SPAIN

NATO Warns Pedro Sánchez they have zero tolerance for his “creative financing” of Defence spending obligations: {Translation, summary}
– NATO has no plans to change the method of calculating defence spending by different countries, as the Spanish government, led by Pedro Sánchez, is attempting to do. The Secretary-General of the Alliance, Mark Rutte, clearly stated in response to a question about Spanish aspirations that in the coalition, “we have a very clear definition of what is or is not defence spending” and that “we are not going to change it.”
– At present, Spain occupies one of the lowest positions in military spending within NATO, despite having committed to increasing it. To achieve this, Sánchez attempts to use slight of hand, as he announced last week the government would be including in its new calculation of defence spending funds already dedicated to other projects, that they now want to redefine as defence related, such as border protection, counter-terrorism, or cybersecurity. However, Spain’s Minister of Foreign Affairs, José Manuel Albares, contradicted Sánchez at NATO headquarters Friday saying that in Spain, “we calculate defence spending the same way as everyone else and have no problem with that.”
– As agreed upon at the 2014 Cardiff summit, NATO members should have reached 2% of GDP last year, but Spain insists it has decided to achieve this goal by 2029, even though the debate is already about raising the requirement to 3% or even 5%, as mentioned by US Secretary of State Marco Rubio this Thursday. The percentage Spain dedicates to military spending is barely 1.4% eleven years years later.
– In defiance of NATO, Sánchez has maintained since his election that he was “open to reviewing the timelines” of Spain’s commitment and “advancing the fulfilment of the 2% objective hopefully by 2029”, although he “felt no obligation to follow the agreed schedule”. It is expected that he will make an official announcement before the Hague summit in June.
– The European Commission has warned that it will not accept creative interpretations of what constitutes or does not constitute defence spending, nor do they appreciate NATO members creating rouge timelines in violation of long established agreements. Across Spain, tens of thousands march to protest the growing housing crisis:
– Tens of thousands of Spaniards marched in protests held across the European country on Saturday in anger over high housing costs with no relief in sight. Government authorities said that 15,000 marched in Madrid, while organizers said 10 times that many took to the streets of the capital. In Barcelona, the city hall said 12,000 people took part in the protest, while organizers claimed over 100,000 did. The massive demonstration of social angst that is a major concern for Spain’s left-wing government and town halls was organized by housing activists and backed by Spain’s main labor unions.
– The housing crisis has hit particularly hard in Spain, where there is a strong tradition of home ownership and scant public housing for rent. Rents have been driven up by increased demand. Buying a home has become unaffordable for many, with market pressures and speculation driving up prices, especially in big cities and coastal areas. A generation of young people say they have to stay with their parents or spend big just to share an apartment, with little chance of saving enough to one day purchase a home. High housing costs mean even those with traditionally well-paying jobs are struggling to make ends meet.
– Spain is near the bottom end of Organization for Economic Co-operation and Development countries with public housing for rent making up under 2% of all available housing. The OECD average is 7%. In France it is is 14%, Britain 16% and the Netherlands 34%. Full article: https://apnews.com/article/housing-cost-protest-spain-9a4bc15ae2a0d1460950848ad2596d1b

DigameXtra Editorial- The Sanchez Budget Paradox:
– Pedro Sánchez’s stance on budgets appears contradictory when comparing his actions and rhetoric in 2018 with recent developments in 2025. This conflict stems from his earlier advocacy for timely budgets and fiscal discipline versus the current decision to forego presenting a General State Budget for 2025.
– 2018: Advocacy for Budgets and Fiscal Responsibility
In 2018, Sánchez strongly emphasized the importance of budgets as a tool for economic stability and governance. He advocated for ambitious fiscal proposals to strengthen the Eurozone, including a stabilizing budget mechanism for crises. His government also supported Spain’s compliance with European Union fiscal rules, ensuring deficits were reduced below 3% of GDP. This approach reflected a commitment to timely budget presentations and respecting deadlines.
– 2025: Decision to Skip Budget Presentation
By contrast, Sánchez’s government has faced criticism for failing to present the General State Budget for 2025, which is considered a constitutional duty. This decision has led to delays in financial transfers and uncertainty for regional administrations like the Canary Islands. Despite earlier claims about the necessity of budgets for rebuilding after crises (DANA relief funds, for example), Sánchez’s government extended previous budgets instead of preparing new ones, citing political challenges such as lacking a parliamentary majority.
– Contradictions and Criticism
The shift from advocating timely budgets in 2018 to skipping them in 2025 raises questions. Critics argue that Sánchez’s earlier emphasis on fiscal discipline contrasts sharply with his current approach, which has been described as neglecting constitutional obligations and creating administrative uncertainty.
– Sánchez’s evolving stance on budgets, from championing their importance to bypassing their presentation, exposes his hypocrisy, especially given the significant repercussions of these actions on Spain’s governance and economic stability.

ANDALUCÍA

Waiting lists for medical consultations grow, reach five months in Andalusia: {Translation, summary}
– The average time a patient waits after being referred by the family doctor was 150 days on January 1, five months, according to data provided by the Andalusian Health Service (SAS). A year earlier, on January 1, 2024, the average delay was 142 days, eight days less.
– The waiting lists accumulating appointments with specialists are not shrinking. There are now 690,967 patients waiting. Five years ago, on January 1, 2020, that figure was 442,914 people, almost 250,000 fewer patients. The bottleneck is concentrated in four specialties: ophthalmology, with 121,505 patients on waiting lists; traumatology, with 107,425; rehabilitation, with 68,603; and otolaryngology, with 52,445, account for more than half of the SAS outpatient waiting lists.
– Andalusians have been concerned for years about worsening healthcare times. It was the second problem for citizens questioned in the latest survey by the Andalusian Studies Center Foundation, the Andalusian barometer, only behind employment. The increase in the average delay reflected in the statistics is yet another milestone. Citizens have the right to be seen within a period of two months from the time a general practitioner schedules a first consultation with a specialist. This is dictated by Decree 96/2004 of the Regional Ministry of Health. The rule, however, is not complied with. The reality is stubborn: at the beginning of 2025, 58% of the patients on the waiting lists were outside this legal period, one point more than at the beginning of 2024 (57%).
– The problem is not only those two months that the regulation prescribes as the maximum time limit, taking into account that the average delay in all specialties was five months on January 1 in SAS consultations. In the specialty of pneumology, the average wait is seven months, two months longer than a year ago; in neurology, the average delay is eight months; while the average wait in angiology and vascular surgery is 17 months, five months longer than a year ago.
– The lack of angiologists is alarming. There is no other specialty with such lengthy average delay- 17 months. The angiologist is the doctor who deals, among other ailments, with the treatment of varicose veins, a disease that half of the population may suffer from, a pathology with a “high demand”. The main cause is the lack of specialists, a hindrance that affects some provinces more than others and that the public sector suffers more than the private sector. What is happening in angiology can be extrapolated to the rest of the specialties.
– The training of resident angiologists has grown but it will only be a solution in the medium term, between five and ten years, explains Martínez Gámez, who practices at the University Hospital of Jaén. He proposes two possible solutions to reduce waiting lists in his specialty: the adoption of teleconsultation models to speed up appointments at health centers, a remedy that Martínez Gámez describes as “complex”, and that the minor pathologies of the specialty be assumed by family practitioners while there is a shortage of angiologists and vascular surgeons.
{These days your GP refers you to a specialist for many ailments GPs commonly handled in years past. I certainly miss the rural doctors that worked from home offices, that were happy to charge 2500 pesetas cash per visit, that didn’t need a specialist to manage most common maladies in an efficient and cost effective manner. Unfortunately, frivolous lawsuits, outrageous court awards and the resulting insane malpractice insurance rates put an end to them. It also explains why your GP won’t take responsibility for anything and constantly refers you to expensive specialists, with very high fees, so they can afford their insurance. -Ed.} Source, Spanish:

MALAGA PROVINCE

Clear skies and heat in Malaga at the beginning of the week, but instability for the end: {Translation, summary}
– Clear skies, sun and temperatures around 25 degrees. The weather that has been experienced this Sunday in virtually the entire province of Malaga will remain for several more days. It will be a start of the week with sunny skies and pleasant temperatures, typical of spring.
– From Thursday the arrival of a new cold squall to the peninsula could also reach the south and leave rains in Malaga. No heavy rainfall is expected, only some isolated showers but in delicate days, at the gates of Easter. Thursday and Friday are expected already covered skies, according to the State Agency of Meteorology, although we will have to wait a few more days to see the concrete forecast for Palm Sunday. VÉLEZ-MÁLAGA

High speed fiber optic internet arrives in Mezquitilla & Lagos:
{Translation, summary}
– The President of Jetnet, Manuel Berlanga, has announced the launch of the deployment of fiber optic in the towns of Mezquitilla and Lagos, a project that has been made possible thanks to the support of the City Council of Velez-Malaga.
– Berlanga stressed the importance of bringing high-speed fiber optics to these rural areas, where there are often greater difficulties in accessing a quality connection, which contributes to increasing the digital divide. “I have always focused on smaller towns, such as Mezquitilla and Lagos, where high-speed internet access is a challenge. GASTRONOMIA

Cabdela, the traditional dish of northern Portugal that can’t be served in restaurants due to a controversial ingredient, but is available for the curious at private tasting parties:
{Translation, summary}
– The preparation of arroz de cabidela, a traditional Portuguese dish, reflects the region’s resourceful culinary heritage, where every part of the animal is honoured. Historically, this dish used all edible parts of the chicken, with the blood being a key ingredient to achieve its distinctive flavour and texture. The use of chicken head in Portuguese cuisine is not entirely uncommon and may be consumed as part of the meal. The Portuguese chef is dedicated to recover and use the head. Overcoming some objections, he explains that “recovering the head is paying tribute to this protein that is part of the collective imaginary of the entire region and the use of blood represents the full use of the animal, in a clear manifesto of respect to its massacre.”
– Historically it was prepared by hanging the bird upside down after slaughter to collect the blood, having removed and reserved the head. Current food safety regulations prevent this from being reproduced in restaurants, but less than authentic variations of this unique dish are still offered, characterized by its brown color and vinegary flavor.
– Chef Renato Cunha champions this dish at special events like #ircomsedeaopote. He underscores its cultural significance, tying it to the rural traditions of Minho, where chickens were central to small-scale farming. These birds were fed on scraps and provided eggs, meat, and compost for fertilisation. Cunha views cabidela as a tribute to this sustainable cycle and the full utilisation of the animal, including its blood.
– The dish itself is a rich and complex creation. Its flavours are layered, creamy, tangy from vinegar, slightly sweet, salty, and spicy, making it both rustic and sophisticated. Cunha serves it seasonally during pop-up events where he prepares it live in iron pots over an open flame, accompanied by music and local delicacies.
– For those interested in experiencing this unique dish, upcoming events will take place at Casa Ana Monteiro in Portela (municipality of Braga located one hour from Oporto) on 31 May; 7, 21, and 28 June; and 12 and 26 July. These gatherings offer not just a meal but an immersion into Minho’s culinary heritage. Info: +351 252 911 700. HEALTH

Measles in Andalusia adds more infections in three months than in the previous seven years combined: {Translation, summary}
– High fever and the appearance of pink spots on the skin are key symptoms of measles, a viral disease from the Paramyxoviridae family, which also causes mumps. Measles is a major cause of death among children worldwide and had been largely eradicated in Europe until recently. In the first quarter of this year, the Andalusian Health Board confirmed 49 cases, surpassing the total from the previous seven years combined.
– In 2024, Andalusia recorded 28 confirmed cases, with imported cases from Central Europe, Romania, and Morocco. Of these, 18 had not received the MMR vaccine, two had incomplete vaccination, and seven were unsure of their vaccination status.
– The provinces of Málaga and Huelva have seen the most cases this year, particularly in municipalities such as Gibraleón, Fuengirola, Mijas, and Málaga city. Full article: https://www.malagahoy.es/andalucia/sarampion-andalucia-suma-infecciones-anos-anteriores_0_2003652574.html
