DoctorLaptop’s Tips #80 24Mar20 + Repair Info:
-I suggest everyone using Windows make a System Restore Point now. If you run into computer problems during the lockdown it may allow you to recover and continue using your computer. Apple Users should do a System Backup for the same reason. Linux users should also do a System Backup (if this is your 1st time running a Linux backup, do not check the “encrypt the backup”box, it just adds another possible problem to the situation).
-Internet providers and content providers have slowed down their servers to compensate for all the people online. If you are having new buffering problems in Windows while watching online content, try this.
Open Control Panel, open System, Click on Advanced System Settings. Be sure you are in the Advanced tab, then click Settings in the Performance box. Make sure you are in the Visual Effects tab, then change the setting to “Adjust For Best Performance”. Then click Apply, then click OK. Now restart. Your streaming videos may play better now. Some text may appear slightly less clear now, that’s a trade off you’ll need to consider. It’s easy enough to change back to the original settings when you are done watching videos.

-If anyone has a laptop that needs extensive work, like a full refurb or a “dual boot” Windows&Linux setup, and you don’t need it back before the lockdown ends, you can mail me the unit. For newer units it may be wise to insure the package. Email me for mailing address. Be sure to pack it properly and include a note with your computer login password/PIN, name&address&phone number, and email address (not the password for email), as well as the work you want done.
DoctorLaptop, Torrox Costa, Tel 675 993 069, doctorlaptop@protonmail.com.
Include the make, “full model number” (found on bottom or in battery compartment) or Serial Number and version of your operating system when emailing for support.

Your request is a sacred trust and is kept confidential.

Recommendations & Requests

Regarding EARN IT Internet Privacy Article: I just want to comment on the EARN IT article that was included in the DigameXtra issue of Monday the 23rd March.
How frightening this, (EARN IT), is! Big Brother and 1984 finally catch up with us.
No encryption for any message sent over the Internet to allow the U.S. government to scan and spy on everyone. This would leave all of us open to criminal elements. (Very worrying).
I worry that legislation of this kind will be slipped through on the quiet during the unprecedented Corvid-19 crisis that the world is suffering at present.
(Keep safe everyone in DigameXtra land).
Thank you, Naythan, for keeping us informed.
Regards, Keith, (keithrocksue AT gmail DOT com) Torre del Mar

Coronavirus patients spotted lying on floor at overrun Madrid hospital: Chilling scenes have emerged from hospitals in Madrid, Spain, that have been overrun by coronavirus patients — showing some sprawled out over the floor. Several patients have spent as many as three days sitting in the ER waiting room to await beds that only become available when those admitted either die or recover and are sent home. UK THREE WEEK HOUSE ARREST- Boris orders coronavirus-hit Brits to stay home unless they have one of four reasons – or be FINED: Anyone who flouts the new crackdown will face fines of up to £1,000 or even arrest when cops are given emergency powers.
The draconian measures which will change every aspect of Brits’ lives included:
-All gatherings of more than two people in public were forbidden – meaning a ban on all social events, including weddings and baptisms.
-Tens of thousands of non-essential shops were ordered to close.
-Communal play and exercise areas inside parks will also be shut down, but not parks themselves.
-Places of worship such as churches and mosques must also shut, except to host for funerals
-Travel on roads, trains and buses was also banned, unless it’s essential to get to work.
-We will look again in three weeks, and relax them if the evidence shows we are able to.

Brexit Hotline

The Spanish government has a hotline to answer all queries from Brits living in Spain about the implications of Brexit, in English. Callers can ring 060 when in Spain or +34 902 887060 if calling from abroad and an automated system will offer the choice of either Spanish or English.
You will then be offered a choice of information on the different issues.
The service also offers the option of speaking to an operator for those requiring further information or with a specific query not dealt with by the automated options. Source: https://www.thelocal.es/20200218/spain-launches-dedicated-brexit-hotline

Car boot sale cancelled: Restaurante El Pantano, Lake La Vinuela, km 30 on the A356 towards Colmenar.
Due to the outbreak of coronavirus and the measures the Spanish Government are taking will you please note that our carboot which was to be held on 5th April is now cancelled. As very little will be known whether lockdown continues after the 12th April, stallholders and public wishing to attend May’s market are asked to telephone me on 619 471 301 later in April for an update.

Info Request: There are a few things I am not sure about in these feelbad times.
If you should need an electrician or a plumber urgently, what are you supposed to do? Or if you wanted to take your computer to Naythan? Friends were in this situation at the weekend, offices were shut and nobody would (or was allowed) to come out and help them.
I think I heard that the buses were for workers only, is that correct? There is nobody on them. And what about taxis, are they grounded? If this goes on much longer I may need to get to Torrox Costa, my husband cannot give me a lift (2 people in a car). Could I take a taxi or not? (If you forward your replies to DigameXtra, please include a link to the source of the info. While well intentioned, anecdotal info is unreliable as circumstances change and enforcement varies. Print info from a gov’t agency is verifiable, more reliable and keeps me from being accused of spreading rumours. -Ed)

Thanks for Alert Update: A big thanks again to Naythan for todays Digamextra addendum with news of the “Lockdown” extension. Bang up-to-date as always.

Renewing prescriptions: Hi Nathan, can I add my thanks to those of everyone else for all your help in these difficult times.
I have been trying all weekend to reach the health service line to renew our prescriptions with no success. I have heard a lot of Vivaldi’s four seasons while on hold and at other times just been told they are too busy to answer and cut off.
The spanish is very fast but Option 2 is a new appointment with your family doctor, option 3 is coronavirus reporting.
Option 1 said something about appointments and administrative so I tried that and was asked to enter my health card number and year of birth, then told in fast spanish something about ‘citas’ and cut off.
So I think holding is the right way, but, as I said, no-one is answering.
BTW I have a digital certificate so maximum online access and there is, as yet, no option to renew online.
Anyone being more successful than me?

Latest Statistics On Coronavirus For Malaga (Monday, 23 March 2020 @ 01:59) : Coronavirus (COVID-19) cases on the Costa Del Sol continue to rise, albeit at a ‘slightly’ lower rate, according to the latest statics from Spain’s Ministry of Health. -Malaga registered 21 new cases yesterday (Sunday), taking the new total to 505. Of these, 169 are hospitalised and 315 remain in quarantine at home. There was also one death, taking the city’s total coronavirus death toll to 23.
-Malaga continues to be the province with the most cases in the region, accounting for 29.3% of Andalusia’s total (1,725), followed by Granada (335), Sevilla (295), Córdoba (180), Jaén (171), Cádiz (134), Almería (58) and Huelva (47).
-On a positive note, Andalusia has registered fewer new COVID-19 cases for the second consecutive day, according to Spain’s Ministry of Health. Around 210 new cases were recorded on Sunday, compared to 228 on Saturday and 279 on Friday. However, it’s too early to talk of ‘the curve flattening’ yet, cautions Spain’s Ministry of Health, as once the rapid coronavirus detection tests arrive in the next few days, there is the possibility that we’ll see numbers go up again. https://www.euroweeklynews.com/2020/03/23/coronavirus-cases-in-spains-costa-del-sol-continue-to-surge-albeit-at-a-slightly-lower-rate/

UK Coronavirus death toll jumps to 281 after 48 deaths in just 24 hours (23 March 2020 @ 01:04): The UK’s death toll rose to 281 on Sunday after registering 48 deaths in just 24 hours. Of the 48 new deaths, 37 were in England, seven in Wales, three in Scotland and one in Northern Ireland.
According to statistics, the UK’s figures mirror the number of fatalities recorded in Italy just two weeks ago, on March 7th 2020. Here is a disturbing document from The Scientific Pandemic Influenza Group on Modelling (SPI-M): SPI-M gives expert advice to the Department of Health and Social Care and wider UK government on scientific matters relating to the UK’s response to an influenza pandemic (or other emerging human infectious disease threats). The advice is based on infectious disease modelling and epidemiology. Pay attention to #4.(https://www.gov.uk/government/groups/scientific-pandemic-influenza-subgroup-on-modelling)
SPI-M-O: Consensus view on behavioural and social interventions
Date: 16th March 2020.
1. It was agreed that a combination of case isolation, household isolation and social
distancing of vulnerable groups is very unlikely to prevent critical care facilities being overwhelmed.
2. It was agreed that it is unclear whether or not the addition of general social distancing measures to case isolation, household isolation and social distancing of vulnerable groups would curtail the epidemic by reducing the reproduction number to less than 1.
3. It was agreed that the addition of both general social distancing and school closures to case isolation, household isolation and social distancing of vulnerable groups would be likely to control the epidemic when kept in place for a long period. SPI-M-O agreed that this strategy should be followed as soon as practical, at least in the first instance.
4. It was agreed that a policy of alternating between periods of more and less strict social distancing measures could plausibly be effective at keeping the number of critical care cases within capacity. These would need to be in place for at least most of a year. Under such as policy, at least half of the year would be spent under the stricter social distancing measures.
5. The triggers for measures to be enacted and lifted could be set at a level of UK nations and regions. The duration of control periods would be less important than the extent to which contacts are reduced. There would be a 2-3 week delay between measures being put into place and their impact being felt in ICU.

Why is the virus called “Novel Corona”? : The name is derived from the Latin word corona, meaning crown. Under electron microscopy, the virus appears crown-like due to small bulbar projections formed by the viral spike. This virus has been known only since last December. The family of the virus has been identified since the 1960s but this strain of the virus has been discovered for the first time in 2019, hence it is called the 2019 novel coronavirus. New subtypes or new viruses discovered are called novel. These may form as a result from mutation of already known viruses.

From the “Never Let A Crisis Go To Waste” File:
Article by The Electronic Frontier Foundation (EFF).
The U.S. EARN IT Bill Is the Government’s Plan to Scan Every Message Online.
Imagine an Internet where the law required every message sent to be read by government-approved scanning software. Companies that handle such messages wouldn’t be allowed to securely encrypt them, or they’d lose legal protections that allow them to operate.
That’s what the Senate Judiciary Committee has proposed and hopes to pass into law. The so-called EARN IT bill will strip protections away from any website that doesn’t follow a list of “best practices,” meaning those sites can be sued into bankruptcy. The “best practices” list will be created by a government commission, headed by Attorney General Barr, who has made it very clear he would like to ban encryption, and guarantee law enforcement “legal access” to any digital message.
You can’t have an Internet where messages are screened en masse, and also have end-to-end encryption any more than you can create backdoors that can only be used by the good guys. The two are mutually exclusive. Concepts like “client-side scanning” aren’t a clever route around this; such scanning is just another way to break end-to-end encryption. Either the message remains private to everyone but its recipients, or it’s available to others.
Barr has made clear, over and over again, that breaking encryption is at the top of that wish list. Once it’s broken, regimes around the world will rejoice, as they gain the ability to add their own types of mandatory scanning, not just for child sexual abuse material but for self-expression that those governments want to suppress.

Facebook’s new design turns your PC into an enormous phone: Once you switch to the new Facebook layout, the first overwhelming impression is one of supreme embiggenment. The text sizes are larger, the elements are more widely spaced, and very little fits on the screen at once.
The Stories banner is, thankfully, less obnoxiously huge than it was on the old layout. That’s a matter of sheer necessity, unfortunately; it has to be smaller in order to fit even half of a post underneath it on the new scale of things. I was unable to find a single pair of posts on my timeline that would fit on one page under the new layout—and at least half of them were at least two pages tall, all by themselves.
The Messenger functionality is also diminished, with only a single chat visible at any one time. If you click another contact or group on your contacts list, your current chat disappears, to be replaced with the new one.
The Good
-Now with dark mode!
-The notifications list is much better pinned to the far right instead of occupying roughly the third-fifth from the left
-Switching to the new layout and back again is instantaneous and easy
-Within the new layout, switching dark mode on and off again is equally quick and easy
The Bad
-Only one post on the screen at a time. Or less—usually, less
-Only one message on the screen at a time—no matter how high your resolution
The Ugly
-Huge text is huge
-Wasted space is wasted
-The layout itself, basically

Recommendations & Requests

We Want to Say THANKS!: On Friday, March 13, my husband and I went to Malaga Airport to try to book a flight to the United States. We were helped at the IBERIA counter by VICTORIA. She booked a new ticket for us on Aer Lingus to leave Malaga Monday, March 16 to Dublin, and then on to the USA on Wednesday, March 18. All seemed to be OK.
However, on Sunday, we received a phone call from Victoria to tell us these flights had been cancelled. But, she was working on finding us another way to get home. She would call back soon with that information.
When she called back with our new ticket information, she had secured a reservation on Iberia leaving Wednesday, March 18 from Malaga via Madrid to JFK in New York. We were much relieved. Her attention to details, her calm and reassuring manner, and the arrangements she made for our comfort were extraordinary!!!!! We arrived home well taken care of throughout the entire trip. Our thanks to everyone along the way that took such good care of us. But, a special THANK YOU to Victoria for your compassion and understanding in helping us get home safely. You may have just been “doing your job” but you did it by going the extra mile for us!!! We are so very grateful.
If you know Victoria please make sure she gets this message. Jerry and Roberta Goldman, Nerja. Rabbina 2 @ aol dot com

Spain’s Andalusia registers 51 fewer COVID-19 cases Friday: Andalusia registered 51 fewer Coronavirus (COVID-19) cases Friday than the day before, according to the region’s health authority. Although it’s an encouraging sign, it’s still too early to tell if there’s a slowing down of the virus. The region currently accounts for 1,515 of Spain’s total COVID-19 cases, which hovers around 25,000. However, the number of fatalities due to the virus has increased by 10, now totalling 40 deaths to date in Andalusia. Approximately 53 people with the disease are also in critical condition and in intensive care. Spain PM’s grim warning: “Next week will be toughest & most damaging yet”: In his latest announcement to the nation, Spain’s Prime Minister Pedro Sánchez warned that the worst of the coronavirus pandemic has yet to come. “The toughest and most damaging wave of this pandemic will arrive next week, which will test the capacity of our health services,” he stated. Surprisingly, he did not announce any additional restrictions to the ones already imposed by the State of Alarm. Spain’s struggling self-employed can now access financial support of around 700 euros during lockdown: Spain’s self-employed who have been affected by the coronavirus crisis are now entitled to financial support of around 700 euros. They can also stop paying their social security contributions for the duration of the lockdown. According to Spain’s Ministry of Social Security, the self-employed who have had no choice but to stop all trading activity as a result of the country’s State of Alarm, and experiencing declines of 75% or more in their income, are eligible for this financial help. Approximately 18% of the country’s population are said to be self-employed. This much-needed financial support is a huge lifeline for many struggling self-employed people who are suffering huge losses as a result of the shutdown. The Ministry of Interior extends validity of driving licences in Spain, for 60 days: The validity of licences and permits which expire during Spain’s State of Alarm will be automatically extended for up to 60 days, including those for driving abroad.
The Ministry of Interior today announced the move, stating: “All driving licences and permits, as well as other administrative authorisations for driving, whose period of validity expires during the State of Alarm, will be automatically extended for the duration of the same and up to 60 calendar days after its end”.
The move has been prompted by the closure of the Traffic Headquarters for face-to-face procedures and the lack of the personnel to carry out the administrative side of things.
It also affects foreign driving licences valid for driving in Spain. The law establishes that these licences are valid for six months from the date of arrival in Spain and that, once this period has expired, foreign drivers must exchange their licence for a Spanish one.

Despite Radiation Warnings from IEEE, Charity Refurbishes Wireless Fitness Trackers, Gives Them to Poor People: IEEE (The Institute of Electrical and Electronics Engineers) isn’t the only one who has issued warnings about activity trackers. They have actually received a lot of bad press over the years for class action lawsuits, recalls, and other problems. There have been reports of them burning and shocking wearers as well as being highly inaccurate. Regardless, they remain very popular. Community leaders want emotionally unstable citizens to wear them so they can monitor them. Farmers strap them to their livestock. Parents buy them for their kids. And now Recycle Health is giving them to underserved populations to help them maintain their health and fitness.
Activist Post regularly reports about problems associated with activity trackers and other wireless wearables. In addition to health risks associated with radiation exposure, they have also been the subject of class action lawsuits and recalls due to privacy and security issues. They also add to the increasingly unsafe levels of e-Waste in landfills. Last but certainly not least – sometimes they catch fire or explode. Full article with lots of links to support this warning: https://www.activistpost.com/2020/03/despite-radiation-warnings-charity-refurbishes-wireless-fitness-trackers-gives-them-to-poor-people.html

What’s On

Tell them you saw it on DigameXtra!

Important Editor’s Note:
I am seeing a lot of advice and supposed official info on Facebook pages without any source provided. Some of it is obviously inaccurate. If you can’t verify it, do not believe it! Just because a FB post has a fancy poster, that does not verify it’s accuracy. Well meaning people are failing to confirm info before posting it! These less computer-savvy persons may fall for deceptions, or not know how to verify info before passing it on. Be skeptical of all the undocumented info people are posting as I see loads of it! When you need reliable info consult The Citizens Advice Bureau Spain at https://www.citizensadvice.org.es/…or the website or Facebook page of your local Town Hall (Ayuntamiento).

NOTICE! : Many events are being cancelled or postponed due to the pandemic. Please confirm events are not cancelled before you go to avoid disappointment. -Ed.

Important Editor’s Note: Musician friends in Malaga City have pointed out some local based Facebook pages promoting online concerts and benefits for musicians may be total fakes, or listing acts that are not in fact confirmed. Some of these pages have already set up GoFundMe pages requesting donations before they even have any events scheduled. These suspect pages are not clear as to how the funds will be distributed. While they may be legit I advise you to do your due dilagence and investigate before sending them money.
I am also seeing a lot of advice and supposed official info on Facebook pages without any source provided. When you need reliable info consult The Citizens Advice Bureau Spain at https://www.citizensadvice.org.es/

Today is Spring Equinox 2020: The Earliest First Day of Spring in 124 Years. The first day of spring will occur on Friday morning in Spain (Friday, Mar 20 4:49 am CET), which is marked by the arrival of the Vernal (Spring) Equinox.
If this seems early to you, you’re right! In fact, this is the earliest the Vernal (Spring) Equinox has occurred in 124 years.
Traditionally, we celebrate the first day of spring on March 21, but astronomers and calendar manufacturers alike now say that the spring season starts on March 20th, in all time zones in North America. And in 2020, it’s even a day earlier than that—something that hasn’t happened since 1896.
Regardless of what the weather is doing outside, the equinox marks the official start of the spring season.
How could the first day of spring change from year to year?
There are a few reasons why seasonal dates can vary from year to year. The first is that a year is not an even number of days and neither are the seasons.
Another reason is that the earth’s elliptical orbit is changing its orientation (skew), which causes the earth’s axis to constantly point in a different direction, called precession.
Since the seasons are defined as beginning at strict 90-degree intervals, these positional changes affect the time the earth reaches each 90-degree location in its orbit around the sun.
The pull of gravity from the other planets also affects the location of the earth in its orbit. The current seasonal lengths for the Northern Hemisphere are:
Summer — 93.641 days
Autumn — 89.834 days
Winter — 88.994 days
Spring — 92.771 days
As you can see, the warm seasons, spring and summer, combined are 7.584 days longer than the colder seasons, fall and winter (good news for warm weather admirers).
However, spring is currently being reduced by approximately one minute per year and winter by about one-half a minute per year. Summer is gaining the minute lost from spring, and autumn is gaining the half a minute lost from winter.
Winter is the shortest astronomical season, and with its seasonal duration continuing to decrease, it is expected to attain its minimum value — 88.71 days — by about the year 3500.

APARIV – Asociación Protectora de Animales del Rincón de la Victoria
Registered Charity Number #4500 Spain
A.P.A.R.I.V is a small, registered charity whose sole purpose is the care and welfare of abandoned and neglected dogs. Founded 20 years ago, our refuge is located in the hills just outside of the town of Rincon de la Victoria in the Malaga province. The number of dogs varies but usually fifty to sixty dogs are in our care at any given time.
Our primary goal–and dream–is to find a new and safe home for each of our dogs whether in or outside of Spain. In the event a suitable home cannot be found, the dog will remain in our care and live its life out at the refuge. We have a small group of volunteers who work at the refuge on a daily basis to care for the dogs. Our charity shops located in Rincon de la Victoria and Torre del Mar are also staffed by volunteers. All items are donated and the proceeds of the sales are used solely for the benefit of the dogs.
We always welcome anyone who is willing to help as a volunteer, to foster a dog and /or become a member of our association. Anyone interested reading more about our work, or in lending a hand or making a donation can contact us through our Facebook page:
APARIV – Asociación Protectora de Animales del Rincón de la Victoria  Thank you for taking the time to read this, and for any donations made.

Salud Responder, Important Message For The Elderly In Spain Re Prescriptions, Reader Reply: With regard to this article-
Important Message For The Elderly In Spain Re Prescriptions: Salud Responder has issued a statement regarding prescriptions. A member of the Facebook group Coronavirus in Andalucia – Expats Group has said she received an email stating that from now on if you are taking a medication and need a new prescription, you do not have to go to the GP.
The statement says just call the health department and they will load them on the card. The purpose of this measure is to assist the health centers and avoid contact with other patients. The phone number for this in Spain is 955 54 5060.
Another member of the group called the number and realized they only speak in Spanish. We advise you to ask a bilingual friend or relative to call on your behalf until they hopefully institute an English speaking service. Source:

Would it be worth putting something on Digame to find out which restaurants are offering home delivery? They are all going through hard times and I expect quite a number of people would support them by ordering takeaway occasionally.
Just a thought. Stay well, Marion, Nerja
marion_talbot@yahoo.com
(If you know for certain a restaurant is still delivering, please send in the details including Name of Restaurant, Location, Phone Number, Hours and what they offer. I will have to confirm all info before I can post it since they are not submitting it themselves. I will create a temporary new Section where I will post these for the duration of the “Alarm Period”. I WILL NOT attempt to confirm or post these submissions them unless all this info is provided. -Ed.)

All outings must be ‘SOLO’ confirms Spain’s ‘toughened’ State of Alarm restrictions: Spain has toughened its State of Alarm restrictions on citizen’s movements, which confines the public under house arrest for at least another 13/14 more days – unless absolutely necessary – to prevent further spread of the coronavirus (COVID-19). All outings must be made ‘solo’, whether it’s by foot, car, or public transport, reiterated Spain’s Prime Minister Pedro Sánchez, today.
“If you have to leave home to buy essentials, or travel to and from work, you must be unaccompanied,” he confirmed. “The same also applies to going to the bank or the pharmacy.” Dog walkers must also be ‘unaccompanied’, he clarified. The only exception is accompanying the elderly/minors to hospital or medical centres.

Scam Alert: Hackers Created Thousands of Coronavirus (COVID-19) Related Sites As Bait. According to a new report published by Check Point Research today and shared with The Hacker News, hackers are exploiting the COVID-19 outbreak to spread their own infections, including registering malicious Coronavirus-related domains and selling discounted off-the-shelf malware in the dark web.

The UK pound takes a beating while US dollar surged, bonds plunged and global markets struggle: Selling extended across almost all asset classes. Benchmark 10-year sovereign bond yields in Australia, New Zealand, Malaysia, Korea and Singapore and Thailand surged.
In currency markets, everything except the dollar and – thanks to the ECB, the euro – collapsed. Sterling GBP= fell 1% to $1.1495. The New Zealand dollar NZD=D3 fell 3% to $0.5540 and the Aussie AUD=D3 was pounded to $0.5592.
Oil prices surged as much as nearly 20% on Thursday, bouncing back from days of heavy losses in a relief rally that may yet be short-lived, analysts warned, but which was stoked by economic stimulus efforts to ward off a global coronavirus recession.

Nerja to protect its most vulnerable with services for the homeless and elderly in Axarquia: Homeless people of Nerja have been taken by the Policia Local to shelter in the Ciudad Deportiva Enrique López Cuenca.
Source:

Coronavirus crisis update: UPDATED STATS 01:24 17 March 2020- Currently, there are 9,942 cases in Spain with 1,954 new cases and 342 fatalities including 48 new. With 530 who have recovered in Spain, there are 272 in critical condition. https://www.euroweeklynews.com/2020/03/17/latest-statistics-from-spain-and-around-the-world-on-coronavirus-regular-update-daily/

Spain registers second-highest daily rise in coronavirus infections in the world: Madrid government believes fall in the number of new cases will only be seen in the region after 10 days of total lockdown.
Spanish health authorities reported on Monday a jump of 13% makes Spain the country with the second-highest number of new daily cases in the world, according to the latest comparable data from the World Health Organization. Spain has also overtaken South Korea to become the country with the fourth-highest number of coronavirus cases in the world.
Fernando Simón, the director of the Health Ministry’s Coordination Center for Health Alerts, said on Monday that the mortality rate for coronavirus remained at around 3% and that the number of cases was expected to rise over the next 10 days.
Hairdresser Ruling Changed: On Sunday the government backtracked on its original plan to allow hairdressers to open during the state of alarm. The move came on the request of regional premiers across Spain, after the prime minister held a video conference call with all 17 leaders on Sunday. The service will only be available in people’s homes, and provided for the most vulnerable members of society for reasons of hygiene. This was why the closure of hairdressers was initially left out of the central government’s measures. Full article:

Another black Monday as coronavirus response upends Wall Street: NEW YORK (Reuters)- Wall Street suffered its biggest drop since the crash of 1987 on Monday after unprecedented steps taken by the Federal Reserve, lawmakers and the White House to slow the spread and blunt the economic hit of the coronavirus failed to restore order to markets. The S&P 500 tumbled 12%, closing at its lowest level since December 2018, despite the Fed’s surprise move late Sunday to cut interest rates to near zero, its second emergency rate cut in less than two weeks and ahead of a scheduled policy meeting on Tuesday and Wednesday.
It was the third-largest daily percentage drop on record, beaten only by the 1987 “Black Monday” rout and the crash of October 1929.
The Dow Jones Industrial Average .DJI fell 2,997.1 points, or 12.93%, to 20,188.52, the S&P 500 .SPX lost 324.89 points, or 11.98%, to 2,386.13. The Nasdaq Composite .IXIC dropped 970.28 points, or 12.32%, to 6,904.59.
The S&P 500 lost $2.69 trillion in market capitalization for the day, according to S&P Dow Jones Indices, and the index is down 29.5% from its record high close on Feb. 19 and has lost$8.28 trillion in that time, based on S&P Dow Jones data. Coronavirus testing no longer being carried out on those presenting mild symptoms: Hospitals in Andalucía will, as of Monday, no longer carry out coronavirus testing on patients presenting a mild acute respiratory infection, sources inside the health service told SUR. This measure has been adopted following the latest update of the Ministry of Health protocol. Spain to close land borders over coronavirus spread: Spain will close its borders with France and Portugal at midnight on Monday to contain the spread of the coronavirus.
The announcement came from Interior Minister Fernando Grande-Marlaska on Monday afternoon as the number of deaths in Spain from COVID-19 soared to over 300.
Only Spanish residents returning to their home in Spain or those with authorization would be allowed to cross into Spain, he said, adding that documents would be required to show valid reason for entering.
The closure, which will affect all cross-border traffic with France, Portugal, Andorra and Gibraltar, was to remain in place until the end of an alert that began on Saturday for an initial period of two weeks although it could be extended with the permission of Spain’s parliament.
The measure will not affect the transportation of goods, the interior minister pointed out.
Spain has not yet closed air traffic to and from its airports but the interior minister did not rule it out as a step to be taken in the future.

Is 15 Days Long Enough?: Transport Minister Jose Luis Abalos warned that the state of alert, which was initially put in place for a two-week period, would almost certainly be extended in a move which would need the approval of parliament. “It’s clear that we will need to extend this situation… I think it’s clear that 15 days won’t be enough to win the battle,” he told RNE, Spain’s public radio. Cured people can continue to infect 15 days more: The director general of the World Health Organization (WHO), Tedros Adhanom Ghebreyesus, has warned that people who have become infected with Covid19, and who have stopped suffering from symptoms, can continue to infect other people for two weeks (some “less trusted” sources suggest even longer -Ed.). Therefore, in the daily press conference, Tedros has asked that although these patients no longer present symptoms, they should continue to receive no visits until the end of that period.  Source (Spanish): https://www.larazon.es/sociedad/20200316/wwkmwsbjbzfy5oxe7xe353gmfq.html

The Government is considering exempting companies and the self-employed from paying contributions and is studying paying widespread unemployment: The Government is finalizing the economic measures of its shock plan that it will approve tomorrow in the Council of Ministers, including some of the most awaited by businessmen, self-employed workers and unions. According to sources consulted by LA RAZÓN, the Executive would be willing to assume the concession of unemployment benefit for all productive sectors -including the self-employed due to cessation of activity, for which the procedures will be streamlined and smoothed-, and would do so without requiring grace period, minimum terms or insufficient contributions. In addition, the temporary suspension of the payment of contributions to the companies involved in closings and employment regulations, and self-employed workers with their dependents who have paralyzed their activity, would be approved, and special legislation would be passed through express measures to speed up the regulation of temporary employment (ERTE) by causality.
Lines of credit and guarantees will also be approved by the Official Credit Institute (ICO) for those companies that request it to meet their expenses due to lack of income – with a volume of 30,000 million euros, expandable by another 20,000 if it were necessary-, with a reduced interest and with a repayment period to be determined, but which will be “very broad”, explained the same sources. In this way, the Executive will attend to the requests requested by the social agents – employers and unions – that They sent their own agreed-upon action plan, which included these and other additional measures, which appear to have been addressed.
At the moment, it has not been revealed whether the new government measures will apply the temporary suspension of monthly payments for gas, electricity, water and mortgages for companies, self-employed workers and workers affected by the coronavirus, but it seems unlikely that it will carry out in this first package of measures. The ones that are almost confirmed are the fiscal measures. Some tax payments may already be deferred.
The head of Labor, Yolanda Diaz, seems to have finally imposed the criteria that already advanced in the action guide published at the start of the health crisis. In it, it authorized companies that were in need of paralyzing their business activities due to the direct cause of the coronavirus to suppress all payments of Social Security contributions during the total period of closure – now they have also included SMEs and the self-employed. Of course, they must “duly” prove that it is due to “force majeure”, as established in articles 47 and 51 of the Workers’ Statute. This measure, which must be authorized by the Labor Inspectorate, will guarantee that the period released from contribution will count as “effectively contributed by the worker”. In the event of dismissals, “compensation will be borne by the Salary Guarantee Fund (Fogasa)”. Full article (Spanish): https://www.larazon.es/economia/20200316/lqymwirdhbashpupiyiep5mp3q.html

EU Proposes Halt Entry for Foreigners, Britons Remain Unaffected: The EU Commission President Ursula von der Leyen while announcing the proposal, said that UK citizens, though in the transitional period of leaving the EU, would not be subject to the entry ban,
“The UK citizens are European citizens, so, of course, there are no restrictions for the UK citizens to travel to the Continent,” she explained.
According to the proposal, while all non-essential entry to EU will be halted, excluded are doctors, medical staff and cross-border workers.
Europe’s move to undertake such a move follows the reintroduction of internal border controls by several EU member countries banning from entering all travellers that were not their passport holders, including Germany and Estonia.
For the Schengen Area to be suspended, all Schengen members must approve the plan.

Army troops patrolling Spain’s Malaga order residents to be ‘responsible & stay at home’: Military vans patrolled Malaga’s streets today with a clear message for its residents: “Stopping the pandemic is everyone’s responsibility. Stay at home!” According to the authorities, it seems that the importance of staying confined at home to prevent the spread of the Coronavirus (COVID-19) is finally sinking in ‘bit by bit’. Some Good Pandemic News: South Korea reports fewer than 100 new coronavirus cases for a third day. South Korea reported 84 new coronavirus cases on Tuesday, marking a third day in a row that the county has reported fewer than 100 new infections amid growing hopes that Asia’s largest outbreak outside China may be easing.
The new numbers are well below a Feb. 29 peak of 909, and bring the country’s total infections to 8,320, the Korea Centers for Disease Control and Prevention (KCDC) said.
The death toll rose by two to 81, the KCDC said.
Another 264 patients were released after recovering, bringing the total to 1,401, it added.
President Moon Jae-in has said he was increasingly confident South Korea would overcome the virus as the rate of new cases continued to drop, although authorities noted another large cluster had emerged in the greater Seoul area. France fines Apple $1.2 billion for anti-competitive acts: “Apple abusively exploited” distributors’ dependence on the tech giant, the authority wrote, and “prevented competition among different Apple distribution channels.” And that, in turn, hurt consumers.
Two “premium” French Apple re-sellers, Tech Data and Ingram Micro, were also fined a total of 139 million euros ($155 million). The competition authority said Apple and the re-sellers agreed not to compete.

-Summer schedule. No Sunday issues in the Summer. The last Sunday issue before the Summer break will be April 8th. Sunday issues will resume October 18th. Church listings normally posted on Sunday will be moved back to Fridays.

Lockdown Time Moved Up From Monday, Now In Effect: After 2 emails Sunday afternoon pointing out that the lockdown had begun in some areas I investigated. Sure enough, articles that came out Sunday morning are saying the lockdown began Sat night/ Sun Morning. What happened? As explained in the El Pais newspaper, (https://english.elpais.com/spanish_news/2020-03-15/members-of-the-spanish-public-face-fines-or-even-prison-if-they-disobey-lockdown-rules.html ) the decree was signed Saturday night, but “no operational protocols were provided to the Police.” This resulted in some police beginning enforcement while others waited for instructions. It was not until Sunday morning that Spain’s Interior Minister Fernando Grande-Marlaska issued an order that establishes the operational protocols of the security forces in the country. So in some places enforcement did not begin until late Sunday afternoon.
The info I provided was current at time of writing Saturday night. Such is the nature of publishing a daily prepared in advance, late changing details go into the following day’s issue.
TO BE CLEAR…THE LOCKDOWN HAS BEGUN
Thanks to those readers who pointed it out. -Ed.

Latest figures released at 11.30 PM Sunday demonstrate Andalucia and especially the Costa del Sol has serious issues: Andalucia has 437 cases currently with 6 deaths with most of the cases being registered on the Costa del Sol. Scientists are now stating tonight the deadly virus could last for up to 12 months unless a vaccination is found.
The Costa del Sol region is a large factor of the Andalucian figures according to a doctor tonight who told the Euro Weekly News, San Pedro close to Marbella is the largest region on the Costa del Sol, he said: ”These are official figures of who have clearly tested positive, I’m aware of 660 likely cases in the region of San Pedro which seems to be an area heavily affected and I expect the Andalucia figure to rise heavily in the next 7 days”

Keeping Busy During The Lockdown, Pt. 1: Here are some ideas for activities to keep you active and help pass the time, of which we all now have plenty to spare.
-Cooking. Now is the time to make those recipes that you normally avoid because they require hours or days to prepare. Take your time, pay attention to detail and proceed as if you were cooking for VIPs. Then open that bottle of wine you’ve been keeping for a special occasion and treat yourself to a long, lesiurely meal on your best china, pausing between courses. Treating yourself well combats the isolation blues! My “Chicken l’Orange” and “Sweet & Sour Tofu” both require 2 full days to prepare, so I rarely go for it.
-Organize your computer devices. This is the perfect time to do those boring but necessary tasks you have been putting off, such as making backups, cleaning out duplicate files, malware & CCleaner scans, cleaning out your tower and etc. Check Youtube for tutorial videos and learn how to do those tasks you are not confident doing now.
-Spring cleaning. It’s warming up, may as well go ahead and do a proper house cleaning. You are not in a hurry, take your time and pay special attention to those “trouble spots”.
-Sewing. If you have accumulated a pile of clothes that require patching or need split seams repaired, put aside a few hours, get everything you will need laid out for easy access, put the kettle on, and then dive in. Listen to music or ebooks while you work. Avoid listening to the news all day, it’s unnecessarily depressing.
-Gardening. House plants. If you live in a flat, get your porch and window ledge plants setup. In either case, get your seedlings started, prepare the pots. Check your water Ph with a pool water kit or Ph paper from the pharmacy. Typical tap water here is very alkaline, with a Ph of 8+. Most plants prefer water with a Ph of approx. 5.5 to 6.5 for optimal growth, so you can add an acid like vinegar or lemon juice or other ecologic acid to reduce the Ph. I find that adding 2 tablespoons of apple vinegar to 5 liters of tap water brings my Torrox Costa tap water to a Ph of approx.  6.2. You may have to experiment a bit to find what’s right for your water.
Mobile Device Advanced Functions: So you bought a fancy new smartphone or tablet. It has a thousand functions and many more are available as apps, but all you use it for is calls, texts, Facebook and maps. Now is a good time to visit the device’s website and actually read the user guide. Identify what other features it has that you may actually find useful, read about them, and learn how to use them. When you have finished reading the User Guide, you can start learning about other features here.

New Android Cookie-Stealing Malware Found Hijacking Facebook Accounts: A new simple but dangerous strain of Android malware has been found in the wild that steals users’ authentication cookies from the web browsing and other apps, including Chrome and Facebook, installed on the compromised devices.
Given how cookies on a device allow users to stay logged in to a service without having to repeatedly sign in, Cookiethief aims to exploit this very behavior to let attackers gain unauthorized access to the victim accounts without knowing their actual online accounts passwords. “This way, a cybercriminal armed with a cookie can pass himself off as the unsuspecting victim and use the latter’s account for personal gain,” the researchers said.

Brexit Hotline
