EU Commissioners Hammer Spain For Multiple Violations-
Brussels opens proceedings against Spain for failing to resolve discrimination in the contracts of interim employees & failing to adopt the revised EU Emissions Trading Scheme & for multiple pension scheme violations: {Translation}
– The European Commission has opened proceedings against Spain for failing to resolve discriminatory conditions in the hiring of interim workers, and has done so through a second letter in which it urges the government to corr+ectly incorporate into national legislation the European directive prohibiting discrimination against workers with fixed-term contracts. This is the second time that the EU has taken this position, following the CJEU ruling calling for the same; Spain currently has more than 750,000 interim workers in the public sector.
– According to Brussels, Spanish legislation contains less favourable working conditions (such as holiday entitlements) for fixed-term employees working in the Spanish public sector compared to permanent employees. According to the Commission, this represents discrimination contrary to EU law, which is why it opened this infringement procedure in 2014.
– Although Spain has since amended the rules, problems of discrimination persist. In its second additional letter of formal notice, the Commission addresses differences in treatment in relation to the calculation of seniority, entitlement to certain types of leave or access to career paths. Spain now has two months to remedy the shortcomings identified by the EU executive. Otherwise, the Commission may decide to file formal charges.
– This is not the only new case opened by the European Commission against Spain. It has also decided to open infringement proceedings by sending a letter of formal notice to 26 Member States for failing to fully transpose the provisions of the revised EU Emissions Trading Scheme (EU ETS) Directive on the new Emissions Trading Scheme (ETS2) into national law.
– The revised Directive also provides for the allocation of revenues from emissions trading to the new Social Climate Fund, which will start operating in 2026, in order to provide targeted funding to Member States to support the most affected vulnerable groups, especially households in fuel poverty or transport poverty. This new scheme, which will start operating in 2027, will cover and address CO2 emissions from fuel combustion in buildings, road transport and industry not covered by the current EU ETS (mainly small industry).
– Brussels also sees infringements by Spain concerning certain restrictions introduced by national rules on pension schemes. Spain’s ban on contributions to occupational and personal pension schemes above the maximum amounts deductible for tax purposes may conflict with the free movement of workers, services, capital and the right of establishment guaranteed by the Treaties. While the infringement procedure addresses the ban, as it may constitute an obstacle in the single market and unduly limit access to supplementary pensions, it does not question the amounts that are tax deductible. Moreover, the fact that Spain allows individual domestic but not cross-border transfers of pension rights in supplementary pension schemes may also be contrary to internal market freedoms. – The Ministry of Transport has just launched a road traffic information service that for the first time uses ‘big data’ technology, massive data obtained from the positioning of the mobile phones of those who travel on them in private vehicles. This ‘big data’ mobility study started in 2022 and is based on the information that drivers and other car passengers transmit via their mobile phones to find out how much a particular road is used and for what type of journey, over what territories or over what distance.

New parking spaces next to the Old Bridge of the Chíllar River in Nerja: {Translation}
– The Councillor for Safety and Transport, Francisco Arce, reports that next Tuesday 30 July will enter into service a new parking lot in the vicinity of the Old Bridge of the river Chillar and Rapto de Europa. “We are providing residents with this new zone along with the other two located at the “Miguel Ángel Blanco- Victims of Terrorism” roundabout, on the access to Nerja from Avda. Cómpeta celebrates its fair this weekend with performances by El Canijo de Jerez and Sergio Contreras: {Translation}
– The town of Cómpeta fills itself with colourful flags to celebrate its fair in honour of its patron saint, Saint Sebastian. From Thursday 25th July until Sunday 28th, Competa offers leisure activities for all ages.
– On Thursday, the opening day of the fair, the Almijara square will gather all its neighbours at 21:30h to listen to Inez Leniere, the town’s town crier. This will be followed by the lighting of the Real de la feria, which will make Cómpeta shine under one premise: the fiestas have already begun. The night will not end without the election of the queen and her ladies, as well as the master. After the coronation, Justo Rodríguez will make the audience laugh with his performance, and at midnight they will go out to dance with the Dúo Ortigosa.
– On Friday the charanga “Llena que nos vamos” will wake up the fairgoers with the greatest rhythm, and later the children will join them in a parade. – On Sunday there will be a popular paella while Leo Música en Vivo will be playing on stage. At 19:00h there will be a solemn mass in honour of Saint Sebastian, accompanied by the Almijara choir, who will continue singing during the pilgrimage, on their way to the patron saint’s hermitage. Brussels files charges against all EU countries for failing to meet waste collection and recycling targets: {Translation}
– The European Commission on Thursday opened proceedings against 27 Member States for failing to meet the waste collection and recycling targets set out in current EU legislation, legally binding targets for municipal waste treatment.
– In particular, Spain and 17 other Member States failed to meet the 50% target for 2020 for preparing for re-use and recycling municipal waste such as paper, metal, plastic and glass.
– Most Member States also failed to collect sufficient residual electrical equipment separately and therefore did not reach the EU collection target, which sets the minimum annual collection rate at 65% of the average weight of electrical and electronic equipment put on the market in the previous three years in the Member State concerned or, alternatively, 85% of the waste generated in the territory of that Member State.
– Therefore, Brussels has asked the EU-27 to “redouble their efforts” to implement these collection and recycling directives in order to meet their obligations, suggesting that they base themselves on the country-specific recommendations set out in the Waste 2023 Early Warning Report.
– In view of these shortcomings, the Commission has sent letters of formal notice to each of the 27 Member States, which now have two months to remedy the defects and shortcomings pointed out by the EU executive, which, in the absence of a satisfactory response, may give a two-month ultimatum for implementation before appealing to the Court of Justice of the EU (CJEU). – Rafael Nadal could face Novak Djokovic in a heavyweight second-round match at the Paris Olympic Games after the draws for the tennis tournaments were made on Thursday. He will play in both the singles and doubles tournaments, partnering current French Open and Wimbledon champion Carlos Alcaraz for the latter competition.
– Nadal and Alcaraz will face Argentina’s fourth-seeded pair Maximo Gonzalez and Andres Molteni in a difficult first-round matchup in the doubles tournament.
– In the singles, Nadal will take on Hungary’s Marton Fucsovics in the opening round, and the prize could be a second-round date with Djokovic, who faces Australian Matthew Ebden first. They are on the same side of the draw as third seed Alexander Zverev, who faces Jaume Munar first, and seventh seed Taylor Fritz, who opens against Alexander Bublik.
– On the opposite side of the bracket, Alcaraz will start his campaign against Hady Habib, with Britain’s Cameron Norrie a potential second-round opponent. Fourth seed Daniil Medvedev faces Rinky Hijikata in his first match, while fifth seed Alex de Minaur is a potential quarter-final opponent for Alcaraz.
– Britain’s Andy Murray withdrew from the singles event to concentrate on his doubles bid alongside Dan Evans on Thursday, and the duo will face Kei Nishikori and Taro Daniel of Japan first. Murray and Evans cannot face Nadal and Alcaraz until the doubles final.
– Should they advance, home favourites Arthur Fils and Ugo Humbert could await in round two, with Taylor Fritz and Tommy Paul potential quarter-final foes, though the Americans will have to overcome Canada’s Milos Raonic and Felix Auger Aliassime to get that far.
– Men’s singles world number one Jannik Sinner withdrew earlier this week having been being diagnosed with tonsillitis.

– Iga Swiatek is the strong favourite in the women’s draw, having won four French Open titles on the Paris clay. Romania’s Irina-Camelia Begu is her round-one opponent. On her same side of the draw, there is a huge round-one clash between Naomi Osaka and 2016 silver medallist Angelique Kerber, who announced on Thursday that she will retire after the Games.
– Elena Rybakina and Danielle Collins are also on that side of the draw, while Coco Gauff starts against Ajla Tomljanovic on the opposite side of the bracket.

Consumer Affairs advises to report baggage incidents immediately at the airport: {Translation}
– The Regional Ministry of Health and Consumer Affairs has warned consumers in view of the increase in air travel this summer that if luggage is delayed or lost, it is necessary to inform the airline immediately before leaving the airport.
– This incident should be reported to the airline before leaving the airport in order to fill in the Baggage Irregularity Report, according to the recommendations of the Directorate General for Consumer Affairs of the Andalusian Regional Government, the Regional Ministry said in a statement.

New attack by the orcas in the Strait- they sink a sailboat and have to rescue its three crew members: {Translation, summary}
– Maritime Rescue has rescued three crew members from a sailing boat that was sinking on Wednesday night in the waters of the Strait of Gibraltar, after suffering a leak caused by a repeated attack by several killer whales. According to Maritime Rescue sources, the action took place after the crew of the sailing boat ‘Bonhomme William’ informed the Maritime Rescue Coordination Centre (CCS) in Tarifa (Cádiz) that their vessel had been rendered inoperative for navigation after being attacked by several killer whales two miles from Punta Camarinal.
– The Salvamar Enif vessel travelled to the area, which again received a call from the sailboat alerting them that the attack by the killer whales was continuing, causing a leak on board.
– Upon arrival in the area, the Salvamar Enif located the occupants of the sailboat with two handheld flares and one in a life raft, while they observed how the vessel was already sinking through the waterway. The three crew members were finally rescued at 23.30 hours by the Salvamar Enif and taken to the port of Barbate (Cádiz) in good health and unharmed. Spanish Govt Plans to Completely Shut Down Golden Visa Program:
– The Government of Spain led by Prime Minister Pedro Sanchez’s Socialist Party (PSOE) has introduced an amendment to the country’s Residency by Investment Program through which, all routes for acquiring residency through the Golden Visa program would be ended, Schengen News reports.
– The new changes would eliminate all golden visa routes, taking also into account those acquired in exchange for investments made in a business project. The proposal is in the article amendment phase currently, which process will be open until September 4, as the legislative process is set to begin no earlier than September 9.
– Real estate investment options were one of the most famous routes for obtaining residency in this country. However, in a bid to deal with the housing crisis, in April this year, the Spanish government announced that purchasing a property worth €500,000 would no longer serve as an option to obtain Spanish residency. Confirming that Spain ended the real estate investment option from its Residency by Investment Program, President Pedro Sanchez said Madrid would take all the needed measures to ensure that housing is a right not “a mere speculative business”.
