Rent Control Coming to Spain within 18 Months, as Part of Requirements to Receive EU Funds:
-Spain is experiencing the first stages of the Housing Law which, for the first time, contemplates concepts such as rental price control, which have been applied for decades in other countries: The new regulation has not yet begun to be discussed in the Congress of Deputies, although the Government has urged that it be processed urgently. A requirement to which the Executive itself has committed, wants the Law to be approved before the end of the year. The reason is that it has been promised to Brussels as part of the requirements to receive European funds.
-It will be then, once the law is approved, the time to design a new price index, which makes it possible to measure and control rent increases in areas with more upward pressure on rents. An index that has to be ready, at most, in 18 months from the approval of the Law. Full article: https://spainsnews.com/oregon-los-angeles-palo-alto-this-is-how-rent-control-has-worked-in-the-us/

ALMERIA

‘No windfarm’ say 13,000 opposed to installation off the Cabo de Gata-Nijar national park: To date 13,000 people – including members of 120 local, regional and national groups – have signed the online http://www.change.org petition organised by the Stop Parque Eolico Mar de Agata platform.
“They understand that the loss of biodiversity resulting from the windfarm would be as serious as climate change,” an Amigos del Parque Natural Cabo de Gata-Nijar group spokesperson said. “And the battle against climate cannot be fought at the expense of biodiversity.”
Stop Parque Eolico Mar de Agata argues that the 20 wind turbines, each of which is 261 metres high, would occupy an area of 70 square kilometres very close to several officially-protected marine zones.

U.S. Capitol barricades return as truckers protest heads to Washington: -Federal authorities are reinstalling fencing around the U.S. Capitol as Washington prepares for planned trucker protests inspired by demonstrations in Canada against COVID-19 pandemic-related restrictions, police said on Sunday.
-Authorities were taking the step to protect President Joe Biden’s State of the Union speech scheduled for Tuesday and to “prevent any disruption to the important work of Congress,” U.S. Capitol Police Chief Tom Manger said.
-A group of American truckers began a cross-country trip from California to Washington last week, inspired by Canadian protests against COVID-19 restrictions that paralyzed Ottawa for three weeks.
-More than two dozen 18-wheeler trucks, along with about 50 pickups and recreational vehicles, left Adelanto, California, about 80 miles (130 km) northeast of Los Angeles, last Wednesday. This self-styled “People’s Convoy” is bound for the Beltway, a major highway encircling the U.S. capital, to demand an end to COVID-19 vaccine and mask requirements. (Other sources claim the number of vehicles participating is closer to 1000 as vehicles join the convoy as it passes thru their states along the 3000 mile journey. -Ed.)

He defeated Cameron Norrie 6-4 6-4 on Sunday morning, British time. Rugby News- XV del León beats Romania to be one step away from the World Cup: The Spanish men’s rugby team won with authority (38-21) over Romania this Sunday in Madrid, a direct rival, to stay one step away from achieving direct qualification for the next World Cup in France 2023.
The first two teams in the global ranking of the 2021 and 2022 European Championships will obtain the direct passport for the World Cup, while the third will play, in November, the Final Qualifying Tournament.
The XV del León surpassed Romania in the table and placed second, a privileged position that it will have to defend against Portugal on March 13 and a week later in Tbilisi against Georgia

Football News- FIFA doesn’t ban Russia, announces team will play as ‘RFU’ in World Cup qualifying: Despite three European countries, Sweden, Poland and the Czech Republic, saying this weekend that they refuse to play Russia in the qualifiers, the soccer federation announced that it will not be banning Russia from competing in the playoffs to qualify for the 2022 World Cup in Qatar.
-However, FIFA did make changes regarding Russia’s participation that it hopes can settle the dispute and added that banning the country is still an option. It decided, through a unanimous vote from the Bureau of FIFA Council, that the team can play using the “RFU” initialism of its football federation, the Russian Football Union.
-The ruling Sunday afternoon also included a flag and anthem ban as well as the determination that the RFU squad can only play on neutral territory and not in Russia — something of vital importance to Sweden, Poland and Czech Republic — with no spectators
-It’s unclear whether FIFA’s decision will quell the calls for Russia to be removed from the qualifiers, but Polish football federation president Cezary Kulesza gave a pretty good hint on Twitter Sunday afternoon it won’t.
-“Today’s FIFA decision is totally unacceptable,” he tweeted. “We are not interested in participating in this game of appearances. Our stance remains intact: Polish National Team will NOT PLAY with Russia, no matter what the name of the team is.” Full article: https://www.washingtontimes.com/news/2022/feb/27/fifa-doesnt-ban-russia-announces-team-will-play-rf/

TECH

Social Media Hijacking Malware Spreading Through Gaming Apps on Microsoft Store: A new malware capable of controlling social media accounts is being distributed through Microsoft’s official app store in the form of trojanized gaming apps, infecting more than 5,000 Windows machines in Sweden, Bulgaria, Russia, Bermuda, and Spain.
-Electron Bot’s core functionality is to open a hidden browser window in order to carry out SEO poisoning, generate clicks for ads, direct traffic to content hosted on YouTube and SoundCloud, and promote specific products to generate profits with ad clicking or increase store rating for higher sales.
-On top of that, it also comes with functions that can control social media accounts on Facebook, Google and Sound Cloud, including registering new accounts, signing in, as well as commenting and liking other posts to increase views.
-The attack sequence gets triggered when users download one of the infected applications (e.g., Temple Endless Runner 2) from the Microsoft store that, when launched, loads the game but also stealthily drops and installs the next stage dropper via JavaScript.
-The list of publishers that distribute compromised games that pushed the malware-laced apps is as follows –
Lupy games
Crazy 4 games
Jeuxjeuxkeux games
Akshi games
Goo Games
Bizzon Case
If you have any game apps from any of the above publishers, uninstall them, restart the device, then run a full malware scan. Here is a good malware scanner for Android, https://www.malwarebytes.com/android  Full article: https://thehackernews.com/2022/02/social-media-hijacking-malware.html

Putin puts nuclear forces on high alert, escalating tensions: President Vladimir Putin dramatically escalated East-West tensions by ordering Russian nuclear forces put on high alert Sunday, while Ukraine’s embattled leader agreed to talks with Moscow as Putin’s troops and tanks drove deeper into the country, closing in around the capital. Citing “aggressive statements” by NATO and tough financial sanctions, Putin issued a directive to increase the readiness of Russia’s nuclear weapons, raising fears that the invasion of Ukraine could lead to nuclear war, whether by design or mistake. MOONETTE – Organic Skincare for Mature Skin
We are a Torrox-based company specialising in the creation of formulae which help prevent premature skin ageing. We are committed to making effective products at affordable prices.
Your skin health matters to us. How you feed your skin is as important as how you feed your body. Why settle for anything less than natural and organic?
As our skin is the first layer of our defence against microbial infections, ultraviolet radiation and environmental contamination it plays a vital role in our health. As we grow older, however, our skin becomes thinner, wrinkled, and more sensitive; hence it requires the use of treatments containing specific ingredients to the care of treating mature skin.
Recognising this need we have created a range of formulae which help
-slow down ageing process by smoothing fine lines and wrinkles.
-improve facial complexion and eliminate blemishes.
At Moonette, we are passionate about health, beauty and plants. Your skin will benefit from the properties of botanic essential oils combined with a selection of nutrients for deep hydration, cell revitalization and antioxidant effect, all sourced from the finest natural ingredients with gorgeous fragrances.
Naturally, we care about our planet and feel the need to help reduce the sheer volumes of plastics waste that are generated daily around the globe. Presently, we are minimizing the usage of plastic materials in our production while seeking alternative forms of packaging. To help reduce pollution we are asking all local customers to recycle or reuse their Moonette skincare containers, and offering a small discount on future purchases to customers recycling containers.

COVID-19

Covid Andalucia- Incidence of Covid in Andalucia returns to be below 400 points two months later: {Translation} 25/02/2022 13:32
-Andalucia’s cumulative incidence of Covid has dropped below 400 cases per 100,000 inhabitants for the first time in two months. This variable, which measures the progress of the health crisis, stands this Friday at 397 points, a level that has not been reached since early December, before the explosion of the sixth wave caused by the omicron variant.
-This is because infections continue to fall. Although there are sawtooths in the statistical series, this Friday there have been 2,693 positives, half of those that occurred on the same day last week and a third of those that occurred this Thursday.
-The pressure on healthcare is also down. In fact, Andalusia has dropped below the 900 hospitalised by Covid after reducing the number of patients admitted by 22.
-In the ICU there has also been an improvement, with 124 (two less than on Thursday). These data highlight the fact that the sixth wave of the pandemic is already in a clear retreat. In fact, there are 60 per cent fewer hospitalised patients now than at the peak of this wave.
-The number of deaths, on the other hand, although falling, has been discreet. On Friday, 39 deaths were recorded. This is ten more than the previous day, but the community has now accumulated eight days below 40 per day, when there have been more than 60 in recent weeks. In total, 12,879 people have died since the beginning of the pandemic. Source, Spanish: https://sevilla.abc.es/andalucia/sevi-incidencia-covid-andalucia-vuelve-estar-debajo-400-puntos-meses-despues-202202251246_noticia.html

SPAIN

The wholesale price of electricity exceeds 260 euros/MWh this Saturday and reaches an annual maximum:
– The average price of electricity in the wholesale market will rise 8.73% this Saturday compared to this Friday and will exceed the level of 260 euros per megawatt hour (MWh), thus reaching a new maximum so far in 2022, at heat from the rise in the price of natural gas after the outbreak of the war in Ukraine.
-Specifically, the average price of the ‘pool’ for this Saturday will be 261.11 euros/MWh, some 21 euros more expensive than today’s, located at 240.13 euros/MWh, reports Europa Press.
-You have to go back to last December 24, when the historical peaks were registered in the ‘pool’ with daily averages above 300 euros/MWh, to find a more expensive day.
-By time slots, the maximum electricity price for this Saturday will be between 8:00 p.m. and 9:00 p.m., with 300.70 euros/MWh, while the minimum, of 237.14 euros/MWh, will be registered between 05:00 hours and 06.00 hours. TECH

Deleting Facebook? Hitting “deactivate” won’t make Facebook stop collecting your data. Here’s what you need to do instead:
-If you’re looking to delete your Facebook account, you might have any number of reasons for pulling the plug. Perhaps you’ve noticed social media usage taking a toll on your mental health. Maybe you take issue with the platform for reports of privacy violations, political brawling, damaging misinformation and other content that could be harmful to teens. Or you could be trying to wipe your personal info from the internet altogether. Either way, we’ll walk you through how to get rid of your Facebook account for good.
-It’s important to note that there’s a difference between deleting your Facebook account and deactivating it. Deactivating your Facebook account temporarily freezes it, which is useful if you want a brief hiatus. But that does nothing to prevent the company from tracking your online activity.
-To fully separate from Facebook, deleting your account is the only answer. Deleting it also severs ties to Facebook Messenger, the platform’s chat app. (If you want to also get rid of Instagram and WhatsApp, which are Facebook properties, you’ll have to do that separately.) We’ll explain some things you’ll need to consider before going through the process, which requires time and patience.

Recommendations & Requests

Buses and Mobiles: I caught the bus yesterday hoping for a free ride. I already have a bus pass and I’m hoping I don’t have to get a different one. They are charging everybody (as far as I could tell) 50 cents per trip. Bus Passes don’t count, we all paid 50c. I have saved 10c ! I don’t see why they have to make it so difficult. If they are prepared to make it free, make it free to all. They would save all the admin and money handling, the buses could keep to time. So what if the odd visitor gets a free ride? That’s good tourist publicity. I decided to ask at the town hall but there was a queue stretching out into the street of people clutching paperwork. After a bus pass? Probably.
As for Birgit’s comments earlier in the week about everybody expecting you to have a smartphone. I agree with her entirely. Why are people such sheep these days? They follow each other like lemmings grasping at every new tech gadget. It is becoming increasingly difficult to avoid having one and I suppose I will have to give in eventually. Latest obstacle, I was in a new hotel in Malaga and I needed a smartphone to access TV channels. I tried to buy something online (I avoid this if I can) and they wanted me to tap my screen when my screen does not tap. Just because technology exists you should not be forced to use it, and then to update it at your own expense. Just watch what happens with Windows 11.

Vélez-Málaga Jazz Concert Series: {Translation}
-For the eighth consecutive year, the Centro de Arte Contemporáneo ‘Francisco Hernández’ in Vélez-Málaga presents its series of jazz concerts, which, thanks to the great artists who have performed at the CAC in recent years, have become a benchmark for this musical discipline throughout the province, attracting a multitude of visitors.
-The Jazz concert series will begin on 23 March with a performance by Eva Jiménez Quartet, a jazz singer, pianist and composer who stands out for her musicality and sensitivity. Throughout her career she has performed at important festivals, theatres and halls all over Europe and the United States. On 29 April, the group Zirwicky will perform, a quartet that mixes elements of contemporary music and free improvisation, and through these languages they search for a greater capacity for expression that they transmit to the audience. On 20 May, the cultural space will host a concert by the Juan María Villa Trio, who, together with a double bass and a drummer, will surprise the audience with their music. To end this Jazz series, on 3rd June, the concert by Raquel Pelayo Quartet will be held, a young woman gifted with extraordinary expressiveness and communicative sensitivity, who together with musicians of great trajectory, will not leave the audience indifferent.
-All the performances are free of charge and until full capacity is reached. All of them will take place at 19.00 hours, except for the Raquel Pelayo Quartet concert on 3rd June, which will take place at 20.00 hours. Ukraine’s Zelensky rages at Nato for leaving his countrymen ‘alone’ to fight Russia: Ukraine’s Volodymyr Zelensky has raged at Western cowards after his country was ‘left alone’ to face Russian troops as officials warn that Kyiv will be seized this weekend.
-In a video address to his nation after midnight, the president called his fallen compatriots ‘heroes’ after 137 were killed on the first day of fighting, and insisted he will stay until the bitter end.
-He said: ‘They’re killing people and turning peaceful cities into military targets. It’s foul and will never be forgiven. ‘We have been left alone to defend our state. Who is ready to fight alongside us? I don’t see anyone. ‘Who is ready to give Ukraine a guarantee of NATO membership? Everyone is afraid.’
-He added that the enemy has already entered Kyiv and urged residents to be vigilant and observe curfew rules, acknowledging he was ‘target number one’. Globetrotting galleon sails into Puerto Banús and opens its decks to visitors: The galleon Andalucía has set sail from Sotogrande and will dock in Puerto Banús this Wednesday, 23 February, and open its decks to the public until Monday, 28 February.
The six-deck ship is some 55 metres long, constructed of iroko and pine wood, and boasts almost a thousand square metres of sail. Built in 2009, it is a faithful replica of the Spanish galleons that, during the 16th to 18th centuries, crossed the Atlantic, sailed through the Caribbean, to the American coasts and covered the Pacific route.
It is described as “an authentic floating museum of maritime culture that has already sailed more than 55,000 nautical miles through oceans and seas around the world, visiting ports on four continents, including Shanghai, Singapore, Hong Kong, Manila, New York and Quebec”. Source

Tennis News- Zverev expelled from Acapulco for assault on umpire’s chair after doubles loss: Alexander Zverev was kicked out of the ATP 500 tournament in Acapulco, Mexico, for “unsportsmanlike conduct” after his doubles match, the men’s tour said on Wednesday, with the German later apologising for his behaviour.
Zverev, partnering Brazilian tennis player Marcelo Melo in doubles, came perilously close to hitting umpire Alessandro Germani when he repeatedly assaulted the umpire’s chair with his racquet after a 6-2 4-6 (10-6) defeat to the British-Finn pair of Lloyd Glasspool and Harri Heliovaara.
After shaking hands with the opponents, the 24-year-old Zverev, ranked third in singles, approached the umpire’s chair and hit it repeatedly before heading towards his courtside seat, upset over a line call during the match earlier. He approached the chair a second time and once again hit it while shouting expletives. Banking Services For Seniors- Unions consider it “unfeasible” to implement the bank’s measures to improve care for the elderly: {Translation, summary} 23Feb22
-The CCOO and UGT trade unions have criticised on Wednesday that the bank has drawn up a list of measures to strengthen care for the elderly in bank branches without taking into account the workers.
-Thus, it considers it “unfeasible” to undertake the proposed measures in view of the “drastic reduction of staff” carried out by financial institutions, which has led to an “exponential increase” in workloads, and in view of the “commercial pressure” from the management of the companies. For this reason, the CCOO points out that, although they support financial inclusion, this must be guaranteed with “sufficient staff to deal with the workloads”.
– It has also stated that the problem “cannot be solved by training the staff”, since the workers “know perfectly well” how to attend to the elderly; nor by “bringing forward” the shift in the waiting queues; nor by “bringing forward the collection of pensions”, something that “has been done for many years”, according to the union.
-On the contrary, the solution proposed by the union is to have more people to attend and that digitisation is not carried out by “obligation”, but “as an option”. 9,000-year-old ritual complex found in Jordan desert: Archaeologists deep in the Jordanian desert have discovered a 9,000-year-old ritualistic complex near what is thought to be the earliest known large human-built structure worldwide.
The Stone Age shrine site, excavated last year, was used by gazelle hunters and features carved stone figures, an altar and a miniature model of a large-scale hunting trap.
The giant game traps the model represents — so-called “desert kites” — were made of long walls that converge to corral running gazelles into enclosures or holes for slaughter.
Similar structures of two or more stone walls, some several kilometres (miles) long, have been found in deserts across Saudi Arabia, Syria, Turkey and Kazakhstan.
It hailed the “spectacular and unprecedented discovery” of the ritualistic site, believed to date to about 7000 BC.
It featured two steles with anthropomorphic features, the taller one 1.12 metres high, other artefacts including animal figurines, flints, and some 150 arranged marine fossils. Full article: https://www.france24.com/en/live-news/20220223-9-000-year-old-ritual-complex-found-in-jordan-desert

Halting Erosion Using Vetiver Grass from Vetiver Spain:
Vetiver Grass is a fast growing non-invasive clumping grass that grows to 2 metres in height. It has a root system that grows to 3-4 metres deep and they are very strong.
The National Geographic Magazine has called them “Roots of Steel”.
Once Vetiver is established it is drought resistant.
We are located in Sayalonga and we can plant all year round but February and March are the best months to plant Vetiver. Vetiver loves the heat of a long summer to get established.
Decomposing Vetiver used as a mulch, improves soil quality, keeps the weeds down and the insects away as it is a natural insect repellent. It is in the same family as Lemon Grass, which we also carry.
Vetiver also is a nutritious and replenishable animal feed. Horses, cattle, and pigs love it.
We use Vetiver along driveways and sidewalks. It also makes a great and inexpensive Ornamental hedge.

Covid Scotland- What did Nicola Sturgeon say today? When Covid rules on face masks and vaccine passports will end?:
From February 28, staff at venues previously determined to be high risk settings for the spread of Covid will no longer be legally required to check check whether attendees have been fully vaccinated or tested negative for entry.
Face masks will no longer be legally required to be worn in indoor public settings such as hospitality, health care settings and public transport from Monday March 21, instead changing to guidance next month.
The end to face mask rules in Scotland on March 21 will also be joined by the lifting of legal requirements on businesses, service providers and places of worship to heed Scottish Government Covid guidance and collect and retain customer contact details for contact tracing purposes. Ukraine crisis- Putin gets OK to use force outside Russia: Russian lawmakers on Tuesday authorized President Vladimir Putin to use military force outside the country — a move that could presage a broader attack on Ukraine after the U.S. said an invasion was already underway there.
Several European leaders said Russian troops rolled into rebel-held areas in eastern Ukraine after Putin recognized their independence. But it was unclear how large the deployment was, and Ukraine and its Western allies have long said Russian troops were fighting in the region, allegations that Moscow always denied.
Members of Russia’s upper house, the Federation Council, voted unanimously to allow Putin to use military force outside the country — effectively formalizing a Russian military deployment to the rebel regions, where an eight-year conflict has killed nearly 14,000 people.

Alexander Zverev wins Mexican Open match in latest-ever ATP finish: Defending champion Alexander Zverev outlasted Jenson Brooksby 3-6, 7-6 (10), 6-2 at the Mexican Open in a first-round match that ended at 4:55 a.m. – the latest-ever finish to an ATP match.
Tuesday morning’s finish broke the record set at the 2008 Australian Open, when Lleyton Hewitt defeated Marcos Baghdatis in a match that ended at 4:34 a.m.
“Right now, I’m just happy to have won,” the third-ranked Zverev said. “I don’t know how Jenson feels. Must be difficult but happy to be a part of history. It was an incredible battle.”
Zverev’s victory in 3 hours, 22 minutes also set a record for the longest match in the 29-year-old history of the hard-court outdoor tournament in Acapulco, a popular beach resort. Full article: https://www.sportsnet.ca/tennis/article/alexander-zverev-wins-mexican-open-latest-ever-atp-finish/

Procol Harum Frontman Gary Brooker Dead at 76: The singer-songwriter and pianist co-wrote and sang the band’s 1967 classic “A Whiter Shade of Pale”. Procol Harum broke up in 1977, after which Brooker launched a solo career and began touring and recording with his longtime buddy Eric Clapton. His work can be heard on Clapton’s 1981 LP Another Ticket. He also played piano on George Harrison’s “All Things Must Pass” and had a memorable appearance in the 1996 film version of Andrew Lloyd Webber’s Evita as Argentine labor lawyer Juan Atilio Bramuglia.
Brooker grew up in London and formed the Paramounts with guitarist Robin Trower when he was just 17. They gained a large following on the London club scene and even shared bills with the Rolling Stones on several occasions; but the group found little success with their studio recordings outside of a 1964 cover of “Poison Ivy” that became a minor hit in England. News & Articles

{ Translations by www.DeepL.com/Translator }

News Note: As I have been doing a lot of news translations from the original sources, I have noticed that 2 major English language local newspapers are regularly making huge mistakes! Today they both contained headlines and articles that were totally the opposite of the truth (the source Spanish articles had the correct info, had it been translated correctly). It appears the writers are not able to read even basic Spanish, they are using the inaccurate, free version of Google Translate and NOT proofreading the translations before printing them. In many cases the person posting them takes credit for writing the article without crediting the source. This is precisely why I provide my own translation, done with an advanced translator I pay for, and I proofread each article before posting it. I also provide links to the sources. I have repeatedly written the editors regarding this and they are not interested. My impression is the Spanish editors post these articles believing all English readers are tourists who are only here a short time and are not worth the extra effort of getting the story correct as long as it provides a place for them to pack with adverts. -Ed.

COVID-19

Covid Andalucia- The incidence of the sixth wave of Covid in Andalusia is already 75% lower than at its peak:
{Translation, summary} 21/02/2022 14:09
-The cumulative incidence of the pandemic is at 466 points this Monday.
-The evolution is equally good in the case of infections. Andalusia recorded 6,379 infections on Monday. The figure is three times higher than last Friday, the last day without data. But two issues must be taken into account: this is the figure for three days – which would give an average of 2,000 per day – and, in addition, last Monday there were more than 7,000. Thus, although the number of positives may seem high, it is a variable that continues to fall.
-This good evolution can also be seen in the hospital pressure. On Monday, Andalusia was only one hospitalised person away from dropping below the symbolic threshold of 1,000 hospitalised patients. It remains at 1,001, 77 less than on Saturday and, more importantly, less than half the peak of this sixth wave.
-The same is true of the ICUs. It is worth remembering that, just over a fortnight ago, in Andalusia there were twice as many people admitted to the ICU for Covid-19.
-Lastly, the number of deaths, an area in which the sixth wave still seems to be reluctant to come down, seems to be showing signs of improvement. On Monday, the community recorded 32 deaths with Covid-19, almost the same as last Friday. And that is when the figure for this Monday is for three days, as there has been no data on the pandemic either on Saturday or Sunday. Although it is too early to say for sure, it is encouraging news that this figure is not growing. SPAIN

New Traffic Laws- these are the new rules that you must comply with if you are a driver, bike rider or scooter user: {Translation}
-What rules must be observed by users of scooters? Although these types of vehicles can apparently circulate freely, the truth is that despite not requiring any type of licence, they are subject to traffic regulations that must be complied with in order to avoid risks to their integrity and sanctions.
-For example, these devices can only circulate on urban roads. Under no circumstances may they do so on motorways or, of course, on highways. Furthermore, it is forbidden for them to travel on pavements, sharing the space with pedestrians, and their place is always on the carriageway. As far as cycle lanes are concerned, they may use them when the municipal ordinance of each locality so permits.
-Another aspect to bear in mind is that electric scooters can only be used by one person and users of this type of system must also comply with the same rules regarding alcohol and drug consumption as other drivers.
-In addition, a 0.0 blood alcohol limit for minors has been introduced for all vehicles, including scooters and bicycles.
-Users should also be aware that when riding an electric scooter or any other type of personal mobility vehicle, they should not wear headphones connected to music and sound receivers or players because they make it more difficult to perceive signs and situations that are important for the user’s safety.
-As for bicycles, drivers should be aware that when they need to overtake a bicycle or moped, they must do so by fully occupying the adjacent lane if the road has two or more lanes in each direction. And if the road has only one lane, maintain the minimum separation of 1.5 metres.
***Other rules and penalties in the new Traffic Law***
-The number of points lost for using mobile phone devices while driving is increased from 3 to 6.
-Not wearing or improperly wearing a seat belt, helmet or Child Restraint System increases from 3 to 4 points.
-Overtaking endangering or hindering cyclists or not leaving a minimum separation of 1.5 m increases from 4 to 6 points.
-In addition, on roads with 2 lanes in each direction, it is compulsory to change lanes to overtake a cyclist.
-Stopping or parking in a cycle lane 200€.
-It will be possible to recover 2 points on the driving licence for voluntary completion of safe driving courses certified by the DGT. A ministerial order will develop the requirements and conditions.
The period of time that must elapse without infringements in order to recover the initial balance of points is unified at 2 years. Previously it could be 2 or 3 years depending on the seriousness of the sanction committed.
-The ZERO alcohol rate is approved for drivers under 18 years of age. Under-age drivers will not be allowed to drive with a blood alcohol and breath alcohol level higher than 0.
-New passenger transport vehicles registered after 6 July 2022 will incorporate an interface for installing alcohol detectors which will prevent the vehicle from starting if the driver does not comply with the alcohol limit.
-The possibility of exceeding the speed limit by 20 km/h on conventional roads when overtaking disappears. The aim is to avoid risky situations.
-In addition, the new law approves the use of intercoms on helmets for motorbikes and mopeds.
-New infraction for not respecting pollution restrictions and ZBE, 200€.
-Cheating in licence exams, fine 500€. Source, Spanish: https://www.cope.es/emisoras/andalucia/sevilla-provincia/sevilla/noticias/nueva-ley-trafico-estas-son-las-sanciones-las-que-enfrentas-eres-usuario-patinete-20220221_1887347

Haemorrhagic virus is already present in some areas of Spain: {Translation}
-Viral haemorrhagic fevers give rise to diseases that can be fatal and are caused by different viruses such as arenaviruses, filoviruses, bunyaviruses, togaviruses and flaviviruses. Among these diseases is Crimean-Congo fever, until now considered an exotic disease in Spain, but which is already present in several areas of our country.
-A study published by the National Microbiology Centre confirms that the virus has been detected in five autonomous communities: Andalucia, Extremadura, Madrid, Castile-Leon and Castile-La Mancha.
-The first case was detected in 2013 and the virus was transmitted by a tick, although other animals such as deer, wild boar and roe deer are also transmitters.
-Among the most frequent symptoms caused by this disease are fever, muscle pain, dizziness, neck pain and stiffness, lumbago, headache, eye irritation and photophobia. Some patients have also experienced nausea, vomiting, diarrhoea, abdominal and throat pain, as well as mood swings and confusion.
-The WHO considers Crimean-Congo as one of the most important emerging infectious diseases. It has a great capacity to change, mutate and could become more transmissible from person to person in a short time. Moreover, the associated mortality rate is about 30%.
-According to experts, the possibility of eradicating the virus in Spain is practically impossible. However, they recommend a series of indications to avoid contagion. When going to the countryside, it is not advisable to wear flip-flops or to lie on the ground, but rather to opt for boots and long trousers. Also, check yourself when you get home in case a tick appears. Source, Spanish: https://cadenaser.com/2022/02/21/lucia-carrillo-la-nueva-perla-del-atletismo-espanol/

From today the local buses in Torrox are free to residents:
{Translation, summary}

ANDALUCIA

Four cases of avian flu detected in Andalucia: Two farms in Andalucia have detected four birds showing symptoms of avian flu.
According to the update report today, Monday, February 21, from the Ministry of Agriculture, Fisheries and Food (MAPA), Spain has now registered a total of 16 cases of avian flu in poultry farms across the country.
As a preventative health measure against the worst wave of bird flu ever recorded in Spain, an estimated 670,000 birds have already been slaughtered on farms. Specifically, these cases are in the Sevillian municipality of Carmona, and the Huelva municipality of Niebla. UK’s Johnson scraps COVID restrictions in England: British Prime Minister Boris on Monday said he would end all coronavirus restrictions in England including mandatory self-isolation for people with COVID-19 and free testing, drawing scepticism from some scientists and political opponents.
Johnson’s “living with COVID” plan has sparked alarm that it is premature and will leave the country vulnerable to new viral variants, but the government says it has provided more testing than most other countries, and must now curb the cost.
Johnson said that the legal requirement to self-isolate for people who test positive for COVID would be removed on Feb. 24 while free universal testing would end on April 1. Full article: https://www.reuters.com/world/uk/uks-johnson-set-scrap-covid-restrictions-2022-02-20/

EUROPE

Putin orders troops into breakaway regions of eastern Ukraine: Russian President Vladimir Putin recognised two breakaway regions in eastern Ukraine as independent on Monday and ordered the Russian army to launch what Moscow called a peacekeeping operation into the area, upping the ante in a crisis the West fears could unleash a major war. It was not immediately clear whether the Russian military action was the start of an invasion of Ukraine that the United States and its allies have warned about for weeks.

UPDATE 1AM Tuesday- Putin orders ‘peacekeeping forces’ into two pro-Russian regions in eastern Ukraine after Biden hit them with sanctions: US orders ALL State Department staff to leave and condemns Moscow’s ‘blatant breach of international law’
-Biden imposed sanctions Monday against two breakaway regions of Eastern Ukraine as Putin made his move
-The Russian president declared the two areas ‘independent republics’ and ordered in ‘peacekeeping’ troops
-It triggered an evening of frantic diplomacy as the US and its allies tried to head off a full-blown invasion
-The US, UK and France called for an emergency meeting of the UN Security Council on Monday evening
-Earlier Biden spoke with Ukrainian President Volodymyr Zelensky to ‘discuss the events of the last hours’
-A senior administration official later said more sanctions were expected to follow on Tuesday
-He also said Putin was preparing his country for war, following a clear playbook of false pretexts

Recommendations & Requests

Unhappy with bank service?: Are you unhappy with the service of your local bank? Or know someone who is? Many elderly people are desperate, and one has done something about it. This appeal in Change.org is now approaching a million signatures. You can join here (in Spanish): change.org/SoyMayorNOidiota
Another example of a man trying to help desparate bank costumers:
https://www.facebook.com/103291698581798/posts/266909338886699/
The tyranny of mobile phones: OK, a related problem probably, but certainly not the same. I´m quite happy with the service in my local bank, but I´m sick and tired of the fact that both authorities and businesses automatically assumes that I have got at smartphone (or a mobile at least!). So now recently, I have been cut off internet shopping, because my bank demands that I download an App on my smartphone! I have got absolutely no use for such a device for other purposes and do not like it.
So, dear digamites: do any of you know of a bank, which does not do this?
Please don´t tell me that it is necessary for the security: sending a code to a simple mobile phone works too. (And I really do not understand why mobiles should be so secure (trusted?)- so many get lost or stolen!).

UPDATE- Preliminary draft of the dog welfare law:
{Translation} 18Feb22 22:10
-All dog owners will have to take a course, except in the case of hunting, herding or guarding dogs.
-There are dogs and there are dogs for hunting or herding animals. A distinction in which breed has nothing to do with it, as thousands of dogs with pedigree and hunting or herding instinct live as companion animals
-20minutos has had access to the full text of the draft bill, which has begun its journey this Friday after months of delay on the planned schedule due to the reluctance expressed by the Ministry of Agriculture. In the final wording there are two articles, with few differences between them, dedicated to hunting and herding dogs and animal guards.
-In both cases, they must be registered in the register of animals to be developed, and they must also be linked to the hunting licence or the owner’s livestock register. In order to breed with them, they must be registered in the breeders’ register, the conditions of which are still to be developed.
-Herding or guarding dogs with access to the outdoors, whose owner is not on the breeders’ register and who may have uncontrolled access with other dogs, will have to have a geolocation device. This is not provided for hunting dogs, for which sterilisation is required in the same situation. What is included for both is that if there are dogs of both sexes on the same site that cannot be separated, at least all male or all female dogs must be sterilised. In addition, hunting dogs that change hands, if they go to someone who is not on the future breeders’ register, will have to be sterilised or handed over with a sterilisation commitment.
-The major distinctions between these dogs in trade and the rest come from the fact that they are exempted from certain obligations. Article 33.2 does not apply to dogs dealing with livestock. And none of them are covered by Article 31(n) or Article 35(1) and (2). What do these points consist of?
-Article 33.2 reads: “The owners or, failing that, those responsible for the keeping of pets who habitually remain in open spaces and live with or may interact with other animals of the same species and different sex, shall be obliged to sterilise their pets”.
-With regard to paragraph 1 of article 35, they refer to the fact that “the owners or persons responsible for the dogs must have previously completed an accredited training course for dog ownership, the content of which shall be determined by regulation”. The content, formalities and management of this course are still a source of uncertainty for dog owners.
-Paragraph 2 states that “all dogs must meet the criteria for classification by sociability, complying with the mechanisms for validation of behaviour and socialisation determined by regulation”
-Hunting, herding and livestock guarding dogs that do not have sociability tests will be classified as “special handling dogs outside the specific activity”.
-This regulation drafted by the Ministry of Social Rights, which has begun its journey after its approval this Friday in the Council of Ministers, could come into force before the end of 2022. (No mention of  exemptions to required classes for the elderly/disabled persons who cannot take classes, nor any mention of “personal service” dogs! -Ed.)

Paul McCartney reportedly confirmed as Glastonbury 2022 headliner: After dropping heavy hints, the former Beatle confirms he will be playing the Pyramid stage on Saturday night, making him the oldest headliner ever.
He will turn 78 the week before his performance, making him the oldest Pyramid stage headliner ever – beating Charlie Watts of the Rolling Stones, who was 73 when the band played in 2013. Other Pyramid performers further down the bill have been older, though, like 85-year-old BB King in 2011, and Burt Bacharach, who was 87 when he played in 2015. Brits & Americans Can Now Travel to Germany Under Facilitated Entry Rules: Fully vaccinated travellers from the United Kingdom and the United States will now be able to enter Germany under facilitated entry rules.
Starting tomorrow, February 20, travellers from the UK and US will be able to enter the country without having to register their entry. In addition, they will also be exempt from the quarantine requirement.
Nonetheless, the authorities have explained that travellers from these two countries need to present valid proof of vaccination in order to avoid additional entry rules.
This statement indicates that unvaccinated travellers from the UK and US can enter Germany only for absolutely essential purposes provided that they present a negative test result taken within the last 48 hours and follow a ten-day quarantine requirement.
