Los Puertas (Vélez-Málaga) Fair 2024: 21 to 23 June
Fair will start on Friday 21 June, with the inauguration at 21.00 hours, and will last until the afternoon of Sunday the 23rd.

The Bank of Spain warns of the collapse of the Treasury if the Government continues with the pace of public debt: {Translation, summary}

– The analysis has been published as part of the Banco de España’s collection of “Occasional Papers” and uses a stochastic approach that aims to estimate the sustainability of Spain’s public debt by incorporating factors such as macro-financial uncertainty and the rising costs of a progressively ageing population.
– Currently, public debt already exceeds 107% of GDP, practically doubling the reference thresholds set by Brussels, which aim to limit Eurozone member states’ liabilities to below 60% of GDP. Worst of all, if we look back to 2007-2008, our country’s public debt was around 40% of GDP, so that the performance on this indicator has accumulated fifteen years of progressive deterioration.
– The Banco de España study points out that macro and financial uncertainty adds an additional layer of risk. Market volatility and potential increases in interest rates further complicate Spain’s financial outlook. Thus, the combination of all these factors creates an alarming scenario in which the absence of corrective measures may cause public debt to become an unsustainable burden.
– The Bank of Spain’s report not only presents this bleak diagnosis, but also suggests a way forward to avoid fiscal catastrophe. The key is none other than to commit to the implementation of a rigorous fiscal consolidation plan that is aligned with the new European economic governance framework. In a scenario where such policies are adopted, the probability of public debt exceeding 100% of GDP in 2040 falls sharply to 20%. However, in the absence of consolidation measures, there is an 80% probability that government liabilities will still be as high in fifteen years’ time.
– The aforementioned work also points out that “Spain is the second country in Europe with the highest increase in public debt from the end of 2019 to the first quarter of 2023. The rise, of 14.6 points of GDP, is well above the increase observed in the European Union as a whole, where the increase has been 6 points of GDP”. Andalusia brings in 3,000 doctors – without MIR (Médico Intern Resident, Resident Medical Intern) – to plug the overload in primary care despite being “illegal”, different group from the 500 MIRs currently in hospital training that Health also wants to work as doctors this summer: {Translation}

– As the lack of doctors is a recurrent problem in the Spanish public health system and especially in Andalusia, the Andalusian Minister of Health, Catalina García, insists on increasing the number of MIR places by 1,000, as well as the units that allow them to be trained. She says this in a context in which, moreover, she does not rule out having to close health centres this summer due to the shortage of doctors in the SAS.
– Precisely, the autonomous communities governed by the PP have asked the Ministry of Health to allow the MIRs to work in primary care. Without them, García claims that Andalusia will have 16% fewer doctors for the summer plan. As a result of the lack of resources, the unions have called a partial strike for 26 June.
– The regional government points out that there are 500 vacancies in primary care and that 389 doctors will not finish their MIR training until September, when it was intended to have them to cover the summer staff. A problem which, they say, is compounded by the fact that 489 doctors are due to retire in 2024. A figure that will reach 5,000 in the next decade, according to the unions.
– At present, according to the SAS, there are around 8,000 doctors in Andalusian outpatient clinics – if paediatricians and family doctors are added. Of these, at least 2,841 have been recruited this year without having been trained in this speciality or having been able to accredit it. That is the number of doctors without MIR that Andalusia has recruited up to June, but since 2020 the figures have doubled. In 2020 there were 4,997, in 2021 4,750 were recruited, in 2022 there were 4,556 and 4,348 in 2023. These are doctors who have not been trained in the same way as those who do specialise in the MIR because they have only recently started working as graduates or because they come from other countries and have not had their qualifications recognised, which is also illegal.
– However, of the total number of doctors who are working irregularly, the majority are EU doctors, and of these the “vast majority”, according to the unions, are Spaniards who have chosen not to do the MIR. In 2024, 1,663 of the 2,841 contracts that have been made to doctors without MIR are community staff and therefore mainly Spanish. “From Europe, some come from Romania or Poland, but the majority are students who have graduated in Medicine in Spain,” says José-Pelayo Galindo, spokesman for CCOO, one of the unions that is most alert to this circumstance.
– They are ironically known as “R0s”. They are known as such because doctors doing the MIR are categorised as R1 (first-year resident), R2 (second-year resident) and so on up to R5 depending on the year of training they are in. However, as these doctors are working as assistants before they have done the MIR, they are colloquially called by that name because they have not been resident interns.
– “There are more of them than people think and the problem is more worrying than people would like to know,” explains Pelayo. “We have to bear in mind that they are professionals who are learning as they go along, but without anyone tutoring them. It may happen that they themselves end up tutoring MIRs who have more practical training than they do”. A reality that explains a certain lack of prestige of primary care. “It would never occur to anyone that this would happen with other specialist doctors”.
– However, the difference in salary is the key. While a first-year MIR receives around 20,000 euros net per year, a newly recruited doctor earns double that figure, up to 40,000 euros. “If they have to choose between one salary and another to be in very demanding and difficult working conditions, there are those who choose not to do the MIR”. Although it is a practice that is not permitted by the regulations, which require doctors to have a recognised qualification and an accredited speciality, Andalusia does it and recognises it with the figures to which this newspaper has had access.
– The Health Department justifies this by stating that “there is jurisprudence” that supports them. They refer to the fact that in Castile and Leon, the regional government was denounced by the courts for this very practice. The Public Prosecutor’s Office endorsed it, claiming that it had been done to resolve “pressing needs” for personnel, and Andalusia has taken advantage of this judicial decision to claim that it is done in “exceptional” cases.
– But the Ministry of Health reminds us that it is “illegal” and that the autonomous regions do not have the power to determine which cases are exceptional so that the rule that prevents this type of hiring can be skipped. They add that they cannot denounce it because it should be the regional governments that ensure “correct compliance with the rule in their territory”.
– In addition to the newly-qualified doctors working in Andalusian clinics, there are also those who come from countries that are not members of the European Union. If their degree is not recognised, they cannot be hired either, but in these cases the situation is somewhat different. “It often happens that they come to work, but the homologation takes so long that they end up being hired while it is being processed”. In other words, they are doctors who would have the same full training as those trained in the National Health System (NHS).
– All this is happening in a context in which the understanding between the Regional Ministry of Health and the medical professionals and trade unions is at its worst. The latter accuse the Andalusian regional government of improvising and failing to negotiate measures to improve the collapse of care and do not understand why they are demanding efforts from the Ministry of Health if, for example, 39 MIR openings have been left vacant in this year’s call for applications. All households in Scottish region to get alert about hackers publishing stolen medical data:
– All households in the Scottish region of Dumfries and Galloway are set to receive letters warning them that cybercriminals are likely to have published medical data about them stolen from the National Health Service (NHS) in a ransomware attack in February.
– The cybercrime group behind the attack, INC Ransom, claimed in March that it would publish the confidential medical files unless NHS Dumfries and Galloway made an extortion payment. The health trust refused to do so.

They will reach just under 150,000 people, most of whom are likely to be users of the country’s universal health system. – The plenary session of the Constitutional Court has endorsed this Tuesday the reform of the abortion law that allows 16 and 17 year olds to terminate pregnancies without parental consent, and establishes public hospitals as centres of reference for this practice.
– Legal sources have informed EFE that the court of guarantees has rejected the appeal of Vox with the seven votes in favour of the progressive majority against the four of the conservative minority.
