. *Warns against lowering sentences for embezzlement* – The committee also pointed out that the Sánchez government’s modification of the offence of embezzlement could harm the process of receiving EU funds. Hohlmeier reminded the government that Brussels has “zero tolerance” for corruption and demands that it be applied in the same way in Spain. “We are not the body that has to analyse whether or not this is being complied with, we will see what the European Commission tells us,” she said. – “There should be no exceptions. We do not want to interfere in questions of the Spanish Penal Code, but in the event of a serious infringement, the question of exceptionality could be applied” (which cancels the receipt of European money), Hohlmeier explained to the media. *Delay in pension reform* – Although the delegation has found no evidence of fraud in the execution of the funds, they acknowledged that there is one unmet milestone, namely the pension reform, which the government promised to carry out by December 2022 and which is still pending. How Spain will warn you via SMS of nearby dangers: – On Wednesday February 22nd, the Spanish government officially activated a new mobile alert system that warns people in the country of nearby natural disasters or emergencies. – The alerts will be sent automatically to all mobile phones in the affected area, a process known as reverse 112, and will be available in any part of the Spanish territory with mobile phone coverage, whether it’s 2G, 3G, 4G or 5G. Music licence hours for bars and tourist venues could be extended under Junta review: – A proposed change to the law governing public entertainment in Andalucía could allow bars and other small tourist venues to play music from 1pm onwards – two hours earlier than at present. Benalmádena pensioner loses 60,000 euros to bank card thieves and takes his own life: – The victim was left with less than one hundred euros in his account after his life savings were stolen. Police have arrested eight individuals in connection with the crime. – Three people have been arrested for allegedly stealing the card from the victim’s home. Four others arrested were employees of the establishments where the card charges were made, and are suspected of being in cahoots with the thieves. Three elderly women run over by a vehicle that suffered an accident in Torre del Mar: {Translation} – Three elderly women were injured on Thursday after being run over by a vehicle involved in a traffic accident in Torre del Mar, according to Emergencias 112 – The accident occurred at around 17:00 hours, when two cars collided at the junction of Avenida Antonio Toré Toré with the N-340 and one of them spun off and ran over the pavement until it hit the elderly women, who were sitting on a bench at the time, according to sources from the Local Police of Vélez-Málaga. – The Centro de Emergencias Sanitarias 061, belonging to the Andalusian Health Service, evacuated the three victims to the Axarquia hospital, two of them with serious injuries. Spain’s National Police break up two networks fraudulently regularizing British citizens in Malaga and Ceuta: – As reported in a statement released by the National Police today, Thursday, February 23, the force has broken up two criminal networks in Spain. One was based in the North African enclave of Ceuta, and another in the Malaga city of Marbella. After the departure of the UK from the European Union, these gangs were allegedly fraudulently regularising British citizens. A total of 47 individuals were arrested on suspicion of belonging to a criminal organisation – As a result of information received from the Malaga Foreign Office, an investigation was launched. The police started looking into the suspected links between various law firms and a large volume of residency applications that aroused suspicions of having been tampered with. More than 200 residence application files of British citizens were subsequently analysed and falsehoods were uncovered in more than half of them. MEP Mission Here to Investigate EU Covid Recovery Funds Use In Spain, Concerned That the Funds are Not Reaching SMEs and the Self-employed, Are Met With Arragance From Spanish Ministers – The head of the European Mission corners a Spanish minister regarding the recent relaxing of penalties for the crime of embezzlement and is told, “This matter is not important for this ministry”:{Translation in full. A long article critical of the Sanchez ministers, suprisingly from an otherwise pro-Sanchez source. It has important info for residents and business owners to know before elections arrive later this year. As you are unlikely to see much about this in English language media, I felt it worth posting in its entirety. -Ed.} – Two ministers appeared before the European Parliament’s mission yesterday to account for the management of the funds. In the morning, it was María Jesús Montero’s turn. Her speech lasted barely half an hour. At the end of this time, she excused herself by saying that she had to leave for the Council of Ministers meeting and delegated all the explanations to her seconds. Montero’s appearance came a day after the economic vice-president, Nadia Calviño, relieved her of responsibility for the control of EU resources. – Late in the afternoon came the second main course, José Luis Escrivá. It was his turn to give an account of past and future reforms, and he did not hesitate to boast about the labour reform, the minimum vital admission and the first phase of the pension reform. He was very optimistic before the MEPs about the outcome of the second phase and convinced that there will be an agreement, although he failed to mention that his government partners and the trade unions have vetoed one of the star measures agreed with Brussels: the extension of the calculation period, which, at present, makes the agreement unfeasible. – The Social Security minister Escrivá {pic} had to face difficult questioning from the head of the European parliamentary mission, Monika Hohlmeier, who was very concerned about the reduction of the crime of embezzlement in Spain. According to sources consulted, “He didn’t know where to start”. His response to some rather specific inquiries was simply: “Here, civil servants are subject to very strict rules”. The head of the European mission was persistant, and obviously annoyed she had to ask Minister Escrivá four times, as he dodged the question. “You are not answering me”, Hohlmeier repeated, to which the minister replied: “This matter is not important for this ministry”. – Europe has many doubts about the outcome of the pension reform, which is a key condition for Spain to continue receiving European funds. The sustainability of the system is of great concern, bearing in mind that the baby boom generation, an army of 14 million people (those born between 1957 and 1977) with very high contribution careers that will also entitle them to high pensions, has already begun to arrive. The arrival of the first boomers has come at a very delicate time for the system, when the birth rate in Spain is languishing and precariousness is the keynote of the labour market, and when debts are already extending for future generations: liabilities have already reached 113,000 million euros. – Escrivá did not go into much detail on the second leg of the pension reform before the parliamentary mission. He did go into detail on the most complex measure in the eyes of the government partners and the Second Vice-President Yolanda Díaz herself: the extension of the calculation period. He explained how his proposal to extend the number of years from 25 to 30 is softened by the possibility of discarding the worst two years. – And, above all, she (investigator Hohlmeier) hoped that the reform committed to in the recovery plan would go ahead with “a sufficient majority”. Escrivá told MEPs that he hopes to achieve some flexibility from Brussels with the deadlines, given the importance of the changes promised. The reform has been delayed for two months, there has been no substantial progress in the negotiations and it is not foreseeable that it will prosper in the terms in which it is proposed. – During the morning, it was the technicians of the second and third echelons of the Ministry of Finance who had to explain to the European mission why the tool for controlling funds is failing; Minister Montero barely stayed for half an hour, answered only one question from the head of the mission and left the room to go to the Council of Ministers. COFFEE, the platform for the transfer of execution information, was the focus of a large part of the interventions and questions. – According to the sources consulted, technical aspects of the platform were detailed. And the EU deputies consulted left with the feeling that Coffee is still not 100% operational, despite the Treasury’s defence of the programme. Why? Because the information has not been uploaded and officials are still being trained to learn how to use the platform? In addition, some autonomous communities, such as Madrid and Andalucia, have been complaining for months that the tool is slowing down and that they still have to send the execution information in excel format. Javier Fernández-Lasquetty, the regional finance minister of Madrid, pointed out in his speech to MEPs on Monday that in the last information report to the government last December they had to send 20 excel spreadsheets to the Ministry of Finance to communicate their execution data. – In relation to this fiasco, MEPs also asked project managers about the actual level of implementation of the funds, i.e. how much money has actually reached the economy. From the answers, MEPs understood that they cannot be given this information because the managers do not have it, since COFFEE does not include all the data it should. And if COFFEE does not include all the available information, they cannot have the figures, according to the sources consulted. – The failure of the control tool is among the main concerns of the European Parliament, but so is the lack of impact that the funds are having on SMEs and the self-employed, the reality of the Spanish business fabric. Companies have been complaining for many months that the resources coming from Europe are not reaching their businesses and that only large companies are eligible for them. Bureaucratic obstacles and the complexity of the process scare off interested parties, who end up throwing in the towel. – The MEPs took up these complaints yesterday and expressed these fears during the intervention of the employers’ associations, including ATA, which delegated its vice-president, Celia Ferrero. The mission is aware of the obstacles and also of the lack of progress being made on one of the star projects linked to the funds: the digital kit. A project aimed at supporting the digital transformation of SMEs and the self-employed. The fiasco of this project is an open secret among businesses and yesterday MEPs expressed their concern about the lack of development of this project. Bonds are issued, but not converted into spending. – “SMEs and the self-employed are laughing their heads off about European funds. Where are the funds? They are dead, dead, dead.” said Lorenzo Amor, president of ATA yesterday. The vice president of the CEOE explained that “today we can go to any corner of Spain and ask SMEs and the self-employed about the funds and they laugh in our face”. – Yesterday, the organisation he chairs presented the European mission with a series of requests to ensure that aid flows to the business fabric. “It is essential to put emphasis on the accompaniment of the self-employed in order to access the funds or they will be diluted in bureaucracy,” Celia Ferrero told the MEPs. Empty Promises & Catch Phrases- Gov’t receives price cut pledge from food chain representatives, promises oversight: – A meeting between Spain’s Minister of Agriculture, Luis Planas, and food chain representatives including supermarkets, distributors and farmers ended with a commitment from the sectors to pass price reductions onto consumers, although no official agreement has been signed to back it up. – Planas said in a press conference after the meeting of the Food Chain Observatory that his department will be “vigilant” so that businesses fulfil this promise. He was quoted as saying, “there are objective reasons” for food to “fall in price” and “change the trend” that has led them to record year-on-year inflation of more than 15% so far. Caminito del Rey train to start in March with two daily departures from Malaga city: – The Caminito del Rey train is almost ready to start operations. The Ministry of Transport announced today, Wednesday 22 February, that the new service will start operating in March, and although there is still no official date, it is believed this could be from 5 March. – The new service will see two daily round-trip departures, by means of an extension of the C2 commuter line in the Álora-El Chorro/Caminito del Rey section. – The timetable has been designed to allow sufficient time for visitors to the Caminito del Rey to complete the walking tour and return the same day. The price for the return ticket will be around ten euros. The trains will be free for regular commuters, since the same conditions will apply to them as to conventional medium distance and local Cercanías services. Marik argued the FDA tried to prohibit them from prescribing the drug, even though they have successfully used it in treating patients with the coronavirus. – “This was a coordinated campaign amongst the agencies to limit the use of ivermectin,” Pierre Kory, president and chief medical officer of the FLCCC, told The Federalist. “Multiple actions taken by the CDC and FDA, as well as the media over a two-week period were triggered by the release of data showing that there were 90,000 prescriptions being filled for ivermectin by the middle of August.” Kory described the collusion among the FDA, CDC, and corporate media as a massive disinformation campaign. “IV Villa de Comares Classic”: Saturday, February 25. – In this edition 52 historical vehicles will participate. This event is reserved for vehicles over 25 years old and to be held on roads open to traffic and with average speeds of no more than 50 kilometres per hour, respecting the traffic regulations. As always there is a great variety of vehicles, including minis, seat 600s, VW Beetles, R8s, Alfa Romeo, etc. – The event is divided into two sections, the first starting at 10:45 from Comares itself, travelling through the northern part of the Axarquia, Colmenar, Riogordo, Alfarnatejo for a total of 90 kilometres, at the end of which we will return to Comares for lunch. After lunch, the second section starts at 15:45 hours. This is longer than the morning section with 125 kilometres, “along the beautiful roads of the eastern part of the Axarquía, reaching the municipalities of Vélez-Málaga, Competa, Archez, Sayalonga, as well as a total of 17 municipalities. The race finishes at 19:15 hours again in Comares “where we will present the souvenirs and trophies with an aperitif in the town hall of the Town Hall”.

II Winelovers Alpujarra- Cádiar, Granada: February 25 to 28 Twelve wineries and 20 growers will participate in the tasting of local wines, with denomination of origin, organic and natural; there will also be guided tours, an artisan market and hiking trails to enjoy a walk through the landscapes of almond trees. On Saturday the 25th, the Sendero del Agua route, the local agro-artisan market and wine tasting from the area’s wineries are scheduled. On Sunday there will be a guided visit to the history of Cádiar , tasting of harvesters and popular food; on Monday there will be a guided visit to local wineries and on Tuesday 28, the 8.5-kilometre Sendero Flor de Almendro route and tasting of cured meats and local products, among other activities.
