What happens if I kill a rat that enters the house? These are the penalties under the new Animal Welfare Act: {Translation, summary}
– The maxim of this new Animal Welfare Law is to ensure that all these beings are treated with respect and consideration, regardless of their species. In fact, in section ‘t’ of article 3, on ‘Definitions’, it mentions as ‘urban fauna’ “any vertebrate animal belonging to a synanthropic species and which, without having a known owner or responsible person, lives sharing territory with people, in the urban centres of cities and towns”. This would include rats and mice, whose rights are also guaranteed by this law. As a result, section ‘a’ of article 25 is taken into account for these animals, which includes the prohibition of “mistreating or physically attacking them, as well as subjecting them to negligent treatment or any practice that may cause them suffering, physical or psychological damage or cause their death”.
– Killing a rat that has entered a house would be a very serious offence, according to section ‘a’ of article 75 of this Animal Welfare Law, with species such as rats or mice being classified as “vertebrates”.
– Thus, according to this modification of the Penal Code, if a rat is killed at home, “a prison sentence of six to eighteen months with a fine or eighteen to twenty-four months will be imposed”. And if the act is carried out by a professional related to animals, “a penalty of special disqualification of two to four years for the exercise of the profession, trade or commerce related to animals and for the possession of animals”. (So exterminators must trap and relocate, not kill, varmints? I’d like some confirmation of this. Any pest control techs reading this are invited to send in comments. -Ed.) These penalties may also be increased if the rat was killed using firearms. In such a case, the judge or court could “impose the penalty of deprivation of the right to possess and carry firearms for a period of two to five years”. However, according to several experts, there would be no penalty if a rat is killed at home in self-defence or if the act is the result of insurmountable fear. Police operation under way in Malaga and across Spain as officers swoop on neo-Nazi members:
– National Police and the Mossos d’Esquadra launched an operation in the early hours of this Tuesday morning (17 October) across premises in the province, as well as Catalonia, Madrid, Lugo and Toledo.
– Police said the operation focused on members of Combat 18, a criminal group associated with national socialism and white supremacism. However, details are confidential as the operation is still under way.
– There were raids across six Catalan municipalities: Barcelona, Navarcles, Sant Boi de Llobregat, Sentmenat (Barcelona), Lloret de Mar (Girona) and Mollerussa (Lleida), as well as Arganda del Rey (Madrid), Talavera de la Reina (Toledo), Lugo and Malaga, according to sources from Mossos d’Esquadra.

– The new cards will be sent to people who apply for them (due to birth or change of address) or to people who require a new card due to damage or loss. Aemet activates general yellow alert for heavy rain and strong winds in Malaga province:
– Spain’s Aemet state weather agency has activated a general yellow warning for this Thursday, 19 October, for moderate rainfall in many areas of the province.
– As far as downpours are concerned, up to 20mm may fall in just one hour in the late afternoon and early evening, specifically between 6pm and midnight. This will be particularly the case in the interior of the province (where the rain is most needed) in the Antequera, Ronda and Axarquía areas.
– At the same time, a warning (also at a yellow level) has been issued for high winds and maximum gusts of 70 km/h from the west (poniente) may be recorded. In Malaga city, on the Costa del Sol and in the Guadalhorce valley and Axarquia areas, these may reach up to 80 km/h.
– The bad news is that it will be, for the moment, a one-off episode, as little rain is expected for the rest of the week.

Low-cost fuel stations expand further across Malaga province as prices at the pump continue to rise:
– With 95-octane petrol costing 1.73 euros a litre on average (as of last week), and diesel costing practically the same, it is increasingly common for Malaga residents to use the so-called “low cost” automatic or unattended petrol stations. Axarquía politicians to consider alternatives for controversial electricity substation in Torrox Park:
– The controversial construction of a new electricity substation in the Torrox Park residential area, close to three schools and thousands of homes, has been the focus of protests by local residents since work started in July.
– For this reason Torrox town hall agreed during an extraordinary meeting on Monday 16 October, convened specifically to talk about the controversial project, to create a working group to seek alternatives to the current site.
– However, the project was, according to the town hall, “contemplated in the 1996 General Urban Development Plan which was authorised by an agreement signed in April 2005 by the then mayor, Francisco Muñoz”.
– Earlier this month another council meeting was held to discuss the termination of the contract for the project during which councillor José Manuel Fernández presented a legal report which concludes that revoking the licence “could give rise to the exercise of criminal action” by Endesa.
– The proposal approved on Monday contemplates a working group composed of technical staff, politicians and representatives of affected groups, “which has all the information with maximum transparency” and to demand that the competent company “bury the medium and high voltage lines that pass through the surroundings of the educational centres”.
– Fernández has said that contact has already been made with Endesa and that a meeting has been called between both parties to address the issue next week. Body of missing Torrox woman with Alzheimer’s found by local farmer:
– A farmer alerted police early this Tuesday morning (17 October) after he discovered a body on a plot of land located next to a garden centre and close to Lidl supermarket in Torrox Costa. SUR has been able to confirm that it is the body of Virtudes Rodríguez, the 84-year-old woman with Alzheimer’s disease who went missing on 6 October.
– Local Police and Guardia Civil officers went to the scene, which is around one kilometre from Virtudes’ home in the coastal town, after receiving the call. Early reports suggest that the body showed no signs of violence, although an autopsy will be carried out today in Malaga to determine the cause of death. Putin meets with Hungary’s prime minister in rare in-person talks with an EU leader:
– Hungarian Prime Minister Viktor Orbán held talks on Tuesday with Vladimir Putin in a rare in-person meeting for the Russian president with a leader of a European Union country. Orbán and Putin met in Beijing before an international forum on one of Chinese President Xi Jinping’s signature policies, the Belt and Road Initiative. Their meeting focused on Hungary’s access to Russian energy.
– EU and other Western leaders have largely eschewed contact with Putin over Russia’s full-scale invasion of Ukraine that began in February. Austrian Chancellor Karl Nehammer met with Putin in person in April 2022.
– Orbán, a conservative populist leader who has repeatedly criticized Western sanctions against Russia, said that his country has remained eager to maintain ties with Moscow, on which Hungary is highly dependent for natural gas, oil and nuclear fuel. – FraudGPT represents a subscription-based malicious Generative AI that harnesses sophisticated machine learning algorithms to generate deceptive content. In stark contrast to ethical AI models, FraudGPT knows no bounds, rendering it a versatile weapon for a myriad of nefarious purposes. It has the capability to craft meticulously tailored spear-phishing emails, counterfeit invoices, fabricated news articles, and more – all of which can be exploited in cyberattacks, online scams, manipulation of public opinion, and even the purported creation of “undetectable malware and phishing campaigns.”

Hacking & Ransomware Made Simple By AI
– Yes, I am on top of this situation. I never trusted AI, or the stinkin’ “cloud”, to begin with! As if AI deepfake nude photos created by middle-schoolers was not bad enough, now any idiot can get their hands on easy to use, yet state of the art, AI hacker & ransomware tools, allowing them to conduct successful widespread ransomware/phishing/malware/trojan campaigns. There are already legit companies, and some scammers, offering protective services to combat these new AI threats (this is different from, and in addition to, your anti-virus protection). They tend to be expensive subscription services, and as they are new, they have no track record of success or reliability.
– If you are a business, it may be a good investment. Your insurance may require you to have an established “security protocol & cyber threat response plan”, and provide proper “certified attack response reports”, if you ever want to make a claim due to computer attacks. If your biz could lose money in the event your computers had to be wiped and reinstalled due to a ransomware or AI attack, you need to discuss this with your insurance agent. Are you covered? In some areas, for some biz licences, there is also a civil requirement regarding customer data protection. If you buy advanced cyber protection for your biz, confirm that they guaranty they meet the compliance requirements, and will provide the certified response reports you will need for claims, for both your insurance and business licence and confirm this with all involved. These types of claims can be tricky, you must have all your bases covered make a successful claim to your insurance company, or the gov’t’s “cyber damage relief for small business program”.
– If you believe you or your business has been a victim of an AI attack, the best advice I have is to immediately shut down the device/network, all computers and routers off, and then contact me asap. We will need to discuss the situation in detail, so I can assess the threat and appropriate response.
– This is just another reason you must do regular data backups onto an external memory device!!! In some cases of AI attack the only solution is to wipe EVERYTHING, and restart fresh, instituting a better protection scheme at that time. Wiping everything includes all data on computers and resetting the routers. If email or cloud accounts are involved, these may need to be shutdown and new accounts created. You will need full backups to replace your data after that. Be sure to also backup all emails and conversations you can’t afford to lose, in case those accounts become AI infected so must be closed.

Israel adds a Spaniard missing after the kibbutz attack to Hamas list of confirmed abductees: {Translation, summary}
– The Israeli Foreign Ministry confirmed on Tuesday that the Spaniard Iván Illarramendi – who has not been heard from since 7 October, when the Hamas attack in Israel took place – is reportedly being held hostage by the Islamist group, which is holding some 200 hostages. In a message on X, formerly Twitter, the Israeli ministry expressly included the Spanish flag among those of the 42 countries whose nationals are being held by Hamas. Previously, the Spanish government had not wanted to specify the circumstances in which Illarramendi, 46, from Zarautz (Gipuzkoa), is being held.
