National election leaves Spain in a labyrinth:
– The parliament that emerged from the national election held in Spain this Sunday and which will begin a new term on August 17 as the closest thing to a political labyrinth. Together, the two right-wing parties did not win enough seats to form an absolute majority (for which 176 seats are needed), and the possibility that the Popular Party (PP) and the far-right Vox could make pacts with other parties to reach it can be completely ruled out, given Vox’s unwillingness to work with regional nationalist groups (the far-right party advocates a strong centralized government).
– Together, the PP and Vox have 169 seats, and they only have one safe seat they could add to their bloc, that of the Navarrese People’s Union. Another possible scenario would be the addition of the seat won by Coalición Canaria, a party that many associate with the PP because they are governing with them in the islands. But without the support of the PNV – unlikely at this point — this combination of forces would still not be enough to raise Alberto Núñez Feijóo’s seats to the necessary 176.
– The left-wing bloc that has carried Prime Minister Pedro Sánchez’s government for the past four years did not win the necessary 176 seats either. For the Socialist Party (PSOE) and Sumar (a grouping of 15 small leftist parties) to form a new coalition government, they would have to come to some kind of agreement with Junts, a Catalan party founded by Carles Puigdemont, who pushed an illegal independence referendum in 2017 and fled to Belgium.

1. The Prosecutor’s Office asks Supreme Court Judge Pablo Llarena to reactivate the search and capture order against Puigdemont.

– The leader of the PP and candidate for the Presidency of the Government, Alberto Núñez Feijóo, admitted on Monday that the PP has not reached its “expectations” in the general elections, but stressed that it is the winning party and, therefore, it is his “responsibility” to lead the talks to try to form a Government. For this reason, he has informed the senior members of his party that he has opened contacts with PNV, UPN, Vox and Coalición Canaria.
– “I am not going to give up on achieving it”, Feijóo declared in his speech to the PP’s National Board of Directors, a few hours after the bitter victory of the party, which won the elections with 136 seats and 33.05% of the vote, but the Socialist Pedro Sánchez has more options of winning the investiture if he gets the abstention of Junts.

Dates for a possible investiture and when would there be new general elections?: {Translation, summary}
– The PP has won the elections, but, contrary to what the polls predicted, the combination with Vox is not enough for it to govern. For its part, the left-wing bloc won 153 seats which, added to those of ERC, EH Bildu, PNV and BNG, would give a total of 172, which would not be enough to govern either.
– The key to La Moncloa (Spain’s “White House”) is in the hands of Junts. If the nationalist party abstains, Pedro Sánchez could be re-elected president of the government. Feijóo could also be elected president if, in addition to this hypothetical abstention, he wins the support of Coalición Canaria or the PNV. And what if Puigdemont’s party does not opt for one or the other? In that case, the electoral clock would start ticking again and Spaniards would once again go to the polls in a few months’ time.
– According to the electoral calendar, Congress will be constituted at 10:00 a.m. on 17 August, with the election of the new president of the Lower House, who will be the person in charge of travelling to the Zarzuela Palace that same day to inform the King of the results.
– Judging by previous elections, it is to be expected that, after being informed of the composition of Congress, the head of state will summon the representatives of all the parties with representation to explore support in an investiture session. He would do so in Zarzuela, during the week of 21-27 August.
– Once the groups in Congress have been formed and the spokespersons for each of them have been designated, plenary sessions can be called. Following these forecasts, the first investiture debate would be held, at the earliest, at the end of August or during the first week of September.
– To try to be sworn in as president, Feijóo and Sánchez have two chances each, as in each investiture session there can be two rounds of voting. In the first session an absolute majority is required (176 MPs), while in the second – which is held 48 hours later – it is enough to have more yeses than noes. The latter option seems the only likely one, as long as Junts gives in.
– Suppose that Feijóo does not get the necessary support and gives up his candidacy for the investiture. In this scenario, Sánchez could be the only one to run. If he manages to be invested at the first attempt, he could take office in the first week of September or at the beginning of the second. If Feijóo were to make an attempt before Sánchez and it were to fail, the deadlines would be extended, as the King has a period of two months to explore the socialist candidate’s support.
– The date of the first failed investiture vote determines the timetable for a possible electoral repetition. In case of deadlock, the Parliament would be dissolved after two months (the deadline set for the King’s new round of consultations) and the new general elections would be held 47 days after the dissolution of the Parliament.
– In other words, if the investiture does not go ahead at the beginning of September and the deadlock remains at the beginning of October – as occurred in 2016 and 2019 – the Parliament would be dissolved in November and elections would be held 47 days after this date. In the event of a repeat election, the most likely scenario is that the elections would be held in the middle of the Christmas season: in late December or early January. Circuito de Jerez denounces the sale of false tickets for the Spanish GP: {Translation}
