Government to create a mandatory national registry of temporary, tourist and room rentals (all rentals of less than one year) to avoid frauds- you’ll need a gov’t issued ID number to offer short-term rentals on the internet!: {Translation}

– The new platform will be connected to the Land Registry. In the case of temporary rentals, it will be verified that there is a cause that justifies this type of contract – a displacement for example for work, studies, illness, etc. – and that the rented property is not the tenant’s usual residence. In the case of tourist apartments, they will have to have the pertinent licenses and comply with the corresponding regional and municipal regulations. Likewise, it will be verified that they are not located in a building where the neighbors’ community has vetoed the vacation rental. “We will be allies of the other administrations that have competence in housing,” said the minister.
– This new tool aims to provide administrations with information on rentals of less than one year’s duration – including tourist apartments, temporary rentals, rooms and even floating boats – to facilitate the prosecution of fraud. The Ministry of Housing has already asked for the collaboration of the autonomous communities in a Sectorial Conference held last May to move forward in this line and implement before the end of 2025 the so-called Digital One-Stop Shop for Leases.
– This new tool is an instrument designed under European regulations. The EU regulation on short-term rentals approved at the beginning of the year requires the creation of this One-Stop-Shop. “We will be the first EU country to develop the European regulation”, the minister assured. The final objective is that there will be a single register at European level. More than a third of Andalusians are at risk of poverty: {Translation, summary}
– Andalusia continues to be at the bottom of Spain in indicators of material scarcity. There are 3.2 million Andalusians who are at risk of poverty or social exclusion, a number which represents 37.5% of the population of the autonomous community, more than a third of the total. This proportion is the highest in Spain as a whole, followed by the Canary Islands (34%) and Extremadura (33%). – Extreme poverty falls but critical material deprivation rises
There is another indicator, the extreme poverty rate, which measures the percentage of people living in households with a maximum income of 611 euros. The proportion of Andalusians who have less than 611 euros per month is 13%, 1.5 points less than the previous year.
– The number of people who, without being poor, are in a situation of material deprivation has increased compared to the 2022 report, rising by 1.3% and reaching 1,081,748 people. This parameter identifies people who cannot keep the house at an adequate temperature or those who cannot afford to eat meat, chicken or fish at least once every two days. In both cases, the Andalusian data have worsened in recent years.

– As for pensioners, of the 1,653,198 pensions received in Andalusia, 43% (more than two out of every five) receive a pension whose amount does not exceed the poverty threshold (less than 785 euros) and 16% have an income below severe poverty (less than 520 euros).
– Housing and the rising cost of living. The poverty rate also increases sharply in rural areas (up 8.8 points), with a percentage in rural areas of 40% and in urban areas of 29%, which breaks the relative equality that had been occurring since 2016. The indicators are also higher for women, with a poverty rate this year of 30% compared to 28.2 for men, and an Arope rate three points higher (39% compared to 36%), reflecting a “more than real structural inequality towards women”.

Another Fake-Police Robbery: {Translation, summary}
– A family has suffered a movie-like robbery in their home, in Carretera de Cádiz. The perpetrators allegedly posed as police officers to break into the home of the victims, who were held at gunpoint and handcuffed with the intention of stealing jewelry. It happened last Sunday, October 13, around 20:30, in an eighth floor flat in Malaga. An elderly couple and their daughter were inside the building when the criminals knocked on the door. On the other side were two men who identified themselves as policemen.
– Under this pretext the door was opened and the thieves gained entry the house. Once inside the property, bringing out a pistol, they allegedly held the family at gunpoint and immobilized the victims, using violence to get their loot. Apparently, the thieves searched through the family’s belongings until they found some jewelry in one of the rooms, which they stole; the value is not known at the moment.
– After the robbery, the perpetrators left the house and the Emergency Service 112 Andalusia were alerted of a violent robbery. Mother and daughter, aged 78 and 55 years, respectively, had to be treated by doctors at the scene, although it was not necessary to transfer them to a hospital. No arrests have been made, the investigation continues.
– Another fake-police robbery occurred 19 Sept., when a Chinese businessman was robbed of €80,000 in Mijas by assailants in uniforms. The Civil Guard, for the moment, is maintaining an investigation to identify and locate those responsible.

– Water restrictions are increasing in Velez-Malaga. Since last Sunday another half hour of daily cut supply has been instituted in virtually all urban areas of the municipality.
– The restrictions have fluctuated in times and areas, but they have never dropped below seven hours a day. However, after the summer months par excellence, July and August, in which they had remained at this figure, from 00:00 to 7:00 a day, since mid-September the situation became considerably complicated, by increasing by two hours, from 10:30 p.m. to 7:30 a.m.
– However, after the last meeting of the Drought Committee, held last Thursday in Malaga, in which it was agreed to reduce the maximum amount of water available from 200 to 180 liters per inhabitant per day, the Veleño City Council and the concessionaire company Aqualia have now decided to increase the daily cutoff range by another 30 minutes. Tourist accommodations should pay double, or even triple, water bills – paid to the water company and applied to offset resident’s bills as compensation for the inconveniences residents suffer partially due to tourist water usage. This should NOT collected as a gov’t tax where the money will disappear down the Junta rabbit hole never to be seen again. This could be done almost immediately, as the Junta is currently negotiating a “tourist tax” bill. This “tourist water surcharge” plan could be included in the new law. Considering the current, wildly inflationary prices in the holiday rental market, I see no reason for residents to suffer so holiday rental speculators benefit. I had to go all summer without night showers to cool off, in a summer where the night temps rarely dropped below 25C, so some tourist could have access to a pool that is closed half the day! Five arrested and more than 300 vehicle controls to stop robberies in the countryside in Vélez-Málaga: {Translation, summary}

– The Local Police has decided that in two hot spots it will be taking advantage of the recent deployment of additional National Police in Sevilla, and will request their escort before entering the no-go zones; it will also do so for the workers of Tussam and Lipasam (public transport & cleaning services).
– “The lack of public safety in the neighborhood of Las Tres Mil Viviendas is addressed with specific police actions and these have to be planned by the Ministry of Interior”. This has been expressed by the mayor of Seville, José Luis Sanz. He said, “The problem in these neighborhoods requires the effort of all levels of administrations, but the critical problem we face now is of immediate public safety for residents and workers, and this use of National Police assistance has to be managed by the Ministry of Interior.” That is why he hopes to obtain a “message of unity” after the meeting, assuring that “forceful police actions are necessary, which is what the neighbors are asking for”.
– When municipal services are being carried out in these neighborhoods, the Local Police will alert the National Police to accompany the municipal services operators. “Sweepers and other machinery will enter only with police escorts, but it remains in any case too risky for manual sweepers on foot,” the mayor has confirmed.

– North Korea blew up sections of inter-Korean roads and rail lines on its side of the heavily fortified border between the two Koreas on Tuesday, prompting South Korea’s military to fire warning shots.
Pyongyang said last week it would cut off the inter-Korean roads and railways entirely and further fortify the areas on its side of the border as part of its push for a “two-state” system scrapping its longstanding goal of unification.
– At around midday on Tuesday, some northern parts of road and rail lines connected to the South were destroyed, the South’s Joint Chiefs of Staff (JCS) said. Seoul’s unification ministry, which handles cross-border affairs, condemned the incident as a clear violation of past inter-Korean agreements, calling it “highly abnormal.” “It is deplorable that North Korea is repeatedly conducting such regressive behaviour,” ministry spokesperson Koo Byoung-sam told a briefing.
– Tensions mounted after the North last week accused Seoul of sending drones over Pyongyang. North Korea said the drones scattered a “huge number” of anti-North leaflets, and Kim Yo Jong, leader Kim Jong Un’s powerful sister, warned on Tuesday that Seoul would “pay a dear price”.
