U3A Lectures Series:
– The November U3A lectures series at 11am with Norma will take place in El Pozuelo on Wed. Nov. 15. While preparing the lecture, I found too much information! Hence, the new title is: “The US; a Retrospective of Centuries Past”. Come and enjoy a morning of surprises, culture, history, fashion and mostly vintage photos and facts of life in America. Join us for a fun morning with friends with a presentation taking you back to when life was different, including labor conditions, stagecoaches, slavery, and Indigenous challenges. El Pozuelo (when facing the sea) is to the left of TK’s Restaurant at Laguna Beach, about one large building away. New York City and Lady Liberty will have to wait for a future lecture. We will not meet in December; people are too busy in preparing for the holidays. Our next date will be Wed. January 17th. – The Mayor of Madrid, José Luis Martínez-Almeida, has demanded that the Spanish Minister for Inclusion, Social Security and Migration, José Luis Escrivá Belmonte, “stop hiding behind the government delegates” and clarify the criteria to be followed with regard to the distribution of immigrants.
– During his participation in ‘Madrid Criterium 2023’, Martínez-Almeida confirmed the arrival of “a first group of around 90 immigrants” in the capital. However, he insists that he does not know the official figures. “It does not seem appropriate or reasonable to me that the mayor of Madrid does not know how many immigrants there are at the moment in the city, nor what resources have been allocated to them,” said the mayor, who took the opportunity to criticise Escrivá’s alleged passivity.

94% of Spanish companies have not received a single euro from European funds: {Translation, summary}
– European Next Generation EU funds are not reaching the vast majority of companies. According to data provided by the European Commission, only 6% of Spanish businesses have benefited from this mechanism, which is equivalent to some 200,000 companies out of a total of 3.4 million in our country.
– Spain’s government reported the absolute figure in the last implementation report of the Recovery Plan, published in February this year. “More than 150,000 companies have already received European funds,” it said in the report, as if that were a grand achievement. The number of people living on the streets increases by 50% in one year in Malaga: {Translation, summary}
– Malaga has 50% more people living on the streets than a year ago. Three hooded men open fire on lunchtime shoppers in Guadalmina (Marbella):

These are the only cases in which you can euthanise your pet according to animal law: {Translation}
– Pet owners are sometimes forced to face a very difficult decision on an emotional level when their pet is in pain and has lost its quality of life due to illness or old age. In this sense, euthanasia or killing for animal welfare reasons has undergone changes with the Animal Rights and Welfare Protection Act that both owners and veterinarians must take into account.
– Firstly, the law affects all domestic animals. Pending approval of the positive list defining which animals are considered pets, the rules now refer to all companion animals and wild animals in captivity.
– Secondly, euthanasia can only be carried out by veterinary professionals using legal methods that guarantee humane status. It can never be done on a personal basis. In addition, veterinarians must accredit and certify that the killing of a pet is justified to “avoid suffering due to non-recoverable causes that seriously compromise the animal’s quality of life”, according to article 27 of the Animal Welfare Law.
– The law also expressly prohibits “the sacrifice in animal protection centres (public or private), veterinary clinics and zoos in general for economic reasons, overpopulation, lack of places, impossibility of finding an adopter within a certain period of time, abandonment of the person legally responsible, old age, illness or injury with the possibility of treatment, whether palliative or curative, due to behavioural problems that can be redirected”.
– However, the law leaves many loopholes in the actions of veterinarians, who are confronted with this situation practically every day, especially with regard to those owners who, for economic reasons, cannot afford palliative medication in cases of chronic illness or an operation with no guarantee of recovery for their pet.
– In this sense, the Directorate General for Animal Rights has accepted the proposal presented by the Veterinary Collegiate Organisation (OCV) to justify euthanasia procedures so that -under clinical criteria- animals are euthanised in situations where the cause is not recoverable or, even when treatment exists, when the owners have difficulties to cope with it or to provide it to their pet (economic, handling difficulties, physical incapacity of the owner to attend to the animal’s needs, geographical distances incompatible with chronic treatments…).
– In this way, the CPVO points out, “one of the aspects that was causing most concern about the new regulations among the veterinary profession, and especially among clinicians dedicated to pets who, after the entry into force of the Law and in the absence of its regulatory development, had doubts about their actions in this type of circumstances, has been clarified”.
– When a veterinary clinic euthanises a pet, they are normally also responsible for the deregistration of the animal in the pet registry and its incineration. According to the law, “the deregistration of a pet due to death must be accompanied by a document certifying that it was cremated or buried by a company officially recognised for the performance of such activities, stating the identification number of the deceased animal and the name and surname of the person responsible or, failing that, that there is a record in the databases of the company that took care of the corpse”. It also adds that if it is impossible to recover the carcass, it must be properly documented.
– The euthanasia of animals with inadequate means or by unqualified personnel is considered a very serious offence punishable by a fine of 50,000 to 200,000 euros. In addition, according to the amendment of the Penal Code regarding animal abuse, any person who causes the death of a domestic animal in cases not regulated by law faces a prison sentence of 12 to 24 months, in addition to the penalty of special disqualification for two to four years for the exercise of the profession related to animals. – Renfe announced this Friday the launch of a promotional campaign to travel on AVE trains between Catalonia and Andalusia with “super prices” from 30 euros each way.
