-The central government, through the Ministry of Social Rights, has presented the draft bill on the Protection and Rights of Animals, a document that includes a series of measures aimed at protecting the integrity of animals, responsible coexistence and regulating their ownership.
-This document will be submitted for public information and the aim is for it to reach the Council of Ministers before December 2021. As it is still a draft, there may be modifications, but one of the measures it establishes is that those who wish to have a pet must first complete a training course- an online course, short and free of charge
-This is a complete novelty in the field of animal protection and will be a requirement for those who want to own a dog that will facilitate “responsible animal ownership”. Thus, through this basic training, the aim of the Government is that they develop adequate knowledge “in the handling, care and ownership of animals”.
-In this sense, the course will be free, will be carried out online and will be compulsory, as well as the subscription of a civil liability insurance. The content will be determined by regulation.
-As explained by the director general of Animal Rights, Sergio García Torres, this course offers basic knowledge of civility and responsibility when owning a pet, such as picking up droppings from the street.

Facebook fined $70 million for ‘deliberate’ failure to comply with UK regulator: The UK competition regulator has slapped Facebook with a $70 million fine for repeatedly ignoring warnings and deliberately breaking its rules.
The Competition and Markets Authority (CMA) said in a statement Wednesday that Facebook had “consciously” refused to report all the required information during an investigation of the tech giant’s acquisition of online database Giphy.
“We warned Facebook that its refusal to provide us with important information was a breach of the order but, even after losing its appeal in two separate courts, Facebook continued to disregard its legal obligations,” CMA senior director of mergers Joel Bamford said in a statement. “This should serve as a warning to any company that thinks it is above the law,” added Bamford.

Pirate IPTV Investigations Now Target Customers as Well as Sellers- 1,800 Customers Face ‘Stolen Goods’ Fines: Italy’s Guardia di Finanza has concluded an investigation into a reseller of pirate IPTV. The 70-year-old behind the service stands accused of IP offenses against Mediaset Premium, Sky, Disney+ and DAZN after earning 500,000 euros on which he paid no tax. Perhaps more significantly, 1,800 former subscribers to the service now face fines for receiving stolen goods.
One area where local law enforcement has been treading new ground is the targeting of subscribers to such unlicensed services. Last year, authorities said that users are on the radar, with potentially tens of thousands set to face action.
In February 2020, police reported over 220 to the judicial authorities and last month followed up with another batch of 240, all of whom face fines and potential court appearances. Big changes and a new name for Facebook! – Zuckerberg focused on transitioning FB into his “Metaverse”, planning to rebrand the company with a new name: Facebook is planning to change its company name next week to reflect its focus on building the metaverse, according to a source with direct knowledge of the matter. The new name is a closely held secret for now.
The rebrand would likely position the Facebook app as one of many products under a parent company overseeing groups like Instagram, WhatsApp, Oculus, and more.
Preparing for transitioning into the Metaverse format, Facebook already has more than 10,000 employees building consumer hardware like AR (Augmented Reality) glasses that Zuckerberg believes will eventually be as ubiquitous as smartphones. In July, he told The Verge that, over the next several years, “we will effectively transition from people seeing us as primarily being a social media company to being a metaverse company.” [1]
What is the metaverse?
To the outsider, it may look like a souped-up version of Virtual Reality (VR) – but some people think the metaverse could be the future of the internet.
Instead of being on a computer, in the metaverse you use a headset (or a brain interface like Elon Musk is developing, first helmets, then eventually brain implants) to enter a virtual world connecting all sorts of digital environments.
Unlike current VR, which is mostly used for gaming, this virtual world could be used for practically anything – work, play, concerts, cinema trips – or just hanging out.
Most people envision that you would have a 3D avatar – a representation of yourself – as you use it to interact with others.
But because it’s still just an idea, there’s no single agreed definition of the metaverse. [2]
This is where Facebook is headed.
Perhaps I should provide an example of one FB related possibility in the Metaverse. 
Instead of using an app on your phone to view 2 dimensional flat FB pages like we do now, you will put on AR goggles that are plugged into your phone, and using an avatar, travel in virtual reality to visit the 3 dimensional home of the FB page. Like a room instead of a page, full of interesting 3D interactive displays rather than flat text and photos.
So you begin. In your view could be a fantasy street scene, with a theme of your choice, cartoonland, or maybe a futuristic city, there will be lots of choices, and you’ll probably have to pay extra for premium themes. Digital you, in the form of an avatar you create or buy, are inserted into this, to wander around and interact with others. You’ll notice the different buildings. To visit a FB page, you will enter a building, walk thru the lobby (full of eye-catching adverts no doubt) to the elevators, and enter an elevator. Instead of buttons to select a floor, there is a screen display with a menu of all the FB pages you follow and groups you belong to. You tap on your choice destination, the doors close, and off you go. You get off at your destination. Now you can walk in and look at all the updated 3D displays in that page’s home. You’ll see avatars in the room of other current visitors, and you’ll be able to directly interact with them. No need to scroll & chat when you can stroll & speak.

Vetiver is a rapid growing and non-invasive sterile clump grass with a height of 1-2 metres and a root system of 3-4 metres in depth. We have been providing Vetiver throughout the EU for almost 10 years now. We are located in Sayalonga where we can plant year round but our best results by far start in February. The reason is that Vetiver is indigenous to India and Vetiver loves the heat of the summer. Use Vetiver cuttings as mulch around all of your fruit trees. Decomposing Vetiver improves soil quality, keeps the weeds down and the insects away all while helping to maintain soil moisture.
Vetiver is a nutritious and replenishable animal fodder. Horses and pigs love it. We use it in our chicken pens replacing hay because it stops mites.
In the 2 photos below you will see land prepared for Vetiver and the results 2 years later.
We also use Vetiver along driveways and sidewalks. It also makes a great and inexpensive ornamental hedge.

Covid Andalucia- Andalusia’s rate drops to 29.8 points and adds 183 infections: {Translation, summary} Updated: 19/10/2021 14:00

-The measure will come into force on 6 July 2022.
-The Directorate General of Traffic (DGT) is working to reduce the number of victims and traffic accidents on Spain’s roads. In fact, its objective for the middle of the century is to reduce the number of fatalities to a minimum. To this end, from 2022 it will begin to require drivers to have this device.
-One of the main causes of car accidents is alcohol consumption. This is why it will be necessary to have a breathalyser. It will be compulsory from 6 July.
-The function of the device is to stop the car if the permitted alcohol level is exceeded (0.5 g/l in blood and 0.25 mg/l in aspirated air for frequent drivers and 0.3 g/l and 0.15 mg/l for professional and novice drivers).
-With the new law, which will come into force on the aforementioned date, the breathalyser will have to be fitted in vehicles used for passenger transport. However, the European Union is going further and is calling for this rule to be extended to private vehicles. However, the biggest problem is that the device currently costs around 1,000 euros. The average monthly electricity bill in Spanish homes is expected to rise to 100 euros in October: The Spanish Organisation of Consumers, OCU, has said if the electricity prices continue to increase the average household electricity bill for the month of October could rise to 100 euros. This would represent an increase of 14.4 per cent compared to the month of September, which reached an average of 87.40 euros.
Predictions from the consumer organisation show that the bill for an average household (4.6 kW of power and 292 kWh of monthly consumption) will rise by 14.4 per cent to 100 euros this month. This represents an increase of 12.6 euros over the already high September bills. Without the set of special measures applied by the Government, the cost of the average bill would have risen to 132.3 euros.

Covid masks face 17% sales tax increase in Spain from January:
Spain’s national government has no immediate plans to lift the order forcing the mandatory wearing of face masks indoors, and outdoors if social distancing of 1.5 metres cannot be maintained.

The Government advances in its plan to implement tolls on the highways and values the payment per kilometer: {Translation}
-Although pay-per-use is barely mentioned in the 2022 budget and is not included in the draft submitted to Brussels, the government is still working to introduce tolls on state highways and motorways. The government has decided to implement this measure in 2024 (and has informed the European Commission of this), but is still hesitating over the method it will use.
-Initially, the government took as a reference the ‘vignette’, a formula that is very widespread in the European Union and which consists of a sticker that is affixed to the car and allows drivers to circulate freely on toll roads. Normally the price of this sticker varies according to the type of vehicle and the period of time it is allowed to circulate on these roads.

-The Spanish government is looking favourably on the latter system, according to the department headed by Raquel Sánchez, although nothing has yet been defined. As published in this newspaper, the government is studying a symbolic payment of around one cent per kilometre travelled.
-The Secretary General of Infrastructures, Sergio Vázquez, confirmed on Tuesday that network charging is inevitable, although he avoided talking about tolls. At an event organised by Cadena SER, Vázquez assured that the system to be implemented in 2024 will cost much less than the current tolls.
-The Secretary General of Infrastructures justified this system in order to sustain the Spanish high-capacity network (motorways and highways), which has a maintenance deficit of millions of euros. Halloween Celebration in Torre del Mar: Sunday, Oct 31st.
-The events start at 18:00 hours with the musical float that will make its way through different streets of our town.
-From 19:00 hours the parade will begin with several municipal theatre and dance groups, which will start in Calle del Mar Norte, Calle del Mar Sur, Calle Saladero, Calle Princesa and Avenida de Andalucía until it ends at Paseo de Larios. The entertainment will be provided by La Carpa Teatro, New Crew and Feel The Music.
-Finally, on the Paseo de Larios, the ‘Pasaje del Terror’ will take place from 20:00 in the evening, which promises great surprises until 1am. In addition, a themed photocall will be set up on Paseo de Larios to give those attending a souvenir.

UK driving licence exchange in Spain: Negotiations continue between the UK and Spanish governments on this issue. At the moment residents with valid UK licences only have until October 31 to use them.
If you are one of the UK Nationals who successfully registered their intent to exchange their licence by 30 December 2020, as things stand, your UK licence will also become invalid for driving in Spain on 31 October, but you will still be eligible to exchange it for a Spanish one until 31 December 2021 without having to take a practical test. The new lava stream on La Palma has reached a different part of the ocean: This stream, say the experts, is flowing down the mountain of La Laguna at a speed of approximately 1.3 kilometres per hour. Having already passed La Laguna, this new front advanced between the banana trees on Friday 15 with a height of about 7 metres.

British Youngsters Can Apply for a Free EU Rail Travel Ticket Until October 26, for the Last Time Ever: British youngsters born between January 1, 2001, and December 31, 2003, are eligible to apply for a free travel rail pass given by the European Commission as a part of the latter’s DiscoverEU initiative.
This is the very last time that British 18 to 20-year-olds will be eligible to apply for such a pass due to Brexit.
The beneficiaries will be able to travel throughout Europe for up to 30 days from March 2022, which is the European Year of Youth, to February 2023.
Normally, only 18-year-olds are permitted to apply. However, since last year’s round was postponed due to COVID-19, this year, 19-year-olds and 20-year-olds were also permitted to apply.

Melbourne to ease world’s longest Covid-19 lockdown: Melbourne, which has spent more time under Covid-19 lockdowns than any other city in the world, is set to lift its stay-at-home orders this week, officials said on Sunday.
By Friday, when some curbs will be lifted, the Australian city of 5 million people will have been under six lockdowns totalling 262 days, or nearly nine months, since March 2020.
Australian and other media say this is the longest in the world, exceeding a 234-day lockdown in Buenos Aires.
While coronavirus cases keep rising in Victoria state, of which Melbourne is the capital, the state’s double-vaccination rate is set to reach 70 percent this week, allowing for the ease in restrictions.

-According to data from the Andalusian Network for the Fight against Poverty and Social Exclusion (EAPN-Andalusia), whose leaders have made public the data for last year at a press conference, all the indicators that determine “severe material deprivation” are above the national average in Andalusia.
-Housing is one of the indicators that has suffered the most in Andalusia, as the increase in the number of people with arrears in payments related to the main dwelling (which entails delays in the payment of housing expenses and purchases in the last twelve months) has increased by 53 percent.
-After housing, the indicator for food consumption has also increased, so that the number of people who cannot eat a meal of meat, chicken or fish every other day has risen by 41 per cent.
-The number of people who cannot keep their homes at an adequate temperature has also risen, from 2.6 per cent to 6 per cent, an increase of 131 per cent.
-The number of people making ends meet “with great difficulty” has risen from 10.8 per cent in 2019 (which was the lowest figure in EAPN’s history) to 14.8 per cent, an increase of 37.5 per cent.
-Although the effects of the pandemic have already been felt in most of these poverty markers, EAPN officials have assured that it will not be possible to measure them accurately until next year.

International arrivals to England can swap PCRs for antigen tests from 24 October: The UK government has announced that fully vaccinated travellers from countries considered “safe” will be able to take an antigen test within the first 48 hours of their arrival into England from 24 October, instead of a PCR test.

Italian town selling its 250 houses at €1 each: Pratola Peligna is an Italian town located in the Abruzzo region of central Italy, and is very close to the popular Roccaraso and Pescasserol ski resorts. Just two hours from the capital of Rome, you can currently purchase one of 250 houses in the town for just €1.
The authorities of Abruzzo started this program to encourage the arrival of new residents to the most unpopulated areas of Italy. Even if you did manage to acquire one of the houses for a euro, there is still the fact that the houses are in poor condition. -Patio/garden table and two chairs. Octagonal, folding, dark wood patio/garden table and two chairs – in pretty good condition. The table’s very heavy and folds for storage, it has a useful 5cm hole in the centre, so that a parasol can stand up in it. The table is used and over the years has been stained/varnished but could do with another coat. Height 76cms, Diameter 111cms, “Height” when folded 126cm.
The two chairs also fold for storage – they do not recline, Height 96cms, Seat depth 37cms, Overall width 57cms.

Covid Malaga- Malaga recorded 44 cases of COVID-19 and a new deceased: {Translation} Updated 14Oct21

-A new death with Covid is to be regretted, which means that 1,978 people have now died in the province of Malaga due to this cause. Meanwhile, the number of infections remains stable and 44 have been reported this Thursday. The number of recovered cases has almost doubled to 84 in Malaga. The minimum fee for the self-employed going up: The rise in the minimum quota for the self-employed in 2022 will be eight euros per month, up to 294 euros per month. The General State Budgets for the next fiscal year reflect the increase in the minimum contribution base for self-employed workers. As usual, this indicator is updated with the change of year and the Government has decided that the rise in 2022 will be 1.7%, according to “the inflation forecast.”
“The maximum contribution base will be 4,139.40 euros. The minimum contribution base will be 960.60 euros”, includes the Draft Budgets for next year. The vast majority of self-employed workers contribute by the minimum base, since until now they can choose how much to contribute to Social Security, compared to salaried workers, who contribute according to their wages.
The Government is working on changing the contribution system for the self-employed, so that they also quote based on their income. The Executive’s plans are to approve the reform in 2022, but it will not unfold its effects until 2023. Andalucia claims to have reached herd immunity: {Translation, summary}
The counselor of the Presidency and spokesperson of the Andalucian Government, Elías Bendodo, stressed Wednesday that Andalucia has already reached the “herd immunity” to have at 90.1% of the target population-over 12 years – with the pattern full of the vaccine against the coronavirus.

-The Reuters report, reviewing thousands of internal Amazon documents, found that the U.S. company ran a systematic campaign of creating knockoffs and manipulating search results to boost its own private brands in India, one of the company’s largest growth markets.
-Linking to the story on Twitter and Facebook, Warren, a long-time critic of Amazon, said “these documents show what we feared about Amazon’s monopoly power — that the company is willing and able to rig its platform to benefit its bottom line while stiffing small businesses and entrepreneurs.” “This is one of the many reasons we need to break it up,” she said.

-Only nine municipalities in the Axarquia region have had new covid-19 infections in the last seven days. These are the towns of Algarrobo, Almáchar, Benamocarra, Colmenar, Nerja, Rincón de la Victoria, Sayalonga, Torrox and Vélez-Málaga. The rest of the towns in the region, 22, have had no new infections in this period of time.
-Thus, Vélez-Málaga is the municipality that has reported the most new cases during the last week, 9. It is followed by Torrox with 6, Nerja with 5, Rincón de la Victoria with 3, Colmenar with 2 and Algarrobo, Almáchar, Benamocarra and Sayalonga with one case each.
-In the absence of updated data from the Ministry of Health of the Andalusian Regional Government for Wednesday 13 October, the Axarquia region has reported a total of 14,618 confirmed cases of coronavirus since the beginning of the pandemic, with 14,255 people who managed to overcome the disease and 214 deaths.

-The accumulated incidence rate of the virus in the last 14 days in the Axarquia health district is 27.6 cases per 100,000 inhabitants, a decrease of five points compared to last Monday. In the region, only the municipality of Almáchar is above the 100 cases incidence rate, 165.1 cases per 100,000 inhabitants and 21 of the 31 villages of Axarquia have a zero rate of infection.

The average price of electricity in the wholesale market (pool) will rise by 16.09% this Thursday, to €215.63/megawatt hour (MWh): {Translation}
By time slot, electricity will be most expensive between 9.00 am and 10.00 am, when it will cost 260 euros/MWh, and cheapest between 4.00 pm and 5.00 pm, when it will be 175.25 euros/MWh.
So far in October, the number of times that electricity has been above 200 euros/MWh is seven, including tomorrow.
It started the month at 216.01 euros/MWh, on the 5th it went to 203.68 euros/MWh, on the 6th to 228.53 euros/MWh, on the 7th it reached the historical record of 288.53 euros/MWh, on the 8th it went down to 229.2 euros/MWh, on the 9th to 226.21 euros/MWh and tomorrow it will be at 215.63 euros/MWh.

Vetiver is a rapid growing and non-invasive sterile clump grass with a height of 1-2 metres and a root system of 3-4 metres in depth. We have been providing Vetiver throughout the EU for almost 10 years now. We are located in Sayalonga where we can plant year round but our best results by far start in February. The reason is that Vetiver is indigenous to India and Vetiver loves the heat of the summer. Use Vetiver cuttings as mulch around all of your fruit trees. Decomposing Vetiver improves soil quality, keeps the weeds down and the insects away all while helping to maintain soil moisture.
Vetiver is a nutritious and replenishable animal fodder. Horses and pigs love it. We use it in our chicken pens replacing hay because it stops mites.
In the 2 photos below you will see land prepared for Vetiver and the results 2 years later.
We also use Vetiver along driveways and sidewalks. It also makes a great and inexpensive ornamental hedge.

“Big Brother” Europol Wants To Collect Data On Everyone, Even Individuals With No Relations to Criminal Activities, in Violation of Existing Data Protection Law:
-The new mandate would formalize Europol as a processor of massive quantities of data to continue training algorithms and developing new tools for law enforcement purposes. To this end, Europol is being given a broad mandate on research and innovation that will let the EU agency identify the relevant themes for EU research programmes.
-“Europol’s increasing use and development of AI and data analytics are deeply concerning, and may engage and infringe fundamental rights, including the right to a fair trial, to privacy and data protection rights,” Laure Baudrihaye-Gérard, legal director at Fair Trials, told EURACTIV.
-“It should not be Europol’s role to conduct research and innovation on this field, as the agency will essentially be mandating its own role in the future,” MEP Bricmont added.
-The potentially discriminatory effects of AI and machine learning are a recurring topic, as these technologies tend to reproduce biases intrinsic to the datasets, disproportionally impacting marginalised groups.

Geomagnetic storm ALERT- Solar flare lands ‘direct hit’ on Earth, may affect electricity grids, satellites: An outburst on the sun has landed a “direct hit” on Earth, and the geomagnetic storm may cause disruptions in the functioning of the power grids in northern latitudes. It is to be noted that a geomagnetic storm warning was issued on Sunday for Monday and Tuesday by the Space Weather Prediction Center, which is a part of the US National Oceanic and Atmospheric Administration.
According to the warning issued by Space Weather Prediction Center the geomagnetic storm could disrupt power grids in some areas, and the functioning of satellites too. The warning, however, noted that these effects will not be significant.

Spain Adds Portugal, Hungary & Several Other Regions to Its High-Risk Areas List, Eases Restrictions on Norway and Sweden: Travellers from Portugal and Hungary will now be subject to additional entry rules when reaching Spain since the Ministry of Health has placed the countries on its high-risk areas list. Previously, only several regions of the two countries were part of the high-risk list. However, since the COVID-19 situation has worsened, now the whole territory of Portugal and Hungary is considered highly affected.
Additionally, entry rules have also been eased for travellers from Norway and Sweden as now only some of their regions are considered highly affected by the COVID-19, differently from last week when the whole territory of the two countries was part of the high-risk list.
According to the latest update published by the Spanish Ministry of Health, the new categorisation of countries and regions is effective from today, October 11, and will remain in force until October 17. Should Spain’s bars and restaurants be allowed to ban children?: Should children be taken to bars? What responsibility do parents have if their children go with them? Is there really such a thing as “childphobia” or, as it is sometimes known, paedophobia? These are questions that arise every time an establishment decides to ban minors from setting foot on their premises.
Some of these establishments claim that the presence of children is disruptive, increases the noise level, and argue that parents often fail to supervise them properly.
