90/180 day rule for non residents: Nerja Town Hall has just issued a guide for non residents from the UK. I found it quite interesting, but seemed to over complicate this rule.
My simple way of gauging my non-rule-breaking time in the EU is to check back on the first day of my arrival for 180 days previously and make sure less than 90 days were in Spain (EU really) then do the same for my last day. (Since it is a rolling scale you don’t need to worry about days in-between) Simple!!

Discount on fuel prices in Spain will start to be applied from this Friday, and this is how it will work:
-The 20 céntimo discount on a litre of fuel will start being applied this Friday, 1 April, says the Spanish government, because it is not necessary to wait until the decree receives formal ratification in Parliament. Germany and Austria take step towards gas rationing: Germany and Austria have triggered emergency plans over possible gas supply disruption amid a payments stand-off with Russia.
Russia had demanded “unfriendly” countries pay for its gas in roubles from 31 March, but the EU, which mainly pays in euros, rejected the idea.
Moscow later appeared to soften its stance, saying on Wednesday rouble payments would be introduced gradually.
But Germany and Austria have taken the first steps towards gas rationing. Hackers masquerading as law enforcement officials allegedly hoodwinked Apple and Meta, goading the two tech giants to surrender user data: Citing “three people close to the matter,” a Wednesday Bloomberg News report revealed the malicious actors used forged legal documents to bamboozle Apple and Meta.
According to Bloomberg, Apple and Meta surrendered “basic subscriber details,” including customers’ phone numbers and IP addresses. Vetiver Grass is a fast growing non-invasive clumping grass that grows to 2 metres in height. It has a root system that grows to 3-4 metres deep and they are very strong.

Once Vetiver is established it is drought resistant.
We are located in Sayalonga and we can plant all year round but February and March are the best months to plant Vetiver. Vetiver loves the heat of a long summer to get established.
Decomposing Vetiver used as a mulch, improves soil quality, keeps the weeds down and the insects away as it is a natural insect repellent. It is in the same family as Lemon Grass, which we also carry.
Vetiver also is a nutritious and replenishable animal feed. Horses, cattle, and pigs love it.

Spain approves emergency package to tackle high energy bills, waits for EU approval: Spain will cut connection fees and tax excess profits on newly signed electricity supply contracts as part of a multi-billion euro emergency package to cushion businesses and consumers from soaring energy prices, the government said on Tuesday.
Initially announced on Monday, the cabinet approved on Tuesday the 16 billion euro ($18 billion) package of soft loans and direct aid that also includes measures to cap rental increases and boost employment of young people and women.
Of the total package, most of which still needs to be approved by the European Commission, 6 billion euros will come as direct aid and tax cuts mostly extended from a previous package related to the COVID-19 pandemic, while the remaining 10 billion euros are subsidised loans. Russia says it will scale back near Kyiv as talks progress: Russia announced Tuesday it will significantly scale back military operations near Ukraine’s capital and a northern city, as the outlines of a possible deal to end the grinding war came into view at the latest round of talks.

Crisis Relief Plans- Government provides fuel subsidy of 20 cents per litre and limits rent increases to 2%: {Translation} 28/03/2022 16:48
-A crisis plan to deal with the war in Ukraine addressing five elements that include: social measures, aid for companies, subsidies for transport, a plan to promote cybersecurity and new formulas to make energy and electricity cheaper. The President of the Government, Pedro Sánchez, has put the cost of the ‘Response Plan’ to the impact of the war in Ukraine at 16,000 million, which will be approved tomorrow by the Council of Ministers and which includes a ban on objective dismissals and a minimum subsidy of 20 cents per litre of fuel, among other measures.
-The plan, which will last until 30 June, will have an impact of around 6 billion in direct aid and tax reductions and a further 10 billion in ICO credits (loans) to cushion the impact of the crisis.

-Spain will subsidise the purchase of each litre of fuel by a minimum of 20 cents for both private individuals and professionals, of which 15 cents will be provided by the state and the rest by the oil companies. These companies have already announced discounts of up to 14 cents per litre linked to the use of their loyalty cards. The discount will be applied from 1 April when filling up at the petrol station and will benefit all.
-Veto to objective dismissals, and commitment to promote the use of ERTE in companies suffering difficulties or stoppages.
-This week, Spain and Portugal will present to Brussels an “exceptional and temporary” measure to set a reference price for gas used in combined cycle power plants to generate electricity. To this end, another daily auction will be held on the wholesale market to set the price for consumers and SMEs covered by the regulated tariff or pvpc.
-Limits on rent rises to 2% and a 15% increase in the amount of the Minimum Vital Income (IMV).
-Update of the remuneration system for renewables, cogeneration and waste, the so-called Recore, which will mean a reduction in system charges of 1.8 billion. The aim is to bring forward by one year the adjustment in the remuneration of this sector that should be made in 2023.
-Extension until 30 June of the mechanism to reduce excess profits in the electricity market caused by the high price of natural gas on international markets.
-Extension (announced at the beginning of the month) of the tax reduction on electricity bills (VAT at 10% for small consumers, the special electricity tax at 0.5% and the suspension of the tax on electricity generation).
-Extension of the bono social eléctrico to a further 600,000 families, which will reach almost two million households. This bonus, which is a discount on the price of electricity, is paid for by the electricity companies.
-500 million euros in aid for energy-intensive industry in order to offset tolls by 80%, reach the CO2 compensation ceiling and reinforce direct aid to the sector.
-New line of ICO credit (loans, not grants) guarantees for 10 billion euros to cover liquidity needs due to higher energy prices.
-The maturity period of the loans guaranteed by the ICO and the grace period for the most affected business sectors are also extended.
– 362 million aid package for the agriculture and livestock sector and 68 million for the fisheries sector.
-Aid of more than 1 billion euros for the transport sector: a 20 euro cent fuel rebate and a package of 450 million euros for goods and passenger transport companies, depending on the type of vehicle (1,250 euros for lorries, 900 euros for buses, 500 euros for vans and 300 euros for taxis, VTC or ambulances). The deadline for the refund of the tax on hydrocarbons is also reduced from three to one month.

The strike of carriers loses strength after the agreement with the Government: In the third week of the transporters’ strike, the strike begins to lose force, mainly due to the agreement reached by the employers of the sector, the National Committee for Road Transport (CNTC) with the Ministry of Transport last week. Editor’s Note: President Sanchez is pushing half-truths as crisis solutions. The petrol relief depends on small suppliers to provide discounts they have not agreed to provide. The 16Billion in ‘Response Plan’ funds to compensate for the impact of the war in Ukraine includes 10 Billion in loans that must be repaid, many do not consider that “relief” in that it must be paid back, with interest! They say this is only a delay of debt, not actual relief. Considering that only 40% of the Spanish Covid relief funds for businesses and the self employed have so far been distributed, many observers are highly skeptical of these new proposals. 

 

Small and medium-sized petrol stations cannot advance the petrol discounts announced by Sánchez, according to CEEES: {Translation}
-The Spanish Confederation of Service Station Entrepreneurs (CEEES) has warned that small and medium-sized service stations lack the financial capacity to advance the discounts announced by the President.
-The General Assembly of the confederation, which met this Monday as a matter of urgency, unanimously agreed to ask the Government to clarify as quickly as possible what the mechanism for implementing the generalised discount on fuels will be, which, as announced by the president, will begin to be applied next Thursday, 1 April.
-Thus, CEEES states that it does not know which mechanism will be used. This measure, which was originally intended only for hauliers, will now be universal, according to the President’s announcement.
-While awaiting the details of the measures that are expected to be approved tomorrow by the Council of Ministers, the CEEES assembly warns that if what the government wants is for the sector’s SMEs and micro-SMEs (Small and Mid-size Enterprise) to finance the initiative, “the reality is that it will be ineffective”.
-“Not because the service stations do not wish to contribute to the success of the initiative, but because they are directly unable to do so”, according to the employers’ association, which defends the interests of more than 4,000 Spanish service stations in the hands of SMEs and micro-SMEs.
-Thus, according to CEEES, neither many wholesale operators nor, of course, retail distributors have the capacity to advance these amounts, which is why they warn that the Government’s intention will be “absolutely ineffective” if mechanisms are not put in place that – as has been done in other neighbouring countries – guarantee that the measures approved tomorrow by the Council of Ministers will have a positive impact on the pockets of their customers. The Malaga-Axarquia Health Dept. warns of false e-mails from the supposed Ministry of Health: {Translation} The Malaga-Axarquia Health Area denies sending the messages that arrive by mail from a false profile of the Ministry of Health. The organisation advises to follow only official channels.
In a Facebook post recently uploaded by the AGS East Malaga-Axarquia, it warns of the arrival of an email that numerous users are receiving. The message includes a PDF document, that they suggest you do not to open, and an invitation to an additional dose of the vaccine against Covid-19, something that they clarify is false.

Google Chrome users urged to update immediately:
Google has urged Chrome users to update the web browser to the latest version in order to avoid being targeted by cybercriminals.
Late last week, the company released Chrome 99.0.4844.84 for Windows, Mac, and Linux, which fixes a high severity zero-day vulnerability that allows for remote code execution.
In an advisory published alongside the update, the company explained that the issue has already been abused in real-life scenarios. “Google is aware that an exploit for CVE-2022-1096 exists in the wild,” wrote the firm. Because the flaw is being abused in the wild, Google is deliberately withholding additional information until users are able to patch up their systems. Brits to Face More Hurdles When Travelling to EU as Banks Impose Extra Charges on Them:
-Crédit Agricole, a French international banking group, has started charging holders of British bank cards making withdrawals at its ATMs in France €5, earlier this month. At the same time, British travellers in France have reported that the bank is also charging them €18 for cash transfers.
-The move, which will affect millions of travellers from the UK to France, is set to be followed by other banks in the bloc and is a result of the UK’s exit from the European Union.
-Up until now, British citizens have not been charged with additional fees when withdrawing and transferring money within the EU, as the bloc’s Single Euro Payments Area (SEPA) prohibits the Member States from imposing extra fees on nationals of other EU countries. Instead, all EU citizens, regardless of their nationality, should be subject to the same domestic charges as the nationals of the country where they withdraw money.

Scientists find microplastics in blood for first time: Scientists have discovered microplastics in human blood for the first time, warning that the ubiquitous particles could also be making their way into organs. “This is the first time we have actually been able to detect and quantify” such microplastics in human blood, said Dick Vethaak, an ecotoxicologist at Vrije Universiteit Amsterdam. “This is proof that we have plastics in our body—and we shouldn’t,” he told AFP, calling for further research to investigate how it could be impacting health. -Giant “sinkholes” – one of which could devour an entire city block holding six-story buildings – are appearing along the Arctic seafloor, as submerged permafrost thaws and disturbs the area, scientists have discovered.

-On Friday 25 March, Andalusia recorded a total of 5,129 positive results for Covid-19 in 24 hours, 2,626 more than those reported on the same day last week, and 12 deaths, five more than on the previous Friday.
-According to data consulted by Europa Press at the Institute of Statistics and Cartography of Andalusia (IECA), the rate in the region stands at 310 per 100,000 inhabitants, up 34.2 points from Thursday, when the incidence had a similar rise (34.6 points). Moreover, the rate had not exceeded 300 points since 1 March (339.3).
-The 5,129 infections on Friday follow the 5,433 on Thursday, 1,350 on Wednesday, 1,053 on Tuesday, 3,394 on Monday (72 hours) and 2,503 last Friday.
-By provinces, Malaga is still the one with the most positives with 1,364, followed by Seville with 961; Cadiz with 879; Cordoba with 465; Almeria with 392; Jaen with 373; Granada with 372 and Huelva with 323.
-With regard to the 12 deaths, four were recorded in Malaga and Seville, two in Jaén, and one each in Granada and Huelva.

-Prior to the EU summit, a diplomat from a northern EU country had described Pedro Sánchez as a ‘Don Quixote’ tilting at windmills, given the rejection by northern countries of his proposals to lower the energy bill and his international tour to gather support and turn events around unexpectedly.
-The summit did not disappoint and had its small doses of EU epic: the prime minister even left the room for half an hour, annoyed by a journalist’s tweet that Sánchez was attending the summit with the intention of vetoing the text, despite Spanish diplomatic sources insisting at all times on Spain’s constructive spirit. After the meeting, Sánchez and the Portuguese Prime Minister, Antonio Costa, appeared jointly before the press to claim victory. After almost ten hours of marathon negotiations, the EU-27 reached an agreement on joint gas purchases between European countries, with the aim of having greater negotiating power with third countries and differentiated treatment for Madrid and Lisbon.
-The President of the Government arrived at the second session of the summit with a joint proposal with Portugal for the EU club to recognise the Iberian Peninsula’s uniqueness as an energy island, given that gas connections with the rest of the continent do not even reach 3%. Trying to make a virtue out of necessity, Madrid and Lisbon argue that this particularity could allow the two countries to carry out interventionist measures on their own without affecting the rest of the European partners.
-In this initiative, the two capitals proposed a system to compensate combined cycle power plants that transform thermal energy from natural gas into electricity and that are currently being penalised by the soaring prices of this hydrocarbon and the repercussions of the war with Ukraine. -Despite the agreement reached by the Government with the National Road Transport Committee (CNTC), the sector’s representative body, the Platform for the Defence of Transport, which called the stoppages and is not part of this body, confirmed this afternoon that the demonstrations will continue after meeting with the Transport Minister, Raquel Sánchez. Its president, Manuel Hernández, explained to the media after the meeting, which lasted almost two hours, that the government has not given them a guarantee that they will be able to return to work from Monday without losing money. And that, he said, is not acceptable to the Platform.
-Hernández explained that the ministry has promised to present them with a draft of the law within two or three months to include the impossibility of contracting transport at a loss. This would be an advance on one of the points agreed between the government and the CNTC to help the sector. Hernández has told the minister of the need to articulate some kind of transitional measure through a decree-law or similar figure to guarantee that transporters do not lose money for working until the law is definitively approved. -Spain’s transport minister agreed to meet with striking truck drivers on Friday after they rejected a 1 billion euro ($1.10 billion) support package aimed at defusing a 12-day walkout over fuel prices that has caused sporadic goods shortages.
-Minister Raquel Sanchez announced the measures, which include a rebate of 0.20 euros per litre of fuel and a 1,200 euro bonus, after all-night talks with transport associations.

A price war between Repsol, Cepsa and BP- discounts of up to 14 cents per litre of fuel: {Translation} 25/03/2022 17:16
-The largest reductions are linked to the use of the relevant loyalty cards.
-The three main oil companies, Repsol, Cepsa and BP, have started a price war offering their customers discounts of between 10 and 14 cents per litre of fuel. This move comes at a time when fuel prices have slowed down their sharp increase, which in the case of petrol is 14% since the beginning of the year, and in diesel, 21.5%.
-Cepsa has a direct discount of 10 cents per litre, not conditional on future refuelling and accessible to all users, at the company’s 1,500 service stations throughout Spain. This measure will come into effect on 1 April and will remain in force until 30 June.
-In this way, private customers will be able to access savings of up to 25 cents/litre, which at current prices for a conventional 50-litre refuelling, is equivalent to a discount of around 15 euros, with the mere requirement of being a member of the ‘Porque Tú Vuelves’ programme.
-Likewise, professional customers will benefit from this contribution of 10 cents per litre in addition to current commercial discounts.
-For its part, BP will apply fuel price discounts to its customers of up to 14 cents per litre for professional hauliers depending on the size of the fleet. This is a direct, non-cumulative discount applicable to fleet customers with an active Routex card and applicable at BP service stations.
-It will also offer a maximum discount of 12 euro cents per litre to private customers through the ‘My BP’ card who adhere to the “Ahorro de Locos” promotion.
-Both types of discount will be in force from April to June and will be subject to monthly reviews.
-As for Repsol, it will lower the price of its fuels by 10 euro cents per litre for professional customers who pay with the Solred card at its more than 3,300 service stations in Spain. This discount is in addition to that already received by hauliers and the self-employed.
The discount will be applied from next Saturday until 30 June.
In addition, the company has also decided to extend by more than two months, until 30 June, the price reduction of 10 euro cents per litre on all its fuels to those private customers who pay with the free Waylet application. -The rainfall of the last few days in the Axarquia region continues to be insufficient to alleviate the drought situation suffered by this region. In fact, the bulk of the rainfall recorded in the province of Malaga in the last 48 hours has been in the westernmost area.

This system operates in such a way that travellers can buy a ticket at a price which includes the flight via Madrid’s Barajas airport to or from any of the airline’s 90 international destinations, most of which are in Europe and America, and the return rail journey to the 14 Spanish destinations which now form part of the scheme. The ticket also includes the local train service from Atocha or Chamartín stations in Madrid to the airport.
One of the advantages of this single-ticket system is that it costs less than paying separately for each part of the journey, and travellers are also guaranteed the offer of an alternative trip if they miss any of the connections. Malaga’s fishing sector back on strike: After announcing on Wednesday that they would call off their protest, representatives decided at a meeting on Thursday to wait until they know exactly what the government is offering in the way of help. At a meeting on Thursday between representatives of the industry from all over Andalucía, they reconsidered: most voted to go back on strike until they know for sure how much money the government is offering and what other measures they plan to put in place. Days of Punk photo exhibition: Now Open
La Termica Cultural Centre in Malaga has over 100 pictures by photographer Michael Grecco. He took the photos at nightclubs in Boston and New York when punk rock was just emerging in the late 1970s. POSTPONED– Motril cancels Plácido Domingo concert this Saturday, after storm damage to bullring: This Saturday’s Plácido Domingo concert, on 26 March, has been cancelled due to damage to Motril’s bullring, where the event was due to take place. It was to be the first time that the world-famous opera singer would give a concert to sing in the Granada province town.

Government proposes direct aid to end the hauliers’ strike in Spain:
-The Spanish government wants to close a deal with the striking hauliers this week to minimise the impact which rising fuel prices has had on their activity. In a meeting with the National Road Transport Committee on Thursday morning, they outlined plans for direct aid which would reduce fuel prices.
-The negotations were led by Nadia Calviño, the Minister for Economic Affairs, Raquel Sánchez, the Minister of Transport, and María Jesús Montero, the Minister of Finance. The focus was on how the 500 million euros proposed to subsidise commercial fuel will be distributed. According to Europa Press, the hauliers want the subsidy increased to one billion euros. The price of gasoline and diesel fell this week for the first time so far this year, after eleven consecutive weeks of increases and after breaking all records due to the Russian invasion of Ukraine and its impact on rising oil prices.

Moreno announces three-month exemption from port taxes for fishermen: {Translation}
-The president of the Junta de Andalucía, Juanma Moreno, announced on Thursday that they are going to exempt Andalusian fishermen from paying port and fishing fees for three months in order to “help them” and try to partially “cushion” the increase in costs they are suffering.

-Four individuals connected to the illegal streaming of copyrighted content have been handed prison sentences in the UK totaling more than 10 years. New drug multiplies survival rate for women with HER2-positive metastatic breast cancer: An international study has found that patients given trastuzumab deruxtecan had an estimated overall survival rate of 94% after 12 months.
When trastuzumab deruxtecan was compared with trastuzumab emtansine (T-DM1), the current standard of care for patients whose tumors have not responded to first-line treatment, it achieved much better results. According to the trial, which involved 524 people from 15 countries, the percentage of participants who were alive without disease progression at 12 months was 75.8%, compared to 34.1% for those who had been given trastuzumab emtansine. Changes to Spain’s Covid isolation rules come into force next week:

-The Government’s mismanagement of the galloping rise in inflation following the Russian attack on Ukraine and the unilateral decision to hand over the Sahara to Morocco have brought the investiture to a critical point. This is what the bulk of its investiture partners and parliamentary allies have warned the government on Tuesday, demanding that it change the ‘drift’ it has entered if it does not want to remain ‘alone’ in Congress.
-On the one hand, there is weariness with the unilateralism with which the Executive is adopting its decisions: a complaint that has been repeated since the beginning of the legislature but which now joins the frontal rejection generated by the 180-degree turn towards the Sahara throughout the parliamentary arc, or the sending of arms to Ukraine in some groups such as Podemos and Bildu.

With regard to the protests in the countryside, and with a view to the meeting that ERC will hold tomorrow with the government, Rufián has said that he will ask for “a big tax” on electricity companies and large fortunes for a direct aid fund. “Either the left gets its act together or the only thing left is Vox”, the pro-independence MEP warned.
***Podemos’ justification***
-Within the coalition, Pablo Echenique, from Unidas Podemos, regretted that the Socialists are distancing themselves from the majority of the investiture with ERC and Bildu. “When they want to increase military spending and abandon the Saharawis in the hands of the Moroccan dictatorship, it is inevitable that the PSOE is moving away from the majority of the investiture: this is not an opinion, it is information”, warned Echenique.
-Echenique also insists that the coalition government is not in danger because his party’s role is fundamental in tackling the energy crisis resulting from the war when the partners are moving towards right-wing policies. At the same time, the leader of Más País, Íñigo Errejón, has branded the government’s attitude as “suicidal” for giving the flag of the protests to the extreme right. “A progressive government cannot afford the luxury of not listening”, he charged.
***The PP: “Adapt to the situation”***
-The PP spokeswoman in Congress, Cuca Gamarra, has criticised the fact that in this context of growing unease among the population, the Government continues to increase spending with 22 ministries. “It is necessary for the Spanish government to adapt to the country’s economic situation”, said Gamarra, adding: “This is costing Spaniards a lot of money”.

Microsoft source code breach may be much bigger than we thought- A huge gift to hackers:
-After allegedly gaining access to Microsoft’s Azure DevOps source code repositories over the weekend, the South American-based data extortion hacking group Lapsus$ has now made some of the company’s internal files available online.
-In a recent post on Telegram, the group shared a screenshot of Microsoft’s Azure DevOps account to show that they had hacked one of the company’s servers which contained the source code for Bing, Cortana and a number of other internal projects.
-Now though, Lapsus$ has made the source code for over 250 Microsoft projects available online in a 9GB torrent. According to the group, the torrent itself contains 90 percent of the source code for Bing and 45 percent of the source code for both Bing Maps and Cortana.
