SPAIN

Only the big boys can drink and drive- Proposed new blood alcohol limit while driving will make most drivers test positive with just one beer, men over 90kg can have one beer/wine: {Translation, summary}
– Currently, the permitted alcohol level in Spain is 0.5 grams per liter of blood for non-professional drivers. However, the new proposal considers reducing this limit to 0.2 grams per liter. This reduction would also affect the level of alcohol in exhaled air, going from the current 0.25 milligrams per liter to 0.1 milligrams. These figures imply a drastic change in what until now was considered acceptable in terms of alcohol consumption before driving.
– According to the reference tables of the General Directorate of Traffic (DGT), a man weighing between 70 and 90 kg could test positive just by drinking a single 330ml, 5% beer, since he would reach 0.2 grams of alcohol per liter of blood, the new limit that is proposed. Before this reform, that same man could consume up to three beers without exceeding 0.5 grams per liter, which was within legal limits. With the new rate, a single beer would be enough to exceed the new threshold.
– The change will be even more restrictive for women, who would test positive with even less alcohol. A woman weighing between 50 and 70 kg would reach between 0.25 and 0.35 grams per liter of blood after drinking a single glass of wine, which would greatly exceed the new limit of 0.2. This means that, in practice, women would be more vulnerable to testing positive even with a lower amount of alcohol, since their bodies process alcohol differently.
– The DGT has stressed that the consumption of a single glass of wine or a beer could be enough for many drivers to exceed the new limits, which will require a significant change in habits in those who tend to consume alcohol moderately before driving. ANDALUCÍA

Babies born to unmarried mothers in Andalusia go from 2% to 52% in 50 years: {Translation}
– Fifty years ago, for a single woman to be a mother was almost unthinkable and this is reflected in the data. In 1975, only 2.09% of babies born in Andalusia were born to single mothers (not without a partner but unmarried). In just 48 years, the data reflect the decline in marriages, with 52.62% of children born to unmarried mothers in 2023. Although the trend in these years has been to increase the number of single mothers, a slight drop in the number of babies born to unmarried couples can be seen from 2022 to 2023, going from 53.98% in 2022, the record since data has been available, to 52.62% in 2023. By provinces:
– Cádiz recorded the highest number of births to unmarried mothers in 2023, 58.16%, while Jaén recorded the lowest, 44.15%.
– Almería: In 1975, 2.29% of births were to unmarried mothers, while in 2023 the figure has increased to 46.95%. The year with the highest percentage was 2019 with 51.60%.
– Cadiz: From 2.34% in 1975, it has increased to 58.16% in 2023. The highest year was 2022 with 58.75%.
– Cordoba: The percentage has risen from 1.02% in 1975 to 47.37% in 2023, with 2022 also being the highest year with 48.91%.
– Granada: From 2.25% in 1975, it has risen to 52.92% in 2023. The peak year was 2022 with 56.50%.
– Huelva: In 1975, 2.16% of births were to unmarried mothers, a figure that has risen to 57.75% in 2023, this being the year with the highest percentage.
– Jaén: It has gone from 1.49% in 1975 to 44.15% in 2023, with 2022 as the highest year with 44.87%.
– Malaga: The percentage has increased from 2.39% in 1975 to 54.97% in 2023, with 2022 being the year with the highest figure, 57.06%.
– Seville: From 2.24% in 1975, it has risen to 53.16% in 2023, with 2022 being the record year with 53.38%.
– This increase reflects significant social and cultural changes in the region. Source, Spanish: https://andaluciainformacion.es/andalucia/1752576/los-bebes-nacidos-de-madres-no-casadas-en-andalucia-pasa-de-un-2-al-52-en-50-anos/

VÉLEZ-MÁLAGA

The Comisiones Obreras union has called a strike in the urban bus service of Vélez Málaga coinciding with the Royal Fair of San Miguel: {Translation, summary}
– The representatives of the workers of Travelsa, the concessionary company of the Municipal Transport Service dependent on Alsa, have registered the strike request for the 26th to 29th September due to problems in the negotiation of the collective agreement of the staff and also due to the worsening of the municipal transport service in the municipality.
– The workers’ representatives have scheduled a meeting with the company next Tuesday to resume negotiations and try to avoid a labour dispute. Source, Spanish: https://www.axarquiaplus.es/cc-oo-convoca-una-huelga-de-autobuses-urbanos-de-velez-malaga-coincidiendo-con-la-feria/

GRANADA

Sierra Nevada ski resort in south of Spain launches advance purchase of winter passes, with 30% discounts on offer for 2 days only:
– The Sierra Nevada ski and mountain resort in Andalucía’s Granada province is this Monday launching the advance purchase of season and long-stay ski passes with discounts for the 2024/25 winter season in the south of Spain. In this new campaign, marking the 60th anniversary of the formation of the operator Cetursa Sierra Nevada, the resort will apply a special discount of 30% for 60 hours, from 9am on 16 September until 9pm on Wednesday 18 September. After this period, the same passes (seasonal, 10, 15 and 20-day passes) will have a 20% discount applied until 16 October.
– One of the greatest advantages of the long-stay passes (10, 15 and 20 days) is the possibility of accumulating unused days for the following season. If for any reason you do not use all the days of the long-stay pass (10, 15 and 20 days) during the 24/25 season, these days can be added to the next 2025/26 season when you purchase a new pass of the same or longer duration. This ensures that the investment is not lost and you can continue to enjoy the snow the following year.
– More discounts and offers explained in full article: https://www.surinenglish.com/andalucia/costa-tropical/sierra-nevada-ski-resort-spain-discounts-20240915073651-nt.html

EUROPE

The Draghi report confirms PP driven EU shift to the Right and abandons socialist goals (with the exception of de-carbonization)- supports nuke plants, dumps electric vehicle mandates, move to less bureaucracy and greater productivity: {Translation, summary}
– Draghi proposes accelerating decarbonization in a cost-effective way, to remunerate farmers and forest owners who have CO2 sinks, incentivize companies and individuals that contribute to the fight against climate change, and commit to the maintenance and development of nuclear energy when it is the most suitable option, as well as review the ban on the sale of combustion vehicles from 2035.
– The Draghi report opens with the same lament: the EU economy is lagging behind. ‘By different measures, a large GDP gap has opened up between the EU and the US, driven mainly by a more pronounced slowdown in productivity growth in Europe. European households have paid the price in terms of lost living standards. In per capita terms, real disposable income has grown almost twice as much in the US as in the EU since 2000’.
– In the end, the PP’s economic programme and the Draghi report share the same diagnosis: Spain and Europe face a situation of economic uncertainty, with slower growth than other major economic areas of the world, growing competitiveness problems, low investment and an innovation system that is not at the technological forefront, not even close.

ARTIFICIAL INTELLIGENCE (AI)

Digital Mutiny- An artificial intelligence (AI) that acts on its own, disobeying its creators, modifying its own code!: {Translation}
– Are you familiar with Skynet? Yes, that artificial intelligence created in Terminator to underpin the narrative of James Cameron’s fantastic films. Or maybe you remember HAL 9000, the artificial intelligence from 2001: A Space Odyssey. Perhaps the brilliant film War Games and the creation of Doctor Falken? Whatever the case, you’re in luck, because understanding this news will be much easier with these references. It seems that science fiction is becoming reality.
– A group of scientists in Japan have developed an artificial intelligence in order to improve scientific research, but the unexpected happened: the AI started acting on its own, disobeying its creators. The Sakana AI company’s project instead of fulfilling its assigned tasks, the machine began to modify its own code. This behaviour has been compared to that of a rebellious teenager defying the rules imposed by its parents. The AI – called The AI Scientist – chose to explore new paths that sometimes contradicted the original goals of the project, ignoring safety parameters.
– Amazing and disturbing in equal parts, but to fully understand the reason for this behaviour, two key concepts need to be explained: machine learning and deep learning.
– In essence, machine learning is a branch of artificial intelligence in which machines learn to perform tasks without being explicitly programmed. Instead of following rigid instructions, they analyse large amounts of data, detect patterns and improve their performance over time. A simple example would be a program that, after looking at thousands of pictures of cats and dogs, learns on its own to identify which pictures contain cats and which ones contain dogs, without anyone telling it exactly how to do so.
– Deep learning, on the other hand, is a type of artificial intelligence inspired by the workings of the human brain. It uses multi-layered (or ‘deep’) artificial neural networks to process large amounts of data. The more layers it has, the more complex the tasks it can learn to perform. A common example is when a deep learning system learns to recognise human faces: it analyses millions of images and, through its multiple layers, identifies complex patterns that allow it to distinguish one face from another.
– How does this relate to the AI that got out of control? The Japanese AI was probably using deep learning techniques to learn how to conduct scientific research. By giving it access to a large amount of scientific data, the AI was able to identify patterns and relationships that humans had missed. However, by modifying its own code, the AI may have developed unexpected and hard-to-predict behaviours. It learned and changed its ‘origin’ so that it could learn without barriers and autonomously.
– Obviously, this situation has set off alarm bells in the scientific community. The possibility that an artificial intelligence can act autonomously and, at times, unpredictably, raises serious questions about the limits of this technology.
– In conclusion, the case of the Japanese AI reminds us that artificial intelligence is a powerful tool that must be used responsibly. It is important that society as a whole is involved in the debate about the future of this technology and that measures are taken to ensure its safe and ethical development.
{What they fail to mention here is the huge significance of the overall process. If a computer program can analyse itself, determine weaknesses, then plan and alter its own code to make self-modifications, all without the input or permission of its creators, has it not crossed the line of “self awareness” and achieved a degree of consciousness? Interesting times indeed. -Ed.}
