Starting a Repair Cafe in Competa:
– Several months ago we took the initiative of finding out if a Repair Cafe would be viable in Competa. The hardest part seemed to find a location but finally the Ayuntamiento de Competa supported us and helped us out. So we are ready to plan a start.
– However, in the meantime our group had some changes so we not only can use some technically skilled people but we are in need of people that want to take responsibility in organizing. Speaking some Spanish is an advantage.

The Government launches DANA aid plan of 10.6 billion- up to 60,000 euros to repair houses and tax exemptions: {Translation, summary}
– The Government has approved this Tuesday in the Council of Ministers a first aid package to alleviate the catastrophe caused by the DANA, valued at 10,600 million Euros. This is the first phase of a plan structured in three stages, covering a total of 75 municipalities (most of them in the Valencian Community) and incorporating measures inspired by the response to the pandemic and the eruption of the volcano of La Palma.
– The package is very broad and includes aid of up to 60,000 euros per damaged home, 5,000 euros for the self-employed and up to 150,000 euros for SMEs whose businesses have been damaged. The victims of the catastrophe will also be able to defer payments on their mortgages or personal loans, 5,000 million Euros will be deployed in public guarantees for credits and the Government will assume all emergency expenses incurred by the municipalities.

Relaxing The Lockdown Law Requirements- The TC by narrow majority corrects its doctrine and establishes that the state of alarm was sufficient to restrict rights in a pandemic, 5 of 12 judges dissent: {Translation, summary}

All this does not mean that the July 2021 ruling on the first state of alarm being illegal is invalidated, but rather that the Constitutional Court establishes a new criteria to follow in future disputes in this regard.

fundamental rights does not depend on the grade level of the emergency measures adopted but on the concurrence of its particular enabling factual presupposition (the declaration of a state of alarm, state of exception, or state of siege), since what occurs in such a case is the transitory and exceptional suspension of the effectiveness of the right itself with the specific legal regime established”.

Junta declares natural disaster in six Andalusian provinces and approves 75-million-euro aid package:

Almost 80,000 tourist rental properties already registered in Malaga and on the Costa del Sol:
– In the midst of the offensive against tourist properties for rent, in which the city of Malaga is leading the way in measures to curb growth in this area, the supply of holiday rentals continues to grow. It does so at an average rate of fifteen
registrations per day being added to the Junta’s ‘Turismo’ register. It would appear the rate of registrations has accelerated as limitations on such licences are announced. With data as of the 29th of last month, the number of properties registered with a licence to accommodate tourists has risen to 78,950 in Malaga province. These properties provide 418,740 beds. The figure, to put it in context, is almost four times the number of beds offered by the 921 hotels and hostels in the province. The trend continues to be upwards.
– It is estimated that 30% of the registered properties have the licence to be marketed on rental platforms, but they are not in operation, only registered. It is interesting to note that, according to Turismo’s data, from the 29 to 31 October the average number of properties joining the register was 32, double the usual number.
– These are days in which several measures are causing ripples. For instance, on 28 October Ronda town hall approved an ordinance to regulate tourist accommodation in the town. This ruling sets out that these properties must have a minimum of 45 square metres of living space, that those of more than 60 square metres must have two bathrooms and that, in buildings where there are residential properties, those with tourist licences must not exceed 20% and must be located on the ground or first floors.
– Marbella, Torremolinos and Benalmádena are in the same battle to curb the growth of holiday rentals at the behest of the new regulations governing this activity in Andalucía, approved in February by the Junta, regulations that include tools for town councils to limit the supply if they so choose. Prosecutor demands jail sentences for former Triple A officials who allegedly slaughtered animals with no just cause:
– The former heads of the Triple A animal welfare association in Marbella are facing jail for alleged animal cruelty, falsifying documents, unqualified practice, misappropriation, incorrect administration, contravening the rights of workers and Social Security fraud.
– The public prosecutor leading the trial has asked the president (B.P) be jailed for 18 years and the vice-president (A.D) for 10. The document, seen by SUR, points out that “domestic animals have been slaughtered on a massive and unjustified scale, with the sole purpose of reducing costs and dedicating part of the facilities to private purposes, with the aim of making a profit”.
– Euthanasia products were administered “without having the veterinary knowledge to do so” and with doses supplied below what is recommended to save costs, which resulted in the slow death of animals, mainly healthy puppies, according to the document.
– The events, which occurred between 2011 and 2016, were reported by a group of volunteers from the shelter. The Guardia Civil inspected the premises on several occasions where they found the bodies of pets, some of which only had injuries, while others had been “illegally sacrificed”. Ukraine Announces First Direct Clashes With North Korean Troops:
– The US and South Korea now say many thousands of North Korean troops are on the front lines, potentially engaging Ukrainian forces, with most of them located in Russia’s Kursk oblast, which has been under Ukrainian troop presence since the August cross-border offensive. “More than 10,000 North Korean soldiers are currently in Russia, and we assess that a significant portion of them are deployed to front-line areas, including Kursk,” spokesman for South Korea’s defense ministry, Jeon Ha-kyou, told a briefing.
– The Pentagon has said the same with spokesman Pat Ryder having stated Monday, “All indications are that they will provide some type of combat or combat support capability.” He added: “We would fully expect that the Ukrainians would do what they need to do to defend themselves and their personnel.”
– The US administration has continued to warn that these foreign troops are “legitimate military targets” if they are found inside Ukraine and enter the fight. Latest Huge SAS Damages Payout: {Translation}
– The Administrative Court 2 of Granada has ordered the SAS to pay 287,000 euros to the family of a minor with epilepsy and other sequelae linked to perinatal hypoxia and encephalopathy suffered at birth due to malpractice in 2008, ruling out that the cause is time-barred.
– Despite the request for the case to be closed due to the statute of limitations requested by the SAS, the court has agreed with the parents, represented by the firm Romero y López Cantón Abogados, and has considered that it has not been possible to calculate the amount to be claimed for cognitive damage until now.
– The cognitive disorder and the moderate neuropsychological damage to the minor, the slight right emiparesis, the epilepsy with disorder of consciousness and damage to the ocular system, in addition to the moral damage due to loss of quality of life, were considered the result of malpractice, and therefore compensable.
– All these sequelae were jointly valued at 287,100 euros, the amount with which the SAS must compensate the child’s family.

How does Spain’s emergency warning system for mobile phones work?
