Spain’s Gov’t Deal With Basque Nationalist Group EH Bildu In Order To Get 15 Day Extension Passed Causes Uproar: The return of old labor laws that make it difficult to fire employees at center of controversy. Confusion reigns in Spain over deal with Basque party to repeal labor reform. The agreement between the government and EH Bildu, which was announced late last night to the surprise of other groups, was subject to a late-night “rectification” by the Socialist Party. As a result, Employers Association breaks off talks with government over deal with the Basque radical party while political parties excluded from these negotiations demand answers.
After the exceptional measures (to extend the lockdown again) were approved by the lower house of parliament, news emerged of an agreement between the coalition government – led by the Socialist Party (PSOE) and junior partner Unidas Podemos – and the Basque nationalist group EH Bildu to repeal a 2012 labor reform. The pro-independence party, it emerged, had secured the deal with the government in exchange for abstaining at Wednesday’s key vote to push the end of the state of alarm to June 7.
The text of the agreement began with a commitment by the government to overturn the 2012 legislation, which was passed by the main opposition Popular Party (PP) while it was in power, and which, among other things, gave companies in Spain more flexibility to sack employees. The Wednesday agreement specified that the government should repeal the law before the end of the “extraordinary measures” that are in place to combat the coronavirus crisis – i.e. the state of alarm.
But given the controversy that the deal caused among the political opposition, hours later, at around midnight, the PSOE released an “explanatory note” in which it rectified what had been agreed in the first point of the deal. Instead of the complete repeal of the 2012 legislation, the PSOE and its junior partner agreed on a vague commitment to recover “the labor rights taken away by the 2012 labor reform.” The pledge is included in the governing pact reached by Spanish Prime Minister Pedro Sánchez and Unidas Podemos chief Pablo Iglesias in December, ahead of the creation of their coalition government.
The confusion deepened on Thursday morning, when Deputy Prime Minister Pablo Iglesias insisted during an interview with Catalunya Ràdio that the agreement “does not speak about a partial repeal, it talks about the repeal of the labor reform. The parties can say what they want. What was signed was what was agreed. The deal between the three parties is to completely overturn the reform.” References:

WATCH- Thousands turn up in Malaga’s Calle Larios with pots and pans to protest against the Spanish coalition Government’s handling of the coronavirus pandemic: The protests initially started in Madrid at the beginning of the week, but have since spread throughout the country. As well as protests in Costa del Sol’s Malaga and Marbella, marches were held across the country today, from Barcelona to Cordoba, spurred on by right wing party Vox encouraging the public to take to the streets “to get Sanchez out”. New York transit agency launches UV light pilot program in effort to kill Covid-19: The Metropolitan Transportation Authority said Tuesday night that it will use “150 dual-headed mobile devices” from Denver-based start-up PURO Lighting to determine the efficiency and cost-effectiveness of the UVC light technology, the agency said in a press release.
UVC, which is one of three types of light on the UV spectrum, is proven to eliminate Covid-19 and is most potent against viruses and bacteria, PURO Lighting said. PURO noted that their lamps also have UVA and UVB as well for full spectrum disinfection. The MTA touts that UVC light is “an efficient, proven, and effective technology for eliminating viruses, including SARS-CoV-2 that causes COVID-19” and has been demonstrated to kill viruses in hospital operating rooms, urgent care clinics, universities, and fire stations. Facial recognition companies have long used people’s pictures without consent to train their algorithms. We are working closely with Brittany Ferries who may be able to assist repatriating a small number of people on their freight services. Government to make face masks compulsory in places where social distancing is impossible: The order comes into force on Thursday 21 May and children under six are exempt. Published in the BOE (official state gazette) on Wednesday, a new order will make the use of face masks compulsory in closed public spaces as well as in open areas where keeping a distance of two metres is impossible.
This is in addition to the obligation to wear a mask on public transport already in force.

Spanish Government agrees with Citizens to an extension of fifteen days instead of one month: The Government has reached an agreement with Ciudadanos to approve a new extension of the state of alarm that will be fifteen days like the previous ones and not one month as the Executive originally intended.
During these fifteen days the Executive undertakes to analyze the measures and, where appropriate, necessary legislative reforms that allow an orderly exit from the state of alarm and the management of the pandemic at that time, without the use of the constitutional tool of the alarm declaration.

Face masks in Spain will be compulsory in public spaces where social distancing cannot be respected: The personal protective equipment will need to be worn in closed areas and on the street where a two-meter safe distance against coronavirus contagion is not possible.
Until now, the use of face masks has been “recommended” in areas where two-meter safe distances cannot be respected. The ministerial order to extend their use will be published in the Official State Gazette (BOE) in the coming days. EasyJet Says Hackers Accessed Data of 9 Million Customers: EasyJet Plc said that email addresses and travel data of about 9 million customers had been accessed in a “highly sophisticated” cyberattack, one of the biggest data breaches to hit the airline industry.

Junta de Andalucia will request that the Central Government allows all eight Andalucian provinces to enter Phase 2 at the same time: Elias Bendodo, the spokesperson for the Andalucian government has announced that he and Juan Marin, the vice president of the Junta are rallying to get all Andalucian provinces up to the same speed.

Outraged Costa del Sol Bar Owner Claims He Was Beaten Up and Forced to Close: After more than two months of lockdown, the English owner, Jay, and his wife decided to go in and start the clean up for today’s ‘Grand Opening.’ However, things didn’t quite work out as planned when at around 3pm in the afternoon a police van suddenly pulled up outside. This is when Jay alleges that one of the policemen punched him three times in the chest and his wife got man-handled out of the bar, he also mentioned that before the police left they also issued fines to everyone. Vehicle Owners on Spain’s Costal del Sol freeze the ITV Website while Trying to Book a Test:
The Spanish ITV website, https://www.itvcita.com, was frozen today by thousands of drivers trying to book an ITV for their vehicles. A list of dates has been published (see pic below) to enable drivers to know when they will be able to find a slot. You can that there will be a five-month waiting list so it is prudent to check with your insurance cover if, in fact, you have cover in the meantime.
According to Order SND / 413/2020 laying down special measures for the technical inspection of vehicles, published today May 16 in the BOE, confirms that the deadline for the validity of ITV certificates is extended by fortnight calendar days for each week from the beginning of the State of Alarm until the expiration of the certificate has occurred, as provided for in the table. Soccer club apologizes for allegedly placing sex dolls in stands: South Korean soccer club FC Seoul apologized after being accused of placing sex dolls in the stands during a game on Sunday in place of spectators, who were unable to go to the stadium because of the Covid-19 pandemic. The club said that its intention was to add an element of fun and encouragement without erotic nuances in the face of the difficult situation of the pandemic. However, a Twitter user pointed out that there were messages referring to live-streaming of sexual content on the signs held by mannequins. The club admitted that this was an error and had no justification, adding that it happened due to a lack of attention on the part of the staff concerning what the posters said in their fine print. Local bars and restaurants torn over whether to open their terraces from Monday: Not every bar owner is keen to open their doors at the first opportunity. Some areas already in Phase 1 report only 30% of bars and cafes have reopened. Antibody study shows just 5% of Spaniards have contracted the coronavirus: The Spanish overall figure of 5% is in line with studies in other European countries that showed a prevalence of 4% to 5%, far below the rate that would provide the population with so-called herd immunity, and which experts place at 60% at the very least.

MALAGA MOVING TO PHASE 1, MADRID & BARCA DENIED: The provinces of Malaga and Granada have officially now been granted Phase 1 measures and join the rest of Andalucia. The provinces will have to wait till Monday May 18 before this decree comes into effect.
Madrid region and Barcelona to remain in Phase 0, but with some coronavirus restrictions eased:
The government has offered a few relief measures to Madrid and Barcelona, such as allowing businesses to open without appointments, but keeping street cafes closed and banning social gatherings. This move has been dubbed by the media as Phase 0.5

What you can do in a Phase One area:
The government has published details of what is permitted for people living in the regions and provinces during Phase One in its Boletín Oficial del Estado (BOE). Please note that regional governments will be adapting some of these measures for their own specific areas:
The key measures for Phase One are summarised as follows:
-Up to 10 people can meet for social gatherings, either outside or in someone’s home (also at restaurant and bar terraces – see below), but social distancing measures must be respected between people who do not already live together
-Small businesses can open and serve customers, as long as health and social distancing measures are in place
-Restaurants, bars and cafés can open their outside terraces at 50% capacity
-Hotels and tourist accommodation can open, but communal areas must remain closed
-Places of worship can open at 30% capacity
-Non-professional sports are allowed for activities not involving physical contact or use of changing room facilities
-Outdoor markets can operate but the stalls must be set out with spacing between
-Cultural events for up to 30 people can be held indoors at 30% of the venue’s capacity
-Cultural events for up to 200 people can be held outdoors
-Museums can open at 30% capacity
-Funerals can be held with ‘limited numbers’ of mourners
-Timetables for taking walks and doing physical exercise remain in place to avoid crowds, although the regions will adapt them according to factors such as hot weather. We understand that people are allowed to visit establishments that are reopening at other times. This was already in place for certain shops and services (hairdressers, hardware stores etc) opening up for customers by appointment only
-Rural tourism (possibly forest walks and trekking) is also permitted during this period, yet it should be in limited groups and with the same social distancing measures for people who do not live together
-It is still compulsory to wear face masks on all public transport in Spain, whatever phase the region or province is in
-The BOE also recommends that people continue to work from home where possible. If at a workplace, there should be a distance of two metres between employees. Arriving and leaving should be staggered.
-Please also note:
-The official measures are that citizens must not travel from province to province, but travel within a province or healthcare zone is allowed.
-Whilst travelling within a province that is in Phase One, people are allowed to travel in a private vehicle with other people they live with and without restrictions. Vehicles (with the capacity) will be permitted to be occupied by up to nine people. However, If the occupants of a vehicle do not live together, a limit of one person in each row of seats applies, and they will have to wear face masks.
-NB: the government has changed the measures from midnight on Sunday 10 May for driving within a municipality for areas still in Phase Zero. The same measures as above will apply.
-Journeys in private vehicles within a province can be made for any of the activities permitted above (ie, they do not need to be only for essential items)
-Journeys to second residences and hotels are also allowed, providing they are in the same province. If they are in a different province, trips will not be allowed until towards the end of June.

Spain’s PP Leader, Casado, Demands ‘Massive Testing and Mandatory Face Masks, Not Medieval Solutions Like Quarantine’: The leader of the PP has criticised the prolongation of a State of Alarm, a measure which he deems as unnecessary. Casado has made it clear that he thinks that Sanchez is using this to his advantage and that the “government is very comfortable in a State of Alarm because it governs with ministerial orders, not even with decrees.”
Casado has demanded that the government begin “massive tests to detect who is infected, isolate the most vulnerable and make face masks mandatory on the streets” instead of “medieval solutions like quarantine.
Amongst other measures, he proposes the creation of a health passport which identifies individuals who have overcome the disease and grants them a larger freedom of movement. President of Andalucia REJECTS Sanchez’s Extension and Deems It Unnecessary As The Pandemic is ‘Fortunately’ Under Control: Juanma Moreno, the president of the Junta de Andalucia has rejected the notion, forwarded by Prime Minister Sanchez, of extending the State of Alarm for another month to contain the pandemic in Spain.
Moreno has criticised the ‘nothingness’ of Sanchez’s actions and management of the crisis especially in his behaviour towards the leader of the opposition Popular Party, Pablo Casado.
In an interview, Moreno highlighted that the State of Alarm was a necessary mechanism for the situation Spain was in “a few months ago” but “fortunately” the pandemic is now under control and there is less pressure on the hospitals. -Foreigners duly accredited as members of a diplomatic mission or those who come to Spain on ‘exclusively work-related grounds, provided that they can show documentary evidence’, may also gain access through these borders.

UK Expats Welcome Legal Challenge in Spain´s Supreme Court Over Costa Blanca Holiday Area Forced to Continue Strict Lockdown: An unnamed solicitor has filed a complaint before the Supreme Court against the Minister of Health , Salvador Illa, accusing him of a crime of “administrative malfeasance” by not allowing the entire Valencian Community to pass to Phase 1 of the de-escalation plan.
Spain´s national state broadcaster RTVE has seen the details of his complaint and says that “the solicitor considers that everything points to the Minister’s decision being totally arbitrary and knowing that it was unfair”, by “not allowing the entire Valencian Community” to advance to the next phase “when all the requirements previously demanded by the Ministry of Health are met”.

Info for car tax payments online: Go to the website for Patronato de Recaudación de Malaga ….
2. Select Trámites destacados ….first one on list…
3. Then pick Emisión de avisos de pago …first one again.
Enter reg number etc etc.
4. Select …Ver recibiós and your bill will be there. Print it out or write down the details at the very bottom ….SUFIJO, REFERENCIA & IDENTIFICACIÓN and the amount.
5. Back page to Trámites destacados and then select Pago con Tarjetas.
6. At the bottom in the middle…select ..Pulse aquí para acceder etc etc …and follow and pay!
Paid mine yesterday, it took about 10 mins.

There have been 15.522 positive tests in Andalucia, up 45 on day before. Within this number 3.229 people had tested positive to Coronavirus antibodies but did not have any symptoms at the time of the test. Ministry of Sanidad in Madrid only states there are 12.293 confirmed cases in Andalucia, and on 26-04-2020 stopped publishing the data to calculate the higher figure as they do not accept the ‘quick anti-body test’ results carried out in Andalucia. However the Junta de Andalucia Salud still publishes its figure a few hours later each day.
There have been 1.326 deaths in Andalucia, 4 more than the day before. Confirmed cases that required hospital admission in Andalucia are 6.101, 9 new admissions in the day. Confirmed cases that required hospital intensive care in Andalucia number 745, 0 new admissions in the day.

Spain to introduce 14-day quarantine for international travelers beginning Friday: Travelers coming to Spain from abroad will have to self-quarantine for 14 days, according to a new Health Ministry order published on Tuesday in the Official State Gazette (BOE).
The quarantine requirements for travelers coming into Spain go into effect this coming Friday, May 15, and will remain in force throughout the duration of the state of alarm, which is due to end on May 24 but may be extended by the government if other parties support such a move in the lower house of parliament, the Congress of Deputies. If the emergency situation is extended for another two weeks, the travel restrictions will, in principle, continue to apply.
Until now, this isolation period had only been applied to repatriated Spaniards and residents of Spain traveling from Italy.
