– The Vélez-Málaga branch of the Cruz Roja (Red Cross) is looking for English-speaking volunteers. The service provides help to people across the Axarquía with medical appointments, loans of mobility aids, social services appointments, home visits and shopping.

Amnesty Bill rejected as deeply flawed by CGPJ report: {Translation, summary}
– The Plenary of the General Council of the Judiciary (CGPJ) has approved by 9 votes in favour and 5 against the report critical of the amnesty law.

In this respect, it points out that it does not pass the tests of reasonableness, proportionality and suitability to the aims it seeks to achieve.
– With regard to the articles, the report warns that the regulatory text suffers from a broad lack of clarity which could give rise to different legal interpretations, to the detriment of legal certainty. It also considers it imperative to exclude from the scope of the amnesty all terrorist crimes in accordance with national laws, and considers it contrary to current legislation not to suspend the procedure when a question of unconstitutionality or a preliminary ruling has been raised.
– Finally, the report stresses that the confusing nature of the bill’s most relevant precepts makes it very difficult for the courts to interpret, which generates legal uncertainty and favours the risk of raising in the social and legal debate the reproach of judges for applying the law against the legislator’s alleged aims which, as they have not been clearly set out in the text, cannot be assessed. Another Huge Malpractice Payout For Andalusian Health Service (SAS): {Translation}
– The SAS will compensate a man with 214,670.24 euros for the “important and definitive sequelae” he suffers because of the “delay” in the diagnosis and treatment at the Hospital de El Toyo, in Almeria, of the stroke he suffered in 2019, when he was 55 years old.
– The resolution states that the medical action “was not carried out in time” and points out that it was a pathology “that could have been treated correctly, if the Stroke Code had been activated”, but “it was complicated until it was repeated on another occasion, depriving the patient of the possibility of having been left without sequelae, or with lesser sequelae than those suffered”. The resolution indicates that the absolute permanent disability in which the victim finds himself has a “causal relationship” with the health care provided.
– Although the SAS partially upheld the negligent action in administrative proceedings, the Andalusian Advisory Council (CCA) rejects the excuses offered and corrects its assessment and concludes that it was not a “loss of opportunity” as it rejects the argument that, with “correct treatment”, the “possibility” of recovery “without limiting sequelae three months after suffering a stroke is approximately 50%”.
– The CCA advisory body does not consider the award reduction, a counter offer proposed by the SAS, to be adequate and points out that the victim should be compensated “without any reduction” and in the amount of 214,670.24 euros. CCA does not agree with the conclusions contained in the motion for a resolution and points out that there are two verifiable facts, beyond any calculation. On the one hand, there was “the omission of diagnostic measures, depriving the patient of early treatment that could have prevented the second event occurring days later, which led to the definitive and disabling sequelae”. On the other hand, according to the CCA, the second event was a “certain and non-probabilistic” result, so there is a “clear causal relationship” between the “inaction and the result”. Junta de Andalucía demands meeting with Spanish authorities following three health alerts for contaminated produce in a month:
– Andalusian health minister Catalina García has requested a meeting with Spanish authorities over three health alerts issued in a month, which she says is caused by poor border control for goods coming into Spain.
– The Junta representative wants to talk to Spanish minister of health Mónica García to “improve border control” for products arriving from third countries.

Andalucian hotels and tourist accommodation, against the tourist tax: {Translation}
– The Andalusian Federation of Hotels and Tourist Accommodation (FAHAT) has shown its rejection of the tourist tax, which they call “impuesto turístico”. The arguments for opposing this tax are multiple and, according to this federation, it harms both Andalusian taxpayers and tourists. Moreover, one of the main arguments is that the Partido Popular stated in its election manifesto that it was going to lower taxes.
– These are the most important arguments that FAHAT claims to reject the introduction of the tourist tax:
*It would be detrimental to Andalusian taxpayers because they are 52’51% of the users who stay overnight in accommodation in the community itself.
*That the experience of implementation in other communities in Spain shows that the money collected has been used to correct funding deficits in other public services.
*That this “tax” causes a disincentive to demand, making it difficult to market the tourist product.
*There are already taxes already borne by the tourism sector, such as IBI, Business Tax, Corporate Tax, VAT, Fuel, Water and Gas Taxes.
*There are already taxes such as Rubbish Collection, Space Reservation (loading and unloading) and Public Street Occupation Tax that the sector already has to pay.
– For all these reasons, the Andalusian Federation of Hotels and Tourist Accommodation is totally against the imposition of this tax, denying that there is room for consensus with the different governors of both the Junta de Andalucía and the town councils of the Andalusian community that have shown themselves to be in favour of its implementation. Water Crisis- Costa del Sol gardeners, lifeguards and others affected by drought rules join forces to protest:
– More than 160 people belonging to some 50 companies from along the Costa del Sol have joined a movement started by Andrés Marín, owner of a gardening firm in Benalmádena, to protest against measures included in the Junta de Andalucía’s drought decrees. These include the ban on watering green spaces and the filling and refilling of private swimming pools.
– Marín’s supporters come from industries such as gardening, plant nurseries, lifeguard and pool maintenance companies. They say they will be forced to lay off workers if “these drastic measures are not modified”. {A phoned-in tip received from a reader last week says the layoffs and contract cancellations have already begun in the Rincon/Velez/Torre area. -Ed.}

Popular beach bar reopens following complaint from local resident about smoke and smell from grilled sardines:
– La Dorada de Plata beach bar in Almuñécar on Granada’s Costa Tropical has reopened four months after it was forced to close following a complaint from a local resident about the smoke coming from its traditional ‘espeto’ boat, used to grill sardines on an open fire.
– La Dorada de Plata opened in 1966 and is famous for its ‘espetos’ (sardine skewers grilled over an open fire, typically in a dugout fishing boat). Now the bar has installed a pergola equipped with an extractor hood which Mingorance describes as “unique” on the Spanish coast, covering the three metres of boat so that normal service can resume. Sierra Nevada reopens with almost 90 kilometres of skiable terrain and snow forecast for the whole of Easter week: {Translation}
– The winter resort of Sierra Nevada, in Granada, reopened this Saturday 23 March after a strange and irregular week, in which it was even forced to close due to the wind. It does so with 87 skiable kilometres, which is ten less than it had last week, due to the inclement weather, but Easter is looking good and forecasts indicate that today it will reach 90 kilometres out of a total usable surface area of 112.
– In addition, 19 of the 23 ski lifts are available, there are 106 pistes open out of a total of 139 and the thicknesses range from 75 centimetres in Parador to 180 in Borreguiles, where there were two metres just a few days ago. The quality of the snow is spring in Veleta, Laguna and Borreguiles and wet in Loma Dólar, Río and Parador.
– The weather forecast for this day is for a snow level of around 2,600 metres. Some afternoon showers are not ruled out either, which could leave deposits of mud, while there will be cloudy intervals, with medium, high and diurnal evolution clouds, and reduced visibility due to haze.
– The forecasts of the State Meteorological Agency point to snow over the next few days. In fact, it may do so throughout the whole of Easter Week. Two days after airstrikes shut down major parts of Ukraine’s power grid, Russia stages another major airstrike on Ukraine; one missile enters Polish airspace:
– Russia struck critical infrastructure in Ukraine’s western region of Lviv with missiles early on Sunday, Kyiv said, in a major airstrike that saw one Russian cruise missile briefly fly into Polish airspace according to Warsaw.
Moscow launched 57 missiles and drones in the attack that also targeted the capital Kyiv, two days after the largest aerial bombardment of Ukraine’s energy system in more than two years of full-scale war, Kyiv said.
“There were two preliminary hits on the same critical infrastructure facility that the occupiers targeted at night,” Lviv’s regional governor Maksym Kozytskyi wrote on the Telegram messaging app. The strike used Kinzhal hypersonic missiles, which are harder to shoot down, he added, without identifying the facility. The energy ministry said equipment caught fire when a critical energy facility in the Lviv region was attacked, causing it to lose power. It was unclear if they were talking about the same facility.

Greece Increases Golden Visa Investment Requirement & Introduces Rental Restrictions:
– Parts of the country in which third-country nationals will need to invest €800,000 to secure a Greek residence permit include Attica, Mykonos, Santorini, and Thessaloniki, among many others.
– As for the other areas, the Minister confirmed that the minimum investment requirement is €400,000.
– Greece has also introduced restrictions on short-term rentals for properties obtained through the Golden Visa Program. In addition to the investment requirement, foreigners are also required to purchase a property that has no less than 120 square metres. MMA News- ‘Bite of the night’ as UFC fighter Igor Severino disqualified for biting opponent Andre Lima:
– UFC fighter Igor Severino was disqualified from his fight on Saturday night after biting his opponent, Andre Lima.
In the second round of their flyweight bout in Las Vegas, Lima was being held from behind by Severino before the 20-year-old appeared to lean in and bite Lima on his left arm. Lima let out an audible shout before referee Chris Tognoni stopped the fight and announced that Severino had been disqualified from the fight, awarding the win to Lima.
– Lima posed for photos after his victory, with a bite mark visible on his left arm.

F1 News- Carlos Sainz wins Australian Grand Prix as Max Verstappen retires from race:
– Carlos Sainz claimed an impressive victory at the Australian Grand Prix on Sunday, breaking Max Verstappen’s dominant grip over this F1 season as the Red Bull driver was forced to retire from the race.
– The Spaniard began the race second on the grid, behind pole-sitter Verstappen, and stuck close to the three-time world champion before easily overtaking him on the second lap to take the lead. Sainz’s lead was never truly threatened, though, and he held onto secure victory with his teammate Charles Leclerc finishing second to complete a Ferrari 1-2.
– And shortly afterwards, the scale of Verstappen’s problems with his car became apparent as he shouted over the radio, “I have smoke, fire, fire, brake, my brake,” before slowing down and limping into the pit lane with smoke streaming behind him and fire in his wheels {pic}. TELEGRAM USER ALERT! Telegram To Be Blocked In Spain Beginning Today:
– The use of the messaging application Telegram in Spain will be temporarily suspended as of Monday, following a request from media companies. The order was issued by judge Santiago Pedraz of the Audencia Nacional, a high court which handles sensitive cases.
– Media companies, including Atresmedia, EGEDA, Mediaset, and Telefonica, complained that Telegram was allowing users to upload their content without permission.
– While the claims are being investigated, Pedraz agreed to block Telegram’s services in Spain. According to the court source, it will be the responsibility of mobile operators to block Telegram’s services. The judge issued the order after officials in the Virgin Islands, where Telegram is registered, failed for over eight months to respond to a court request from July 2023. The court wanted information that would allow it to identify who was behind the accounts in question that were uploading apparently pirated content. The lack of cooperation from the Virgin Islands led him to take this “precautionary measure,” the judge said in Friday’s order.

The income tax return is coming- these are the new things to bear in mind:
– The 2023 Income and Wealth Tax Campaign will start on 3 April with the filing of returns online, but from this week taxpayers can access their tax data from the Tax Agency’s website and mobile app.
– The Official State Gazette (BOE) has already published the order setting out the new features of the 2023 Income Tax Campaign and the tax return forms, as well as determining the place, form and deadlines for filing them, establishing the procedures for obtaining, modifying, confirming and filing the draft tax return.
– According to the published calendar, the Campaign will start just after Easter, on 3 April, and will run until 1 July 2024, one day longer than usual, as 30 June falls on a Sunday this year.

What we know after the Islamic State group claims responsibility for Moscow massacre:
– The Islamic State (IS) group has claimed responsibility for an attack on a suburban Moscow concert hall that killed at least 133 people, the most deadly attack in Russia in years. Though the U.S. says it has evidence backing up the jihadists’ claim, that didn’t stop Moscow and Kyiv from pointing the finger at each other Saturday as the war in Ukraine rages on.
– Videos posted by Russian media and on messaging app channels showed men toting assault rifles shooting screaming people at point-blank range. One video showed a man in the auditorium saying the assailants had set it on fire, as gunshots rang out incessantly. Video showed the building on fire, with a huge cloud of smoke rising through the night sky.
– The Islamic State group claimed responsibility, first Friday and then again Saturday, on the social media channels that they typically use to issue statements. In their Saturday statement they said the attack had come in the “the natural framework” of the ongoing war between the extremist group and countries they accuse of fighting Islam.
– In an address to the nation on Saturday, Putin said authorities have detained a total of 11 people in the attack, including four suspected gunmen in what he called “a bloody, barbaric terrorist act.” He said Russian authorities captured the four suspected gunmen as they were trying to escape to Ukraine through a “window” prepared for them on the Ukrainian side of the border. “The Concert for George,” held at London’s Royal Albert Hall on November 29, 2002, served as a poignant memorial for George Harrison, marking the first anniversary of his passing. Organized by Harrison’s widow, Olivia, and son, Dhani, with musical direction by Eric Clapton, the event benefitted the Material World Charitable Foundation, founded by Harrison himself. The concert showcased a diverse array of performances, starting with traditional Sanskrit invocations and Indian music by Anoushka Shankar, followed by comedic interludes featuring Monty Python. The main program featured “George’s Band,” including surviving Beatles members with Harrison’s son, along with Eric Clapton, Jeff Lynne, Tom Petty and the Heartbreakers, and many others, playing faithful renditions of Harrison’s songs. The event was captured on film, later released on DVD, CD, and Blu-ray, and in 2018, was made available on streaming services and issued on vinyl to commemorate what would have been Harrison’s 75th birthday.
