Not So Fast, Pedro! MEPs call for a ban on amnesties and pardons for embezzlement in the EU: {Translation, summary}
– The Civil Liberties, Justice and Home Affairs Committee (LIBE) on Wednesday approved an amendment to defend the new EU anti-corruption rules to include a ban on Member States granting pardons or amnesties for crimes of embezzlement. Specifically, the offences covered by the articles mentioned are bribery in the public sector, bribery in the private sector, embezzlement and misappropriation, trading in influence, abuse of office, obstruction of justice, enrichment by corruption offences and instigation, aiding and abetting and attempt.
– The amendment was adopted with 43 votes in favour, 17 against and 6 abstentions, according to parliamentary sources, and will be put to the vote in plenary at its second session in February, between 26 and 29 February, for final adoption. Madrid calls on Moreno to “spend and manage” what has already been transferred to Andalucia before demanding more funds from the EU in the face of drought: {Translation}

– Likewise, Pedro Fernández emphasised that the Government is showing “once again” its commitment to Andalucia in terms of hydraulic infrastructures, and in this regard he recalled the latest agreement reached by the Regional Minister of Agriculture with the Secretary of State for Transition, Hugo Morán, to hold weekly meetings to address all issues related to improving the situation “so lamentable that we are suffering as a result of the drought”.

The key points of Andalucía’s new tourist rental housing law explained:
– The tourist rental housing sector in Andalucía is facing a new era as a fresh law comes into effect to control a surge in such properties.
– The decree sets new limits on the capacity of tourist dwellings, which is set at 15 dwellings in the case of the rental of an entire property and six in the case of a flat that is rented by rooms. In both cases, the number of beds per room may not exceed four, of which two must be in beds that are not bunk beds.
– A tourist property must have a minimum area of 14 square metres per person. Properties must also have two bathrooms if the number of beds is greater than five and three bathrooms if the number of beds is greater than eight. Bedrooms and living rooms must have direct ventilation to the outside or to ventilated patios. The requirement will not apply if there is an exemption such as architectural protection.
– Properties must be sufficiently furnished and equipped with necessary appliances and utensils for immediate use and in accordance with the number of people, have a television, power sockets in all rooms and basic supplies that enable them to be habitable, such as electricity and hot and cold running water.

Axarquia working to ensure summer supply with ships loaded with water from desalination plants in Almeria: {Translation}
– The Mancomunidad de Municipios de la Costa del Sol – Axarquia is ahead of other institutions in the management of the water supply by boat in order to guarantee the supply during the coming summer, according to Cadena SER Axarquia. The president of this institution, Jorge Martin, reported on Wednesday that, if necessary, the region will have water from the desoladoras of Almeria, which will be transported by boat to the vicinity of the port of Caleta de Velez.
– Jorge Martín has advanced that “we are having conversations with shipping companies, foreseeing ships that are going to unload here in front of the port of Caleta de Vélez. It would be purified water that would come from the desalination plants in Almería. It depends on the Junta de Andalucía and our public company Axaragua, which we have already anticipated because the drought situation is not only here, it affects the whole of Spain. – Martín has indicated that the most immediate source will be the desalination plant at El Trapiche, which “is going to be installed now”, and which will allow water from brackish wells and the remaining resources in the La Viñuela reservoir to be filtered by osmosis. “Work is already underway on a desalination plant that will go to El Trapiche, in which we are going to treat some wells that we have that are brackish because of the sea water. And also in case the water that we have left in the reservoir is not suitable for consumption, this desalination plant will also treat it by osmosis so that we can take advantage of all the water that we can get from the reservoir,” said the president of the Mancomunidad.

What is regenerated water & how may it be used? A proposed solution for drought in Malaga: {Translation}
– What is regenerated water? As defined by the Royal Decree that regulates its use, it is treated sewage that, where appropriate, has been subjected to an additional or complementary treatment process that allows its quality to be adapted to the use for which it is intended.
– What are the uses of regenerated water? In addition to the agricultural sector, regenerated water is used for urban (garden irrigation or washing down), industrial or recreational purposes (irrigation of golf courses, for example). Together with desalination plants, its use in Malaga has become a key element in the management of water resources and in guaranteeing savings in drinking water.
– Royal Decree 1620/2007, of 7 December, which establishes the legal regime for the reuse of treated water, establishes the different uses of regenerated water:
Irrigation of private gardens.
Irrigation of urban green areas (parks, sports fields and similar).
Street washing
Fire-fighting systems
Industrial vehicle washing
Irrigation of agricultural crops
Irrigation of pastures for the consumption of dairy or meat producing animals
Aquaculture
Cooling towers and evaporative condensers
Process and cleaning water for industrial use
Golf course irrigation
Ponds, bodies of water and ornamental circulating flows, where public access to water is prevented

Other environmental uses (maintenance of wetlands, minimum flows and the like)
Forestry
– The same decree establishes the controls that must be carried out on these waters to ensure minimum levels of quality. Thus, it states that the quality of regenerated water is to be assessed by analysing samples taken both at the outlet of the regeneration plant and at all delivery points. These analyses must be carried out at a minimum frequency, depending on the uses.
– On the other hand, those cases in which it is forbidden to use regenerated water are the following:
For human consumption, except in situations of declared catastrophes in which the health authority will specify the quality levels required for these waters and the uses.
For uses in the food industry
For use in hospital facilities and other similar uses
For the cultivation of filter-feeding molluscs in aquaculture
For recreational use as bathing water, i.e. for filling swimming pools.
For use in fountains and ornamental laminae in public spaces or inside public buildings.
– In a drought scenario such as the current one, regenerated water is emerging as one of the main solutions, especially for the survival of the countryside. In Malaga, the fourth drought decree approved by the Junta de Andalucía is committed to the use of this resource for the agricultural sector in Antequera and Bajo Guadalhorce, water that has already been authorised for irrigators in La Axarquía, who have not received a drop of water from the La Viñuela reservoir since October 2022.

Here are the downsides of “Aquifer Recharge” that officials will admit to, from the U.S. Environmental Protection Agency:
*Pathogens may enter aquifers if water is not disinfected prior to injection. Some states allow injection of raw water and treated effluent. In these states, the fate of microbes and viruses in an aquifer is relevant.
*Disinfection byproducts can form in the aquifer if water is disinfected prior to injection. Soluble organic carbon should be removed from the injectate before disinfection. If not, chlorinated disinfectants may react with the carbon to form contaminating compounds. Contaminants include trihalomethanes and haloacetic acids (both carcinogenic, click either one for more info).
*Metals and radionuclides may be mobilized from the rock depending on the chemistries of the injected water and the aquifer. Differences in pH and reduction-oxidation potential between the injected water and aquifer may cause arsenic, iron, manganese, or radionuclides that are present in the rock to dissolve into the USDW.
*Carbonate precipitation in carbonate aquifers can clog wells when the injectate is not sufficiently acidic.

Hostels in Velez-Málaga are forced to close early by water cuts: {Translation} It appears the local media outlets have been reading my editorials. -Ed.
– The water cuts that have been occurring throughout the province of Malaga over the last year have the hoteliers of Velez-Malaga scared. Despite the fact that the public administrations do not cease in their efforts to send the message that there will be water in one way or another for the summer, the businessmen are afraid because it no longer depends on them, but on rain and if it does not, they fear that in the end they will end up losing their businesses.
– One of the most touristic regions of the province, Axarquia, is one of the areas most affected by the drought. Specifically, the municipality of Vélez-Málaga has been suffering water cuts for months due to low water reserves in La Viñuela and is supplied with regenerated water and water transfers from the capital. This locality suffers water cuts from 23:00 until 7:45, but depending on the day sometimes they occur earlier at 22:00, 21:00 or even at 20:00.
– Faced with this panorama and seeing that the rainfall is still not coming, the Junta de Andalucía in Malaga has been meeting in recent weeks with strategic sectors affected by the drought, the last one being with the tourism and hotel sector in Malaga. In these meetings they are conveying a message of calm and certainty for the summer. In spite of everything, the president of the Association of Traders and Businessmen of Torre del Mar (Acet), Antonio Sebastián Pastor, assures that in the area they are “scared” about the summer and how it is going to develop if the situation remains the same.
– In this sense, he adds that 75% of the establishments close earlier, which is causing a significant reduction in work. In addition, he adds that this is compounded by the fact that when workers finish at 22:00, they are unable to shower when they get home.
– As for washing the dishes, he maintains that they always have to do it the next day at the time the water reaches them. “If they open at 8:00 until the water reaches us, it could be 10:00, the same as when they close, because they can say that they cut off at 21:00 and we have water until 22:00 at the latest, although it depends on consumption”, the businessman remarks. {Leaving unwashed dishes overnight is considered an unsafe practice as it encourages pests and bacteria/mould. Health inspectors can issue a fine if the catch a restaurant doing this. It may not be critical now, but as temps rise, this threat grows, literally. -Ed.}
– When thinking about the future, Pastor points out that “it is impossible to talk about it, for us the future is tomorrow”. He also points out that “this summer, if there is no water, there is no work and if there is no work, there are no tourists”, which means that both sectors are in danger if it doesn’t rain or if the water solutions don’t arrive in time.
– They are open every day and work on a limited basis, but they do not earn as much as they could if there was water. The president of Acet believes that the situation is going to become increasingly difficult and “the worst will come when tourists stop coming to Malaga and decide to travel to other places where they have beach, sun and water, because here now we only have beach and sun”.
