SPAIN

Unprecedented shock at the Court of Auditors after discovering that the Sanchez administration is diverting European funds to pay pensions:
– The Court of Auditors approved the 2024 General State Account amid unprecedented internal conflict. PP-proposed councillors issued a critical concurrent vote, with Javier Morillas casting the first ever dissenting vote. The core dispute involves abuse of EU Next Generation funds: up to €55 billion in grants and €16.2 billion in loans are held in a single Treasury account, allowing the Government to divert unallocated 2024 funds to cover unrelated bills such as pension payments and other state expenditure. This bypasses restrictions on using European money for domestic budget holes.
– Critics also note the absence of a formal 2024 budget, which they call a constitutional breach. Morillas further objects to how the State is issuing debt, arguing that such irregular debt issuance, alongside the budget failure and fund diversion, would warrant rejection of any company’s accounts by its board. The PSOE majority forced approval to avoid market disruption. Official sources promise a public report this week.
{EU Next Generation funds include both grants and loans. If Spain is using loans to pay its pension obligations, as this El Mundo sourced article claims, the pension system is near collapse. The system’s sustainability is so poor that it already relies on state transfers. In 2024, nearly 30% of pension spending was financed by the state, not by worker contributions. -Ed.}

Al Qaeda publishes a map of Al Andalus that includes Catalonia but not the Basque Country: {Trans, summary}
– Al-Qaeda, through its branch in the Islamic Maghreb, has published a map of Spain, Al-Andalus, as they call it, that excludes the northern regions but includes Catalonia, one of the regions with the largest Muslim population. The exclusion of these regions stems from their not considering them part of the “caliphate” that was established after the Muslim invasion.
– Ayman Al Zawahiri, the former top leader of the terrorist group, who has not yet been officially replaced despite his death in a CIA operation against his hideout in Kabul, had already announced that all Muslims should unite in the reconquest of the lands they once lost, including Spain (Al Andalus). “Islam, from generation to generation, until it reached our era, advanced in the ranks and participated in the battles. Jihad had been imposed since the fall of Andalusia (Al-Andalus, Spain), Bukhara, and Samarkand (Uzbekistan). It was demonstrated to the nation that abandoning jihad is a sin.” Therefore, the situation must be resolved and those territories retaken, “with Al-Qaeda being the world leader of the movement,” he emphasized.
– Even though Zawahiri is no longer there, the doctrine remains and Al-Andalus is referenced as if it were their own territory that was taken from them, and not the other way around. ANDALUCÍA

Last days to request a postal vote for the Andalusian elections: {Trans, summary}
– Andalusians may request a postal vote by Thursday 7 May. Requests can be made in person at any Correos office or online via the Correos website using a digital certificate or electronic ID. The request must be made personally by the voter, except in cases of illness or disability.
– Once the applicant’s electoral roll registration is confirmed, the Electoral Census Office sends documentation by urgent registered mail to the address provided. This includes the census certificate, envelopes and ballot papers. The completed postal vote must be deposited by 13 May (four days before election day) during normal opening hours at any Correos office. Residents abroad must be registered with the relevant Spanish consulate and enrolled in the Electoral Census of Absent Residents (CERA). They may then vote by post or in person at the consulate. Andalusia begins the race to the polls- Moreno (PP) seeks a majority to avoid depending on Vox; Montero (PSOE) takes a gamble while facing decline in support: {Trans, summary}
– Andalusia’s election campaign for 17 May has begun. Incumbent Juanma Moreno (PP) seeks an absolute majority to govern alone without a pact with the far-right party Vox. Vox hopes to grow so that the PP, if it falls short of a majority, must negotiate with Vox to form a government, making Vox the kingmaker. The PSOE’s María Jesús Montero trails significantly; poor results could worsen the party’s historical decline. Two left-wing coalitions left of the PSOE, Por Andalucía and Adelante Andalucía, compete separately against each other.
– Polls favour Moreno but an absolute majority is uncertain. Montero’s campaign, backed by Prime Minister Sánchez, may suffer from her regional financing model, labelled an “affront” to Andalusians by the PP. Vox aims to replicate pacts from Extremadura and Aragon. Por Andalucía aspires to a national left pact with Montero, while Adelante Andalucía hopes for its own parliamentary group. Only Moreno repeats as candidate from 2022. Full article: https://www.20minutos.es/andalucia/andalucia-inicia…

Andalusia is expecting an Atlantic storm and a drop in temperatures from Saturday: {Trans, summary}
– From Monday to Friday, Andalusia shall enjoy generally light cloud with no rain, except for some very isolated showers between Wednesday and Friday in the eastern mountain ranges, where Thursday may see more intense rainfall. Temperatures shall remain unchanged across the region during this period.
– On Saturday, a cold, isolated Atlantic depression shall form, entering from western Andalusia and spreading across the whole autonomous community. This system shall bring rain throughout the weekend and into the first days of the following week. From Saturday, a significant temperature fall of four to six degrees shall occur in much of the region, with a further slight drop on Sunday. During the weekend, light to moderate winds from the west and south-west are expected. These winds, combined with the rain and lower temperatures, will make the air feel noticeably cooler than the measured temperature would suggest.

NERJA

Nerja initially approves the Municipal Program for the Ethical Management of Feline Populations: {Trans, summary}
– Nerja has initially approved an Ethical Management Programme for feral cats, aiming to ensure their welfare and improve public coexistence. The measure complies with Spain’s Law 7/2023 on animal rights. It covers population control, healthcare, registration, identification, and public awareness. Key actions include the Capture, Sterilisation and Return (CSR) method, a municipal register, compulsory identification, and ongoing health monitoring. The plan also regulates colony carers, encourages citizen collaboration, and includes mediation.
– Following a public consultation and favourable legal-technical reports, the document now enters a 30-day public information period for objections. The Council reaffirms its commitment to responsible, sustainable animal management. Source, Spanish: https://www.axarquiaplus.es/nerja-aprueba-inicialmente-el-programa…

A citizen participation process is being opened in Nerja prior to the approval of the preliminary draft of the General Urban Development Plan: {Trans, summary}
– As a preliminary step to approving the draft General Municipal Planning Plan (PGOM), Nerja Council unanimously backed a mayor-led initiative to start drafting the document. A citizen participation process will open, including a suggestion box on the municipal website.
– Mayor José Alberto Armijo said the council is moving towards an urban model suited to current challenges, focusing on sustainable, balanced and efficient development. The future PGOM will be strategic, simplifying land classification, prioritising work on the existing city over new builds, and encouraging sustainable mobility. Urban Planning Councillor Alberto Tomé added that the plan aims to ensure enough land for affordable housing, public amenities, open spaces, cultural activities and technological innovation, while remaining compatible with local tourism. IZNATE

A 48-year-old man dies after being crushed by a tractor in Iznate: {Trans, summary}
– A 48-year-old man died on the afternoon of this Sunday, May 3 after a tractor fell on him on a farm in the Malaga town of Iznate, according to the Andalusian Emergency Agency. A notice received minutes after 7:00 p.m. asked for help for a man whom a tractor had fallen on him on his farm located in a countryside area of Iznate.
– Immediately afterwards, Firefighters from the Provincial Consortium, Civil Guard and Health Emergency Center (CES) 061 were immediately activated, which mobilised a mobile ICU. The members of the fire extinguishing, rescue and rescue service of the Vélez-Málaga park deployed to the scene but health services could only confirm his death. EUROPE

Rutte believes Europeans “have gotten the message” from Trump after US withdraws troops from Germany:
– Europeans have “heard” US President Donald Trump’s message of frustration over the Iran war and are “stepping up”, NATO chief Mark Rutte said after the US announced it would withdraw 5,000 troops from Germany. “European leaders have gotten the message. They heard the message loud and clear,” Mr Rutte said before talks with European leaders in Armenia, acknowledging “disappointment on the US side” faced with European allies’ resistance to joining the war.
– “Europeans are stepping up,” Mr Rutte insisted. “We have seen countries now cooperating with their bilateral agreements making sure that when it comes to basing {sic} requests and all the logistical support they now participate,” he said. “Yes, there has been some disappointment from the US side, but Europeans have listened,” Mr Rutte told reporters.
– The timing of the US troop withdrawal announcement came as a surprise, European Union foreign policy chief Kaja Kallas said. “The timing of this announcement comes as a surprise. I think it shows that we really have to strengthen the European pillar in NATO, and we have to really do more,” said Ms Kallas, speaking as she arrived at a European Political Community summit in Yerevan.
“The American troops are not in Europe only for protecting the European interests, but also the American interests,” she added. Full article: https://www.rte.ie/news/world/2026/0504/1571635-nato-defence/

Food Stamps Program Enrolment Drops Sharply Following New Federal Work Requirements (Gee, what a suprise!):
– Enrollment in the Supplemental Nutrition Assistance Program (formerly know as ‘food stamps’) has declined significantly since new federal work requirements took effect in mid-2025, with millions fewer Americans receiving benefits, according to newly reported federal data.
– The number of people enrolled in SNAP has fallen by roughly 3.5 million since July 2025, dropping from an average of 42.1 million participants in the prior fiscal year to about 38.5 million as of January 2026, according to reporting by The Wall Street Journal.
– The decline follows the implementation of expanded eligibility rules included in the “One Big Beautiful Bill,” signed into law by Donald Trump on July 4, 2025. The legislation broadened existing work requirements for able-bodied adults, mandating that individuals between the ages of 18 and 64 without young dependents participate in at least 80 hours per month of work, volunteering, or government-run programs.
– Under the updated policy, eligibility restrictions have also tightened for some categories of legal immigrants. Federal law has long barred undocumented immigrants from receiving SNAP benefits.
– Data compiled by the Center on Budget and Policy Priorities shows that nearly every state has experienced a decline since the policy took effect. Full article: https://www.zerohedge.com/political/welfare-enrollment-drops-sharply-following-new-federal-work-requirements

TRAVEL

Fourteen Spaniards are aboard the cruise ship affected by hantavirus, where three people have already died: {Trans, summary}
– Fourteen Spanish nationals are among 149 people on the MV Hondius cruise ship, where a hantavirus outbreak has killed three passengers (a Dutch couple and a German). The ship is positioned off Cape Verde, having been refused disembarkation on national security grounds. Spain’s Health Ministry suggests infection occurred on board via rat droppings or close contact.
– The WHO’s European section is supporting the response but states there is no cause for public alarm. Two crew members have acute symptoms. The operator is considering disembarkation at Las Palmas or Tenerife for further medical examinations. Canary Islands authorities urge calm, noting that decisions on docking rest with national bodies. External health officials are preparing evidence-based measures for a possible stopover. Problems Getting Today’s Issue Posted: WordPress, the web hosting service of DigameXtra, is having significant problems as I write this Sunday evening on into Monday morning. It is not uncommon for them to do maintenence on Sunday nights, and this slows the site down somewhat, but it usually remains functional. Tonight I noticed more problems than a typical Sunday night. At one point the screen “blinked” and a full hour’s worth of writing was deleted, the ‘un-do’ button wouldn’t work, and my backup drafts had disappeared, so despite me having done several “save draft” clicks along the way, all that work had to be redone! Additionally, the Monday after a long holiday weekend rarely has much local news. So if a small issue was in the cards due to WordPress problems, this was a good day for it. -Ed.

News Note:
– DiarioSur.es has joined ABC.es in hiding almost all of their content behind paywalls. This includes important community notices and public health alerts. This is totally unacceptable. Their business charters clearly outline their duty and responsibility to support informing the community on critical issues. These companies profit from public exposure, with the insane amount of adverts they pack into every page, and they have an obligation to provide important public information without charging the reader a fee. Sure, they can require a paid subscription for their “premium” content. But public health and gov’t announcements must remain free to respect their community obligations. Please let them know this is unacceptable. They cannot claim themselves to be a “newspaper of record” if they charge for viewing important public announcements.
– Since readers will no longer be able to click article links to view articles articles from these sources, now being hidden behind a paywall, I am going to quit using them as news sources. I can no longer, in good conscience, provide them with thousands of DigameXtra reader’s clicks every week if the articles are blocked from view. It is bad enough for them to post and claim authorship of Artificial Intelligence created articles without labelling them as such, as the law now requires. Now they expect you to pay for content they copied for free from other sources, on pages full of ads and popups. TARFU! -Ed.

SPAIN

Does Spain have reason to be worried about Ceuta and Melilla? The Morocco-US-Israeli axis looms over the waters of the Strait: {Trans, summary}
– A Moroccan analyst writing for an Israeli digital outlet suggested that Morocco, backed by Israel and the US, could exploit tensions between Spain’s Prime Minister Sanchez and President Trump over NATO defence spending and base access during the Iran war to pursue claims over Ceuta and Melilla. The analyst stated this was his personal opinion, not an official position. He cited Spain’s “continued occupation of African territory” and its “hypocrisy” in condemning Israel while holding African enclaves.
– US conservative think tanks and a Republican congressman have recently questioned Spanish sovereignty over the two cities. However, experts doubt any short-term change. Relations between Spain and Morocco are currently claims by Spain to be good, jointly hosting the 2030 World Cup. Morocco’s primary focus, so they say, remains Western Sahara, not Ceuta or Melilla. The Israeli ambassador to Spain denied any plan to support Moroccan claims, calling Spain an ally despite political disagreements. Nonetheless, the idea now hovers over the Strait of Gibraltar amid regional turbulence. Political Revenge of the Socialists– New AG Teresa Peramato removes the chief prosecutor of Madrid who pointed the finger at convicted previous AG García Ortiz in the trial: {Trans, summary}
– State Attorney General Teresa Peramato {pic}, a socialist appointee, has removed Madrid senior prosecutor Almudena Lastra. Lastra merely did her job by testifying honestly against former attorney general Alvaro Garcia Ortiz, leading to his conviction for leaking confidential data on Isabel Diaz Ayuso’s partner.
– Peramato has now promoted two figures linked to Garcia Ortiz: Pilar Rodriguez, who was himself under investigation in the same case, and Pilar Fernandez, Garcia Ortiz’s own wife. These actions appear politically motivated, rewarding loyalists while punishing a prosecutor who upheld the rule of law against a senior socialist official. Lastra’s removal for giving testimony under oath sets a dangerous precedent. The promotions disregard merit and suggest retaliation against those who exposed wrongdoing. This reshuffle serves political gain rather than justice. A ship carrying huge cocaine shipment, between 30 and 45 tons, has been transferred to Las Palmas: {Trans, summary}
– The Spanish Civil Guard has intercepted a Comoros-flagged vessel in the Atlantic Ocean carrying between 30 and 45 tonnes of cocaine, the largest drug seizure ever recorded by Spain in international waters. {So Spain can intercept ships suspected of smuggling in international waters, but says Israel can’t intercept flotilla ships in international waters, suspected of smuggling intended to interfere in wars? Sounds like a double standard. -Ed.} The ship, named Arconian, was moved to the naval base of Las Palmas de Gran Canaria after being captured on Friday. It had left Freetown, Sierra Leone, on 22 April and was reportedly heading to Benghazi, Libya. Spanish Civil Society (SCE), the platform that coordinates more than 150 civil associations, has called for a “March for Dignity” on Saturday, May 23, to demand the resignation of the Prime Minister, Pedro Sánchez: {Trans, summary}
– Spanish Civil Society, a platform of more than 150 associations, has called a “March for Dignity” on 23 May in Madrid to demand the resignation of Prime Minister Pedro Sanchez. The demonstration will begin at Columbus Square at 10:30 and proceed to the Moncloa Arch under the slogan “Sanchez, resign now!” The organisers cite what they describe as a disaster in institutional respect, rule of law, the economy, diplomacy, security, coexistence and ethics. The platform invites all associations, political parties and citizens to join, each with their own banners and reasons for demanding resignation. A brief statement and the national anthem will conclude the march. Spanish Civil Society includes groups focused on constitutional order, the rule of law, Christian Humanism, Spanish national heritage, and sectoral interests such as businesses and the self-employed. – The mobilizations will focus on five key days. Between the on May 11 and 14 there will be partial strikes during peak demand hours, while on the 15th, a total strike will take place throughout the service, accompanied by a demonstration.
– Partial stoppages will occur between May 11 and 14 in the following slots: from 7:00 a.m. to 9:30 a.m., from 1:00 p.m. to 3:30 p.m. and from 6:30 p.m. to 9:00 p.m. Added to this is a day of total strike on May 15, during all Metro service hours, from 6:30 a.m. to 11:00 p.m. Source, Spanish: https://www.eldebate.com/espana/andalucia/20260503/metro…

EUROPE

Trump deepens his rift with Europe by asserting that the US will withdraw “much more than 5,000” troops from Germany: {Trans, summary}
– US President Donald Trump announced plans to withdraw over 5,000 American troops from Germany, criticising European allies for lacking support in the war against Iran. Senior Pentagon officials had already disclosed an order from Secretary of War Pete Hegseth to remove approximately 5,000 soldiers, citing operational needs. The US maintains over 36,000 active troops across German bases.
– German Chancellor Friedrich Merz made unsubstantiated propaganda claims to local German media that Trump had been humiliated by Tehran during negotiations: “The Iranians are obviously very skilled at negotiating, or rather, at not negotiating, letting the Americans travel to Islamabad and then leave again without any result.” & “An entire nation is being humiliated by the Iranian leadership, especially by these so-called Revolutionary Guards.”
– Trump responded by warning Merz to focus on fixing Germany’s domestic issues and ending the Ukraine war rather than interfering with Iran. Source, Spanish: https://www.20minutos.es/internacional/trump-agrava…

MIDDLE EAST

Israeli court extends for two days the detention of the Spanish and Brazilian activists from the latest Palestine flotilla: {Trans, summary}
– An Israeli court extended by two days the detention of Palestinian-Spanish activist Saif Abukeshek and Brazilian Thiago Ávila from the Global Sumud Flotilla. The prosecution requested four days, citing alleged crimes including collaboration with the enemy and belonging to a terrorist organisation. Adalah, their legal centre, called these charges retaliatory against humanitarian activists and argued the process has irregularities with no legal basis for applying such crimes to foreigners in international waters. The activists have begun a hunger strike.
– Adalah reported alleged mistreatment: Ávila was allegedly beaten and dragged, while Abukeshek was allegedly left bound and blindfolded, causing bruises. Neither had legal representation during interrogations. Israel’s Foreign Ministry claims both have ties to the PFLP. Spain and Brazil demanded their immediate release. Trump concludes that the new Iranian peace proposal is “unacceptable”: {Trans, summary}
– US President Donald Trump told Israeli media outlet Kan News that Iran’s latest cease-fire proposal, mediated by Pakistan, was “unacceptable” after studying it. The Iranian proposal reportedly includes a 14-point, three-phase plan over 30 days, beginning with reopening the Strait of Hormuz and ending with a new regional security system. However, Iran refuses to meet key US demands, including renouncing uranium enrichment and dismantling its nuclear facilities. Trump’s rejection underscores continued deadlock in ending the conflict that began on 28 February. Source, Spanish: https://www.larazon.es/internacional/trump-concluye…

Tennis News- Sinner wins in Madrid to set Masters title record:
– The Italian first seed completed an impressive 6-1, 6-2 victory in 58 minutes against the world number three Alexander Zverev to achieve his record-breaking feat.
– Jannik Sinner became the first man to win five consecutive Masters 1,000 titles after beating Zverev in straight sets to win the Madrid Open. Sinner, 24, has won the opening three ATP 1,000 events of the season in Indian Wells, Miami and Monte Carlo, and also triumphed five months ago in Paris. PETS

Are pets being over-vaccinated? Experts warn of the risks that could affect their immune system: {Trans, summary}
– In Spain, only the rabies vaccine is legally mandatory for pets. Veterinarian Victor Algra warns that over-vaccination can overstimulate animals’ immune systems. He advises following the principle of minimum necessary treatment.
– Vaccines for parvovirus, distemper and panleucopenia generate long-lasting immunity, so antibody titration testing should precede booster shots to avoid unnecessary vaccination. However, testing is more expensive and labour-intensive than simply vaccinating annually, so unnecessary and potentially dangerous shots are common despite the risks.
– The leptospira vaccine, using inactivated bacteria, produces only a low immunity and may require yearly boosters. For geriatric pets, testing is particularly useful due to age-related immune deterioration. While guardians ultimately decide, Algra informs clients of testing options. Some owners still prefer annual vaccination out of habit or convenience. Source, Spanish: https://www.20minutos.es/animaleros/se-sobrevacuna…
