SPAIN

What happens now that Feijóo has not achieved an absolute majority in the investiture vote?: {Translation}
– The first vote of Alberto Núñez Feijóo’s investiture sets the clock of democracy ticking, with the shadow of a repeat election on the horizon. In order to be sworn in as president, Alberto Núñez Feijóo had to have won this first vote by an absolute majority. In other words, the Popular Party candidate should have obtained 176 votes in favour. This was not the case. The PP leader only obtained 172 votes in favour -those of his parliamentary group, Coalición Canaria, UPN and Vox-, compared to 178 votes against.
– After defeat in the first vote, the regulations state that the candidate for investiture must submit to a second vote within 48 hours. In the case of Alberto Núñez Feijóo it will be this Friday 29 September, where he needs to win by a simple majority to be invested. This is more ‘yeses’ than ‘noes’.
– If on Friday Feijóo fails to win the vote, the clock will start ticking. If the vote fails, a two-month period opens for the King to reconvene a new round of consultations to designate a new candidate for investiture, if there is one.
– If, after two months, no candidate manages to muster sufficient support to be sworn in as president of the government, the Parliament will be dissolved and elections will be called. This is stipulated in Article 99 of the Constitution: “If, two months after the first investiture vote, no candidate has obtained the confidence of Congress, the King shall dissolve both Houses and call new elections with the endorsement of the President of Congress”.
– In that case, according to the calculations set out in the calendar, the elections would be held on 14 January next. The election campaign would last only one week and would begin on 5 January. This would avoid falling on Christmas dates. Source, Spanish: https://www.abc.es/espana/pasaria-feijoo-consigue-investido-presidente-20230927125639-nt.html

The National Police teaches you what to press on your mobile phone to call the emergency services without your aggressor noticing: {Translation}
– Having tools to act when faced with risky situations is essential. And that is what the National Police wanted to do, which in a video published on its social networks shows what you should dial manually on your mobile phone to call 112 in case you are in front of an aggressor and do not want him to realise it.
– By pre-configuring SOS calls on your handset, you can quickly make an automatic call to 112 by pressing the power button on your phone five times in a row. “This will allow the emergency services to hear what is happening, geolocate you and send help,” says a National Police officer in the video.
– If the device’s operating system is Android, you have to activate it in ‘SOS emergency’, in the security section of the phone. If the mobile phone is an iPhone, it is also necessary to go to the ‘SOS emergencies’ section in the settings.
– After pressing the button five times the phone will display a countdown and you can set the silent mode for the emergency call so that the call is made silently. MALAGA PROVINCE

Fifty aircraft take part this weekend in the VI Air Day in Villanueva del Trabuco: {Translation}
– Around fifty aircraft, including drones, radio-controlled aircraft, paragliders, microlights, light aircraft and helicopters will gather this weekend in the town of Villanueva del Trabuco in Malaga for the VI Jornada Aérea, which will take place at the Jupamo aerodrome. This event, organised by the aerodrome and sponsored by the town council, is open to the public and brings together representatives of sport aviation, who will perform, among others, aerobatic demonstrations.
– Around a thousand people are expected to attend this event, for which there are also good weather forecasts, which will be conducive to the exhibition of paragliders and microlights, among others.
– After the reception of participants on Friday 29 September, the busiest day will take place on Saturday 30 September, when, from 9am, there will be three main attractions: an exhibition and helicopter rides for the public, an aerobatic display of a light aircraft and a radio control exhibition with replicas of war planes. On Saturday there will also be a talk for the public, while on Sunday, 1 October, also in the morning, the last exhibitions will be held before the closing of the day. MALAGA CITY

Discovering some of Malaga’s best craft beers:
– Currently, Malaga craft beers such as Cervezas Gaitanejo (Ardales), Cerveza Trinidad (Alhaurín el Grande) or 3Monos (Malaga) continue to be manufactured. Some factories such as Bonvivant (Malaga) and La Catarina CraftBeer (Estepona) have opted for a business model that combines the micro-brewery with a restaurant and a program of performances and live music. There is also La Axarca, which does not have its own factory in its native Frigiliana, something it shares with Attik from Torremolinos.
– To publicise new developments in the sector, various fairs are held throughout the year. The next one will be Malabirra 2023, a beer festival (not exclusively for craft beers) that will take place at Autocine Malaga on October 7 and 8.
– But for those who don’t want to wait, we recommend some essential beer temples in Malaga city… Full article: https://www.surinenglish.com/malaga/discovering-malagas-best-craft-beers-20230927181742-nt.html

EUROPE

European Union prohibits glitter: {Translation}
– The European Commission announced on Monday new regulations prohibiting the sale of products such as cosmetics, detergents, toys, and medicines that contain microplastics added intentionally. These standards will avoid release to the environment of close to half a million tonnes of microplastics, allowing for a significant reduction in plastic pollution.
– The first measures, such as the ban on non-adhesive glitter and microbeads, will be implemented as soon as the restriction comes into force in 20 days. In other cases, a longer transitional period will be allowed to develop and implement alternatives, giving affected parties time to adapt to the new rules. TECH

Biodegradable bags may be ‘more toxic’ than conventional plastic ones:
– Hi-tech biodegradable plastic shopping bags may be “more toxic” than conventional plastic bags, a Spanish study has found. Researchers compared the two types of bags in a toxicology test using fish cells. When the biodegradable bags were used for compost, they registered a higher toxicity level than their plastic equivalents, the study by the Spanish National Research Council found.
– “We were surprised that cells exposed to conventional plastic bags showed no traces of toxicity. However, we did detect it in the biodegradable ones, which decreased the viability of the cells,” said Professor Cinta Porte, lead author of the study. Researchers studied eight single-use plastic consumer products including four biodegradable shopping bags and four conventional plastic products including water bottles, carrier bags and rubbish bags.
– “Our hypothesis is that the toxicity is derived from the chemical additives used for processing the materials, as bioplastics, in general, are more difficult to process than conventional plastics,” their report said. “Manufacturers add chemical additives to make biodegradable bags that could be especially toxic,” it added. ARTIFICIAL INTELLEGENCE (AI)

AI Invades Windows 11- November Update Will Load Your Win 11 Computer With Handy New Tools And The Most Intrusive Snooping Imaginable:
– The update, codenamed Windows 11 23H2, became available Tuesday in preview form.
– The biggest feature of Windows 11 23H2 is desktop access to Copilot. Though Copilot has technically been available since the beginning of this year, it’s been tethered to (located in) Edge, where it hid inside a side panel, and then (moved to) Bing. Now (with this update), Windows 11 users can open Copilot on the desktop, where they can ask it questions, deliver commands, generate text summaries, and more. The tool replaces the (unpopular) Cortana app.
– Windows 11 23H2 revamps the Snipping Tool, which can now intelligently extract and redact text from documents, screenshots, videos, and more. File Explorer received a facelift and can now use AI to recommend relevant files to users, speeding up their search. In Photos, users can leverage AI to blur backgrounds, create slideshows, and search for images based on their contents.
– MS Paint is getting an AI boost, from its background removal tool (released earlier this month) and transparency features to its forthcoming AI image generator (the tool used to make deep-fake photos), “Paint Cocreator.”
– Among Windows 11 23H2’s non-AI updates are native RGB Dynamic Lighting controls, a new volume mixer, and passkey support. (MS passkey already exists for app developers, it was victim to one of the largest hacker attacks of this year last month; it has not been sufficiently redesigned or tested for wide-spread use. It is very irresponsible of MS to put known damaged goods into every Win 11 user’s computers, with a promise of a fix down the road. -Ed.)

DoctorLaptop Comments On Previous Article:
– I had no plans to use Win 12, the ultimate AI snooping system, on my personal computers. I had planned on using Win 11 until it goes obsolete in 2027, then moving over to Linux fulltime. However, with Windows now forcing AI into Windows 11 via mandatory updates, I am now actively converting all my personal computers to Linux Mint (https://linuxmint.com). You may wish to consider doing the same if you wish to maintain any degree of online privacy & security.
– Just one example, say you are writing a book on your laptop. Before you are finished, the AI in Windows will have scanned your writing, used it for it’s machine learning improvement routine that never stops analysing any data it can access, and then shared it in the vast AI master data base in the cloud. The AI may then include your writing in answers it provides to others doing searches on related topics. You don’t get notified, credited or paid for your work, AI dishes it out as if AI created it. This has been allowed by the courts so far. The EU data regulators are investigating, but they are unlikely to make a ruling that would totally shutdown these offending AI systems, now integrated into the world’s most popular operating system. There is just too much money involved.
– I have opted for Linux Mint out of the thousands of different available versions (known as ‘distros’) of Linux. I won’t bore readers with the tech details here. If you are interested, take me out for a couple of pints and we can discuss it in as much detail as you can handle.
