‘DegreeGate’ Continues– The mayor of Madrid , José Luis Martínez-Almeida, published this Saturday a photo of what he described as a “master fraud” of the Minister of Transport and Sustainable Mobility, Óscar Puente: {Translation}
– Through his social network X, the Madrid councillor, on paternity leave, uploaded the photo underlining the word ‘course’ to question his qualifications. According to the image published by Almeida, it is simply a certificate of completion of a single course deceptively named “Master in Political Management”, granted by the Jaime Vera Study Center, not a degree for completion of a Master’s program in Political Management.

The Axarquía desalination plant continues to be delayed- the preliminary draft will not be ready until September, construction will begin 2027 at the earliest, not up and running till early 2030’s at best: {Translation, summary of article by Eugenio Cabezas/DiarioSur}
– The Axarquía still clamours for a desalination plant. Although the hydrological year was much wetter than the previous three, the eastern Málaga region continues to demand that the project pledged by the central Government since May 2023 be advanced, a project that it declared of general State interest. More than two years later, the project is still progressing, albeit within the slow bureaucratic labyrinth, although signs are beginning to emerge that there is a determined will to push it forward.
– After the Ministry for Ecological Transition awarded the contract last March for the supervision of the preliminary project, those who will be the final users of the water resources — the farmers and Axaragua, the public company of the Eastern Consortium — continue striving to successfully complete the preliminary design, which they commissioned last year to an engineering firm based in Málaga. Although it was originally expected that this work would conclude by the end of 2024, the deadline has been delayed first to February, then to May, and now it is anticipated for September this year.
– “The deadline was initially March, then May, now we speak of September… and we shall see if it is ready then,” stated Jorge Martín (PP), president of the Consortium of Municipalities of the Eastern Costa del Sol–Axarquía, in remarks to Cadena Ser in the Axarquía, stressing that, in any case, “the important thing is that when the location is defined, it has all the necessary services and channels for its operation.” Jaime Zaldúa, the spokesman for the Central Junta of Users of the Axarquía and a lawyer, expressed a similar view to SUR, expressing hope that the documentation may be submitted to the Ministry after the summer.
– The purpose of these delays is to ensure that the documentation submitted has all the necessary technical, bureaucratic, and administrative endorsements so that no further setbacks arise. Thus, once the principal obstacle — the location — was resolved, which will finally be near the Seco river, to the north of the Mediterranean Motorway A-7, in the area between Las Campiñuelas and Camino del Higueral, in the sector known as VM-23 of the current General Urban Development Plan (PGOU) of Vélez-Málaga, work is underway to ensure the project possesses all the basic services required by an infrastructure of this nature and magnitude.

Celestino Rivas (PP), the Urban Planning councillor, informed SUR that bureaucratic procedures for eminent domain acquisition of the private properties have already begun.
– Accordingly, it will be necessary to build a new electrical substation in the area, to lay collectors and connection infrastructures with the irrigation and supply networks of the eastern region, and to create water storage tanks. The preliminary project will be sent to “Acuamed”, the State public company under the Ministry for Ecological Transition, which will be charged with its supervision, as a preliminary step to tendering the detailed project and construction works, which will cost approximately one hundred million euros. Since last March, the consultancy firm TPF Getinsa Euroestudios S.L. has been responsible for supervising these technical review works of the document prepared by the future users, with a deadline of eighteen months and a cost of 80,626 euros.
– The new location of the desalination plant has been agreed about two kilometres east of the initial site, which was near the El Ingenio shopping centre and the Vélez-Málaga treatment plant. It will also be about two kilometres from the coast, in an area known as Las Campiñuelas, on the Camino de Torrox, close to the Seco riverbed. These are the lands proposed by the Vélez-Málaga town council, which, together with the Agriculture Department of the Andalusian Government, is responsible for facilitating this process to the State company Acuamed. The location at Las Campiñuelas reduces investment and cuts operational costs by roughly 30 per cent
– Projections thus indicate late 2026 as the date for the next major bureaucratic milestone, the tendering of the detailed project’s drafting and the construction of the future public desalination plant in the Axarquía. The Aemet activates a yellow heat warning in Malaga this Monday- up to 43 degrees in Pizarra: {Translation, summary}

Three forest fires in one afternoon in Malaga- Ojén, Mijas and Almáchar: {Translation, summary}

Large rockslide next to the Maro Waterfall on Sunday: {Translation}
– Hundreds of beachgoers were given a monumental scare on Sunday afternoon between the Cascada Grande de Maro waterfall and Mareña beach in Nerja when a large rock and earth slide occurred along a 30-meter stretch of the cliffs. No injuries were reported. The incident took place at around 5 p.m., when a loud noise was heard in the area, followed by a large cloud of dust.
– A section of the cliffs, between the busy waterfall and the Mareña beach, collapsed for reasons that are unknown and are currently being investigated. The phenomenon caused quite a stir in the area. However, despite the spectacular nature of the huge landslide, no injuries were reported.
– Sources consulted by SUR have pointed out that the fall of rocks and earth may have been caused by a landslide in an area where there are numerous farms, located right on the edge of the cliffs. US and EU clinch deal with 15% US tariff on most EU exports to avert trade war:
– The United States struck a framework trade deal with the European Union on Sunday, imposing a 15% import tariff on most EU goods, but averting a spiralling battle between two allies which account for almost a third of global trade. The announcement came after European Commission President Ursula von der Leyen travelled for talks with U.S. President Donald Trump at his golf course in western Scotland to push a hard-fought deal over the line.
– “We have a trade deal between the two largest economies in the world, and it’s a big deal. It’s a huge deal. It will bring stability. It will bring predictability,” she said.
The deal, which also includes $600 billion of EU investments in the United States and $750 billion of EU purchases of U.S. energy over Trump’s second term, will indeed bring clarity for EU companies.

UK cracks down on underage viewing of adult content, new controls now in effect:
– Many adult sites currently have simple boxes for users to tick and say they’re over 18 – that’s no longer good enough, according to Ofcom. Instead, they’ll have to properly verify their users’ ages before allowing them to see adult content.
– Users visiting adult websites should be presented with a screen that offers them a few different ways to verify their age. {This includes, in addition to porn, sites with self-harm, graphic violence, animal abuse or other age-restricted content. -Ed.} That could be by checking credit card details, checking ID or by using “AI facial age estimation”. This is different to AI facial recognition; whereas facial recognition “recognises” a face by comparing it to an ID or to a database, facial age estimation doesn’t attempt to identify the individual. Instead, it judges faces based on the positions of their features and other ageing traits to estimate how old a user is. “Facial age estimation is effectively taking a selfie in front of your mobile phone or your laptop, and we capture that image […] on behalf of the business,” Robin Tombs, the chief executive of age estimation company Yoti, told Sky News. “[The AI] checks ‘liveness’ to ensure it isn’t a photo of somebody older and then estimates the age from that selfie, and then returns an over-18 or under-18 message to the business. “It then deletes the image.”
– Every company with adult content on its site is obliged to put these rules into place and Ofcom is willing to “be tough” with non-compliers, according to Jessica Smith, the regulator’s online safety principal. Fraud alert in Malaga- fake fines that impersonate the DGT with QR codes: {Translation, summary}
– The Local Police of Malaga has warned this Saturday of a fraud that has been detected this week and that uses the image of the Ministry of the Interior and the General Directorate of Traffic (DGT) to scam with false fines.
– They use QR codes that direct to a fraudulent page. In addition, they do not include basic information that is contained in the actual complaint bulletins, such as the officer’s identification number, the place where the alleged violation was committed, or vehicle details. The amount that appears in the false report does not correspond to the official amount established for infractions.

EU Digital Regulations Have Unexpected Positive Results- No More Political ads:
– Facebook and Instagram owner Meta said Friday that it will stop all political advertising in the European Union by October, blaming legal uncertainty over new rules designed to increase transparency in election campaigns. The social media giant said in a blog post that it will no longer allow ads for political, electoral and social issues on its platforms, which also include Threads, starting in early October.
– The company said it was making the decision because of the 27-nation EU’s “unworkable” Transparency and Targeting of Political Advertising regulations. The rules introduce “significant operational challenges and legal uncertainties,” Meta said. {Yea! Chalk up one for the good guys! -Ed.}
– It’s not the first Big Tech company to make such a move. Google said last year that it would stop serving EU users political ads before the rules take effect, in an announcement that cited similar reasons. Under the regulations, which are set to take effect on Oct. 10, platforms will have to label political ads, disclosing who paid for them, and what campaign, referendum or legislative process they’re connected to. Ads will have to be preserved in a database, and they can only be targeted to users under strict conditions. Violations can be hit with fines worth up to 6% of a company’s annual global revenue.
– The rules are part of Brussels’ wider efforts to counter foreign influence and manipulation in elections, and dovetail with the bloc’s other regulations designed to protect citizens’ privacy and hold platforms more accountable for internet users’ online safety.
