SPAIN

EU urges Spain to address housing crisis: {Translation, summary}
– The housing crisis in Spain is increasingly worrying Brussels. The European Commission is well aware of alarming data from entities like the Bank of Spain, which estimates that 600,000 homes are needed to alleviate rental pressures, as 40% of Spaniards spend over 40% of their income on rent, compared to the European average of 27%. What has so far been a social problem risks becoming a burden on the Spanish economy, according to EU sources. For the first time, the Commission has included housing in its recommendations to Spain within the framework of the economic semester review.
– Europe is struggling with housing prices. “The shortage of housing and its impact on prices affect household disposable income and pose a challenge, especially for low-income families and young people,” states the Commission’s report on Spain. Although Brussels has warned before about the risks of unaffordable housing and soaring rents in Spain, it now issues specific recommendations to address the issue, which, if unresolved, could hinder economic growth.
– The Commission urges Spain to increase housing supply by completing land reform, shortening permit processing times, removing administrative bottlenecks, and tackling labour shortages in construction. It also calls for strengthening social and affordable housing provision.
– The Commission’s assessment focuses on expanding the housing stock, a goal of the land reform law that the Ministry of Housing had to withdraw due to lack of parliamentary support. Prime Minister Pedro Sánchez plans to ask regional leaders to triple housing funds. Brussels also demands reducing administrative obstacles to boost construction and addressing labour shortages, noting that 50% of employers report difficulty finding workers.
– Another key concern is housing affordability. Young people and vulnerable groups, including migrants, whose labour underpins part of Spain’s economic growth, struggle to access housing. Without addressing these groups’ needs, macroeconomic data could suffer, warn EU sources. Sergio Gutiérrez, real estate expert, warns of a regulatory change- “To rent or sell your property in 2030 you will need an Energy Certificate proving compliance with Directive (EU) 2024/1275 & Agenda 2030 targets”: {Translation}
– Sergio Gutiérrez, a real estate and investment expert, warns that a new European directive on energy efficiency could significantly impact Spain’s rental housing market from 2030. Under Directive (EU) 2024/1275, all properties intended for rental must have a minimum energy certificate of class E by 2030.
– Achieving this standard may require substantial investment in insulation, windows, heating, and other systems, creating uncertainty and pressure among property owners who may struggle to comply without costly renovations.
– The directive aims for zero emissions in the property sector by 2050 and sets ambitious targets: renovating 16% of the least efficient non-residential buildings by 2030, 26% by 2033, and reducing primary energy use in residential buildings by 16% by 2030 and up to 22% by 2035. All new buildings must be zero emissions by 2030.
– While Gutiérrez notes that selling properties should not pose major issues—since notaries often find ways around certain legal requirements—he highlights a potential challenge with mortgages. Banks may refuse to grant mortgages for properties lacking the necessary energy rating, or regulations could require a minimum class E for mortgage eligibility. These changes could reshape Spain’s property market, especially for landlords and investors.

ANDALUCÍA

Andalucia will go to the Presidents Conference “with little faith” in its results: {Translation, summary}
– Andalusia will attend the Conference of Presidents in Barcelona with low expectations, amid doubts about the meeting’s usefulness despite resolving agenda disputes. The central Government aims to focus on housing, proposing a €4 billion contribution matched by €2.7 billion from regional governments, with a commitment to keep publicly funded homes as protected housing permanently.
– Andalusia’s Junta, led by spokesperson Carolina España and Housing Minister Rocío Díaz {pic}, expressed scepticism, criticising the Government’s interventionist housing law for reducing rental supply and increasing costs. Díaz highlighted Andalusia’s pragmatic approach through dialogue and effective policies, including a €38 million aid programme for 1,237 protected rental homes across five provinces. This pioneering initiative, started in 2019, has already supported 7,000 rental homes with over €300 million in funding, demonstrating a more realistic solution to housing challenges. AXARQUÍA

Concern for a fungi pest in the vineyards of Axaquia: {Translation, summary}
– The ‘downy mildew’ fungus (Plasmopara viticola), a microscopic but highly destructive disease, has re-emerged in 2025 after years of dormancy due to drought, severely affecting Muscat of Alexandria vineyards in the Axarquía region of Spain. This fungal outbreak threatens up to 80% loss of grape production on affected estates.
– The problem is widespread, impacting other traditional wine regions like Castilla La Mancha and Andalusia, driven by this year’s heavy rains and high temperatures.
– Local mayors and agricultural leaders have visited affected vineyards, which are recognised by UNESCO as an Important Agricultural Heritage System, and are urgently calling for government support.
– The fungus attacks grape clusters and leaves, and experts warn it may persist in vine roots for years despite costly chemical treatments. The current outbreak recalls a similar event in 2011 following a wet period. Reservoir levels, crucial for irrigation, have recently improved, but the fungal threat poses a significant challenge to the region’s viticulture and farming communities. COSTA DEL SOL

Mountain goats turn heads as they take a stroll along popular Costa del Sol beach, 2nd such event this week:
– Local residents and tourists alike in the Huelin neighbourhood in Malaga were in for a big surprise this Wednesday morning, when they noticed two mountain goats wandering along the San Andrés beach, near the Rocamar beach bar.
– It was around 9am when the presence of the pair of three-year-old male goats was noted. After walking along the beach, the wild animals entered the area around the city port just in front of Huelin park.
– This is the second appearance of this species in less than a week in Malaga city. Last weekend, another mountain goat wandered through the El Limonar neighbourhood, once again to the surprise of local residents. The animal was disoriented and quickly dashed towards the river, where it was last seen. RINCÓN DE LA VICTORIA

Collision between a car and a motorcycle leaves a 57-year-old dead in the MA-20: {Translation}
– A man has lost his life this morning after the collision of a car and a motorcycle on the MA-20, according to the Emergency Service 112. The accident has also left major traffic jams – of more than six kilometres at rush hour- in the area and has complicated the entrance to Teatinos, where there have been traffic detours in the early hours of the morning. At this hour (11.30 a.m.) the circulation is already normalized.
– Several witnesses have called 112 shortly before eight o’clock in the morning to report a collision between a car and a motorcycle, at kilometre 7 of the MA-20, Rincón de la Victoria direction. According to the callers, the driver – a 57 year old man – was injured on the ground and needed medical assistance.
– The emergency coordination room activated at that moment the Civil Guard, Local Police, road maintenance and the Health Emergency Centre (CES) 061, which finally confirmed the death of the driver of the motorcycle, aged 57 years. No further information has been released on how the accident occurred.
– This is the third fatal accident in less than a week on the roads of the province. Last Thursday, two people, a 78-year-old man and a 60-year-old driver, lost their lives in traffic accidents in Sayalonga and in the capital of Malaga. FUENGIROLA

UPDATE- Hitman disguised as father pushing pram preceded double murder of gangsters at Irish bar in Fuengirola:
– The murder of two men – Ross Monaghan and Eddie Lyons Jr. at an Irish bar in Fuengirola on Saturday, 31 May, was the culmination of a long clan war that originated in Scotland. Both men had taken refuge on the Costa del Sol to escape murder attempts on them back in their home country.
– Monaghan had survived an assassination attempt in Glasgow, in 2017. He had just dropped his daughter off at St George’s Primary School in Penilee, when a gunman disguised as a father pushing a pram, his face hidden behind a scarf, shot him. Ross was wearing a bulletproof vest and was only wounded in the shoulder.
– Three days later, he was seen at Glasgow Airport, about to board a flight to Malaga. His past, however, continued to haunt him. His background and that of Lyons Jr were widely reported in the Scottish press back then. Both were gangsters from a clan involved in the drug-trading war.
– Ross Monaghan had even been charged with the murder of Kevin ‘Gerbil’ Carroll – a member of the rival Daniels clan, with whom the Lyons have been at war for decades. Carroll was shot 13 times in a supermarket car park in the Glasgow suburb of Robroyston in 2010. His death went unpunished in the eyes of justice.
– Days before Carroll was killed, the other victim in the Fuengirola shooting – Eddie Lyons – had become the victim of another murder attempt. These cases are all linked to a series of assaults, shootings and bomb attacks in Glasgow and Edinburgh, for which more than 30 people have been arrested.
– Although Monaghan and Lyons Jr escaped the front line in Scotland, the repercussions for their crimes followed them to the Costa de Sol. When Ross saw his friend killed before his eyes on Saturday night, he immediately leapt from his chair and tried to hide inside the Irish-themed Monaghan pub, which was filled with the crowd watching the final of the Champions League. However, the hooded gunman got to him before he could reach the bathrooms and gunned him down in front of eye witnesses, while bar staff dived for cover.
– Spanish police investigators, led by the Udyco-Costa del Sol serious crime squad, knew the deceased extremely well – they had no problem identifying them, despite the fact that they had no ID documents on their bodies. The officers were also aware that the two had been targets in previous murder attempts. Officers fear that the violent clan war will continue, with more murders that could follow. ALMERIA

Arrested in Almería for illegally manufacturing more than 150 kilos of explosives in the garage of his home; for making fireworks or forced ATM withdrawals?: {Translation}
– The Civil Guard arrested an individual in Puebla de Vícar, Almería, for illegally manufacturing explosives and seized over 150 kilograms of explosive precursors and chemicals, along with 100 metres of fuse, 200 electric matches, and 28 large homemade pyrotechnic devices stored unsafely in their garage. The operation, named ‘Pebels’, revealed the substances were intended for making illegal explosive, pyrotechnic, or incendiary mixtures.
– This seizure is among the largest in Spain, comparable to a 2023 bust in Montmajor, Barcelona. The investigation followed a prior arrest in Seville and uncovered that the suspect had purchased banned substances like potassium chlorate and perchlorate from Eastern Europe, circumventing strict EU controls. Explosive precursors are tightly regulated in Spain, requiring licences issued by the Ministry of the Interior via CITCO. The detainee now faces charges of illegal manufacture, storage of explosives, and causing risk through explosives. This case highlights ongoing efforts to prevent the illicit use of dangerous chemicals for violent or terrorist purposes. UKRAINE WAR

Trump Says Putin Vowed Retaliation for Drone Strike in Todays Phone Call:
– President Donald Trump said Russian leader Vladimir Putin in a phone call Wednesday warned him he would retaliate for a recent Ukrainian drone strike on Russian airfields, signalling further complications in the US effort to broker a ceasefire.
– “It was a good conversation, but not a conversation that will lead to immediate peace,” Trump said of the conversation, which lasted over an hour, in a social media post. “President Putin did say, and very strongly, that he will have to respond to the recent attack on the airfields.”
– Trump’s conversation with his Russian counterpart came the same day that Putin dismissed an offer from Ukrainian President Volodymyr Zelenskiy for the two to meet for direct top-level negotiations to further talks to end the war, now in its fourth year. “How can such meetings be held under these conditions? What is there to talk about?,” Putin said during a televised meeting with government officials. USA

The US insists that NATO countries dedicate 5% in defence- “Including our friends from Spain”: {Translation}
– The United States has called on NATO allies to commit 5% of their GDP to defence spending, insisting this is a “starting point” rather than a suggestion, with the aim of strengthening the alliance’s security amid rising threats. US Ambassador Matthew Whitaker emphasised that all allies, including Spain, must urgently increase their military budgets ahead of the upcoming NATO summit in The Hague. “We are working with all our allies to agree on this defence commitment in The Hague, including our friends in Spain. We hope the summit will be successful and that all our allies will join this commitment,” he summarised.
– While 23 of 32 allies currently meet the 2% target, the US and NATO Secretary General Mark Rutte propose raising this to 5%, with Rutte suggesting 3.5% for direct military investment plus 1.5% for related security spending by 2032. – Spain, historically a low spender at 1.28% of GDP in 2024, recently announced a €10.4 billion increase in defence funding to reach the 2% target by 2025, focusing on troop welfare, cybersecurity, and domestic industry support, with some of these being disputed by the EU as not actual “defence spending”. Prime Minister Pedro Sánchez maintains Spain’s pacifist stance but acknowledges the need for deterrence. However, Spain resists the 5% target, viewing it as politically driven.
– Meanwhile, 14 eastern and northern European allies have pledged to reach at least 5%, urging collective and individual urgency in defence investment to prepare, deter, and defend against evolving threats. The pressure on Spain and other NATO members to boost defence spending continues amid a shifting geopolitical landscape. FINANCIAL

The Government approves the bill that will allow the taxpayers with debts to have their cryptocurrency holdings seized: {Translation, summary}
– The Spanish Government has advanced legislation to strengthen control over the rapidly expanding cryptocurrency market. The Council of Ministers approved a draft law to implement the EU’s DAC8 directive, allowing the Tax Agency to seize crypto assets from taxpayers with debts.
– This law strengthens oversight by extending measures beyond the current level of inspections and the requirement to report crypto-related gains and losses. It aims to improve information sharing on crypto holdings, including assets held abroad, by replacing the term “virtual currency” with “crypto asset.” The legislation updates tax regulations in line with Supreme Court rulings and addresses the evolving banking and payment landscape involving crypto technologies. DAC8 mandates stricter reporting and due diligence for crypto providers across the EU, affecting all holders, both residents and non-residents, in Spain.
