Malaga municipalities extend measures against drought- there are now 14 with water cuts + reservoirs update:
{Translation, summary} 09/08/23,13:47
– 14 municipalities have implemented water cuts to its population, mostly at night, due to lack of water in the reservoirs from which they are supplied. The last to join this measure have been Almogía, Villanueva de la Concepción and the southern area of Torcal de Antequera. The solution, until the arrival of the long-awaited rains, is the hiring of water tanks and tanker trucks.
– These three inland municipalities are supplied from the El Puntal reservoir, whose level is dropping every day. This lack of water has led them to meet and issue a statement in which they announce occasional water cuts at night, from 18.00-20.00 in the evening and until 08.00 in the morning, and until the levels of the reservoirs are recovered. They will be carried out during the next weeks and appeal to “make an efficient use of water to avoid having to extend these restrictions more hours and to more areas”.
– Casabermeja also receives water from this large reservoir and is one of the municipalities most affected by the restrictions in the province of Malaga. Here, residents receive water about six hours a day: it is cut off at 14.00 hours and does not return until 08.00 hours the following day. The situation is more drastic in rural areas, which only receive water about six hours a week.
– In the neighbouring town of Colmenar, barely ten kilometres away, there are also problems with the supply, which has led to water cuts in scattered and rural areas.
– The regions most sensitive to the drought are Axarquia and Valle del Guadalhorce. In the latter, the town of Valle de Abdalajís has initiated this week water cuts from 23.00 to 07.00 hours. And in the case of Axarquia, municipalities such as Almáchar, Benamargosa, El Borge, Iznate, Moclinejo, Periana, Sedella and Vélez-Málaga have been adding to the supply cuts in their urban centers and / or scattered areas. The timetable of the restrictions varies in each one and can go from 21.00 to 09.00 hours or from 00.00 to 07.00 hours.
– The levels in the reservoirs of the province also does not help to alleviate the situation of the municipalities. The seven reservoirs in Malaga accumulated this Wednesday 159.27 cubic hectometres (hm3), being at 26.05% of its capacity. A year ago, they had 117 cubic hectometres more.
– In critical situation are the reservoirs of La Viñuela and Conde del Guadalhorce. Both ended July recording record low volumes for that month. La Viñuela, which supplies the Axarquia region, already faced the beginning of the summer at historic lows, below 15.2 cubic hectometres, at 9.2% of its capacity. It currently stores only 14.12 hm3 and is at 8.59%.
– The Conde del Guadalhorce dam has started August with a historical record in the level of minimum reserves at 19.27% of its capacity, with 12.81 cubic hectometres, a milestone that was recorded last Monday. Two days later, the situation remains the same.
– There are reservoirs that are in a better water situation. The Guadalhorce reservoir is at 26.26% of its capacity, with 33.01 hm3, and the Guadalteba, contains 56.18 hm3 and is at 36.65% of its total volume. The Limonero and Casasola reservoirs are also located in the city of Malaga, at 28.83% and 33.43%, respectively. The former accumulates 6.44 hm3 of water and the latter, 7.26. In the Western Costa del Sol, the main source of water supply is the reservoir of La Concepción, which is in the best situation. This Wednesday it is at 51.18% of its capacity, with 29.45 cubic hectometres.

TORROX
The mayor of Torrox signs an edict to influence water saving in the face of drought: {Translation, summary}
– The mayor of Torrox, Óscar Medina, has signed a proclamation to influence water saving in the face of the drought. Apart from the already established cut off the supply of water resources in the beach showers and footbaths, the new notice prohibits the use of drinking water in irrigation of gardens, parks or public and private green areas; the washing of streets, sidewalks or facades; the filling or refilling of private pools; washing cars outside authorized establishments; and ornamental fountains, showers or public fountains without closed circuit. Medina has insisted on publicly requesting a “rational use of water” and continues to ask for “understanding” for the occasional difficulties that may occur in the supply.
– The mayor noted that “Torrox is being able to save the summer in a normalized way and with great effort,” although the City Council, also attending to the requirements of the public water company of the Axarquia, Axaragua, sees the need to continue adopting saving measures in a month of August in which the population is quadrupled “by the historic high tourist season that is living the municipality.
– Medina has detailed, to the drought situation is added the current heat wave that is suffering Spain and the arrival of the bridge (long holiday weekend) of the Assumption, which also coincides with the fair of El Morche, which is celebrated from Friday 11 to Tuesday 15 August and the forecast of a high demand for water supply due to the increase in visitors. Hence, continues the mayor of Torrox, that has to take these “new exceptional saving measures” to the situation of exceptional drought in the system of exploitation Viñuela-Axarquia, which is also the one that supplies the municipality. Entire Nation Gets Doxed- U.K. Electoral Commission Breach Exposes Personal Voter Data of 40 Million Britons, they waited 10 months to alert voters:
– The U.K. Electoral Commission on Tuesday disclosed a “complex” cyber attack on its systems that went undetected for over a year, allowing the threat actors to access years worth of voter data belonging to 40 million people. “The incident was identified in October 2022 after suspicious activity was detected on our systems,” the regulator said. “It became clear that hostile actors had first accessed the systems in August 2021.”
– The details exposed as a result of the cyber incident are as follows:
*Name, first name, and surname
*Email addresses (personal and/or business)
*Home address if included in a webform or email
*Contact telephone number (personal and/or business)
*Content of the webform and email that may contain personal data
*Any personal images sent to the Commission.
*Home address in register entries
*Date on which a person achieves voting age that year
– It’s not clear why the disclosure was delayed by another 10 months, but the Commission told the BBC and The Guardian that it was done to stop the adversary’s access, investigate the extent of the breach, and enforce security guardrails.
– “Anyone who has been in contact with the Commission, or who was registered to vote between 2014 and 2022, should remain vigilant for unauthorized use or release of their personal data,” the (Commission) watchdog said, adding it has put in place mitigations to secure against future attacks.
– Dox = to publicly identify or publish private information about (someone) especially as a form of punishment or revenge.
*DoctorLaptop Notes*
– This was probably an inside job. Perhaps a disgruntled, or blackmailed, network manager at the Electoral Commission. Or a network manager did something unimaginably stupid for a supposed tech expert: connected home PC to work server, clicked an email phishing link, left their password out where others could access it, etc.
– With today’s security tools, a breach like this should have been identified in days. To remain undetected for so long suggests the threat actor had top level network admin access. Why? Data chains (the network connecting work stations to the mainframe server) are compartmentalized into sections. Average workers only have access to their section, not the entire network. Only a few people have the top level network admin access that was required to maintain the breach undetected for so long, across the entire network.
– The amount of work and resources required for a remote hacker group to pull this off, for so long, without inside assistance, makes that possibility unlikely. The data did not include any bank info or financial docs, so there is just not enough reward for a major hacker group to bother with it.

Raging wildfires ripped through Maui communities:
– Raging wildfires that ripped through Maui communities, destroying what’s feared is hundreds of homes and businesses and triggering apocalyptic scenes. People fled into the water or drove by walls of fire to escape the flames, which have left at least 20 people seriously injured, displaced thousands of residents and visitors, and brought the resources of the island’s emergency response to a near breaking point as the flames continue to spread.
– Maui County says three active wildfires continue to burn with more than 100 firefighters trying to battle the flames. Firefighters weren’t able to use helicopters to douse the flames Tuesday because of the high winds, but helicopters have gone up Wednesday.
