Brussels warns Sánchez- The amnesty certainly does involve the EU- We are not fooled by deceptive wording, we will closely audit the amendments to the amnesty and the rest of the agreements “that we have not yet seen”:

– Brussels will not only look closely at whether the proposed amnesty law violates EU law. It will also scrutinise the amendments and the rest of the government agreements “that we have not seen”. This was the final message from the Commissioner for Justice, Didier Reynders, to the government of Pedro Sánchez in his speech in the European Parliament on Wednesday, in which he warned that the Commission will not fail to monitor the changes that the groups may introduce in the text in the parliamentary process.
– And on the Government’s pacts, especially those signed with ERC and Junts, he suggested that he knows what they contain despite the fact that the Government has not sent them to him, in reference to lawfare or political control over judges, which he had already referred to, as he has stressed on several occasions that the Commission will ensure that the “rule of law and the separation of powers” are respected.
– The inclusion of this political control over judges, or lawfare, paralysed the negotiations between the PSOE and Junts, and the Socialists finally introduced it at the last minute to save the investiture.
– The amnesty bill that was registered on 13 November does not mention lawfare explicitly. The secretary general of Junts and former minister condemned by the Supreme Court and pardoned by Sánchez, Jordi Turull, has clarified on TV3 that lawfare is implicitly included in the amnesty law.
– He explained that it does not appear textually in the amnesty bill registered by the PSOE because the wording of the law only includes legal concepts, and this is “political”. In any case, he assures that, implicitly, the lawfare is included in section 1A of the proposal, which reflects this type of cases considered by the pro-independence supporters to be a political persecution of “all the people” harassed “by a judicial leadership that has run amok”.
– Whether or not lawfare is understood to be in the amnesty law, the Justice Commissioner has issued a warning: he is aware that this is contained in the pacts, which he expects to be sent to him, and he is going to keep an eye on it. In fact, this Wednesday the PSOE-controlled Bureau of Congress authorised the two commissions of enquiry to examine the lawfare demanded by Junts.
– “The EU will carry out an analysis of the texts that may translate in one way or another the political agreement concluded for the formation of a new Spanish government. Many have evoked some other aspects that we have not seen so far in the texts submitted to us. We will of course complete our analysis when a final text has been approved by the Spanish Parliament”, the Commissioner said.
– Another of the issues he criticised is the “excessive use of emergency procedures that avoid public consultation”, referring to Royal Decree-Laws but also to bills such as the amnesty.
– On the amnesty in particular, he said in his initial speech that the Commission defends the rule of law in the EU and will “keep a close eye on it”. In his final speech, he went further and dismantled one of the PSOE’s recurrent arguments: that amnesty is an internal matter. Reynders said that “Catalonia is an internal matter”, but not the amnesty. He insisted that “the Commission, as guardian of the treaties, analyses the draft law deposited in parliament to ensure its compatibility with EU law”.
– And he did not stop there: this is not an internal matter, he warned, there is a link with the EU. He “thanked speakers from various groups for reminding us that there is indeed a link with EU law, as compatibility with Article 2 of the EU Treaty on the values on which the EU is founded and also with various elements of criminal law at European level has to be verified. As guardian of the treaties, the European Commission must act to verify this compatibility in an independent and objective manner”, he reiterated. The PP will delay the Senate’s amnesty bill to February after summoning Sánchez’s 22 ministers: {Translation, summary}
– There will be no amnesty for Christmas. The PP has closed any option that the law agreed by Pedro Sánchez and Charles Puigdemont can be processed in the Senate in the remainder of the year even if it is approved in Congress the week of 11 December and, therefore, the processing will not occur until February “at the earliest”. The Popular Party, in fact, warns that “before this law is passed, it will be necessary to debate the appearance of the 22 ministers of the new government.
– The PP in the Senate adds that it will not be until February “at the earliest” when the text approved in Congress reaches the Senate: “We must bear in mind that January is a non-working month and that we are not going to force an extraordinary plenary session to debate this law”. Furthermore, thanks to the reform of the House’s rules of procedure, “we will call in all the jurists and experts that are necessary” to expose “the reality of this law”, something that will delay its definitive approval until the spring.

The Public Prosecutor’s Office admits the case of the new electricity substation in Torrox for prosecution: {Translation}
– The Public Prosecutor’s Office in Malaga admits the complaint of the citizens’ platform opposing the construction of an electricity substation next to a school in Torrox and opens an investigation into the matter.
– The neighbourhood group, which has held various demonstrations to try to prevent the start of work on this infrastructure, filed a complaint in October about the location of the substation next to a public school, and has also requested a review of the administrative act by which the Torrox Town Hall has authorised work on the substation, according to Cadena SER Axarquia.
– Antonio Ruiz, president of the platform, said that yesterday (Tuesday 21 November) they “received the letter from the Public Prosecutor’s Office in Malaga”, adding that “we know that they are investigating the file on the electricity substation”. In this regard, he explained that “we have already filed the corresponding complaint and we have also filed another complaint on the Transparency Portal, as we were given part of the file, the one they are interested in”.
– The platform has called a new demonstration for 2 December at noon in the Plaza de la Constitución, in front of Torrox Town Hall.
– For their part, municipal sources have assured that the dossier of the whole project “has always been analysed and reviewed with a magnifying glass” by the technicians of the Torrox Town Hall. (What a trite comment. Magnifying glasses don’t measure radiation. Personally, I do not find this statement at all comforting, in fact it is rather patronizing. Does Torrox use sophisticated testing gear, and employ the technicians required to carry out a proper risk survey involving radiation and electrical fields over extended periods? Rincón de la Victoria begins night time water cuts:
– Rincón de la Victoria has become the latest Costa del Sol town to introduce nighttime water cuts. The drastic measure will be brought in from the early hours of Saturday 25 November. Public water company Hidralia announced on Wednesday 22 November that interruptions in the supply will take place from midnight to 6am and until further notice.
– Rincón de la Victoria joins many other municipalities in Malaga province that have been experiencing water cuts for months: Almogía, Colmenar, Villanueva de la Concepción, Casabermeja, Valle de Abdalajís, Almáchar, Benamargosa, El Borge, Iznate, Moclinejo, Periana, Sedella, Vélez-Málaga and Torrox.
– The lack of water resources and the alarming lack of rainfall is affecting all of Andalucía. In the Andalusian Mediterranean basins as a whole, which include the seven reservoirs in Malaga province, the water in the reservoirs has decreased over the last seven days by five cubic hectometres (-0.43%) and the reservoirs are, on average, at 21.06% of their total capacity. La Viñuela is at 7.63%.

Spain and France move towards ending the 90-day rule for British second-home owners:
– There has been positive news for British second-home owners and part-year residents in France and Spain this month. Following the news that the French Senate has approved an amendment which, if passed by the Assemblée National in December, would allow Britons who own properties in France to spend more than 90 days in every 180 in the country, now, in Spain, Hector Gómez, then acting minister for industry, trade and tourism held a meeting with Jennifer Anderson, director of consular affairs and the UK Foreign Office last week, during which Gómez said the two “discussed issues of interest regarding the stays of British tourists in Spain and collaboration projects for future seasons”.
– The campaign is also calling for greater mobility rights for all British visitors to Spain to match what Spanish people get in the UK today: “We should remember the UK still welcomes all French and Spanish citizens as visitors for up to six months per visit and that isn’t reduced at all by days spent in other countries. Geert Wilders Scores Shock Dutch Election Victory:
– Far-right lawmaker Geert Wilders won the Dutch elections and said he plans to lead the country’s next government, in a shock result that will resound across Europe.
– The frontrunner Dilan Yesilgoz-Zegerius conceded defeat after a late surge in the final days of the campaign catapulted Wilders’s anti-EU party past his mainstream rivals. Wilders’s Freedom Party will win 35 seats, according to an initial tally, more than doubling his representation from the previous parliament and giving him 10 more than his closest rival.
– Wilders’s victory presents a challenge to the European Union project in one of the bloc’s six founding members as the world braces for the potential return of Donald Trump after next year’s US election. Wilders has promised voters a binding referendum on leaving the EU and railed against a range of the bloc’s policies on issues like climate change and immigration. “The hope of the Dutch people is that they will get their country back,” Wilders said after an exit poll published by state broadcaster NOS.

– EU Parliament’s slim majority triggers convention on treaties reform.
– MEPs have since taken on board citizens’ requests, some of which require a change of EU rules and competences.
In particular, EU lawmakers ask to give the EU more powers on “environmental issues, as well as shared EU powers in the following areas currently within the member states’ exclusive remit: public health (especially cross-border health threats and including sexual and reproductive health and rights), civil protection, industry, and education,” a press release on the matter explains.
– “Existing shared powers should be developed further in the areas of energy, foreign affairs, external security and defence, external border policy, and cross-border-infrastructure,” it is added.
– Now that MEPs have reiterated their call to amend the EU Treaties and called on the Council to “immediately and without deliberation submit the proposals […] to the European Council”, it is up to the EU heads of state or government to set up a Convention – a decision by simple majority. The Spanish Presidency of the Council is expected to submit the proposals to the European Council in December.

New Vodafone cyber-attack- what customer data has been leaked and how to act if you’re affected: {Translation, summary}}
– Vodafone suffered a cyber-attack this week in which the personal and banking details of “a limited number of customers” were compromised, it said in a statement to a number of Spanish customers. The incident is the result of unauthorised access to the systems of one of its partners and has now been resolved, they say.
– What data was exposed in the Vodafone attack? The firm’s press release states that the following data of affected internet users was exposed:
*Business accounts: name, VAT number, contact number, email address, address and bank account of business customers.
*Authorised users of business accounts: name and surname, contact number and copy of ID card.
*Self-employed accounts: name, surname, ID number, contact number, e-mail, address and bank account.
*Individual accounts: ID card details, contact telephone number, e-mail address, bank account and contracted telephone number.
– According to INCIBE and the Guardia Civil, the warning messages from Vodafone have reached the people affected, so if you have received the message, your data has probably been compromised, follow the instructions provided. OpenAI researchers warned of breakthrough that threatens humanity before CEO Altman’s dismissal:
– Several researchers at OpenAI sent a letter to the board of directors shortly before the dismissal of Sam Altman {pic} as CEO, according to the news agency Reuters and the specialized media outlet The Information, citing anonymous sources familiar with the matter. The researchers allegedly warned of a breakthrough discovery tied to artificial intelligence that, according to them, could threaten humanity. It’s unclear what role the letter played in Altman’s firing. Sources cited by Reuters described it as decisive, while the specialized media The Verge said the letter did not reach the board and that it had nothing to do with Altman’s dismissal.
– According to Reuters, the company acknowledged in an internal message to staffers a project called Q*, which some believe could be a breakthrough in the search for AGI (artificial general intelligence), which surpasses human intelligence.
