News Note: There is huge turmoil on the political front, with the investiture announced for the next 2 days. It dominates all the Spanish news media outlets. So today’s issue is heavy on the election news. I’ve tried to summarize/compact the new info as much as possible, however, several curious new developments in the past 24 hours are significant, and worth mentioning. -Ed.

Retirement update: The retirement age is delayed to 66 years and six months from January. However, this regulation also establishes changes in the contribution time scales, making access to retirement not only depend on age, but also on the time that one has been contributing throughout one’s working life. SPANISH ELECTIONS

Pedro Sánchez’s investiture debate will be this Wednesday and Thursday in Congress: {Translation, summary}
– The president of Congress, the socialist Francina Armengol, has finally set the date of the investiture of Pedro Sánchez, who, if there are no surprises, will be re-elected President of the Government this Thursday, November 16. The debate will begin the day before, on Wednesday, November 15 at noon, and it is expected that the PSOE candidate will be elected in the first vote because he claims to exceed the absolute majority initially required by three votes: he has 179 yeses.
– With the votes of PSOE, Sumar, ERC, Junts, Bildu, PNV, BNG and Canary Coalition, Sánchez is guaranteed to be elected president in the first vote, so a second attempt will not be necessary on Saturday, when he would only need more yeses than noes – not absolute majority.
{However, if the amnesty proposal is blocked by the supreme court before the investiture vote, where a majority of the judges have objected to the amnesty “process”, then Sanchez could lose the votes of the parties who only offered their votes if the amnesty is passed. The Senate reform that will delay the amnesty takes another step forward and will be definitively approved today: {Translation, summary}
– On Monday, the Senate Rules Committee endorsed the reform proposed by the PP to delay the processing of the amnesty bill in the Upper House by up to two months, and it will be definitively approved in Tuesday’s plenary session. In addition, the PP has included a section to force ministers to appear when requested to do so by parliamentary groups.
– Alberto Núñez Feijóo’s party decided to speed up the processing of this reform of the Rules of Procedure as much as possible, so that last Wednesday it was taken into consideration and this Monday the Rules Committee endorsed it so that it can be voted on definitively on Tuesday, in anticipation of the amnesty law coming out of Congress.
– Specifically, the PP has presented this reform of the Senate Regulations to give the Bureau of the Upper House, where they have an absolute majority, the power to decide whether or not to apply the urgency procedure to bills, as will foreseeably be the case with the amnesty law.

Vox will file a complaint against Sánchez for the amnesty and will request the suspension of the investiture debate as a precautionary measure: {Translation}
– Vox will appeal to the Supreme Court to try to prevent the investiture of Pedro Sánchez. The leader of the third political force, Santiago Abascal, announced on Monday that his party will file a lawsuit on Tuesday against the acting Prime Minister and will ask for the suspension of the investiture debate, scheduled for 15 and 16 November, as a precautionary measure.
– Abascal has advanced in a press conference that Vox will sue Sánchez before the Supreme Court “for the commission of three crimes”, without specifying which ones. The party invites to wait until Tuesday to know the details of the complaint. What the leader of the party has advanced is that Vox will request as a precautionary measure the suspension of the investiture debate, scheduled for Wednesday and Thursday of this week.

Sánchez ignores all the amnesty limits he previously claimed and grants Junts a total amnesty- despite this, in a surprise move, his partners then fail to sign the amnesty bill at the last minute: {Translation, summary}
– The transparency that the PSOE boasts of in its agreements, which it has been trumpeting in recent weeks as an inseparable mantra after every concession made public to achieve the investiture of Pedro Sánchez, was elevated as never before on D-Day. On the day chosen to register the amnesty agreed with the Catalan pro-independence supporters it is now known that the bill finally only bore the signature of the socialists in a clandestine registration, carried out by an anonymous face of the party just three minutes before the closing of the Congress premises. Breaking News (21:59, 13/11/23)- The Justice Committee of the European Parliament has admited Vox’s request to hold an expedited debate on the amnesty law: {DigameXtra}
– If the EU rules against the amnesty law, Sanchez would not be able to keep his end of the agreements he made to gain the support he required to pass the investiture. How the EU enforces such a ruling remains to be seen. Perhaps this is why only the PSOE signed the amnesty bill submission, and all other groups refused to do so? The Vélez-Málaga City Council eliminates the obligation to request an appointment to go to the Citizen Service Offices: {Translation}
– The Vélez-Málaga Town Hall has announced the reinstatement of the first-come, first-served appointments at the Citizen’s Advice Bureaux (OAC), eliminating the obligation to request an appointment in order to be attended, creating a hybrid system in all offices, both in Vélez-Málaga and in the mayor’s offices of Torre del Mar, Benajarafe, Caleta de Vélez and Almayate.
– On the web there will be 25 appointments available daily for Vélez-Málaga, while in Benajarafe, Caleta and Almayate there will be 10 daily appointments available on the web. Those who want to book can do so, but we have recovered the possibility of taking numbers as people arrive,” said the councillor.

– In the other red group match, Daniil Medvedev quickly dispatched his good friend Andrey Rublev 6-4, 6-2.
– Novak Djokovic clinches No. 1 ATP finish for record eighth time. Djokovic needed only one match win at the ATP Finals to be sure of keeping the top spot and the 24-time Grand Slam champion did it in his opener, beating Holger Rune 7-6 (4), 6-7 (1), 6-3 on Sunday.
