SPAIN

Election Update- The PP wins a seat with the CERA vote that forces the PSOE to seek the ‘yes’ of Junts, meanwhile, Sánchez declines to meet with Alberto Núñez Feijóo before 17 August to hold a “fluid dialogue” on the governability of the country: {Translation, summary}
– The votes of the Electoral Census of Absent Residents (CERA), those cast by Spaniards living abroad, has given one more seat to the Popular Party in Madrid to the detriment of the PSOE. The counting of the votes of Spaniards abroad changes the results of last Sunday’s elections. The PSOE will no longer be able to use Junts’ abstention and will have to negotiate a ‘yes’ to Sánchez’s investiture with the pro-independence party.
– Thus, the sum of the blocks in the lower house leaves the PP and Vox with 172 seats, with the addition of Coalición Canaria and UPN to the block, and 171 for the sum of PSOE, Sumar, ERC, PNV, EH Bildu and BNG, so that the Socialists would not need only the abstention of the seven deputies of Junts, but would need the ‘yes’ of at least one of them.
– Oddly enough, Carlos García Adanero, who was expelled from the Unión del Pueblo Navarro (UPN) for voting against the coalition government’s labour reform, disobeying his party’s leadership and joining the PP, will remain a member of Congress thanks to the votes of the CERA.
– The former president of the Generalitat Carles Puigdemont has assured this Saturday that “political blackmail” will not make Junts vote in favour of the investiture of the acting Prime Minister and PSOE candidate for the Presidency, Pedro Sánchez. He considered it relevant that Sánchez “can only be elected if he obtains the affirmative vote of a broad coalition, including the seven votes of Junts”.
– He added that, “Either Junts votes yes, or the PSOE ends up facilitating the investiture of Feijóo (or the candidate that the Popular Party proposes) or we go to a repetition of the elections”. “Having the critical vote is circumstantial. One day you have it and the next day you don’t, and we can never lose sight of that. This must not lead us to fall into haste for fear of losing it, nor into overreaction in the face of a power that is inevitably ephemeral”, he added. Sánchez rejects urgent meeting with Feijóo, as requested by PP leader: {Translation, summary}
– The general secretary of the PSOE and acting president, Pedro Sánchez, has responded this Sunday to the letter sent by the leader of the Popular Party, Alberto Núñez Feijóo, in which he has declined the request of Feijóo to meet this week to avoid the “blockade and ungovernability” in Spain, and has summoned him to meet after August 17, as well as with the rest of the spokesmen for the parliamentary groups, once the Cortes has been constituted and the candidate proposed by the Head of Parliament has been designated. State, according to the letter from the PSOE.
– In a puzzling contradiction, Sanchez criticized PP pacts in some autonomous communities with Vox, “governments that are adopting measures that imply disturbing setbacks in matters as important as social dialogue, equality, diversity or the environment,” while at the same time Sanchez refused social dialogue with Feijóo. The PP is preparing to erode Sánchez, if he governs, by using the PP majority and investigation commissions in the Senate to block Sanchez’ proposals: {Translation, first 3 paragraphs only}
– The PP will deploy its parliamentary and territorial support to wear down the Socialist Pedro Sánchez if he manages to be invested president of the Government, as it will be able to use the absolute majority it has won in the Senate (143 of the 266 senators) to give the green light to commissions of enquiry, while it will also have the power to delay the deadlines for legislative initiatives.
– Moreover, it will be able to force the convening of Conferences of Presidents, given that the rules of procedure open up this option if at least ten presidents request it. If in the last legislature the PSOE presided over nine regions compared to the six of the PP, now the tables have turned and the ‘populares’ now have 10 autonomous regions – they can reach 12 if the governments of Aragon and Murcia are formed – with which Alberto Núñez Feijóo can coordinate to be a “counterweight” to the coalition Executive of Pedro Sánchez and his partners.
– “Sánchez is going to be very cornered”, sources from the ‘popular’ party told Europa Press, convinced that if he manages to get the legislature off the ground, it will be “very short” given the “weakness” of a head of the Executive who will have to negotiate with several partners and who will face stiff opposition from the PP.
– One of the PP’s main trump cards if Sánchez governs, once the Cortes is constituted, will be the possibility of giving the green light to investigative commissions in the Senate, thanks to the majority it will have in the Chamber’s Bureau.
In this legislature, the PP did not have this power and, for example, the majority that PSOE and PNV had in the Senate Bureau decided not to admit the PP’s request to create a parliamentary investigation commission in the Upper House on alleged irregularities by the PSPV in the framework of the so-called ‘Azud case’. The Andalusian government spokesman calls Pedro Sánchez “frivolous” for rejecting Feijóo’s meeting request: {Translation}
– The spokesman for the Andalusian Regional Government and Minister for Sustainability & Environment, Ramón Fernández-Pacheco, criticised on Monday the “frivolous” and “irresponsible” attitude of the acting Prime Minister, Pedro Sánchez, after he declined to meet with Alberto Núñez Feijóo before 17 August to hold a “fluid dialogue” on the governability of the country.
– Speaking to journalists in Mojácar (Almería), the Andalusian Government spokesman stressed the “situation of uncertainty” in which the country finds itself after the general elections of 23 July, which “not only affects politics but also transcends economic and social issues”, and therefore urged the President of the Government to talk with the ‘popular’ candidate.
– Fernández-Pacheco considers as “totally unacceptable” Sanchez’ refusal to hold a meeting “in an environment of democratic normality” given the leader of the PP “won the general elections a week ago, yet Spain can wait while Sanchez finishes his holidays”.
– “Mr Sánchez has told him no, that he is on holiday and that he will not be back until the 17th and therefore has nothing to talk to him about”, summarised Fernández-Pacheco, who believes that politicians should “always put the general interest before their own interests”, especially when it comes to “addressing the future and governability of Spain”.
– With this, he stressed that the priority now must be “to get us out of this situation of uncertainty” and “to bring about a government that is stable, capable of facing the challenges that we all face together”, which is why it is “demandable” that the current President of the Government and “loser of the elections on 23 July” advocates dialogue “in order to ensure that Spain has a government as soon as possible”. – For the province of Malaga, the warnings for strong heat will start today, Tuesday 1 August, with a significant rise in maximum temperatures and which will lead to the activation of yellow alerts for August 1st and 2nd for strong heat with maximum values above 36º.
– According to the Meteorological Agency on its website, the yellow warning will affect the regions of the Costa del Sol and the Guadalhorce Valley on 1 and 2 August between 13:00 hours and 21:00 hours.
– This marks the start of a week “of contrasts” in which the maximum temperatures will remain before finally dropping and leaving a weekend with thermometers hovering around 29-30º. Source, Spanish: https://www.malagahoy.es/malaga/tiempo-Malaga-alerta-amarilla-comarca-Antequera_0_1816318585.html

TORROX

The “war of the umbrellas” continues on the Algarrobo and Torrox beaches despite its ban: {Translation}
– Algarrobo and Torrox are enforcing the ban on sun umbrellas without the owner being present. The famous ‘umbrella war’ is every year the protagonist of many beaches of our coast. Two years ago, a video of the long queue of hundreds of sunbathers on a beach in Torrevieja went viral and many town halls took action.
– Algarrobo was the first municipality in the province to prohibit prior reservation on the beaches. In article 14 of the ‘Municipal ordinance for the use and enjoyment of the beaches of the municipality of Algarrobo’, it is stated that “it is forbidden to leave umbrellas, parasols, tents, parasols and other equipment without the presence of its owner, in order to reserve the physical space of the beach”.
– Although Algarrobo was the pioneer in implementing this measure in 2015, it is not the only municipality in Malaga that complies with this rule. Torrox and Vélez Málaga are joining this measure.
– The municipality of Torrox has taken action to put an end to this practice. The coastal municipality considers that “it is forbidden to reserve physical space on the beaches, at any time of the day or night, by placing on the sand any type of object or equipment (chairs, umbrellas, tables, awnings, etc) without the physical presence of a person who owns them”.
– Therefore, it is not surprising to see how the local police in the area seal these items in a pack and fine the umbrellas without an owner: “You can not leave the umbrellas at 14.00 hours and return at 18.00 hours and that people who come later have to stand behind, because everything is occupied with chairs and umbrellas”, indicate from the City Council of Torrox. Before removing the offending items to police stations, the procedure is as follows: “The police take a picture of the abandoned items and then seal the pack,” they say.
– Leaving the umbrella in place is considered a minor offence, punishable by a fine of up to 300 euros. In Algarrobo, collecting your items from the Police costs 30 euros, if done within 14 calendar days. Otherwise, if they are not removed “they will be considered waste and will be “disposed of”.
– In Torrox, to collect the belongings there is a penalty of 50 euros per pack. Both umbrellas, chairs, towels, if everything that was together”, indicate from the Consistory of Torrox. If you leave the umbrella and when you return it is not there, users must go to the police station and there they will know if their belongings have been removed or not. To collect them they must give a description of where they were and what they were like. According to the regulations, “objects found in this way will be removed and stored by the municipal operational services and will remain in the municipal premises for a maximum period of fourteen days”.

NERJA

Jellyfish appear on the beaches of Nerja and Torrox:
{Translation, summary}
– A school of jellyfish coming from the coast of Granada has appeared this last weekend on the beaches of Nerja and Torrox and, this Monday 31st of July, they could move to other points of the coast of Málaga “although with limited presence”, according to Infomedusas.
– Several specimens of Pelagia noctiluca, mushroom-shaped, transparent and pinkish with yellow spots, were sighted a few days ago in the municipalities of Nerja and Torrox, and it is not ruled out that they will enter other parts of the coast of Malaga in the next few hours, pushed by the south-easterly wind that will blow throughout the day. CÓRDOBA

Horeca of Córdoba warns of the “significant decline” in tourism due to heat waves: {Translation, Summary}
– The president of the Provincial Association of Hospitality and Tourism Entrepreneurs of Córdoba (Horeca), Miguel Ángel Morales, has warned this Monday of the “significant decline that has occurred in tourism during the month of July” this year in the Cordoba capital with in relation to the month of July of the previous 2022, due to heat waves.
– Morales has indicated that, “without wanting to be alarmist, the changes that are taking place in the weather, especially the increasingly frequent heat waves that we are experiencing in Córdoba, may end up affecting the behaviour of tourists and, consequently, to the flow of visitors that come to our city…causing changes that we must anticipate and before which we must take the necessary measures”. They’re not UFOs but instead a ‘train’ of Starlink satellites from SpaceX, a company that is part of the Elon Musk empire, along with Tesla and Twitter (recently rebranded as ‘X’).
– The project’s own website indicates that these satellites have been visible in the Malaga sky for a few days now. Your previous opportunity to see them was on Monday, 31 July at 10.51pm (for six minutes) and the next will be Tuesday, 1 August at 10.01pm hours. In both cases there should be a good view as it will pass from west to southeast.
