– The report also highlights the unjustified deviations in the macroeconomic assumptions of some fiscal plans, such as the Spanish fiscal plan, which concentrates the fiscal effort at the end of the period. Delays in Endesa’s invoices continue and consumer complaints grow: {Translation, summary}
– Delays in Endesa’s billing are causing a flood of complaints among consumers, who denounce the accumulation of late payments and the issuing of bills with excessive amounts. The situation has reached such an extreme that some customers are accumulating up to two years without receiving bills, only to be faced with sudden charges totaling thousands of euros. The lack of effective response from the company and the complexity of splitting these payments are aggravating the problem, generating a climate of frustration and indignation among those affected.
– In the forums of the Organization of Consumers and Users (OCU) the complaints are constant and the pattern is always the same: Endesa stops billing for months, customers try unsuccessfully to get answers from the company and, suddenly, they receive accumulated bills that must be paid all at once.
***What does the law say about billing delays?***
– The legislation is clear in this regard. Royal Decree 1955/2000, of December 1, 2000, establishes that electricity companies can only rectify billing errors or collect overdue amounts within a maximum period of one year. In other words, if a company has underbilled and subsequently attempts to correct the error, it cannot demand payment of amounts in excess of the previous year.
– Article 96 of the aforementioned decree establishes that, in the event of billing errors, the consumer has the right to have the payment divided into as many monthly installments as the number of months the error has lasted, without this period exceeding one year. In addition, if the electricity company does not respond to a complaint within five days, Article 105.6 recognizes the consumer’s right to receive compensation of 30 euros.

La Viñuela Reservoir set to emerge from most severe drought level:
– The Axarquía area to the east of Malaga province is still officially at the most severe level of drought, but for the first time in recent years it is set to come out of this level. On Sunday 9 March, after a long period of stagnation at 36 million cubic hectometres, it exceeded the threshold of 41.5 million cubic metres, a level it will need to maintain for four months it to be lifted out of ‘severe’ and into ‘serious’ drought level. The forecast of more rain and the subsequent runoff by Monday afternoon meant La Viñuela was on its way to 46 million cubic metres, a gain of 10 since last weekend alone.

The waiting lists rise again and aggravate the collapse of Health in Malaga: {Translation, summary}

Historically, this was one of the figures that most hindered the situation in Malaga, and although in the last balance sheet it fell by 40 percent, in this report it is growing again.
– On the other hand, there are already almost 5,000 Malaga residents who have to wait more than 365 days to be operated on, whether the surgeries are within the decree or outside it. In addition, all these negative data are also reflected in the average number of days waiting to undergo surgery, which has gone from 137 to 161 days, also breaking the positive trend that began in June 2024.
– In previous analyses, when the waiting time for surgery went up, the waiting time for outpatient consultations went down, and vice versa. This time this has not been the case, but in the wrong direction. Although in the previous semester the results were positive in both indicators, now they are negative in both cases. Currently, there are more than 205,000 people waiting for a first consultation, five thousand more than six months ago. – With all this, the improvement obtained in June 2024 is completely gone. Malaga residents still wait 132 days on average to be seen by a specialist (depending on the hospital), 17 days longer than in last year’s report.
– One of the most striking improvements last June was that of the Regional Hospital, whose average wait to undergo surgery had dropped from 239 to 208 days on average. In December 2024 that figure had risen again to 323 days.
– This is the same picture in the Costa del Sol and Axarquia hospitals. In the former, the number of patients waiting for surgery is maintained, but the delay increases from 117 days to 136. In the Axarquia center, the average waiting time also increases, from 75 to 91 days. Malaga runs out of clams- the Junta bans their fishing until July 1: {Translation, summary}

The perpetrators used violence, tying up the three foreign guests before stealing a Rolex watch and high-end designer clothes.
– According to the investigation so far, the thieves, armed with guns, had entered the villa shouting: “Police!” One of the guests was hit on the head and was subsequently taken to a health centre for treatment of a bleeding wound. Organ Harvesting In East Europe- Poland arrests Ukrainian woman convicted of selling 56 human kidneys:
– Polish border guards detained a Ukrainian woman who was sentenced in Kazakhstan to 12 years in prison for participating in an organised criminal group trading in human organs and selling 56 kidneys, prosecutors said on Tuesday. The 35-year-old woman, referred to only as Ksenia P. under Polish privacy laws, was detained at a railway crossing between Poland and Ukraine under an Interpol red notice, Marta Petkowska, a spokeswoman for the prosecutor’s office in Przemysl, said in a statement.
– The prosecutors didn’t say why the woman wasn’t in prison in Kazakhstan at the time she was detained at the crossing or when she was convicted. She has been wanted by Interpol since November 2020, prosecutors said. An Interpol red notice is a request to global law enforcement to provisionally arrest a person pending extradition or similar legal action.
– The woman was convicted for participation in an international organised criminal group that illegally collected tissues and organs from people from 2017 to 2019 and sold them on the black market, Petkowska added.
– She was also convicted of illegally obtaining “kidneys from 56 injured parties in Kazakhstan, Armenia, Azerbaijan, Ukraine, Kyrgyzstan, Tajikistan, Uzbekistan and Thailand” for financial benefit and of “making the crimes committed a permanent source of income.”
