News Note: As I have been doing a lot of news translations from the original sources, I have noticed that 2 major English language local newspapers are regularly making huge mistakes! Today they both contained headlines and articles that were totally the opposite of the truth (the source Spanish articles had the correct info, had it been translated correctly). It appears the writers are not able to read even basic Spanish, they are using the inaccurate, free version of Google Translate and NOT proofreading the translations before printing them. In many cases the person posting them takes credit for writing the article without crediting the source. This is precisely why I provide my own translation, done with an advanced translator I pay for, and I proofread each article before posting it. I also provide links to the sources. I have repeatedly written the editors regarding this and they are not interested. My impression is the Spanish editors post these articles believing all English readers are tourists who are only here a short time and are not worth the extra effort of getting the story correct as long as it provides a place for them to pack with adverts. -Ed.
COVID-19
Covid Andalucia- The incidence of the sixth wave of Covid in Andalusia is already 75% lower than at its peak:
{Translation, summary} 21/02/2022 14:09
-The cumulative incidence of the pandemic is at 466 points this Monday.
-The evolution is equally good in the case of infections. Andalusia recorded 6,379 infections on Monday. The figure is three times higher than last Friday, the last day without data. But two issues must be taken into account: this is the figure for three days – which would give an average of 2,000 per day – and, in addition, last Monday there were more than 7,000. Thus, although the number of positives may seem high, it is a variable that continues to fall.
-This good evolution can also be seen in the hospital pressure. On Monday, Andalusia was only one hospitalised person away from dropping below the symbolic threshold of 1,000 hospitalised patients. It remains at 1,001, 77 less than on Saturday and, more importantly, less than half the peak of this sixth wave.
-The same is true of the ICUs. It is worth remembering that, just over a fortnight ago, in Andalusia there were twice as many people admitted to the ICU for Covid-19.
-Lastly, the number of deaths, an area in which the sixth wave still seems to be reluctant to come down, seems to be showing signs of improvement. On Monday, the community recorded 32 deaths with Covid-19, almost the same as last Friday. And that is when the figure for this Monday is for three days, as there has been no data on the pandemic either on Saturday or Sunday. Although it is too early to say for sure, it is encouraging news that this figure is not growing. SPAIN
New Traffic Laws- these are the new rules that you must comply with if you are a driver, bike rider or scooter user: {Translation}-What rules must be observed by users of scooters? Although these types of vehicles can apparently circulate freely, the truth is that despite not requiring any type of licence, they are subject to traffic regulations that must be complied with in order to avoid risks to their integrity and sanctions.
-For example, these devices can only circulate on urban roads. Under no circumstances may they do so on motorways or, of course, on highways. Furthermore, it is forbidden for them to travel on pavements, sharing the space with pedestrians, and their place is always on the carriageway. As far as cycle lanes are concerned, they may use them when the municipal ordinance of each locality so permits.
-Another aspect to bear in mind is that electric scooters can only be used by one person and users of this type of system must also comply with the same rules regarding alcohol and drug consumption as other drivers.
-In addition, a 0.0 blood alcohol limit for minors has been introduced for all vehicles, including scooters and bicycles.
-Users should also be aware that when riding an electric scooter or any other type of personal mobility vehicle, they should not wear headphones connected to music and sound receivers or players because they make it more difficult to perceive signs and situations that are important for the user’s safety.
-As for bicycles, drivers should be aware that when they need to overtake a bicycle or moped, they must do so by fully occupying the adjacent lane if the road has two or more lanes in each direction. And if the road has only one lane, maintain the minimum separation of 1.5 metres.
***Other rules and penalties in the new Traffic Law***
-The number of points lost for using mobile phone devices while driving is increased from 3 to 6.
-Not wearing or improperly wearing a seat belt, helmet or Child Restraint System increases from 3 to 4 points.
-Overtaking endangering or hindering cyclists or not leaving a minimum separation of 1.5 m increases from 4 to 6 points.
-In addition, on roads with 2 lanes in each direction, it is compulsory to change lanes to overtake a cyclist.
-Stopping or parking in a cycle lane 200€.
-It will be possible to recover 2 points on the driving licence for voluntary completion of safe driving courses certified by the DGT. A ministerial order will develop the requirements and conditions.
The period of time that must elapse without infringements in order to recover the initial balance of points is unified at 2 years. Previously it could be 2 or 3 years depending on the seriousness of the sanction committed.
-The ZERO alcohol rate is approved for drivers under 18 years of age. Under-age drivers will not be allowed to drive with a blood alcohol and breath alcohol level higher than 0.
-New passenger transport vehicles registered after 6 July 2022 will incorporate an interface for installing alcohol detectors which will prevent the vehicle from starting if the driver does not comply with the alcohol limit.
-The possibility of exceeding the speed limit by 20 km/h on conventional roads when overtaking disappears. The aim is to avoid risky situations.
-In addition, the new law approves the use of intercoms on helmets for motorbikes and mopeds.
-New infraction for not respecting pollution restrictions and ZBE, 200€.
-Cheating in licence exams, fine 500€. Source, Spanish: https://www.cope.es/emisoras/andalucia/sevilla-provincia/sevilla/noticias/nueva-ley-trafico-estas-son-las-sanciones-las-que-enfrentas-eres-usuario-patinete-20220221_1887347
Haemorrhagic virus is already present in some areas of Spain: {Translation}
-Viral haemorrhagic fevers give rise to diseases that can be fatal and are caused by different viruses such as arenaviruses, filoviruses, bunyaviruses, togaviruses and flaviviruses. Among these diseases is Crimean-Congo fever, until now considered an exotic disease in Spain, but which is already present in several areas of our country.
-A study published by the National Microbiology Centre confirms that the virus has been detected in five autonomous communities: Andalucia, Extremadura, Madrid, Castile-Leon and Castile-La Mancha.-The first case was detected in 2013 and the virus was transmitted by a tick, although other animals such as deer, wild boar and roe deer are also transmitters.
-Among the most frequent symptoms caused by this disease are fever, muscle pain, dizziness, neck pain and stiffness, lumbago, headache, eye irritation and photophobia. Some patients have also experienced nausea, vomiting, diarrhoea, abdominal and throat pain, as well as mood swings and confusion.
-The WHO considers Crimean-Congo as one of the most important emerging infectious diseases. It has a great capacity to change, mutate and could become more transmissible from person to person in a short time. Moreover, the associated mortality rate is about 30%.
-According to experts, the possibility of eradicating the virus in Spain is practically impossible. However, they recommend a series of indications to avoid contagion. When going to the countryside, it is not advisable to wear flip-flops or to lie on the ground, but rather to opt for boots and long trousers. Also, check yourself when you get home in case a tick appears. Source, Spanish: https://cadenaser.com/2022/02/21/lucia-carrillo-la-nueva-perla-del-atletismo-espanol/

UK’s Johnson scraps COVID restrictions in England: British Prime Minister Boris on Monday said he would end all coronavirus restrictions in England including mandatory self-isolation for people with COVID-19 and free testing, drawing scepticism from some scientists and political opponents.
Johnson’s “living with COVID” plan has sparked alarm that it is premature and will leave the country vulnerable to new viral variants, but the government says it has provided more testing than most other countries, and must now curb the cost.
Johnson said that the legal requirement to self-isolate for people who test positive for COVID would be removed on Feb. 24 while free universal testing would end on April 1. Full article: https://www.reuters.com/world/uk/uks-johnson-set-scrap-covid-restrictions-2022-02-20/

Putin orders troops into breakaway regions of eastern Ukraine: Russian President Vladimir Putin recognised two breakaway regions in eastern Ukraine as independent on Monday and ordered the Russian army to launch what Moscow called a peacekeeping operation into the area, upping the ante in a crisis the West fears could unleash a major war. It was not immediately clear whether the Russian military action was the start of an invasion of Ukraine that the United States and its allies have warned about for weeks.

UPDATE 1AM Tuesday- Putin orders ‘peacekeeping forces’ into two pro-Russian regions in eastern Ukraine after Biden hit them with sanctions: US orders ALL State Department staff to leave and condemns Moscow’s ‘blatant breach of international law’
-Biden imposed sanctions Monday against two breakaway regions of Eastern Ukraine as Putin made his move
-The Russian president declared the two areas ‘independent republics’ and ordered in ‘peacekeeping’ troops
-It triggered an evening of frantic diplomacy as the US and its allies tried to head off a full-blown invasion
-The US, UK and France called for an emergency meeting of the UN Security Council on Monday evening
-Earlier Biden spoke with Ukrainian President Volodymyr Zelensky to ‘discuss the events of the last hours’
-A senior administration official later said more sanctions were expected to follow on Tuesday
-He also said Putin was preparing his country for war, following a clear playbook of false pretexts
