SPAIN
The Madrid High Court upholds the judge’s decision to continue investigating Sanchez’s wife Begoña Gómez because there are “criminal indications”: {Translation, summary}
– Judge Juan Carlos Peinado will be able to continue investigating Begoña Gómez’s professional activity without limitations, despite the absolute opposition of the Public Prosecutor’s Office and the exculpatory report of the Guardia Civil. Section 23 of the Provincial Court of Madrid has agreed this Wednesday to give the magistrate a free hand to continue with his investigations because he believes that in the actions of the president’s wife in writing letters of recommendation for a businessman friend so that he could participate in government tenders there are “indications of the alleged commission of a criminal act”.
– The judges – who admit, however, that there are errors in the original complaint by Manos Limpias and that the accusations against Gómez for allegedly mediating for the millionaire bailout of Air Europa have no basis – insist that it must be investigated to what extent the recommendation in 2020 of Pedro Sánchez’s wife to Carlos Barrabés, Gómez’s academic and master’s colleague, served for the latter to obtain 20.2 million euros in public contracts between 2021 and 2022.
– Therefore, the Court rejects the appeal of the Provincial Prosecutor’s Office of Madrid, which on 25 April asked for the preliminary proceedings for influence peddling and corruption in business to investigate Gómez’s contacts with different companies to be closed. The judges only supported the Prosecutor’s request to lift the secrecy of the proceedings, something that the judge has already decreed this week. Insurance for electric scooters and mobility scooters will be mandatory from 2026: {Translation, summary}
– Users of electric scooters will have to have civil liability insurance in order to be able to ride them on Spanish streets. This was approved on Tuesday by the Congress of Ministers under the concept of the Motor Insurance Law, which will begin to consider these devices as “light personal vehicles” (E-vehicles), which will have to be registered with the Dirección General de Tráfico (DGT).
– The draft bill refers to “light personal vehicle” as a motor vehicle with a maximum speed of between 6 and 25 km/h and a weight of less than 25 kg, or a device with a maximum speed of between 6 and 14 km/h and a weight of more than 25 kg. This includes electric scooters and personal mobility vehicles.
– These policies, which are similar to those required for other motor vehicles (such as cars or motorbikes), cover personal injury and material damage in the event of an accident. In addition, the Government will introduce a public register of light personal vehicles, and this will require ID plates of some sort to be attached to each of these vehicles, by 2 January 2026. E-vehicles without a manufacturer’s “certificate of compliance” will be banned from public use in 2027. An open microphone catches VP Yolanda Díaz saying “f*ck them” in the middle of a control session and the PP asks for her resignation: {Translation, summary}
– The deputy of the Popular Party, Elías Bendodo, has denounced during his speech in the Congress of Deputies that the second vice-president, Yolanda Díaz {pic}, has spoken in vulgar terms from her seat during the exchange of questions between the President of the Government, Pedro Sánchez, and the leader of the opposition, Alberto Núñez Feijóo. “F*ck them, f*ck them all!” are the words of Minister of Labour Díaz (“¡A la mierda, que se vayan todos a la mierda!”).
– In Bendodo’s opinion, these words are “shameful” and “embarrassing” and, “in a serious government”, they would be grounds for resignation: “What a shameful statement,” he emphasised in the Chamber of Deputies. In a serious government, a vice-president would resign for less, Mrs Díaz”.

Just Add It To The List- Another Project Default With Foreign Investors By The Sanchez Gov’t May Cost The Public Another BILLION Euros: {Translation, summary}
– The government of Pedro Sánchez is facing a millionaire arbitration process, this time not for renewables but for the uranium that the mining company Berkeley tried to extract in Salamanca. After multiple announcements that they were willing to go to international arbitration against the Kingdom of Spain for what they interpret as a breach of the so-called Energy Charter Treaty, Berkeley has announced to the CNMV that it has officially applied to the International Centre for Settlement of Investment Disputes (ICSID) for an arbitration process for which they are claiming “preliminary compensation” of one billion dollars (around 950 million euros).
– In the note sent to the CNMV, the company accuses Pedro Sánchez’s government of having “violated multiple” points of the treaty. After sending a letter to the government announcing its intention to take the conflict to court and after months of silence from the government despite the fact that “we proposed negotiations to seek an amicable solution”, the company has initiated a process that could cost Spain almost €1 billion. President of the Junta, Juanma Moreno declares, “Pedro Sánchez always lies, but now he has been caught”: {Translation, summary]
– The president of the Junta de Andalucía, Juanma Moreno {pic}, has entered the national debate on Sanchez lack of honesty on Wednesday, before entering the plenary hall of the Andalusian Parliament to undergo the control session.
– Moreno has directly accused the President of the Government, Pedro Sánchez, of lying, “he lies permanently and shamelessly. When you lie permanently you run the risk of being caught, and now (in reference to the judicial investigation of his wife Begoña Gómez) he has been caught”. “They have caught him in a flagrant manner”, he insisted.
– For these facts, Juanma Moreno has asked Pedro Sánchez for explanations, “he must give explanations urgently because we are talking about something extremely serious”. Source, Spanish: https://www.malagahoy.es/andalucia/Moreno-Pedro-Sanchez-miente-siempre_0_1907209996.html

The Board goes into debt for 1,200 million euros to compensate for the spending of European funds they have yet to receive: {Translation, summary}
– The Andalusian government is going to borrow more than 1.2 billion euros. This has been authorised by the Governing Council meeting yesterday, Tuesday, in a financial operation whose final objective is to meet the payment of European funds that have been spent but not yet collected, with the approval of the central government through the Delegate Commission for Economic Affairs and in compliance with current legislation.
– The European spending framework 2014-2020 of the European Social Fund (which is intended for employment programmes, Vocational Training, among others), of the Feder funds (intended to finance infrastructure and R&D&I investments) and of the Feader, the three funding models that come to Andalusia from the EU, obliges the expenditure of the total amount granted before 31 December 2023 so that this money is not los. Thus, the Regional Ministry of Economy, Finance and European Funds of the Junta has spent 3,292 million euros in just one year, in anticipation of the incoming but as of yet undelivered funds, a record figure in the history of the regional administration, but which also has financial consequences. MALAGA PROVINCE
Malaga’s public hospitals still do not have free Wi-Fi two years after Juanma Moreno’s promise: {Translation, summary}
– Early June 2022. It was an electoral promise of the then PP candidate for re-
election, current President of the Regional Government of Andalusia Juanma Moreno: free television and wifi in the public hospitals of the Andalusian autonomous community to make the stay of those who are hospitalised as well as their carers more bearable.
– Almost two years have passed and in Malaga, these health centres still do not have wifi. However, some of that promise has been fulfilled, as the Regional Hospital has had a Free-to-air television service for its patients since the end of last year. But, for the moment, Malaga’s hospitals lack wifi. A spokeswoman for the Regional indicated that work is being done on this, but clarified that there is still no date for this measure to come into effect. There is no internet at the Clínico either, nor are there any plans to implement it at the moment. Spain’s most expensive water supply delivered to small Malaga town:
– The most expensive water supply in Spain is in a small town in Malaga province. Valle de Abdalajís (around 2,500 inhabitants) is a permanent headache for managers at ADIF. The Spanish rail infrastructure company is still paying for the mistake it made when digging the the tunnels for the high-speed Cordoba-Malaga railway line between 2006 and 2007, when it drilled into the aquifer that supplies the municipality and the surrounding farms.
– Since then, the company has been obliged to supply water to the town by various means, including the most expensive, which is by water tankers. According to data provided by ADIF in response to SUR’s questions, this has cost more than 25 million euros from 2007 to date. ALMAYATE
Almayate residents unite against the installation of a mobile phone antenna: {Translation}
– At the end of last week, work began on the foundations and at the same time they started a campaign to collect signatures to stop the work. More than 150 signatures have already been collected, according to SUR, and they are even prepared to organise a neighbourhood demonstration, with the support of socialist councillors Charo Gómez and Víctor González, who have expressed their concern to the neighbours.
– Gómez published on her social networks that “they have presented a letter to ask the bipartite government team, PP and GIPMTM, for explanations on this matter”.
– The antenna would be located on a plot belonging to local businessman and former PP councillor, Miguel Ángel Molina, who has pointed out that the installation has all the necessary permits and that the origin of this installation dates back six years, when the central government of the State obliged the municipality to remove other antennas near the sea and to move them away from the beach, being confident that it would be a technological improvement for all residents, who would benefit from the improved coverage. EUROPE
Putin warns West not to let Ukraine use its missiles to hit Russia:
– Russian President Vladimir Putin warned the West on Tuesday that NATO members in Europe were playing with fire by proposing to let Ukraine use Western weapons to strike deep inside Russia, which he said could trigger a global conflict.
– NATO Secretary General Jens Stoltenberg told The Economist, that alliance members should let Ukraine strike deep into Russia with Western weapons, a view supported by some NATO members but not by the United States.
– “Constant escalation can lead to serious consequences,” Putin told reporters in Tashkent. “If these serious consequences occur in Europe, how will the United States behave, bearing in mind our parity in the field of strategic weapons?” “It’s hard to say – do they want a global conflict?”
Putin said Ukrainian strikes on Russia with long-range weapons would need Western satellite, intelligence and military help – so the West would be directly involved. He said sending French troops to Ukraine would be a step towards a global conflict.
– Speaking of NATO members in Europe, Putin said that small countries there “should be aware of what they are playing with”, as they had small land areas and very dense populations. “This is a factor that they should keep in mind before talking about striking deep into Russian territory,” Putin said.
– Russia, which controls 18% of Ukraine, is advancing and has opened a new front in the Kharkiv region, triggering a debate in the West about what else it can do after giving Kyiv hundreds of billions of dollars in aid, weapons and intelligence. HEALTH
The “one-year” contracts recently announced by the Andalusian regional government for 2,300 health workers will only last six months- unions accuse them of outright lies: {Translation, summary}
– Health councillor Catalina García {pic} announced a week ago “one-year” contracts for Covid reinforcement staff who had been chaining temporary positions since 2020, but the new hires will only be from June to December. Unions accuse her of “lying again”.
– Less than a week after the Andalusian Minister of Health, Catalina García, announced in Jaén “one-year” contracts for more than 2,300 Covid reinforcement staff, the SAS informed the sector’s unions in writing that these contracts will in fact be “six months for doctors” and “five months for nurses and other specialties”.
– Sources at the Regional Ministry of Health have confirmed to this newspaper that they will indeed be six-month contracts and “then they will be extended for another six months”, a twist in the script that has once again angered the majority unions, who openly accuse García of “lying” when she made the announcement to the press on Monday last week, 24 hours before informing the sectoral committee and approving the agreement at the Governing Council on the following Tuesday, based on this misrepresentation.

CULTURE
Court considers gypsy culture to acquit a man of sexual abuse of a 12 year old, second such recent ruling: {Translation}
– The Provincial Court of Ciudad Real has acquitted a man of continuous sexual abuse against a 12-year-old girl whom he left pregnant with twins because it considers that the relations were consensual and that there was no significant age difference, as well as considering that in the Roma community this is normal behaviour.
– In 2022, a 20-year-old man began a relationship with a 12-year-old girl “similar to a marital relationship with the acquiescence of the families of both”, according to the sentence in the proven facts. The minor became pregnant with twins and, when she went to the doctor, the protocols were activated and the man, who did not know the exact age of the minor, was arrested.
– The prosecution had requested 11 years and six months in prison for a continuous crime of sexual abuse with penetration against a minor under 16 years of age, but the court decided to acquit him by applying the article of the Penal Code which indicates that consent under the age of 16 can exclude criminal responsibility when the perpetrator is a person close in age to the minor and in degree of physical and psychological development or maturity.
– The Provincial Court indicates in the sentence, dated February 2024, that “there is no controversy” about the fact that this “relationship is part of the cultural and social environment of the Roma community, where marriages of very young people are frequent”. The argument on which the acquittal is based is that the relations were “always consensual within the framework of a sentimental relationship” and defends the fact that the minor was able to give free consent when she was under 16 years old – the legal age to be able to give it – with a double explanation: the proximity of age to the man and the proximity of development or maturity.
– The court explains that the accused believed that she was older and discovered that she was 12 years old when they went to the doctor for the pregnancy, an error that it considers “credible” because the minor “can appear to be that age – 15 years old – both physically and in her behaviour”. It is in relation to the proximity in degree of development and maturity that the Provincial Court asserts that one cannot “ignore the cultural and social environment in which the relationship develops” and emphasises that both the accused and the minor “emphasise the normality of their behaviour in the gypsy world”.
– In this sense, the sentence reproduces fragments of the psychosocial report, which states that the minor has a normal development and does not experience her situation as abuse or sexual subjugation, “on the contrary, what stands out is how happy she was with the defendant, whom she chose as a partner”.
– The judicial text states that “the relational world of the minor is referenced to gypsy customs and cultural references” and that the fact that both she and he have internalised the same culture “which leads them to consider their relationship as normal and correct, similar to a marriage” means that their degree of maturity and development are close to each other.
– This is not the first time that a court has used Roma culture when prosecuting a sexual offence against a minor. The Provincial Court of León has mitigated a sentence for continuous sexual assault against a man who impregnated a minor three times between the ages of 12 and 15 on the grounds that in the “Roma culture, marriages take place at a very early age” and this circumstance acts as a mitigating circumstance.
– The director general for Equal Treatment and Non-Discrimination and against Racism at the Ministry of Equality, Beatriz Micaela Carrillo, described the judicial decision as “an absolute disgrace” and pointed out that the Penal Code does not exclude the protection of Roma minors, otherwise, she said, “it would be arguing that abusing, assaulting or raping Roma girls has few legal consequences”. North Korea sends balloons carrying excrement over border, South Korea says:
– South Korea accused North Korea on Wednesday of sending a large number of balloons across their heavily fortified border to drop objects including trash and excrement, calling the act base and dangerous. By Wednesday afternoon, more than 260 balloons had been detected, and most of them have landed on the ground, the Joint Chiefs of Staff said.
– Balloons have regularly been sent the other way by South Korean activists, often led by North Korean defectors. North Korea has reacted angrily to those balloons, which usually carry anti-Pyongyang leaflets, mini radios, food and USB memory sticks with K-pop music videos and dramas.
– On Sunday, North Korea’s vice defence minister denounced balloons sent by South Korean activists, calling them “dirty things” and a “dangerous provocation,” and warned that “mounds of waste-paper and filth” would be sent to the South in response.
