Public Holiday- Tuesday 1 Nov: In Spain, every 1 November is All Saints’ Day to remember Christian saints who do not have their own Saint day. This is a national public holiday.
– This year it falls on a Tuesday, so that, in principle, it could not unite with the previous weekend, and would not give rise to any bridge (long weekend). However, there are locations, spread out over the different points of Andalusia, in which on the 31st of October classrooms will remain closed.

SPAIN
The price of electricity will rise by 20% this Monday and will once again be the highest in Europe: {Translation}
– The average price of electricity for regulated tariff customers linked to the wholesale market rises 20.56% this Monday compared to Sunday, to 163.51 euros per megawatt hour (MWh). With this increase, the price of electricity in Spain will be the highest in Europe for the second consecutive day.
– This Monday, the reference price for gas-fired power plants is once again above the 40 euros/MWh ceiling, specifically at 40.49 euros/MWh, which means that the so-called Iberian exception applies.
– In the auction, the average price of electricity in the wholesale market – the so-called ‘pool’ – stands at 164.07 euros/MWh on Monday.
– The cheapest time for electricity will be in the early hours of the morning, from 03.00 to 04.00 hours, with a price of 114.60 euros per megawatt hour (MWh) and the maximum price will be between 21.00 and 22.00 hours, with 250 euros/MWh.
– To this pool price is added the compensation to the gas companies that must be paid by the consumers benefiting from the measure, consumers on the regulated tariff (PVPC) or those who, despite being on the free market, have an indexed tariff, which on this occasion is slightly negative, -0.56 euros/MWH.
The highest price in Europe
– This Monday the price of electricity in Spain will be the highest in Europe for the second consecutive day, above countries such as France and Italy (144 euros) or Germany (145.2 euros).
– However, the average price since 15 June, when the Iberian derogation came into force, is significantly lower in Spain (141.93 euros) than in France (359.22 euros), Italy (396.54 euros) or Germany (312.76). Spanish garlic growers demand European investigation into “fraudulent” garlic: {Translation, summary}
– The delegation from Asaja’s National Garlic Sector has managed to get opened “investigations” into the “fraudulent” entry of Chinese garlic into the European Union (EU) and the import of Egyptian garlic without tariffs.
– They are concerned that “Egyptian garlic is entering” the EU “without paying any tariffs”, making a tough competitor for Spanish garlic, with a production that is already larger than that of Spain, but at a much lower selling price, because “their production costs, even including the cost of transport to Europe, are infinitely lower than ours”.
– What is happening regarding Chinese garlic is that fresh garlic, which is transported “in cold containers” at a temperature of “between -2 and minus -4 degrees centigrade”, arrives in Europe with the classification of frozen garlic, according to the applicable legislation would have to be transported “at -20 degrees”. In other words, they enter Europe as supposedly frozen garlic, which does not pay customs duty, but then “they are sold as what they are, fresh garlic”, thereby committing “tax fraud” of major proportions.
– The president of Asaja’s National Garlic Sector warned that “fresh garlic is coming in from China, but as if it were frozen”, which constitutes “a tremendous tax fraud”, as the import of fresh Chinese garlic is subject to “a quota”, which when exceeded leads to the application of “a dissuasive tariff of 1.2 euros per kilo”, while Chinese frozen garlic “has no quota or tariff”. ANDALUCIA
The Risk of Vacant Properties- Andalusia is the region with the second highest number of squats in the second half of the year: {Translation, summary}
– In Spain, nearly 9,000 ‘squats’ were reported in properties between January and June this year, almost half of which took place in Catalonia, which was ahead of Andalusia, the community with the second highest number, with 1,276, according to the latest data provided by the Ministry of the Interior and collected by Europa Press.
– Specifically, the total number of complaints for occupation of property registered by the State Security Forces and Corps amounted to 8,857 in this period. Of these, 3,770, or 42%, took place in Catalonia, with the province of Barcelona leading the way. There, 2,838 were recorded, more than three times as many as in Madrid, with 813.
– The second community with the most reported incidents of this type in the first half of the year was Andalucia, with 1,276 (14% of the total). Of particular note were the 402 in Seville, followed by 225 in Malaga and 208 in Cadiz.
– Interior Ministry blames “the increase in this type of crime in recent years” on the “coincidence of various factors”. Specifically, it highlights two: that there is a “high number of empty properties” and also “people losing their homes due to debts or loss of employment due to the economic situation resulting from the concatenation of the Covid health crisis, the logistics and international production crisis”, aggravated by the invasion of Ukraine, and its “serious impact on the price of energy and basic foodstuffs”. West says no biological weapons in Ukraine, Russia disagrees:
– The U.S. and its Western allies on Thursday dismissed Russia’s claims that banned biological weapons activities are taking place in Ukraine with American support, calling the allegation disinformation and fabrications.
– Russia’s U.N. ambassador said Moscow will pursue a U.N. investigation of its allegations that both countries are violating the convention prohibiting the use of biological weapons.
– The dispute came in the third U.N. Security Council meeting on Ukraine-related issues that Russia has called since Tuesday. This one focused on a 310-page document that Russia circulated to council members this week alleging there is “military biological” activity in Ukraine with support of the U.S. Defense Department.
– The document includes an official complaint to the council, allowed under Article VI of the 1972 biological weapons convention, and a draft resolution that would authorize the Security Council to set up a commission to address Russia’s claims.
– Ukraine does have a network of biological labs that have gotten funding and research support from the U.S. They are owned and operated by Ukraine and are part of an initiative called the Biological Threat Reduction Program that aims to reduce the likelihood of deadly outbreaks, whether natural or manmade.
– In his briefing, Russia’s Nebenzia accused the U.S. of conducting work in Ukraine with deadly pathogens – including cholera, plague, anthrax and influenza – that couldn’t be justified under the guise of public health. He said documents and evidence recovered by Russian authorities suggested a military application. Maps: US DoD, apokalypsnu.nl & weaponews.com.

– The United Nations, Nato, European Union and US have all urged Russia to reverse its decision to pull out of a deal that allowed Ukrainian grain exports via the Black Sea, amid fears of a global food crisis.
– Moscow announced it was suspending the UN-brokered arrangement in response to a dramatic attack in the early hours of Saturday by Ukrainian airborne and underwater drones on its naval base of Sevastopol in Crimea. F1 News- Max Verstappen sets F1 season wins record with 14th victory:
– Max Verstappen set the Formula One record for wins in a season Sunday at the Mexico City Grand Prix, where he scored his 14th victory to break the record shared with Michael Schumacher and Sebastian Vettel.
– Lewis Hamilton finished second for the second consecutive week. He might have had a shot at his first win of the season but Mercedes made the wrong call on a tire change that gave Verstappen control. Perez finished third on his home track for the second consecutive year – earning deafening cheers even though a Mexican driver has yet to win at the Autodromo Hermanos Rodriguez.
