Queries: Hi Naythan and Digamites. Can anyone throw some light on the following please?
Firstly, we all normally receive the car tax forms for the current year payable by the 13th May, which none of us have received and which normally carry an additional late payment of 20% after the 20th May so what do we do?
Secondly, the ITV on my car ran out at the end of April and was assured I could drive it without problems from the police as all ITV stations are closed during the lockdown. Is this true please?
Thirdly, heard that Torre del Mar beach was very well attended by the public on Sunday of May day fiesta, so can I assume I can now walk my dogs on the dog beach in Torre del Mar? As I live quite a distance away from their beach would prefer to know beforehand.

ITV Stations Open Monday 11 Including Andalucia With the Exception of Granada & Malaga: The ITV stations including those in Andalusia, except for those in Granada and Malaga, will open on Monday May 11. Tests were suspended from the date that the decree of the state of alarm for the management of the Covid-19 health crisis was published.
In terms of prevention, protective screens have been installed in all customer service posts to prevent possible contagion. Masks have been distributed among all workers. It will also be mandatory for customers to use a mask without a valve.
Clients will only attended with prior appointment. The number of clients in the offices will be limited.
VEIASA will send email or SMS notification to all those with expired ITV, including all users whose ITV expired during the state of alert will be notified to inform them of the new expiration. Will include those tests that expire after the 11th.

UK government prompts confusion, changes ‘stay at home’ to ‘stay alert’: The United Kingdom’s government on Sunday swapped out its “stay at home” slogan for “stay alert” as it readies to present a roadmap on how to exit the lockdown. Moreno complains to Sánchez of having done a “reputational damage” to the Costa del Sol: The President of Andalusia, Juanma Moreno, She complained yesterday morning, during the meeting of presidents with Pedro Sánchez, that the central executive, by not having allowed Malaga and Granada to have passed the phase, like the rest of Andalusia, has caused “a reputational damage ”to the Costa del Sol, which will make it more difficult for you to recover from the pre-pandemic situation.
Juanma Moreno has also complained of the distribution what has become of the 16,000 million from the fund announced by the Prime Minister last week, since Andalusia, the most populated autonomous community, will receive very little money, not having taken into account the population, when the consequences of the crisis for this community will be much greater, from the economic point of view, than in other territories that have been most affected by the coronavirus health crisis.
The Andalusian president told Pedro Sánchez that it is hard to understand how health districts such as the Costa del Sol, with 1.6 CRP cases per 100,000 inhabitants, cannot go to phase 1 when health districts with much higher incidences have. Ever Wonder Where All That EU Money Goes? Astronaut urine ideal for building on moon: The urine of astronauts has proven to be an ideal compound for making concrete to build a space station on the Moon, according to a study by the European Space Agency (ESA) published Friday.
According to the report, urea, the main organic compound of urine, “would make the mixture for lunar concrete more malleable before hardening into a final, sturdy shape for future lunar habitats.”
“The science community is particularly impressed by the high strength of this new recipe compared to other materials, but also attracted by the fact that we could use what’s already on the Moon,” Marlies Arnhof, co-author of the study from ESA’s Advanced Concepts Team.
When adding urine to a geopolymer mix, a material that is similar to concrete, the human secretion was more effective than other common plasticizers such as naphthalene or polycarboxylate and reduced the need for water.

BREAKING NEWS- MALAGA DENIED MOVE TO PHASE 1! : The Spanish government on Friday announced the areas of Spain that will move to the next phase of the government’s deescalation plan on Monday.
In Andalusia, the provinces of Almería, Jaén, Córdoba, Seville, Cádiz and Huelva will be moving to Phase 1. Málaga and Granada will stay in Phase 0. Costa del Sol’s tourism authorities in Spain’s Malaga express HUGE disappointment for being denied access to Phase 1 of deescalation on May 11: “We can’t hide our disappointment at today’s news,” stated Francisco Salado, President of Costa del Sol’s Tourism and Planning and President of Diputación of Malaga. Salado, who is also Mayor of Malaga’s Rincón de la Victoria, said he “could not understand why the Ministry of Health denied Andalucia’s proposals to allow deescalation according to health districts, when it has allowed other regions to do that”.
“If that was the case, some municipalities of Malaga would have been allowed to move to Phase 1, with restrictions placed on Rincón de la Victoria and the city of Malaga, along with smaller municipalities that didn’t meet the Ministry of Health’s criteria,” he noted. Andalucia News- Andalucia Government has applied to Ministry of Sanidad for all Andalucia except health districts of Malaga city, Granada city, La Vega and Granada metropolitan area to move into Phase One on Monday 11-05-2020. This includes for the opening of bar terraces to 50% capacity. Whilst this is being reported as though it is likely to happen, we believe from reviewing the graphs in this section especially the IA(14d) the most likely scenario is that approval will only be given for Huelva and Almeria provinces to move into Phase One on Monday.
Statistics- There have been 14.870 positive tests in Andalucia, up 231 on day before. Within this number 2.602 people had tested positive to Coronavirus antibodies but did not have any symptoms at the time of the test. Ministry of Sanidad in Madrid only states there are 12.268 confirmed cases in Andalucia, and on 26-04-2020 stopped publishing the data to calculate the higher figure as they do not accept the ‘quick test’ results. However the Junta de Andalucia Salud still publishes its figure a few hours later
There have been 1.294 deaths in Andalucia, 13 more than the day before. We have stopped reporting cured cases as it turns out ‘curados’ meant ‘discharged from hospital’ in both Ministerio de Sanidad and Junta de Andalucia Salud statistics and not cured. Confirmed cases that required hospital admission in Andalucia are 6.027, 15 new admissions in the day. Confirmed cases that required hospital intensive care in Andalucia number 744, 4 new admissions in the day.

Phase 1 Info: The Government has confirmed today that it will announce between Friday night and Saturday exactly which regions and provinces can move to Phase 1 of deescalation, allowing lockdown restrictions to be relaxed further. Backroom Deals- Did the Canary Islands trade “Votes from a Nationalist Party” supporting the Lockdown Extension in exchange for exclusive extended benefits?: President of the Council of Malaga and Costa del Sol’s Tourism, Francisco Salado, has demanded that the central government clarify whether it has reached an agreement with the Canary Islands’ tourism sector as this was a demand on behalf of the Canary Coalition’s party when they voted in favour of the State of Alarm.

He even warned that the Malaga’s Deputation and the public company Turismo Costa del Sol are willing to take legal action against the government.
“I demand the same treatment for the Costa del Sol that other tourist reliant areas receive. There can be no destinations that have preferential treatment depending on governing parties or votes needed to strengthen the Executive’s presence in parliament,” he emphasised. Lockdown Extension Nearly Fails To Pass Vote, Sanchez Confronted By Critics: Sánchez’s request for an additional period until May 24 was met with growing objections from the opposition, and the prime minister, who heads a minority government in coalition with junior partner Unidas Podemos, was forced into last-minute negotiations to secure the simple majority of more yes than no votes he needed in the 350-strong Congress.
But his words did not appear to convince PP leader Casado, who announced that because of the government’s most recent concessions, his 88 lawmakers would abstain rather than cast no votes. Casado was highly critical of the government during his speech, telling Sánchez that “the exceptional situation does not allow for a constitutional dictatorship.” The conservative leader accused Sánchez of lying about the causes of the severe impact of the Covid-19 disease in Spain, and of manipulating its economic and social consequences.
“You are trying to craft a tale that’s outside reality in order to arrive at this unsettling new normality that you’re trying to sell us. Don’t bring us another extension in 15 days, because we won’t approve it. We do not support this overstepping of legal boundaries that has turned into a covert state of exception,” said Casado
Vox leader warned Sánchez that he will have to prepare for class action suits because of his mishandling of the crisis, and suggesting that the prime minister might soon face a vote of no confidence in Congress.
“You, Mr Sánchez, are trying to blackmail this chamber into renewing a power that you have abused. Maintaining the state of alarm saves neither lives nor jobs. What would save lives and jobs would be a change of government,” said the leader of Spain’s far-right party, which is the third largest group in Congress.

De-Escalation: Costa del Sol’s Malaga and Granada May Not Pass to Phase 1 This Monday Due Their High Levels of New Coronavirus Cases. {It is possible} 10 per cent of Andalucia will remain in Phase 0 of the de-escalation plan, specifically the regions of Granada and Malaga are the most likely to remain in this phase, as they are the worst affected areas of the autonomous community and have more than 10 infections per 100,000 inhabitants.
The Andalucian government has assured that “90 per cent of the health districts” from the community are ready to go begin Phase 1 of the de-escalation next Monday, May 11.
This means that there are a few areas that will not be able to do so. Malaga, Granada are highly probable contenders that are most likely to remain in Phase 0.
The Minister of Health and Families, Jesus Aguirre, will send Andalucia’s proposal Wednesday before 2.00pm. This proposal will evaluate the regions and determine whether they are ready to pass onto the next phase, however, he did not want to reveal which areas were going to stay in Phase 0. Spain’s Andalucia & Costa del Sol ask Government for changes to lockdown ‘outing’ timetable due to soaring temperatures: Currently a parent can take out up to three children for an hour between the hours of 12pm and 7pm, but given the increasing heat the Junta is proposing a few changes to the existing lockdown ‘outing’ timetable.
It is proposing that families be allowed out with children between 12pm and 2pm and then again between 7pm and 9pm. The original morning timetable for those between the ages of 14 and 70 – to do a solo sports activity or go for a walk – between 6am-10am, will be maintained. However, it proposes that their evening exercise slot should be moved to 9pm until midnight (instead of the current 8pm-11pm).
The elderly (over 70s) will also continue to maintain their morning timetable of 10am-12pm, but they would lose their hour in the evening of between 7pm and 8pm. 3 Russian doctors fall from hospital windows during pandemic: Two Russian doctors have died and another was seriously injured in falls from hospital windows after they reportedly came under pressure over working conditions in the coronavirus pandemic.
The exact circumstances of the separate incidents in the last two weeks remain unclear and they are being investigated by police, but they underscore the enormous strains that Russian doctors and nurses have faced during the outbreak.

La Vuelta Bicycle Race Rescheduled: One of the world’s top road races, La Vuelta will now start in October, after the mid-August start in the Netherlands was scrapped due to the coronavirus crisis. There is one major drawback in that the event will clash with the last few days of another rearranged race, the Giro d’Italia. La Vuelta will now start on October 25, meaning a five-day overlap with the Italian Grand Tour event which will begin on October 3.
That will mean that the world’s top cyclists will have to make a decision over which event to enter, with the Tour de France rescheduled to begin on August 29. What if Spain’s state of alarm comes to an end on May 9?: If PM Pedro Sánchez does not secure congressional approval to extend the extraordinary measure on Wednesday, experts say confinement orders will no longer be legally binding.
The state of alarm has been in place since March 14, when confinement measures were first imposed. Since then, the extraordinary measure has been extended three times, and is currently set to come to an end on May 9.
Sánchez, however, cannot extend the state of alarm without the approval of Congress. The coalition government led by his Socialist Party (PSOE) and junior partner Unidas Podemos does not count on a working majority in Congress, meaning he needs votes from other groups to pass legislation. But it is not clear whether the prime minister will have enough votes on Wednesday to secure the approval of the extension.
If Sánchez fails to secure approval on Wednesday, almost all the measures the government has introduced to address the coronavirus crisis would be immediately dissolved. But would this mean an end to the confinement orders and to the ban on travel? What alternatives are open to the government? There have been 14.349 positive tests in Andalucia, up 62 on day before. Within this number at least 2.155 people had tested positive to Coronavirus antibodies but did not have any symptoms at the time of the test. Ministry of Sanidad in Madrid only states there are 12.194 confirmed cases in Andalucia, and on 26-04-2020 stopped publishing the data to calculate the higher figure. However the Junta de Andalucia Salud still publishes its figure a few hours later
There have been 1.263 deaths in Andalucia, 7 more than the day before. We have stopped reporting cured cases as it turns out ‘curados’ meant ‘discharged from hospital’ in both Ministerio de Sanidad and Junta de Andalucia Salud statistics and not cured. Confirmed cases that required hospital admission in Andalucia are 5.973, 12 new admissions in the day. Confirmed cases that required hospital intensive care in Andalucia number 738, 2 new admissions in the day.

Daily coronavirus deaths in Spain remain under 200: For the first time since the state of alarm, three Spanish regions have recorded no Covid-19 fatalities. Meanwhile, small businesses have reopened as part of the growing relaxation of confinement measures. Official figures from the Health Ministry released on Monday showed that there were 164 coronavirus-related fatalities in the last 24 hours, the same number as were reported on Sunday, and in keeping with the falling trend of recent weeks.
The number should, however, be viewed with some caution given that since the crisis began there has been underreporting of the data on weekends and also when there are holidays. Spain’s PM Pedro Sánchez struggles to get support to extend lockdown for fourth time on Wednesday: Many of the opposition parties and regional presidents, particularly the PP and far-right party Vox, have made it clear they don’t support it and are set to withhold their support for another lockdown extension. The opposition parties and regional presidents cite various reasons for withholding their support. This includes the government’s lack of communication, transparency and decision-making around de-escalation plans, as well as overall disagreement on the actual de-escalation process. Given the latest round of protests, it’s looking increasingly unlikely that the Prime Minister will get the majority of votes he needs to extend the State of Alarm for a fourth time on Wednesday. Spain’s Government plans to limit school class attendance and enforce social distancing: Spain’s Government is planning to limit class sizes to 15 students from the next academic year (2020/21), and is proposing a mixture of part online & part assisted classes until a Covid-19 vaccine is found. Given the limited resources available (both financial and otherwise) to extend space in schools to allow social distancing, the Government (both regional and central) is proposing smaller classes with timetables split in half, so students either come in just every morning or every afternoon, or on alternate days/weeks. “The detail has yet to be worked out with each region/centre,” said Education Minister Isabel Celaá. Stranglers keyboard player Dave Greenfield dies: The Stranglers’ keyboard player Dave Greenfield has died at the age of 71 after testing positive for coronavirus. Greenfield, originally from Brighton, died on the evening of 3 May. He contracted the virus following a prolonged stay in hospital for heart problems.

Nerja Town Hall confirms low Covid-19 incidence: The regional government’s Health and Family department has reported seven Covid-19 cases in Nerja. Official figures reveal the pandemic’s uneven impact on the province, as the large coastal towns account for two-thirds of infections and more than half of these are in Malaga City.
In the eastern Costa del Sol, cases are concentrated in the two largest towns, with 107 in Velez-Malaga and 113 in Rincon de la Victoria.

Endesa 15% discount: Gerry and I have been looking at the problem of the 15% Discount option not appearing to some customers. It appears that if your billing account is with Endesa.com, the discount option is offered, and you can apply for it. However, if your account is with EnergiaXXI, the discount is not available. Phase 1 Set To Start May 11th, Updated Info: Sources from the Spanish Health Ministry on Saturday provided more details about the deescalation of coronavirus confinement measures, explaining that during Phase 1, which will begin on May 11 in provinces that meet the set requirements, up to 10 people will be able to meet either in the open air or in their homes, provided that they maintain an interpersonal distance of two meters. They will also be required to respect hygiene measures such as handwashing.
-The use of cars during Phase 1 will also be subject to regulations. Vehicles will be permitted to be occupied by up to nine people, provided that they all live in the same home. If the occupants of a vehicle do not live together, a limit of one person in each row of seats will apply, and they will have to wear masks.
-On public transport, passengers will have to try to observe the maximum interpersonal distance possible, and leave the row of seats behind the driver empty on buses.
-During Phase 0 of the deescalation, which will begin on Monday, minor construction projects will be permitted, including the refurbishment of housing and commercial premises. Such work will have to be carried out in conditions that guarantee the safety of workers and residents, and they will not be permitted if there are people living in the said properties. Laborers will not be permitted to use the common areas of the building where the work is taking place.
-Retail outlets of up to 400 square meters in size will have to offer timetables for the over-65s. These will coincide with the set time for walks for seniors, which from today run from 10am to 12pm, and 7pm to 8pm.
-Purchases (not including food and other essential items) will have to be made within each person’s municipality, although in smaller areas where a certain item is not available, trips to nearby areas will be permitted.
-Establishments will also have to be cleaned twice a day, all uniforms will have to be washed after their use, bathrooms cannot be used unless it is essential, and fitting rooms will have to be cleaned after each use. Spanish economy falls 5.2% in first quarter, the biggest drop in nearly a century: Spain’s Gross Domestic Product (GDP) fell 5.2% in the first quarter of 2020 as a result of coronavirus confinement measures, according to an advance report released by the National Statistics Institute (INE) on Thursday. This is the largest quarterly drop in nearly a century. The last time such a figure was seen was after the Spanish Civil War (1936-1939), based on the estimates of specialist historians.
The figures from the second quarter are expected to be even worse. The outcome for the year will depend on the deescalation of the confinement measures, which have been in place since the Spanish government declared a state of alarm on March 14 in a bid to slow the coronavirus outbreak. According to the government’s plan, which was announced on Tuesday, businesses will be able to gradually reopen under strict conditions. But there is still great uncertainty, and the Bank of Spain estimated in April that Spain’s GDP could fall by anywhere between 6.6% and 13.6% this year. FORBES Exclusive- Warning Over Chinese Mobile Giants Xiaomi and Huawei Recording Millions Of People’s ‘Private’ Web And Phone Use: So far, the US and Australia have banned Huawei from providing equipment for their 5G networks, while Canada’s relationship with the firm is under review. There is also concern among European telecoms network operators, with some considering removing Huawei’s equipment. BT, for example, has removed Huawei equipment from key parts of its 4G network.
Gabi Cirlig, a seasoned Cyber Security analyst said “It’s a backdoor with phone functionality,” He was talking about his new Xiaomi phone…
Cirlig discovered that his Redmi Note 8 smartphone was watching much of what he was doing on the phone. That data was then being sent to remote servers hosted by another Chinese tech giant, Alibaba, which were ostensibly rented by Xiaomi.
The seasoned cybersecurity geek found a worrying amount of his behaviour was being tracked, whilst various kinds of device data were also being harvested, leaving Cirlig spooked that his identity and his private life was being exposed to the Chinese company.
When he looked around the Web on the device’s default Xiaomi browser, it recorded all the websites he visited, including search engine queries whether with Google or the privacy-focused DuckDuckGo, and every item viewed on a news feed feature of the Xiaomi software. That tracking appeared to be happening even if he used the supposedly private ‘incognito’ mode. The device was also recording what folders he opened and to which screens he swiped, including the status bar and the settings page. All of the data was being packaged up and sent to remote servers in Singapore and Russia, though the Web domains they hosted were registered in Beijing. Though the Chinese company claimed the data was being encrypted when transferred in an attempt to protect user privacy, Cirlig found he was able to quickly see just what was being taken from his device by decoding a chunk of information that was hidden with a form of easily crackable encoding, known as base64. It took Cirlig just a few seconds to change the garbled data into readable chunks of information. Bangladesh ferries Rohingya boat people to remote island: The island, also known as Thengar Char, emerged from the sea about a decade ago. It covers an area of about 40 square kilometers or 16 square miles. It is accessible through motorboats only and is usually hit by monsoon floods.
Bangladesh authorities on Apr.16 rescued 396 Rohingyas who were trying to enter the country in a boat from the southern coast, after 58 days at sea.
Bangladesh said it would not accept any more Rohingyas as its priority was now to protect the refugee camp area from the spread of coronavirus.
“We don’t want the virus to spread in the refugee camp. We are afraid if somehow coronavirus reaches in the camp, it will spread quickly,” said the foreign minister, adding that the newly-arrived Rohingyas will stay in the Island until return to Myanmar. Full article:

What Businesses May Resume From Today: The hairdressers may open Monday, as well as physiotherapy, dental, hardware, haberdashery or florist services whose premises do not exceed 400 square meters of surface.
Thus begins the path divided into four phases towards the “new normal”, initially planned for June 22, but not without restrictions. Previous appointments (by phone or Internet) and sanitary measures will be mandatory in this preparatory phase that will last from Monday 4 to May 11.
Hairdressers, for example, already have a guide indicating the mandatory use of masks, frequent hand washing, the use of gloves when appropriate, disposable towels, charging by electronic means, the restriction of the number of customers or that individual disposable protective material be placed in specific containers.
The small reform sector will also be launched tomorrow, but only in homes or premises without neighbors or workers.
The collection of food in restaurants and cafeterias will already be possible in this “Phase 0”, but only on request, preferably for the elderly or with dependencies and without consumption on the premises.

El Corte Inglés enters the delivery of food prepared to homes by Deliveroo: El Corte Inglés will promote the home delivery of dishes prepared through Deliveroo after implementing a meticulous security plan to avoid any risk in relation to Covid-19, as reported by the distribution group on Sunday.
The initiative starts in Madrid, Vigo, Coruña, Barcelona, Malaga and Marbella, which will be followed by other cities “in the coming weeks” as the security protocols developed by the company are implemented.
Its implementation includes a series of additional measures both in the process of preparing the dishes and in shipping to the customer’s home, such as the use of sealed containers with a new system of control and bagging with “witness” label to avoid manipulation by third parties. The delivery of the order will be made under the formula of contactless deliveries, which implies that the delivery person is never in contact with either the product or the customer to guarantee security throughout the chain.
In addition, the action protocol includes the figure of a coordinator who supervises and ensures all the phases of the process, including the use of masks, gloves and other kinds of tools that avoid any type of manual handling of food; to which will be added a reinforcement of the cleaning and sanitation measures.
Thus customers will be able to choose from more than 40 dishes prepared by the chefs of The English Court following traditional recipes that, according to El Corte Inglés, are made “with the best raw materials” -fowl eggs, croquettes prepared with fresh milk, chicken fingers of national origin fed with cereals, fish from Spanish markets or meat from suppliers that have animal welfare seals.
Customers can request menus both for themselves or for family members who cannot cook since the Deliveroo app allows the order to be sent to other addresses. Prices range from 3 to 15 euros and orders can be requested from 12:00 to 19:30 from Monday to Saturday, and until 18:30 on Sundays (always depending on local opening hours) , with a reduced delivery time that will range between 15 and 30 minutes.
