SAY WHAT? Central government will no longer publish what it invests in the Autonomous Communities, despite laws requiring it! – Are they hiding the unfair advantages Sanchez traded away to the separatistas up north in exchange for Investiture votes?: {Translation, summary}
– A political decision by the central government means that Spaniards in general and the regional governments in particular have lost the regulatory, reliable and updated channel that since 2009 has revealed how much the General State Administration really invests in each region. New EU demand for action to correct the lack of water purification in Andalucia:
{Translation}
– The European Commission has lodged a new complaint against Spain for inadequate waste water treatment, involving 92 Andalucian urban agglomerations out of 225 which do not comply with EU legislation throughout the country. Water sanitation is a recurrent problem in Spain and Andalusia is one of the most deficient regions in this task. This is the second time since 2022 that the European Commission has gone to the European Court of Justice over inadequate water sanitation in Spain, and the seventh time since 2002. The latest application, case C-581/24, is dated 3 September. This appeal may lead to a fine if there is a conviction. Andalucia pays more than one million euros per year for a sanction dating back to 2018.
– European legislation has since 1991 prescribed the correct treatment and purification of wastewater discharges. This is Directive 91/271/EEC, a regulation which obliges Member States to treat urban septic water and water from certain industrial sectors correctly. Along with the Canary Islands, Castilla-La Mancha, Extremadura and Castilla y León, Andalucia is the region with the most deficiencies in water sanitation. In this last demand, that of September, 41% of the polluting points in Spain are Andalusian, making the autonomous community a black spot.
– This European Commission resource points out that there are 92 Andalusian urban agglomerations that have not adopted the necessary measures to treat wastewater or, where appropriate, do not have adequate collection systems or treatment plants. A considerable number of the urban agglomerations mentioned above have had a water treatment system in place for years, but these systems do not work, or do so defectively. According to last year’s report by Ecologistas en Acción, almost a third of the treatment plants built and already in operation do not comply with the regulations.
– Five years of fines for Spain. Since 2018, when the Court of Justice of the EU imposed the first sanction, Spain has had to pay more than €90 million for the lack of adequate wastewater treatment. This is the reason why the Andalusian Regional Government has been paying more than 600,000 euros every six months for more than five years for the lack of treatment in the agglomeration of Alhaurín el Grande (Málaga). And there are still proceedings in progress for which the Spanish and Andalusian administrations are exposed to new sanctions.
– When asked about the works in progress to avoid the condemnation by the European courts, the Ministry for Ecological Transition did not provide a response. The Ministry of Agriculture, Fisheries, Water and Rural Development did respond, stating that it considers the works in ‘the municipalities that are in the European sanctioning files’ to be ‘a priority’, and that the Andalusian administration is ‘doing everything possible’.
– A ploy to avoid fines was enacted with the supposed expropriation of 200 plots of land for the Alhaurín plant. Spain and Andalusia knew that the Court of Justice of the European Union was serious when, starting in July 2018, they were charged each year an annual fine of millions of euros for non-compliance with the EU directive regulating the treatment of wastewater. Since that first infringement procedure, the deficiencies in the sanitation of Barbate (Cádiz), Matalascañas (Huelva) and Alhaurín el Grande (Málaga) are still ‘worrying’, explain sources from Ecologistas en Acción. As this newspaper pointed out last week, the Official Gazette of the Junta de Andalucía published the terms of the expropriation of some 200 properties in the municipalities of Málaga, Cártama and Alhaurín de la Torre for the forthcoming construction of the treatment plant to avoid the sanction, yet this is a ploy. Russian drones, missiles attack Ukraine’s east, south and capital:
– Russian missiles damaged residential buildings in Ukraine’s eastern city of Kharkiv and Odesa in the south, and a blizzard of drones caused temporary power cuts in Mykolaiv region and targeted the capital Kyiv, Ukrainian officials said on Monday. The overnight drone attack targeted energy infrastructure in southern region of Mykolaiv, causing power cuts while industrial facilities in the southeastern Zaporizhzhia region were also struck, their authorities said on Monday.

Top NATO official calls on business leaders to prepare for ‘wartime scenario’:
– A top NATO military official on Monday urged businesses to be prepared for a wartime scenario and adjust their production and distribution lines accordingly, in order to be less vulnerable to blackmail from countries such as Russia and China. “If we can make sure that all crucial services and goods can be delivered no matter what, then that is a key part of our deterrence,” the chair of NATO’s military committee, Dutch Admiral Rob Bauer {pic}, said in Brussels.
– Speaking at an event of the European Policy Centre think tank, he described deterrence as going far beyond military capability alone, since all available instruments could and would be used in war. “We’re seeing that with the growing number of sabotage acts, and Europe has seen that with energy supply,” Bauer said.
– “We thought we had a deal with Gazprom, but we actually had a deal with Mr Putin. And the same goes for Chinese-owned infrastructure and goods. We actually have a deal with (Chinese President) Xi (Jinping).” Bauer noted western dependencies on supplies from China, with 60% of all rare earth materials produced and 90% processed there. He said chemical ingredients for sedatives, antibiotics, anti-inflammatories and low blood pressure medicines were also coming from China. “We are naive if we think the Communist Party will never use that power. New rules for bank transfers approved by the European Parliament- Will require bank transfers in euros in 10 seconds without additional costs: {Translation, summary}
– The European Parliament has approved new rules to ensure that euro bank transfers are instantaneous, allowing the money to reach the recipient’s account within a maximum of 10 seconds.
– With this reform, banks and payment service providers will have to process transfers immediately, regardless of the time or day. In case the payment cannot be completed in less than 10 seconds, customers will be informed promptly and instantly.
– Payment service providers will have to implement robust fraud prevention mechanisms, as well as a system for verifying the identity of the recipient of the transfer, at no additional cost to the customer. To add an additional layer of security, customers will be able to set a maximum limit for instant transfers, which will help reduce risks in case of fraud.
– The new rules ensure that instant transfers will have no additional fees- the fees will not be higher than those for traditional transfers in euro. The text was adopted by the plenary with 599 votes in favour, 7 against and 35 abstentions.
