FREE SPEECH UNDER ATTACK- Sánchez to launch measures to control and censor the critical free press if he determines the measures are “justified and proportionate”: {Translation, summary}
– Spain’s rotating presidency of the EU has served to promote a regulatory change that smacks of Pedro Sánchez’s attempt to control the critical press. The text is called the European Media Freedom Regulation (EMFA) and has received a decisive boost with Sánchez’s term in office. Everything is done under the façade of defending the right of citizens to access “free and pluralistic” information. But the truth is that it has confirmed governments’ ability to decide what is considered “free and plural” information and what is not.
– A new committee will be given the role of overseeing these national rules in Spain. But that committee “shall be composed of representatives of national regulatory authorities or bodies”. In other words, they will not be judges, but politicians.

– The President of the Government, Pedro Sánchez, will not have the support of the Popular Party this week for his announced royal decrees. The party led by Alberto Núñez Feijóo will vote against these measures, as will the separatist partners of the Junts government.

The Government does not have it easy, due to its failure to fulfill amnesty and independence promises. Its separatist partners in Junts are in turn making it difficult for Sanchez with their refusal of these measures.

The EU Is Coming For Your Cars- Brussels is now going after “brake emissions”, it wants to control tire shavings:
{Translation}
– It sounds crazy, but that’s Agenda 2030. After disrupting the car industry with its requirements on car combustion and emissions, the EU is showing it has no limits and is now taking on brakes. Now it wants to control the rubber shavings and brake particles released when you press the brake pedal to stop your car.
– The standard is moving forward. It is called Euro 7 and there is already provisional agreement between the Council and the provisional Parliament to further reduce “emission limits for road vehicles”. The standard will serve as a criterion for “type-approval of motor vehicles and engines, and of systems, components and separate technical units intended for such vehicles, with regard to their emissions and battery durability”. Indeed, it goes much further than just engines. The new regulation sets “more appropriate standards for vehicle emissions and aims to further reduce emissions of air pollutants from road transport, and for the first time covers cars, vans and heavy duty vehicles in a single legal act”. Translated: professional vehicles are also covered.
– In fact, “the provisional agreement reached will maintain the Euro 6 emission limits for cars and vans, but reduce the limits for buses and trucks,” says Brussels. But, watch out for another new feature, “it also introduces limits for particulate matter emitted by brakes (in particular in electric vehicles) and lifetime requirements”. In other words, if electric vehicle owners or manufacturers thought that the 2030 Agenda was going to respect them, they were clearly mistaken.
– “With Euro 7 the EU’s objective is to reduce emissions from road vehicles, not only from exhaust gases, but also from brakes or tyres. At the same time, our aim is to help industry make the big leap to near-zero emission vehicles from 2035,” says Brussels. The EU is also concerned about rubber shavings from tyres.
– The Euro 7 regulation also sets limits for battery durability. The new legislation replaces previously separate emissions standards for cars and vans (Euro 6) and trucks and buses (Euro VI). The Euro 7 standard sets emission limits for both light and heavy duty vehicles, i.e. cars, vans, buses and trucks. The interim agreement limits the emission of solid particles with a diameter of 10 nm or more (PN10), instead of 23 nm as in Euro 6. For heavy-duty buses and trucks, the agreement reached sets stricter limits for several pollutants, including pollutants that were not regulated in Euro VI, such as nitrous oxide (N2O).
– “The co-legislators introduce stricter lifetime requirements for all vehicles in terms of mileage and lifetime: this now goes to 200,000 km or 10 years for cars and vans”. – The ECB has just published a study on the “environmental impact of euro banknotes”. The main concern seems to be the “environmental footprint of the annual use of euro banknotes”. They have calculated that the “use by one person is equivalent to driving 8 km in a car”. It does not specify whether it is a hybrid, petrol or diesel car.

– The study measures the potential environmental impact of all activities in a complete euro banknote cycle, from procurement, production, distribution and circulation of raw materials to disposal by the euro area national central banks (NCBs). 
– The main factors contributing to the environmental footprint of euro banknotes as a means of payment are “ATM energy consumption and transport, followed by processing by NCBs, paper production and banknote authentication in shops”, says the study.

– A soft-spoken career bureaucrat who served numerous Socialist Party ministers before joining Macron’s governments, Borne had been prime minister since May 2022. Aged 62, she was only the second woman to serve in the post.

Self-employed (Autónomos) – everything changes drastically in 2024 – you’re going to pay more – all the changes for each income level: {Translation, summary}
– The self-employed must pay Social Security contributions for their income, which entitles them to receive benefits such as retirement, temporary disability, maternity or paternity, among others. The way in which the self-employed pay contributions has changed. Here we are going to explain what the new contribution bases and brackets for the self-employed will be in 2024.
– A contribution system based on real income will be applied to the self-employed from 2024. This system means that the self-employed will pay contributions based on the net income they obtain from their activity, and not on the basis of a contribution base chosen by them, as was the case until now.
– The new contribution bases and brackets for the self-employed in 2024 will be determined on the basis of the net income they have earned in the previous year, i.e. in 2023. This net income will be calculated by subtracting tax-deductible expenses from gross income. The self-employed must notify the Social Security of their net income before 31 January each year, and the Social Security will assign them a contribution base and a contribution bracket based on this income.
– The self-employed who pay contributions based on real income will have to pay a monthly contribution that will be made up of two parts: a fixed part, which will be the same for all self-employed workers, and a variable part, which will depend on the contribution base and the contribution bracket assigned to them. The fixed part will include common contingencies, professional contingencies, cessation of activity and professional training, and will amount to 90 euros per month. The variable part will include the contingencies of accidents at work and occupational illnesses, and will have a percentage that will vary according to the contribution base and the contribution bracket.
– The first tier, which covers up to 670 euros, sees a reduction of 5 euros in the monthly contribution. In 2023, the contribution was set at 230 euros, while in 2024 it will be reduced to 225 euros.
– For the second tier, ranging from 670 to 900 euros, the decrease in the monthly contribution is 10 euros. In the year 2023, the quota reached 260 euros, and for 2024, it drops to 250 euros.
– In the third tier, between 900 and 1,166.70 euros, the monthly contribution is reduced by 8 euros. In the year 2023, the quota was set at 275 euros, and for this year 2024, it is adjusted to 267 euros.
– In the fourth tier, between 1,166.70 and 1,300 euros, the monthly instalment remains constant. In both 2023 and 2024, the instalment remains at 291 euros.
The fifth, sixth and seventh tiers, which range between 1,300 and 1,850 euros, maintain the monthly instalment unchanged at 294 euros, as it was in 2023.
– From the eighth tier, which is between 1,850 and 2,760 euros, there is an increase of 10 euros in the monthly instalment. In 2023, the instalment was 315 euros, and for 2024, it increases to 325 euros.
– The ninth, tenth, eleventh, twelfth and thirteenth tiers, ranging from 2,030 to 4,050 euros, also see an increase of 10 euros in the monthly instalment. For the year 2023, the instalments were 320, 330, 350, 370 and 390 euros, respectively, while for 2024, they are adjusted to 330, 340, 360, 380 and 400 euros.
In the fourteenth tier, which ranges from 4,050 to 6,000 euros, there is a significant increase of 25 euros in the monthly instalment. In the year 2023, the instalment amounted to 420 euros, and for the year 2024, it increases to 445 euros.
Finally, in the fifteenth tier, for those with an income of 6,000 euros or more, there is a more substantial increase of 30 euros in the monthly instalment.
