News Note: After the successful Ukrainian drone attacks on multiple Russian airfields this weekend I was expecting a response from Russia by now, or a statement from Putin. But it has remained quiet, even in the Russian media. That in itself is suspicious, mainstream media now seem to have buried the story when it had been front page news for 24 hours. The Russian army made a short press release acknowledging the attacks, but claims damages were minimal, with no injuries or deaths. There are many videos circulating on social media claiming to show the drones launching from parked trucks, others purport to show dozens of Russian bomber planes being totally destroyed, however some of these videos have been proven to be fakes so healthy scepticism is in order. On alternative news sources they are referring to the attack as the Russian “Pearl Harbor”, with much discussion as to if there will be a similar response. {Yikes!} Read more about the attack here: https://nypost.com/2025/06/02/world-news/how-ukraine-pulled-off-its-stunning-pearl-harbor-attack-against-russia/ Photos: NY Post

SPAIN

Why having an empty home in Spain could soon cost you more:
– If you own a Spanish property that you’re not using, the government wants to raise your taxes in order to encourage you to put it on the rental market, one of several fiscal changes Prime Minister Sánchez wants to implement to fix the housing crisis. In order to help solve the housing crisis, Spain’s Socialist-led government recently presented a draft bill in Congress with several eye-catching tax proposals.
– One of these fiscal measures was aimed at encouraging the release of empty properties into the rental market by progressively increasing the amount of taxes owners are charged. There is no updated official registry of vacant properties in Spain, but according to the National Statistics Institute (INE) census in 2021, there are 3.8 million of them, which is 14 percent of the total.
– According to the INE, a home is considered empty when “It is not the habitual residence of any person nor is it used seasonally, periodically, or sporadically by anyone.” Therefore, it is considered “uninhabited”. The current legislation defines empty properties as those that have been vacant for longer than two years.
– The government has confirmed that it does not include second homes that are used for holidays once or twice a year, for example.
– Spain’s main stats body estimates the number of empty homes by looking at which ones do not meet minimum electricity consumption.
– The idea of the new measure is to make those with empty homes pay more. To do this the government will modify personal income tax or IRPF. Currently, homeowners are charged 1.1 percent of the cadastral value or 2 percent if this value hasn’t been updated in more than a decade.
– If the new bill passes, those with vacant homes with a total cadastral value of up to €100,000 will continue to add 1.1 percent to their tax return, but beyond that, the percentage will increase to 1.5 percent up to half a million euros; to 2 percent for homes worth up to €1 million; and up to 3 percent for those with empty homes valued above €1 million.
– Here’s an example of how this would work in reality. The average price of a property in Spain is around €165,000. So, under the current rules, a homeowner who keeps it empty will have to add €1,815 to the amount used to calculate their personal income tax. With the government’s new proposal, this would rise to €2,475. If it’s a very wealthy person with three homes with the same cadastral value – €495,000 in total – the tax would go from €5,445 to almost double that amount – €9,900.
– Not everyone thinks the Spanish government’s fiscal punishment will work though. Jaime Palomera, co-founder of the Urban Research Institute and the Sindicat de Llogateres (Landlords ‘ Union) explained to newspaper El Diario that “the monetary impact in terms of costs is too small to incentivise owners”. He also explains that the cadastral value is usually much lower than the tax and appraisal values. This means that a property costing €600,000 home can easily have a cadastral value of €200,000. This could be an issue because owners will be paying much less tax for what the property is actually worth.
– Víctor Palomo, a lawyer from the Spanish Housing Authority (CAES) also believes this measure is not enough. “For it to be effective, the surcharge has to be striking”. Spain’s maligned Housing Law, introduced two years ago, already included the possibility for city councils to add up to 150 percent of the property tax for empty homes.
– It’s important to remember that far this is a draft law, which means it will still have to pass through Congress and receive a majority vote, not so straightforward for the ruling Socialists given their weakened parliamentary position.
– Other measures being considered are taxing property investment companies more, increasing VAT on holiday apartments and charging non-EU non-resident home buyers a 100 percent tax hike. Full article: https://www.thelocal.es/20250528/why-having-an-empty-home-in-spain-could-soon-cost-you-more

ANDALUCÍA

The ‘summer’ begins to take its toll on Andalusia’s reservoirs: {Translation}
– Although there are still three weeks until its official start, high temperatures and the increased demand for water to cope with them, combined with the initial surge of the peak tourism season, are having a direct impact. Andalusian reservoirs are beginning to lose resources, and this week they collectively hold just over 7,200 cubic hectometres, of which 4,800 correspond to the Guadalquivir basin and 2,400 to the intra-regional basins managed by the Junta.
– The Guadalquivir reservoirs have been losing water since 10 May. In the last day, more than 10 cubic hectometres were released, while inflows barely reached two. The 49 reservoirs that make up this basin are currently at less than 60% of their capacity.
– Among the other basins, the Tinto-Odiel-Piedras in Huelva shows the best partial figures, being at 72% of its storage capacity, which exceeds 827 cubic hectometres. Slightly above this is the Guadalete-Barbate basin in Cádiz province, which is just under 900 cubic hectometres, leaving its current capacity at 54%. The Mediterranean Basins store 675 cubic hectometres, representing 58% of their total capacity. These are the only basins that have not only avoided losing resources but have gained one cubic hectometre due to recent rainfall. The other two basins have lost 6.7 and 4.5 cubic hectometres, respectively. Source, Spanish: https://www.malagahoy.es/andalucia/verano-empieza-pasar-factura-embalses_0_2004056360.html

FRIGILIANA

Extinguished forest fire declared in Frigiliana: {Translation}
– A new forest fire has broken out in the province. Since 2:10 pm this Monday, a fire has been active near the La Exótica residential area, belonging to Frigiliana, north of the town centre of Nerja, close to the Mediterranean motorway A-7. The fire was brought under control at 4:59 pm, according to reports from the Infoca Plan on social media.
– Later, at 5:56 pm, the fire was declared extinguished. The Infoca Plan deployed both aerial and ground resources to the area. Specifically, a Super Puma helicopter, a water bomber plane, and two Brica vehicles are operating, along with two groups of forest firefighters, an operations technician, an environmental officer, and a fire engine. Also deployed to the fire zone were officers from the Nerja Local Police, the Provincial Fire Consortium from the Nerja and Vélez-Málaga stations, and the Civil Guard. The area includes several residential developments and scattered rural homes. Source, Spanish: https://www.diariosur.es/sucesos/declarado-incendio-forestal-nerja-20250602152419-nt.html

Polish eurosceptic Nawrocki wins presidential vote, electoral commission says:
– Polish conservative nationalist opposition candidate Karol Nawrocki won the second round of the country’s presidential election with 50.89% of the votes, the electoral commission said early on Monday on its website. His rival, Rafal Trzaskowski, the liberal Warsaw mayor and an ally of the government led by Donald Tusk, got 49.11%. Turnout was 71.31%, the electoral commission said, a record for the second round of a presidential election.
– Nawrocki, 42, a eurosceptic historian and amateur boxer who ran a national remembrance institute, campaigned on a promise to ensure economic and social policies favour Poles over other nationalities, including refugees from neighbouring Ukraine. Italy’s Mount Etna erupts as large plumes rise from volcano:
– Italy’s Mount Etna has erupted, with large plumes of ash and smoke seen rising from the volcano. Images and video from the island of Sicily showed volcanic material spilling out of the volcano on Monday morning.
– A number of explosions of “increasing intensity” were recorded in the early hours on Monday morning, Italy’s National Institute of Geophysics and Volcanology (INGV) Etna Observatory said.
– The full scale of the eruption is currently unclear and disruption appears to be minimal, with flights departing and arriving as usual at the island’s airports. Full article: https://www.bbc.com/news/articles/cy5e7vx2pk9o

HEALTH

Doctors exhaust meetings with the government and ratify the June 13 strike: {Translation, summary}
– The representatives of the Strike Committee of the Spanish Confederation of Medical Unions (CESM) and the Andalusian Medical Union (SMMA) have been negotiating for months with the Ministry of Health regarding the final drafting of the Framework Statute, a regulation that will govern the medical profession and which, among other things, aims for graduates in Medicine with specialised training to work exclusively in the public sector for at least five years, among many other provisions.
– Today was the last meeting and no agreement was reached; furthermore, they denounce that “the demands of the group” have not been addressed, so the strike scheduled for next Friday, 13 June, will go ahead. More than 5,000 doctors from Málaga working in the public sector and several dozen who combine hours in the Andalusian system and the private sector are called to participate.

TECH

No More Presumption of Privacy! Gmail AI will scan all email content, and use it to train on- Gmail now shows AI generated summaries by default on mobile:
– Smartphone users of Gmail are about to see a new layer of GenAI woven directly into their inboxes. Google has begun rolling out automatic AI-generated summaries for emails, a move that shifts the company’s Gemini assistant from an optional tool to a more visible, default feature for many account holders.
– Until now, users seeking a quick overview of a lengthy email thread or a message with multiple replies had to tap a “Summarize this email” button to prompt Gemini to generate a summary. That step is no longer necessary. The Gmail app for Android and iPhone will now automatically display a summary card at the top of certain emails, with Gemini deciding when it might be helpful – typically for longer conversations or threads with several responses. These summaries, presented as concise bullet points, update dynamically as new replies are added to the conversation. The goal is to keep users informed without requiring them to scroll through the entire thread.
– The feature is initially rolling out to Google Workspace customers, Google One AI Premium subscribers, and those with Gemini Education add-ons. For now it’s also limited to emails written in English and is only available on mobile. Google says the rollout will take about two weeks. There is no word yet on when, or if, the feature will expand to standard Gmail accounts or desktop users, though the company’s recent moves suggest a broader rollout may be on the horizon.
– For those who prefer to manage their messages without AI assistance, there is an opt-out – though it comes with trade-offs. Disabling automatic summaries requires turning off Gmail’s “smart features,” which also deactivates other tools such as high-priority notifications, package tracking, Smart Compose, and Smart Reply. Even with smart features turned off, users can still manually request a summary when needed.
– The tech behind these summaries draws on advances in large language models, which also power chatbots and other AI assistants. Conversely, Google would be feeding your email text into their LLMs for further training.
– Google’s push to make AI summaries a core part of the Gmail experience reflects a broader trend across its products. The tech behind these summaries draws on advances in large language models, which also power chatbots and other AI assistants. Google will be feeding your email text into their LLMs for further training. Summarization, in particular, is seen as a practical application of GenAI, especially for users who frequently deal with long or complex email threads.
– While the feature promises to save time and help users quickly identify key points in their inboxes, it also raises questions about the balance between convenience and control. Some may appreciate the streamlined experience, while others might find the automatic summaries intrusive or unnecessary, especially for shorter messages. For now, Google is betting that most will welcome the change as it continues to make AI an increasingly central part of the Gmail experience. – World No. 1 Scottie Scheffler claimed his 16th career win on the PGA Tour on Sunday, while also joining Tiger Woods as the only players to defend the title at the Memorial Tournament.

Spain’s debts grow as a result of Sánchez’s non-payments to renewable energy companies, now up to €1,858 million- scaring off Green project developers & international investors: {Translation}
– Spain’s public debt is increasing due to the Government’s failure to meet its commitments to renewable energy companies, with the German giant RWE being one of the most affected. The Spanish State now owes RWE more than €500 million, according to estimates from industry sources, as a result of unpaid subsidies and compensations promised under renewable energy promotion schemes. These debts stem from the Pedro Sánchez administration’s delays in disbursing funds owed to companies that invested heavily in wind and solar projects, relying on government incentives.
– The conflict originates from regulatory changes introduced in 2013 under the Rajoy Government, which retroactively cut subsidies to renewables, triggering a wave of lawsuits from affected companies. Although the Sánchez Government promised to resolve these disputes, it has repeatedly delayed payments, exacerbating Spain’s financial liabilities. RWE, one of Europe’s leading energy companies, has won several arbitration cases against Spain at the International Centre for Settlement of Investment Disputes (ICSID), but the Government has yet to honour these rulings fully.
– Industry experts warn that this situation not only damages Spain’s international reputation but also discourages future investments in the renewable sector. The Sánchez administration’s failure to settle these debts has led to accumulating interest, further inflating the amount owed. According to RWE’s latest statements, the company is considering escalating legal action if payments are not made promptly.
– The renewable energy sector is also concerned about the broader implications. The Government’s push for green energy is undermined by its inability to fulfil financial obligations, creating uncertainty for investors. Sources within the sector indicate that other companies, both domestic and international, are facing similar payment delays, with Spain’s total debt to the renewable industry potentially exceeding €2 billion.
– This figure continues to grow as the Government prioritises other spending areas, leaving renewable energy firms in limbo. Source, Spanish: https://www.libremercado.com/2025-06-01/asi-crece-la-deuda-de-espana-con-el-gigante-aleman-rwe-por-los-impagos-de-sanchez-a-las-renovables-7259922/

PETS

Government humiliates veterinarians- first consults them, then ignores all their suggestions: {Translation, summary}
– The Spanish Government, under Agriculture Minister Luis Planas, faces accusations of humiliating veterinarians by disregarding their expertise on veterinary medicine regulations. After soliciting opinions from Autonomous Communities, including Andalusia, the Ministry of Agriculture ignored all suggestions, deepening the chaos surrounding the prescription and dispensing of veterinary drugs.
– The Andalusian Council of Veterinary Colleges (CACV) also criticises two recently published interpretative notes intended to clarify the confusion caused by new regulations. Instead, these notes, described as poorly drafted, unsigned, and undated, exacerbate uncertainty and legal ambiguity for veterinary professionals. The CACV notes that one document merely replicates European regulations on extraordinary prescriptions, while the other lists obvious points that contradict the first, offering no meaningful clarification.
– This has sparked significant discontent among veterinarians and pet owners, who struggle with restrictive and unclear policies. The CACV accuses the Government of aligning with radical animal rights activism, potentially paving the way for further bans, such as those already imposed on turtles. The veterinarians denounce the Government’s “false and distorted” arguments, arguing that the notes fail to address practical concerns and undermine the profession, leaving it mired in regulatory disarray and frustration.

What pets will be declared illegal? Who will decide: {Translation, summary}
– The Spanish Government, through the Ministry of Social Rights, is set to impose a restrictive “positive list” of permitted pets, driven by radical animal rights ideology. Led by activist Leonardo Anselmi, the General Directorate for Animal Rights is forming a commission to decide which species can be kept, following the controversial turtle ban.
– The commission, including groups like SEO/BirdLife and WWF Spain, is linked to environmentalist and animal rights lobbies aligned with the Government’s political agenda, raising concerns about bias. Veterinarians, including the Andalusian Council of Veterinary Colleges, criticise the lack of transparency and scientific basis, warning that ideological decisions could ban common pets, impacting households.
