Unemployment claims soar by 8% as Sánchez y Díaz make claims of ‘rocket ship’ labour market: {Translation, summary}

This represents an increase of 355,743 people employed so far this year and 480,516 compared to the same month in 2023’. And this means that ‘the lowest growth rate in the last 10 years, except for 2020 (COVID), has just been signed’.
– Thus, ‘in August, average enrolment remained close to 21.2 million members (21,189,402), with 482,902 more than a year ago (+2.3%). This is 193,704 fewer employed than a month ago’, USO points out. In addition, ‘the end of August leads to a fall in enrolment; seasonality means that the last days of the month and Fridays see net falls in enrolment. Foreigners in prison have grown by 16% since 2020 compared to 3% for Spaniards: {Translation, summary}
– With migratory pressure in full swing, the Ministry of the Interior announced at the end of last month that the number of foreign prisoners in Spanish prisons has fallen by 35% in the last fifteen years. A trend that is only positive when compared to the peak of 2009 and which hides another reality: that this trend has been reversed in the last four years and has grown five times more among foreigners than among Spaniards.
– According to data from the same Ministry, foreigners in Spanish prisons have grown by 16% since 2020, when the decline of the previous decade was reversed, while Spaniards in prison have increased by 3% in the same period. Thus, foreigners now account for almost one in three inmates overall (31.4%), which triples their total presence in Spain, with 12.7% of registered inmates.
– The foreign prison population currently stands at 18,535, according to data from the General Secretariat of Penitentiary Institutions as of 1 July this year, obtained by ABC through a request to the Transparency Portal. This is 2,617 more than four years ago, when they fell below 16,000 for the first and only time in the last two decades. The growth of the foreign prison population is much faster not only in percentage terms, but also in total terms. Although the nationalities with the highest number of registered inmates in Spain include communities such as Morocco, Romania and Colombia, not all of them are equally represented in the prison system. Curiously, countries such as Italy, the United Kingdom and Venezuela, which are among the main groups of foreign residents, are not among the most common nationalities of inmates.
– The foreign group with the largest presence in Spanish prisons is that of citizens of Moroccan origin. With 5,471 inmates, Moroccans represent 29.5% of the foreign prison population. This figure shows that one out of every three foreign prisoners in Spain is of Moroccan origin, reflecting a problem that the authorities must urgently address.
– Since 2020 the number of foreign prisoners has grown significantly compared to the Spanish prison population. According to figures obtained by ABC through the Transparency Portal, foreigners account for 31.4% of the prison population in Spain, which is three times their presence in the overall registered population in the country, which stands at 12.7%. This figure highlights a considerable disparity between foreign residents at liberty and those deprived of their liberty. Audit reveals €300 million in improper, “hand-picked” contracts in the Andalucian health system: {Translation, summary}
– A report by the auditors of the Andalucian Health Service (SAS) concludes that the government of Juanma Moreno’s Junta abused the emergency contracting system in 2021 by which time the pandemic was ‘very tempered’ and with the exceptional legal framework of Covid repealed, awarding some 300 million euros in contracts to private companies. According to elDiario.es, this practice, which violated the Public Contracts Law, was extended until 2023, according to the report by the auditors of the Andalucian Health Service (SAS), which denounces the abuse of the emergency contracting system in the 2021 financial year, with which almost 300 million euros were awarded to private companies, without advertising, competitive tendering or prior auditing.
– The audit body censures the Junta for the ‘improper’ use of this type of emergency contracts one year after the impact of the health crisis, stresses that these decisions had ‘no justification’ because, in May 2021, ‘the pandemic was already very tempered’, and because it was more foreseeable that in 2020, therefore, they should have already been contracted according to the ordinary procedure. The exceptional legislation that enabled the central government in the worst of the pandemic to streamline the response of the administrations to the health crisis had been repealed in May 2021.
– The SAS Intervention, the body responsible for auditing the regional accounts,
issued a final ‘unfavourable’ report on all the finger contracts that were made during that budget year of 2021: in total there were 3,669 files for contracts for works, services and purchase of supplies, which mobilised 296.3 million euros for private clinics, suppliers linked to the sector or construction companies for the rehabilitation of hospitals. The 138-page audit report expresses an ‘unfavourable’ or adverse opinion, not only on the sample of contracts analysed – 126 files with an expenditure of 56.6 million euros – but also on the ‘misuse or abuse’ of the emergency contracting system during that year.
– The decision by the managing director of the SAS to continue awarding contracts by hand until the end of 2021, it argues, meant ignoring the instructions of the State Public Procurement Advisory Board (April 2020) and of the Andalucian Ministry of Finance itself, which had already warned the Health department in writing that, at that point, the use of emergency contracts to deal with COVID-19 should be ‘exceptional and residual’.
– The report criticises the Andalucian government for ‘unduly’ and ‘without any justification’ extending the hand-picked contracts throughout 2021, because in May of that year the central government had already expressly repealed article 16 of Royal Decree Law 7/2020, which allowed all administrations to circumvent the usual controls and speed up contracting in order to provide a more agile response to the pandemic. French woman dies on a beach in Nerja: {Translation}
– A 74-year-old woman died this Monday on La Torrecilla beach in the Malaga municipality of Nerja, where health workers who assisted her could only certify her death. – The Guardia Civil and the Local Police of Huétor Vega, as part of Operation Green Island II, have once again dismantled a marijuana production centre in the town of Huétor Vega, as they did in March of this year. In this new phase of the operation, the agents have seized 2,899 cannabis sativa plants and 18,700 euros in cash. They have also arrested three people aged 58, 55 and 57, respectively, as alleged perpetrators of a crime of cultivation and processing of drugs and a crime of electricity fraud.
– Two of these individuals were arrested last March at the same address after discovering that they were responsible for a marijuana production centre in which Guardia Civil investigators seized 2,242 cannabis sativa plants and 665 grams of marijuana ready for sale.
– With the help of technicians from the electricity supply company and officers from the Local Police of Huétor Vega, agents from the Maracena Civil Guard’s Investigation Department discovered that there was an illegal connection to the electricity grid in a house in that town, where they had previously acted against the illegal cultivation of marijuana. – Ukraine targeted the Russian capital on Tuesday in its biggest drone attack so far, killing at least one and wrecking dozens of homes in the Moscow region and forcing around 50 flights to be diverted from airports around Moscow. Russia, the world’s biggest nuclear power, said it had destroyed at least 20 Ukrainian attack drones as they swarmed over the Moscow region.
– The drone attacks on Moscow damaged a high-rise apartment building in the Ramenskoye district of the Moscow region {pic}, setting flats on fire, residents told Reuters.
– More than 70 drones were also downed over Russia’s Bryansk region and tens more over other regions, Russia’s defence ministry said. There was no damage or casualties reported there.

EU Court confirms a fine of 2,424 million to Google for abuse of dominant position: {Translation}
– The Court of Justice of the European Union (CJEU) on Tuesday upheld the €2.424 billion fine imposed by the European Commission on Google in 2017 for abuse of a dominant position through its product comparison engine Google Shopping. The court thus dismissed the appeal brought by Google and its parent company, Alphabet, against a previous first instance judgment that had upheld the penalty, which when imposed was the largest ever handed down against a company for abuse of a dominant position.
– The European judges consider that ‘the General Court correctly ruled that, in this
case, having regard to the characteristics of the market and the specific circumstances of the case, Google’s conduct was discriminatory and did not correspond to competition on the merits’. The case dates back to 2017, when the European Commission found that the multinational gave preference to the results of its own product comparison service over those of competing product comparison services.
– Specifically, Google presented the search results of its product comparison service at the top and highlighted them with attractive image and text information, while competitors’ products only appeared in a lower position in the form of a blue link.
