SPAIN

Express motoring fines have arrived in Spain and now you can receive them within 48 hours:
– With the new channels available, drivers who are given a penalty notice will be able to receive the fine within 48 hours. The time between the commission of the offence and notification has gone from 52 days to seven or even two. Unlike postal mail, this method guarantees a much more agile and direct delivery. This is possible thanks to the Dirección Electrónica Vial (DEV), a platform that has been in operation for some time and which allows access to DGT notifications digitally. Unlike postal mail, this method guarantees a much more agile and direct delivery. According to the DGT, integrating this system into the DEV will contribute to a clearer awareness of when the offence was committed. The aim is to reinforce its educational character and to encourage more responsible driving.
– In order to receive these notifications, drivers must be registered on the Dirección Electrónica Vial (DEV). And to access, prior identification is required using the DNIe, electronic certificate or any of the Cl@ve methods.
– The registration process is simple. Just follow a few simple steps:
*Select the option “Registration, modification and cancellation in DEV” in the section “Access to the service”.
*Choose an electronic certificate to verify identity (you can use the PIN Clave, the electronic certificate or the DNIe).
*Enter an email address or mobile phone number.
*Finally, select the type of notifications you wish to receive, selecting in this case the ‘sanctions’ option to activate the so-called express fines. Full article: https://www.surinenglish.com/spain/the-dgts-express-fines-have-arrived-how-20250317070921-nt.html

– The rest of the roads closed to traffic due to flooding in Andalusia are located in Córdoba (the CO-4207 in La Zarza and the CP-180 in Villa del Río), Málaga (the A-7205 in Las Paulas) and Granada (the GR-4104 in El Bejarín-Benalúa). COSTA DEL SOL

Storm Martinho will take over with more rain from Thursday onwards in Malaga and along the Costa del Sol:
– A powerful train of “high impact” storms continues to circulate in the south of the Spanish mainland, leaving little time for a lull between each one. A brief dry period, within the succession of fronts that has been going on for around 20 days, will allow us to see the sun again in Malaga this Wednesday and until Thursday afternoon.
– From the second half of the 20 March Martinho will make an appearance: another Atlantic storm, but it will be “less strong” in terms of accumulated rainfall than the previous one. This is what the director of the Aemet state meteorological centre in Malaga province, Jesús Riesco, predicts. Therefore, the rains will appear on Thursday afternoon and will continue on Friday.
***Weekend***
– During the weekend it will continue to rain occasionally, both on Saturday and Sunday, and even on Monday and Tuesday, although to a lesser extent. Martinho will again affect most of the province, but it is not expected to be very heavy at the moment. The westerly flow may cause Ronda to collect larger amounts, although this is not expected to be a dangerous situation. No warnings have been issued for the moment.
– The fronts will sweep across the province from west to east, although mainly in the western half and less in the east. Showers will be widespread, although with smaller accumulations, and this will also be the trend on Saturday and Sunday, due to the passage of successive bands. “The intensity will have to be seen day by day, but it will not be as high as Laurence,” Jesús Riesco pointed out.
– For now, Aemet has activated yellow warnings (slight risk) on Thursday in four provinces of Andalucía, but not in Malaga. This will be the case in Almeria and Granada, on the one hand, and in Huelva and Seville on the other. TORROX

Inadequate improvements exposed by recent rains: {Translation}
– The City Council of Torrox has initiated a technical inspection of the remodeling works of the Plaza de la Constitución, which began last October. The first deputy mayor and councilor of Urbanism, Paola Moreno, has reported that the main objective is that “some deficiencies observed after the passage of the last storms are solved, so that they can be received in the future with the greatest guarantee of quality, thus serving the general interests of residents and merchants.
– Thus, Moreno has led a visit to the square along with municipal technicians, the company awarded the project and responsible for a center for the study of materials and control of work, among others, for a first inspection of the deficiencies observed after the last rains, which mainly affect part of the pavement installed, “so that we can take appropriate corrective measures,” said the mayor.
– As reported by Paula Moreno, the City Council of Torrox will hire the services of the aforementioned study center to determine what have been the main problems that have arisen during the execution of the last works of integral remodeling of the Plaza de La Constitución “to have a complete technical report that allows us to act accordingly before giving the end of the works and proceed to its final reception”.
– Moreno explained that, so far, the Consistory torroxeño “has only carried out certifications of 20% of the total works, and we will continue to demand until the end that the remodeling of the square is carried out with the highest quality and safety requirements, both for pedestrians and for road traffic”. NERJA

Arrested while doing graffiti on the Balcon de Europa in Nerja: {Translation}
– The Local Police of Nerja has arrested a middle-aged man accused of making several graffiti defacements in different parts of the municipality, as reported by Eugenio Cabezas in Diario SUR: `Paiporta Limpia el barro de todos no solo el tuyo El Barto’, written in capital letters, with red letters, on the main facade of the church of El Salvador, and ‘Paiporta Banco de cachondeo DANA Inier Santi’, in yellow letters, on a wall of a financial institution. The arrest occurred on Monday night in the Balcon de Europa, after several witnesses, neighbors and businessmen in the area alerted the authorities.
– According to municipal sources, the operational services of the City Council acted quickly and proceeded to clean the graffiti shortly after the incident. In addition to the messages on the church and the financial institution, the detainee had also painted another graffiti on the bus stop on Antonio Millón street and is being investigated in connection with a fourth inscription on a fence in the central Pintada street.
– The arrested man, of Spanish nationality and resident in the area of the beach of Las Alberquillas, was transferred to police headquarters, where the corresponding proceedings were instructed before referring the case to the Civil Guard. The man has been released pending to be summoned by the court. Source, Spanish: https://www.axarquiaplus.es/arrestado-mientras-realizaba-pintadas-en-el-balcon-de-europa-de-nerja/

USA

JFK assassination files released, sending history buffs hunting for new clues:
– More than 63,000 pages of records related to the 1963 assassination of President John F. Kennedy were released Tuesday following an order by President Donald Trump, many without the redactions that had confounded historians for years and helped fuel conspiracy theories.
– The U.S. National Archives and Records Administration posted to its website roughly 2,200 files containing the documents. The vast majority of the National Archives’ collection of over 6 million pages of records, photographs, motion pictures, sound recordings and artifacts related to the assassination have previously been released.
– Jefferson Morley, vice president of the Mary Ferrell Foundation, a repository for files related to the assassination, said in a statement posted on the social platform X that the release is “an encouraging start.” He said much of the “rampant over-classification of trivial information has been eliminated” from the documents.
– The National Archives said on its website that in accordance with the president’s directive, the release would encompass “all records previously withheld for classification.” But Morley said what was released Tuesday did not include two-thirds of the promised files, any of the recently discovered FBI files or 500 Internal Revenue Service records. “Nonetheless, this is the most positive news on the release of JFK files since the 1990s,” Morley said.
