ABC Editorial- Cancer Treatment- A very disturbing complaint: {Translation}
– The dozens of reports published today in this newspaper on how intermediaries between insurance companies and patients hinder oncologists from prescribing expensive treatments to cancer patients who need them represent a scandal of such a broad and serious dimension that it deserves a responsible and immediate investigation in which the private healthcare sector should be the first interested party. All the more so when not only does it point to fraudulent activity, but also when people’s lives have been put at stake. The scope of the case is not reassuring either. Atrys Health Bienzobas is a large medical services company that has been listed on the stock market for two years, with a large oncology department that provides services to the main insurance companies and which, in principle, would have engaged in these practices behind the backs of the companies, which are vicariously liable.
– Complaints from doctors who have been pressured to prescribe cheaper but less effective treatments for cancer patients represent a painful breach of the pact between insured, doctor and patient. The assets of all Spaniards are also involved since, in order to free themselves from the cost of the most onerous coverage, patients would have been referred to the public health system. It would mean a cross-subsidy in favor of their profit and loss account at the expense of the resources of all citizens. It is unacceptable that there should be black lists of drugs based on their price, although in the public sector, the approval mechanism sometimes operates with a lack of transparency.
– Health care should be guided by efficiency as long as it does not compromise the cure and, therefore, the patient’s health, and this is even more evident in therapies for life-threatening diseases such as cancer. The case is framed in the conflict between the insured good and the resources available for it. Unfortunately, this is not an isolated case, nor is it particular to our country. This type of complaint is common in the private healthcare sector throughout the world. In Spain, due to the universal coverage provided by the public health system, which absorbs the cases in which treatments that are not prescribed because they are too expensive, there is a low level of conflicts of this type and the methods of the companies when managing the collision of interests is not a widespread source of concern among citizens. However, it seems clear that, as the information published by ABC reveals, among the 25 percent of the population who have some kind of private insurance, abuses occur and doctors are forced to provide insufficient or mediocre practice.
– Private healthcare is a sector whose existence is systematically under attack from a part of Spanish politics that believes that it should disappear (as the case of the Minister of Health herself) or that it should play a residual role (her partner, Sánchez’s PSOE). On the contrary, this newspaper thinks that there are elements of private management that are dynamizers of a public sector that consumes huge resources and that should respect the taxpayer’s money. The fact that there are intermediaries who use strategies to divert patients to the public health system when they are too expensive to treat them or who prevent their doctors from using the best possible remedies to treat an insured person who has paid his premium, is an issue that could discredit the entire private sector and should be avoided.
