BREAKING NEWS- 15/09/2023, 16:16
Neither insurance for dogs, nor a course for owners- the Government recognizes that it cannot yet apply the entire Animal Welfare Laws:
The Animal Welfare law is going to come into force at half speed. Mandatory civil liability insurance for dog owners, the training course for new owners or the creation of a state registry of pets will not yet be a reality despite the legislation coming into force on September 29 . The reason? These points needed to have a specific complementary regulation that detailed their characteristics and, today, they do not have it. The obligation for potentially dangerous dogs remains, for now.
“In purely legal terms, it is not effectively applicable until the regulatory development of this precept takes place, in accordance with the provisions of the same,” says the circular to which ABC has had access on civil liability insurance.
The Ministry assures that this is the same problem faced by the university entrance exam (EVAU) or the sports regulations, since the government that is in office has not yet been able to approve the necessary complementary regulations for those either. “This regulation is in the form of a Royal Decree and a fully-functioning government is needed to approve it,” say ministerial sources, who assure us that the text is ready to be given the green light, pending a change in the political situation.

SPAIN
A new isolated cold squall arrives in Spain- these are the areas that could suffer torrential rain and flooding: {Translation, summary}
– For Friday, the AEMET has activated yellow and orange warnings throughout the east and the Balearic Islands due to the risk of intense thundershowers that could be torrential. “The strongest storms will develop in the early morning and early morning in the east of Andalusia, Murcia, Albacete and south of Valencia,” says Meteored. “These storms will be organised over the east and will advance from south to north, in fact the maps do not rule out the formation of a convective system with very strong storms embedded in its interior”.
– Sea sleets or tornadoes, hail and strong gusts of wind could form.
– How many days of rain will it rain in Spain? The isolated cold squall will affect Spain on Friday, Saturday and Sunday. However, this Thursday (14/9) there is already a probability of thunderstorms in southern and inland areas of the peninsula. With regard to the weekend, the early hours of Saturday morning “would be somewhat calmer”, although the cold front associated with the squall would approach, leaving rain in Extremadura, Galicia and Castile and Leon. Ranchers Lodge Protest Over Gov’t Ignoring Bovine Hemorrhagic Disease, A Driving Force Behind Rising Beef Prices: {Translation}
– Epizootic hemorrhagic disease is a non-contagious infectious viral disease transmitted by mosquitoes of the genus Culicoides, that is, by the same vector as another old one known as Bluetongue disease. The big difference is that Bluetongue is well known in the sector and the Spanish livestock farm has vaccines against it. The epizootic hemorrhagic disease that has historically circulated in North America, Australia, Asia and Africa had not done so before in Europe and, precisely for this reason, livestock farmers are lacking authorized vaccines to fight this threat in the EU.
– The Young Farmers Agrarian Association (Asaja) has had to once again charge against the Ministry of Agriculture, Fisheries and Food for the lack of response in the midst of the advance of the hemorrhagic disease of cows, a disaster that is causing great economic losses to cattle ranchers in practically the entire Spanish territory.
– Asaja has already demanded direct aid from the Ministry of Agriculture and the promotion and coordination of “health control measures with the autonomous communities.” Because “it has been almost a year now, specifically on November 18, 2022, that the Government of Spain is aware of the first cases in Spain of the epizootic hemorrhagic disease in the south of the peninsula.” And, in all this time, ” this serious disease has not been given importance” the ranchers explain. “Currently, the rancher is totally helpless and helpless as he contemplates how the cattle become infected, causing various symptoms, with fever, decay of the animal, problems feeding and drinking, weight loss, abortions and in many cases death of the animal.” The economic damage is enormous, since with the death of some animals, the costs of the pharmacological treatments that the herd requires are added and which reach 100 euros per head, to which we must add the uncertainty of not knowing how many animals will turn out physiologically. once they overcome the illness.”
– It must be remembered that the agricultural insurance lines that are available to the sector do not provide coverage against this disease. For this reason, Asaja has also demanded that the Government provide direct aid for the damage that this disease is causing in the affected livestock farms and that it include this disease in the next agricultural insurance plan. Asaja has also requested a meeting at the highest level with the autonomous communities to coordinate and articulate control measures against the disease. RINCÓN DE LA VICTORIA
Rincón de la Victoria joins the Great International Seabed Cleanup: {Translation, summary}
– This Sunday, September 17, Rincón de la Victoria joins the Great International Seabed Cleanup, which reaches its ninth edition this year in 2023. The beaches of La Cala del Moral will be the scene of this environmental action that is framed in the Libera Project, organized by the Network of Marine Watchers to which ECO&DIVE belongs, promoted by SEO/BirdLife and Ecoembes, as well as by the Department of Beaches of the townhall.
– The day will begin at 10:00 a.m. and not only will waste be removed, but it will be classified for correct management, as well as quantified and categorized, to incorporate this information into a large database useful for scientists and administrators, based on citizen science. In addition, environmental education activities will be carried out. The kilos of waste collected will be exchanged for kilos of food, which are donated to FESBAL, thanks to the agreement that the Network maintains with Nueva Pescanova.
– The meeting point for all people who are interested will be on the beach of La Cala del Moral in the parking lot in front of the Maribel restaurant. “We recommend that everyone who comes do so with light clothing and comfortable shoes, as well as a hat and water,” explained Gemma Infante, one of the people in charge of Eco&dive. EUROPE
Brussels blames Spain for the increase in business bankruptcies in Europe: {Translation, summary}
– The number of business bankruptcies in the European Union is increasing in recent months. Specifically, the second quarter of 2023 was the sixth consecutive quarter in which these continued to increase (the seventh in the euro zone).
– Between the months of April and June the increase in business bankruptcies throughout the EU was 8.4% compared to the previous quarter (9% in the case of the eurozone), reaching highest level of the historical series, which begins in 2015. The sectors that experienced the largest increases in the number of bankruptcies in this period were the accommodation and food services sector (23.9%), the transportation and storage sector (15.2%) and the education, health and social activities (10.1%).
– Who is mainly responsible for this? According to the European Commission, there is one country whose evolution in the level of business failures is weighing down Europe as a whole: Spain. “The EU average continues to be strongly affected by the high and growing number of bankruptcy filings in Spain”, the agency points out directly, which highlights that, although at a slower pace, “excluding Spain, the EU aggregate continued to rise from its 2022 levels”.
– The same report points out that the Spanish unemployment rate is the highest in the entire EU: “in July the unemployment rate ranged from 2.5% in Malta to 11.6% in Spain.” Source, Spanish: https://www.libremercado.com/2023-09-13/bruselas-senala-a-espana-por-el-incremento-de-las-quiebras-empresariales-en-europa-7048191/
USA
BREAKING NEWS- Hunter Biden indicted on three federal gun charges:
– President Joe Biden’s son, Hunter, has been criminally charged with three counts of lying when buying a firearm. The indictment marks the first time the child of a sitting president has been criminally prosecuted.
– All three counts relate to Mr Biden, 53, allegedly lying on forms while buying a gun when he was a drug user. Court documents allege that Mr Biden lied on the federally mandated documentation as he purchased a Colt Cobra Special revolver at a Delaware gun store in October 2018. Prosecutors allege he falsely claimed that he was “not an unlawful user of and addicted to any stimulant narcotic drug”.
– If convicted, Mr Biden faces a maximum penalty of 25 years in prison, the justice department said in a statement. Actual sentences for federal crimes are usually less than the maximum possible penalties.
– Earlier this week, Republicans in the US House of Representatives announced an impeachment inquiry into President Biden. Among the accusations being levelled against the elder Mr. Biden are that he lied about his involvement in his son’s business dealings while serving as vice-president from 2009-17. Nasa’s UFO report- What we learned from UAP study:
– A Nasa probe into hundreds of UFO sightings found there was no evidence aliens are behind unexplained phenomena, but the space agency also could not rule out that possibility.
But it did outline how Nasa will investigate what it calls UAPs (Unidentified Anomalous Phenomena) with improved technology and artificial intelligence.
– The very last page of the report said “there is no reason to conclude” that extra-terrestrial sources are behind the hundreds of UAP sightings Nasa has investigated. “However… those objects must have travelled through our solar system to get here,” the report said.
– Nicola Fox, the associate administrator for Nasa’s Science Mission Directorate, said: “UAP are one of our planet’s greatest mysteries” and that is mainly because of the lack of high quality data. Despite numerous reported UAP sightings, Ms Fox said there typically isn’t enough data that “can be used to make definitive scientific conclusions about the nature and origin of UAP”. CULTURAL REVOLUTION
Controversy in France over a gynecologist who has refused to examine a trans woman: {Translation}
– “Sir, I am a gynaecologist and I deal with real women.” This was the response of a French doctor to a trans woman who asked him for a gynaecological examination. The doctor denies that the person concerned is really a woman and his reaction has sparked controversy in the neighbouring country: “I have no skills to take care of men, even if they have shaved their beards and come to tell my secretary that they have become women”.
– The doctor argued that his examination table was “gynaecological” and not “adapted to examine men”. He then told the woman to go to another clinic. “You have specialised and very competent services that deal with men like you,” he continued. Finally, he instructed the woman to inform “trans people” never to come to his office. He repeated this publicly, in a response to a Twitter (now “X”) comment posted by SOS homophobie, which has pointed out the “transphobic and discriminatory comments” of the gynaecologist in Pau, the French town where the clinic is located. “Transphobia is a reality and has serious consequences, particularly in terms of access to health care,” the association denounced, citing the Minister for Equality between Women and Men and the Fight against Discrimination, Bérangère Couillard.
– For its part, the Stop Homophobie association has stated that it is preparing to file a complaint against the health professional, while the woman involved remains anonymous, according to French media outlet Le Figaro. NATURE
The wildcat, Europe’s last wild animal and the threats it suffers – the war of domestic cat lovers versus field naturalists: {Translation}
(Note: I am posting this article for informational purposes. This does not indicate a DigameXtra endorsement. Feel free to submit comments on the topic, but don’t attack the Editor for the content. The Editor admits in advance, he is not well enough informed on the subject to have an informed opinion on this topic. Thank you. -Ed.)
– The conservation of the Iberian lynx has caused so much concern that a successful captive breeding programme has been developed, and that is good. But little by little, almost without realising it, we are losing the numbers of pure Iberian wildcats.
– The wildcat is a very elusive feline, difficult to observe, and therefore difficult to count in order to ascertain the status of its wild populations and its need for protection. Recent studies on the DNA of the species have revealed that it is much more closely related to domestic cats than was thought. Until a few years ago, most experts considered a subspecies of North African wild cat, Felis lybica, to be the ancestor of domestic cats, thus removing the European Felis silvestris from the status of immediate ancestor of our feline pets. Today this is not considered to be the case.
– Admitting the immediate kinship of the wildcat with domestic cats explains the ability of both felines to mate and produce fertile offspring, and this is precisely one of the points on which the current genetic decline of the wild species and the genetic contamination that affects a large part of the wildcat population is based.
– Some aspects of the behaviour of our cats are also based on the relationship with the wildcat. When the immediate relationship between the North African cat (Felis lybica) and the domestic cat (Felis catus) was accepted, the natural aversion to water shown by most of our pet cats was paradoxical, the Felis lybica being a fishing cat.
– Photographic traps used to capture images of elusive wildcats in the wild are increasingly yielding photo captures of feral cats suspiciously intermediate in appearance between wild and domestic, especially with regard to the large brindle tail of true wildcats, which tends to decrease in size in mongrels. Genetic decline through hybridisation could be the species’ greatest enemy today.
– The big cat, weighing eight to nine kilos in males, does not have many natural enemies, perhaps with the exception of the wolf, which, without pressing directly on it, expels it from the lambing grounds only out of respect for its olfactory signals, something similar to the rivalry between dog and cat in the wild.
– The hybridisation between wildcats and domestic cats is genetically destroying the purity of the wildcat. The protection of wildcats must be based, first of all, on controlling the permissiveness of domestic cats’ escape and contact with the outside world, on their controlled sterilisation if they are not breeding animals owned by authorised breeders, and, as regards abandoned cats, on their confinement in shelters and on the promotion of adoption.
– Colonies of feral cats, although protected and theoretically sterilised at the expense of limited municipal budgets, roam freely, extending their territories into the wild, posing the greatest threat to wildcats.
– Cat-lovers, who are in favour of maintaining these colonies, soothe their consciences without the need to adopt them as is done with abandoned dogs; naturalists, alarmed by the predation that these felines carry out on wildlife, especially birds, are horrified: salon cat-lovers versus field naturalists, a war created by the new laws that should never have happened.
