Rincón de la Victoria Christmas market opens:
The market with at least 12 stalls, which opened to the public last Saturday, December 14, will be open until January 6 with the following hours: Monday to Thursday, from 11:00 a.m. to 9:00 p.m., and on weekends, from 11:00 a.m. to 10:00 p.m. There will be special hours for December 24 and 31, from 11:00 a.m. to 6:00 p.m.

Fiesta de las Migas in Torrox: Sun, 22 Dec {Translation}
Every year, around 40,000 portions of delicious migas are served alongside the traditional ensalada arriera, accompanied by 2,000 liters of local wine selected from a local competition.

Día de Jeva- Antequera: Wed, 25 Dec, Christmas Day
The Day of Jeva in Antequera is celebrated at the Ermita de Jeva, south of the El Torcal Natural Area, in honor of the Virgin of Purification. The festivities begin with the ringing of bells, followed by the traditional “pandas clash” of verdiales dancers and the entrance of the pandas to the shrine. Attendees enjoy homemade mantecados (cookies), coffee, aguardiente (flavored liquors), and local buñuelos (pastries), while listening to musical performances. The day culminates with a procession of the Virgin towards the threshing floor, where a mass is held, and a contest of coplillas (ballads) dedicated to the Virgin is organized.

European Commission Reads Spain The Riot Act- Given 2 Months To Comply With All Its Violations & Failures Or Face CJEU (Court of Justice of the EU): {Translation, summary}
– The European Commission has given Spain an ultimatum on Monday: it has to apply from now on the new regulation on tolls and vignettes, which should be in force from March this year, as Brussels has communicated. The Eurovignette Directive establishes common rules on the imposition of distance-based charges (tolls) and time-based user charges (vignettes), “allowing Member States to recover infrastructure costs (construction, operation, maintenance) through tolls and vignettes”, the EU executive summarizes. This includes passenger cars, buses, coaches and small heavy goods vehicles.
– The amendment to Directive (EU) 2022/362 now includes passenger cars, buses and coaches, as well as small heavy goods vehicles. The revised Directive also requires Member States to include the environmental costs of air pollution in their charging systems “to set charges based on a vehicle’s CO2 emissions”, with the aim of reducing emissions and encouraging cleaner heavy-duty vehicles. The deadline for transposing the Directive into national legislation was March 25, 2024, and there are a total of eight Member States that have not communicated transposition measures. The Commission has therefore decided to send a reasoned opinion to Bulgaria, Greece, Spain, Italy, Luxembourg, Malta, Poland and Portugal, which now have two months to respond and take the necessary measures. “Otherwise, the Commission may decide to refer the matter to the Court of Justice of the European Union,” Brussels concludes.
– The Commission also asks Spain to take action on the EU rules on professional qualifications (Directive 2005/36/EC, which the country, along with 21 other Member States, has to transpose)”. These rules make it easier for professionals to temporarily and occasionally provide their services in different Member States, while ensuring the protection of consumers and citizens. In the case of Health and Safety professions, Member States may require further qualification checks before authorizing the provision of services,” adds Brussels. These prior checks “may considerably delay the start of activities and may therefore only be imposed under strict conditions, in particular when the lack of professional qualifications could cause serious damage to the health or safety of the recipient of the service,” they conclude.
– In another of the open files, the European Commission has given Spain and Portugal two months to fully implement the so-called pan-European pension product regulation. If they fail to comply, Brussels will refer the case to the CJEU. This regulation establishes a voluntary, personal pension plan that provides consumers with a pan-European option to save for retirement.
– Spain has ended up in the CJEU for incorrectly applying three European directives on public procurement. These rules, which Member
States were required to transpose into national law by 18 April 2016, require countries to follow fair and transparent procedures, with the aim of opening up services markets to real competition between companies across the EU and ensuring the best value for money in public procurement.
– Following Spain’s late notification of the transposition of the three directives and the compliance check carried out by the Commission, it was decided in December 2021 to send a letter of formal notice to Spain, followed by a reasoned opinion in April 2024. However, to date, Spain has yet to make the necessary changes to its legislation to make it fully compatible with all obligations under EU law. “Spanish legislation departs significantly from Union rules, especially as regards what types of authorities, contracts and contract modifications must follow public procurement rules,” they conclude from Brussels.
– “Non-transparent Chiringuitos”. In this list of warnings, the Commission considers that the mechanism by which the Spanish authorities grant permits for the construction of “permanent facilities” in the “coastal public domain”, i.e., beach bars, is excessively discretionary and lacks transparency. The Commission also considers that the extension of the duration of these concessions under national law, in some cases up to 75 years, infringes the same provision, as it implies “a preferential right in favor of incumbent operators”. Spain has been previously warned to correct this. Moreover, insofar as they hinder access to these concessions for operators from other Member States, “the national rules unduly restrict the freedom of establishment enshrined in Article 49 of the Treaty on the Functioning of the European Union”. Aldama tells judge that his plot paid four million euros in illegal commissions (bribes) to Ábalos, Koldo García and PSOE, also supplied free flats for “entertaining ladies”: {Translation, summary}
– The broker of the “Koldo mask plot”, Víctor de Aldama, has testified this Monday before the Supreme Court that the Ministry of Transport of José Luis Ábalos pre-
awarded public contracts in exchange for up to four million euros in “commissions”. – The alleged “corrupting nexus” of the Koldo case has indicated before the judge that he himself delivered to the former Minister of Transport a bribe of 170,000 euros in cash in a house in the urbanization of El Viso. In addition, there was a second delivery of cash in the minister’s office, in the presence of Koldo Garcia.
– Aldama has also explained that he paid the rent for three tourist rental apartments in Madrid to which, according to Aldama, both Ábalos and the Minister of Territorial Policy, Ángel Víctor Torres, went in the company of “ladies”.
– Aldama already affirmed in the National Court that he had delivered that money to the current secretary of organization of the PSOE. Sources have reported Aldama carried in a folder several screenshots of WhatsApp conversations that would come to prove his statements.
– In addition, when the high court took over the case to investigate the ex-minister José Luis Ábalos, Aldama presented a 37-page document in which he launched new attacks against the deputy of the Mixed Group. – Thousands of residents in the province of Malaga have been without telephone and internet connections since this Monday morning after two fibre optic cables
were cut “by accident”. This has affected almost 100,000 people throughout the province, as well as paralysing connections in businesses and offices. The main areas that are suffering from this cut are Antequera, Coín, Ronda and Campillos, although Telefónica sources told SUR that “there may be more municipalities in the province that have connection failures as these cables connect almost half the province”.

Power surge damages appliances in Iznate, power company to cover damages- claim forms info, must be submitted this week: {Translation}
– A breakdown in the power supply in Iznate has caused significant damage to appliances, lamps and other electrical devices in some homes in the town. The incident, caused by an external power surge from the power grid, has affected at least some properties on Calle Malaga.
– The Iznateño consistory prepares a damage claim form for the affected neighbors and transfer it to Endesa to cover the costs of the damaged appliances.
– The following information will be needed in order to make the claim: data of the user who holds the electricity contract (name, address, ID number, electricity contract number and, where appropriate, incident number if Endesa has been called to report the incident); data of the equipment or appliances that have been affected (refrigerator, washing machine, air conditioner, microwave, television, etc.); and any other relevant information that is considered necessary to provide such as purchase invoices of these appliances, characteristics of the same, etc.

Spain, Portugal and Morocco to co-host 2030 World Cup:
– Fifa has announced that Spain, Portugal and Morocco will co-host the 2030 men’s football World Cup. It’s the first time that three countries across two continents will officially stage the tournament.
– The opening matches will also be held on a third continent, South America, which means that competing teams will play across different seasons and hemispheres within the same tournament. And the 2030 event is particularly special, because its the 100th anniversary of the first World Cup.

Spain flip-flops on Golden Visa ban as applications continue to flood in:
– Spain’s Senate has temporarily stalled the Golden Visa ban, but Congress could push it through for early 2025.
– Last month, Spain’s controversial Golden Visa programme looked set for abolition
when the country’s Congress approved a bill to scrap the scheme. At the time, it was thought the ban could come into effect as soon as January 2025. But the bill has hit a snag, which could see a ban delayed for several months, or even abandoned altogether, {and people are rushing to apply while they still can}.
– As would be expected, applications for the Golden Visa programme have ramped up significantly since its abolition was first announced last April. But visa approvals are also on the up, with the rate moving from an average of 69 per month between January and March to 95 per month from April to October. In total, 2024 has seen 780 Golden Visas granted up to the end of October, with 573 of those granted since the abolition announcement was made.
