The CGPJ will debate an institutional declaration against Sánchez’s amnesty- “His personal interest is not that of Spain”, “It is the abolition of the rule of law”: {Translation}

– Eight conservative members of the General Council of the Judiciary (CGPJ) will present this Thursday a request for an extraordinary plenary session to approve an institutional declaration against the 1-O amnesty law announced by the President of the Government, Pedro Sánchez, in exchange for the pro-independence supporters supporting his investiture. The members consider that “”his personal interest is not that of Spain”.
– This extraordinary plenary session to address the approval of this institutional declaration could be held next Monday afternoon, although the decision will be taken by the deputy president of the Government of judges, Vicente Guilarte.
– The CGPJ warns in this proposed institutional declaration that Pedro Sánchez “has agreed an amnesty law with political parties that includes, among others, the one led by a fugitive from justice who will personally benefit from the measure” and stresses that “the future amnesty law will be processed as a bill, which will evade, once again, the consultative role of this Council”.
– The members of the CGPJ express with this statement “their intense concern and desolation for what this measure means in terms of degradation, if not abolition, of the rule of law in Spain” and point out that “in no case can it be accepted as an amnesty, or even a particular pardon of those generically admitted by the Constitution”.
– “To confuse the ‘interest of Spain’ with the interest of the President of the Government in office to avoid the hypothetical formation of governments of parties of a different ideology to his own is manifestly incompatible with political norms”, they add.
– The CGPJ then underlines that “it is not compatible with the principle of the rule of law proclaimed by article 1 of our Constitution. This means degrading and converting our rule of law into an object of marketing at the service of personal interest that seeks to present itself, from the rejection of political pluralism, as the ‘interest of Spain'”.
– The members denounce the creation of “a legally irresponsible and unpunished caste for its crimes, which is not justified by any constitutionally legitimate aim”. Furthermore, they argue that “the independence of the courts is violated in its most basic aspect: if independence is the necessary instrument for the courts to act neutrally and guarantee, through the effectiveness of their decisions, the principle of legal certainty” and also violates “the commitment made by Spain in articles 2 and 19 of the Treaty on European Union to ensure that the principles of the rule of law and judicial independence prevail at all times. The Junta reduces the water supply flow for consumption in Axarquia by 15%: {Translation}
– The Junta de Andalucía maintains the exceptional drought situation in the Viñuela-Axarquía system. Thus, the supply flow for consumption will be 390 litres per second from November to May, 15% less than until now, when 460 litres were received. In fact, night-time cuts have already been extended by up to an hour in municipalities such as Vélez-Málaga due to the situation of the reservoir, which is below 8% of its total capacity and only 12 cubic hectometres accumulated. In addition, the declaration of entry into a situation of severe and exceptional drought in the Western Costa del Sol System has also been published, according to the Official Gazette of the Andalusian Regional Government (BOJA).
– As far as Axarquia is concerned, for urban use, in addition to the measures in force for human supply in the current hydrological year, a total flow of 390 litres per second will be available until May 2024. MALAGA PROVINCE
Malaga Weather Update:
– At the moment, in the case of Malaga province, Aemet has activated a yellow (risk) warning for coastal phenomena. From 9am on Thursday, wind gusts of up to 60 kilometres per hour are expected in Malaga city, the Axarquia and Guadalhorce valley and waves of three metres on the Costa del Sol.
– Since the Tuesday arrival of a band of clouds from the north of Madeira, it “will leave precipitation especially in eastern Andalucía, the Mediterranean slope and also the provinces of Huelva and Cadiz”.
– Rain is expected Thursday with “an active front associated with an extensive and intense storm that will reach the whole of the mainland and all of Andalucía”, and which will bring with it “quite a lot of wind and a significant drop in maximum and minimum temperatures”, which “will be more noticeable the following day”. Night-time water cuts extended to 10 hours for Malaga province municipalities:
– After the Junta de Andalucía regional government published in the BOJA (official bulletin) on Monday 30 October that the flow from La Viñuela reservoir in the Axarquía to the El Trapiche treatment and purification plant will be reduced from Wednesday 1 November, to just 50 litres per second, Vélez-Málaga has announced an extension to its night-time water cuts.
– The extra hour, from 10.30pm to 8.30am (it was 11pm to 8am) affects practically the entire municipality which includes more than 83,000 registered inhabitants and eleven towns and villages and numerous rural areas. The cuts affect Vélez-Málaga itself as well as Torre del Mar, Caleta de Vélez and the western coastal villages of Almayate, Valle-Niza, Benajarafe and Chilches.

Malaga Regional Hospital cuts overtime for its doctors starting in November: {Translation, summary}
– The cut in afternoon overtime for doctors suffered last summer at the Clínico will be repeated, at least in November and December, at the hospital on Avenida Carlos Haya. The cut will begin to be applied this coming Thursday. This is denounced by UGT and the Malaga Medical Union (SMM) who predict an increase in waiting lists.
– According to the SMM, 15 of the 45 services of the Regional have already confirmed a total cut of 150 extra working afternoons.

Eurosystem proceeds to next phase of digital euro project:
– The Governing Council of the European Central Bank (ECB) decided today to move to the next phase of the digital euro project: the preparation phase. This decision follows the completion of the investigation phase launched by the Eurosystem in October 2021 to explore possible design and distribution models for a digital euro.
– Based on the findings from this phase, detailed in a report published today, the ECB has designed a digital euro that would be widely accessible to citizens and businesses through distribution by supervised intermediaries, such as banks.
– The design envisages the digital euro as a digital form of cash that could be used for all digital payments throughout the euro area. It would be widely accessible, free for basic use and available both online and offline. It would offer the highest level of privacy and allow users to settle payments
instantly in central bank money. It could be used from person to person, at the point of sale, in ecommerce and in government transactions. No digital payment instrument offers all these features. The digital euro would fill that gap.
– The next phase of the digital euro project – the preparation phase – will start on 1 November 2023 and
will initially last two years. It will involve finalising the digital euro rulebook and selecting providers that could develop a digital euro platform and infrastructure. It will also include testing and experimentation to develop a digital euro that meets both the Eurosystem’s requirements and user needs, for example in terms of user experience, privacy, financial inclusion and environmental footprint. The ECB will continue to engage with the public and all stakeholders during this phase. After two years, the
Governing Council will decide whether to move to the next stage of preparations, to pave the way for the possible future issuance and roll-out of a digital euro. Warning of QR code scams on tables in bars and restaurants: {Translation}
– In recent months, this scam has emerged and is spreading nationally, particularly in the hospitality industry and other service establishments that use QR codes to interact with their customers.
– “QRishing”. This term, derived from the combination of “QR” and “phishing”, describes an ingenious tactic that cybercriminals are employing to trick people into accessing their personal information.
– Cybercriminals, aware of the growing reliance on QR codes, have begun creating fake QR codes that redirect to malicious websites. This ruse is especially common at tables in bars and restaurants, where customers use QR codes to quickly access menus and expedite their drink and food orders.
– The strategy is simple but effective: fraudsters place a sticker containing a fake QR code right on top of the authentic code. Customers, unaware of the trap, scan the QR code with the expectation of accessing the restaurant’s menu. However, instead of being directed to the menu, they are redirected to a fake website or payment platform, where the fraudsters attempt to steal sensitive information.
– This tactic gained popularity during the COVID-19 pandemic due to the convenience and speed offered by QR codes. In today’s age of digitalisation, people tend to trust these codes without being suspicious.
– Here are a couple of tips to protect yourself from this growing threat:
*Verify the source: Make sure the QR code comes from a trusted and legitimate source. If you receive a QR code in an unsolicited email or from an unknown source, avoid scanning it.
*Do not disclose sensitive information: Never enter passwords, credit card details or other sensitive information on a web page that you reached via a QR code unless you are absolutely sure of its legitimacy.
