SPAIN
European Court orders Spain to convert temp workers into permanent employees: {Translation, summary}
– The Court of Justice of the European Union (CJEU) has ordered Spain to convert thousands of temporary workers into permanent employees. This has been dictated in a ruling in which it has highlighted the abuse of temporary contracts by public administrations, something which, it points out, can lead to the employment of workers in a precarious manner “for years”.
– The EU Court of Justice assures that, “in the absence of appropriate measures”, “the conversion of these temporary contracts – which also include non-regular open-ended contracts that are extended successively – into regular contracts, can provide a solution”.
– The European Court of Justice has asked the Spanish court to modify the consolidated national case law if it is based on an interpretation incompatible with the objectives of European legislation, particularly with the Framework Agreement on fixed-term work. The European High Court considers that the Spanish legislation does not appear to constitute “a sufficiently effective and dissuasive measure to ensure the full effectiveness of the rules adopted under the European framework agreement”. ANDALUCÍA
Surgical waiting lists in Andalucía soar due to anaesthetist shortage: {Translation}
– The lack of anaesthetists in Andalusia has triggered a worrying crisis in the health system of the community, reflected in the fact that the number of patients on the waiting list for surgery has shot up, especially in the second half of 2023. As the Regional Ministry of Health itself has acknowledged, the shortage of healthcare professionals, especially in critical areas such as Anaesthesiology, has led to serious difficulties in covering sick leave or rest periods, which has had a direct impact on the capacity of hospitals to provide efficient and timely surgical care.
– The specialised digital newspaper Diario Médico publishes official data, which show an alarming increase of 47.2% in the number of patients on the waiting list during the last six months of 2023, with a total of 142,507 patients waiting for surgery, of which 53,014 were outside the times guaranteed by the Andalusian Health Service (SAS). This situation has been attributed mainly to the shortage of anaesthetists, which has exacerbated delays in the scheduling of surgeries, impacting negatively on patients’ quality of life and generating growing concern in the medical community.
– The Regional Minister of Health, Catalina García, has acknowledged the seriousness of the problem and has urged the Government to take urgent measures to address the staffing crisis, including an increase in the number of MIR positions (Resident Internal Physician) and the relaxation of the criteria for the accreditation of new teaching units in Anaesthesiology (Yikes! Lower the training standards for instructors in this very delicate specialty? Bad idea! -Ed). However, a short-term solution remains elusive (…when you refuse to pay competitive wages…-Ed.), and patients continue to face long waits for the surgical care they need. Renfe driver strike scheduled for March is called off: {Translation, summary}
– Sources close to Renfe and Semaf confirmed to “20 Minutos” that the strike of drivers called from the trade union association of drivers and railway assistants and scheduled for 1, 4 and 12 March, in addition to stoppages throughout the 6th, they have been called off after reaching agreement on the entry of new staff and the processes of decoupling and partial retirement. NERJA
Environmentalists raise concerns over fire prevention measures in Nerja / Maro area:
– Environmental group Gabinete de Estudios de la Naturaleza de la Axarquía (GENA-Ecologistas en Acción), which is based in the Axarquía on the eastern side of Malaga province, has criticised the number of bonfires that are being started to burn agricultural and gardening waste on the Vega de Maro between Nerja and neighbouring Maro.
– According to the environmentalists, “just this Tuesday a worrying fire broke out in the Barranco de Maro caused by a spark from a welding machine being used by workers mending a water pipe. They went on to say in a statement that in just one morning “up to eight bonfires were seen in the Maro and Nerja areas” and believe that “none of these bonfires respect the Junta de Andalucía’s current fire prevention regulations”.
– The environmentalists have called on Nerja town hall “to go to these places and check if they are respecting the rules, especially if there is forest vegetation in the vicinity, such as pine trees, which burn very easily and would spread to the Tejeda and Almijara natural park”. ALGECIRAS
More than 1,500 farmers start protest march to the entrance of the port of Algeciras on Thursday: {Translation, summary}
– The mobilization called this Thursday by the agricultural associations Asaja, COAG, UPA and Agro-Alimentary Cooperatives to the Port of Algeciras (Cadiz), has started with more than 1,500 people, according to sources of the Local Police, from the agreed meeting point, in the Industrial Park La Menacha, to go on foot to the north entrance of the port of Algeciras behind a banner under the slogan ‘For a Living Countryside’.
– Speaking to journalists, the secretary general of COAG in Andalusia, Miguel Lopez, said that “this is the continuation, obviously, of this process of mobilisation that began at European level”. “The basic and fundamental issue is that the European agricultural sector is in crisis, agricultural policies are driving us out, they are conditioning us, they are not allowing us to work and, in short, they are destroying this professional and social model which is the majority model in the European Union”. UK
UK court concludes two-day hearing over new Assange extradition appeal:
– Britain’s High Court has finished hearing two days of arguments over whether to grant WikiLeaks founder Julian Assange a fresh appeal against his extradition to the United States to face espionage charges.
– Two senior judges heard evidence from his lawyers and those representing Washington, and opted against making an immediate decision on what is likely Assange’s final UK bid to block extradition. “We will reserve our decision,” judge Victoria Sharp said as the latest legal proceedings in the long-running case concluded. It is unclear when she and judge Jeremy Johnson will issue their ruling.
– Assange was absent from court for the two-day session, and did not follow the proceedings via video due to illness, his lawyer said. Dozens of his supporters massed outside on both days, demanding that the judges halt his extradition. Full article: https://www.rte.ie/news/world/2024/0221/1433621-julian-assange/
EUROPE
Dutch PM Mark Rutte gets US, UK backing to lead NATO:
– Current NATO Secretary General Jens Stoltenberg will end his decade-long term in October. His successor will have to balance the NATO members’ support for Ukraine while guarding against any escalations that would draw the alliance into a war with Russia.
– Retiring Dutch Prime Minister Mark Rutte is in a strong position to become the next leader of NATO after he received the backing of the United States and the United Kingdom on Thursday. He unexpectedly announced his departure from Dutch politics last year, amid criticism for tanking the economy, supporting the WEF Agenda 2030 with farm confiscations, and allowing unrestrained immigration, but remains in a caretaker PM role until a new coalition government can be formed following the last election on November 22.
– “President Biden strongly endorses PM Rutte’s candidacy to be the next Secretary General of NATO,” a US official told reporters. Meanwhile, a spokesperson for UK Prime Minister Rishi Sunak said Rutte was well-respected across NATO and “has serious defense and security credentials.”
– In recent years Rutte was increasingly seen as part of the problem rather than the solution to the dutch government’s political difficulties. His lack of openness, as well as his involvement in several controversies combined with a general loss of trust in politics, have seen his popularity sink to an all-time low.
– An opinion poll for the current affairs program EenVandaag of 18,000 people found that almost three in four said it would be “unacceptable” for Rutte to return as prime minister after last November’s election. Some 83 percent thought his latest coalition administration had done a bad job.

ENERGY CRISIS
VAT on electricity will rise from 10% to 21% in March for millions of Spaniards: {Translation}
– The small print, whether it is a private contract or a law, sometimes hides unpleasant surprises. And this seems to be the case of the temporary tax reduction approved by the government to reduce the price of electricity as a result of the sharp rise in energy prices in 2022 and part of 2023.
– Among other measures, Royal Decree-Law 20/2022, dated 27 December, included a reduction in VAT on electricity from 21% to 5% and, subsequently, the government also temporarily set the rate at the current 10% with the start of 2024. As a result, electricity continues to be taxed at a lower rate than most goods and services, where VAT stands at 21%.
– However, this tax exception, designed specifically for domestic consumers (with less than 10kW of contracted power), also has small print. According to the same decree, this rebate can only be applied under a specific condition: “When the arithmetic average price of the daily market corresponding to the last calendar month prior to the last day of the billing period has exceeded 45 €/MWh”.
– At the end of 2022 and beginning of 2023, it was unthinkable that the price of energy in the wholesale market would fall below this threshold, but in recent months it has been substantially reduced, to such an extent that this condition will no longer be met this February.
– According to the electricity market consultant Ingebau, it is very likely that the average price of energy will end February below 45 €/MWh, and this “would imply that invoices issued to households whose last day of billing is in March will be subject to VAT at 21%. In addition, the futures market marks March and April prices at 33 and May at 42 €/MWh, so we are talking about extending this VAT increase by four months”, he adds.
– In this way, many families who today pay a VAT rate of 10% will have to pay a rate of 21%, which, taken to an average bill of 60 euros per month, would mean an additional 6 euros. In addition, this has several consequences, according to this consultant, since “people who have a fixed price contract do not benefit from the drop in the wholesale market and pay VAT at 21%, which is unfair”.
– And, on the other hand, “the application is absurd because, if the market closes cheaply in February (less than 45), VAT rises on invoices with the last day invoiced in March (if the invoice is from 1 to 31 March), so that the VAT increase applies to a month that may have a wholesale price of more than 45”. Source, Spanish: https://www.libremercado.com/2024-02-22/el-iva-de-la-luz-subira-por-sorpresa-en-marzo-para-millones-de-espanoles-7100264/

Facua denounces a website that sells ‘miraculous’ courses to correct vision problems: {Translation, summary}
– The program is called Volver a Ver Claro.
– Correct vision problems without the need for glasses, contact lenses or operations just by taking an online course and for a cost of 497 euros. This is the advertisement with which a website offers a “miraculous” solution to reduce and eliminate common vision problems such as myopia, astigmatism, farsightedness, cataracts or presbyopia and which has been denounced by Facua-Consumers in Action for “misleading advertising”.
– “It is particularly serious that this training is being marketed” as a way for the user with a vision problem to achieve a natural improvement, the eyes being a delicate organ. Opticians and ophthalmologists are the only ones who should treat any eye disease says Facua. FINANCIAL
Spain is the worst managed economy in Europe- the ranking of shame: {Translation}
– The Economic Management Indicator (EMI) of the Juan de Mariana Institute (IJM) measures the performance of the twenty-seven economies of the European Union (EU27) on the basis of five study categories: GDP growth, job creation, moderation of the tax burden, improvement in household purchasing power and control of public debt.
– This metric aims to reflect the evolution of the different EU economies over the last five years (2019-2023), so it can be interpreted as a ranking that assesses which countries have been better or worse managed in a complex period, marked by the coronavirus pandemic.
– If we measure GDP growth between 2019 and 2023, we find that the average evolution of Spanish production shows a timid increase of 3.3 points. This places us at number 22 in the European ranking, with a GDP evolution that is more than 50% below the European average, which describes an increase of 5.6 points for the same five years analysed.
– As for the labour market, the study stresses that 90% of the reduction in official unemployment observed between 2019 and 2023 is explained by the government’s statistical make-up, seen for example through the reclassification of permanent contracts. Thus, when we measure actual unemployment, we find that the fall in unemployment recorded in Spain between 2019 and 2023 was barely 1.4%, which places us in a mediocre 18th place on the list. Greece has been the country with the best results in terms of unemployment reduction. Despite this, the vice-president of Pedro Sánchez’s government and Minister of Labour, Yolanda Díaz, has criticised the labour reforms introduced by the Hellenic country.
– The tax burden has risen by 2.9 points of GDP between 2019 and 2023, from 35.4% to 38.3% of GDP. Spain is the second country in the EU-27 with the highest increase in taxes for the period analysed, behind only Cyprus. The EU average shows a rise of just 0.1 points of GDP, with thirteen member countries having reduced their tax burden and another seven having increased it very moderately. Therefore, the taxation path observed in Spain is a clear departure from the patterns observed in the Old Continent and shows that taxpayers in Spain have experienced a full-blown “fiscal explosion”.
– If we measure per capita income in purchasing power parity, we find that this indicator falls by -5.5% from 2019 to 2023 in the case of Spain. This plunge explains why the income gap between Spain and the European average has grown from 9 to 14 percentage points. The best performer in this area is Ireland, while the worst performer in the table is France.
– The weight of public debt as a percentage of GDP has risen moderately in the EU-27, with a rise of 3.3 points between 2019 and 2023. In contrast, Spain has seen a rise of 10.8 points, three times the EU average. In 2023, public debt rose at a rate of 165 million per day. In fact, throughout Pedro Sánchez’s term of office, for every 1 euro increase in GDP, 2 euros of public debt have been issued.
***The ranking of shame***
– If we add these five variables, we obtain the following table of results, see below.
– As can be seen, the results of the Economic Management Indicator (IGE) place Spain as the country with the worst results for the period 2019-2023. Under Pedro Sánchez, we are the worst performer of the Old Continent because GDP has grown very slowly, employment has barely improved once the statistical make-up is discounted, the tax burden has shot up sharply, the purchasing power of families is increasingly far from the levels observed in the rest of Europe and public debt has risen significantly. In fact, aggregating all the GEM scores, we are 7.4% below the average ranking achieved in the EU-27. Goodbye to chrome plating for new cars and motorbikes – the EU bans it from 2024 onwards: {Translation, summary}
– Bold car and motorbike colours are a lure, not only on the road, but also in Spain’s dealerships. However, their days are numbered. This very year, 2024, marks the end of chrome plating by the European Union.
– A large number of elements of cars and motorbikes sold today are chrome-plated. This is the case, for example, with frames, window frames, grilles, or even some interior parts in more premium cars.
– But what is the reason for this significant EU ban? That is the question. Just in this connection, it is also worth remembering that only a few months ago the same was done with the banning of glitter on car bodies.
– The reason for the ban, as explained by the European Commission, is hexavalent chromium, as the toxic form of the metal chromium is called. The announcement of the ban on hexavalent chromium in the European Union was made by the REACH directive in 2017. This directive gave EU industry seven years to find viable alternatives to this material. According to Autocar, the proposal is the result of health problems associated with hexavalent chromium dyes, a known carcinogen.
