On Sale Now- Pepe Romero, Spanish Guitar Master:
Tuesday 30 Sept, 8pm.
Cervantes Theatre in Malaga
C/ Ramos Marín s/n, Málaga 29012
Writing a biography of Pepe Romero is like trying to write one about Caballé, Pavarotti, or Carlos Gardel. Regardless of the more than 15,000 concerts he has given throughout his life with the most important orchestras and conductors, and having been described as one of the greatest virtuosos of all time, this universal Malaga native offers the Malaga Concert written by his father Celedonio Romero, which was so successful in the first concert of the first edition (2022) of the festival in the La Malagueta Bullring before more than 2,000 people and was recorded by Pepe together with Sir Neville Marriner and the Academy St. Martin in the Fields. 82 years old and in great shape. The legend continues in the very few concerts he has given since turning 80. Malaga is one of the rare opportunities to enjoy one of its sons who has taken his city to the highest and strongest heights throughout the world.
The centenary of Manuel de Falla’s El Amor Brujo is one of the events of 2025. There is no better performer for this work than the great singer Esperanza Fernández. She has performed it with the world’s greatest orchestras and conductors, and in this concert we will be able to enjoy her in Malaga. Jakob Romero Kressin is the fourth generation of the Romero family. He is the son of Angelina Romero, pianist and daughter of Pepe Romero.

SPAIN
Montero takes the reduction of almost 85,000 million euros of debt to the Council of Ministers- Is Gov’t forgiveness of regional debt a good thing?: {Translation, summary, analysis}
– Spain’s Finance Minister, María Jesús Montero, has announced that the Council of Ministers will approve the cancellation of 83,252 million euros in debt, held by regional governments. {That’s 5.23% of Spain’s 2024 GDP, a huge give-away -Ed.} The measure is seen as a political move to secure the support of Esquerra Republicana de Catalunya (ERC) {pic} for the national budget. Andalusia stands to benefit the most (€18.79 billion), followed by Catalonia (€17.1 billion), with other regions receiving varying amounts. The Basque Country and Navarre are excluded due to their separate fiscal systems but are seeking equivalent compensation.
– The plan was outlined in February, with each regional government left to decide whether to accept the proposed cancellation. During a key meeting of the Council for Fiscal and Financial Policy, regional governments led by the opposition People’s Party (PP) walked out in protest before the vote took place. The national government interpreted this walkout not as a firm rejection, but as a strategic move—believing that these regions will ultimately take advantage of the scheme despite their public criticism. Parliamentary approval is expected to follow.
Note: In the old days 1 billion equalled “1 million million”, but today the short scale (US style) is used globally in finance and policy, 1 billion equals 1 thousand million. “Billón” in Spanish actually means 1 trillion (10¹² = 1,000,000,000,000) in English, which can cause confusion in translation.

~Editor’s Analysis~
A Conservative Take- This HUGE Debt Forgiveness May Be A Bad Idea. Is Andalucia Receiving A Payoff To Accept Catalonian Independence?: {DigameXtra Exclusive}
I. Rewarding Irresponsibility
Regions that overspent and mismanaged their budgets during the 2009–2013 crisis are now being rewarded with debt forgiveness. Meanwhile, regions that implemented austerity or kept spending in check receive no benefit — and in some cases, feel punished for prudent fiscal behaviour [1].
II. Political Bribery Masquerading as Fiscal Policy
The biggest beneficiaries — particularly Catalonia — are politically strategic regions where the national government needs support from separatist or nationalist parties. The debt cancellation can therefore be seen as a form of political bribery to ensure backing in Congress [2].
III. No Structural Reform, No Oversight
Critics note that this is not part of a serious fiscal reform package. The regional financing system remains broken, and no accountability mechanisms are included. There are no reforms, no conditionality, and no incentives for future discipline [1]. Beware, today’s forgiveness becomes tomorrow’s addiction.
IV. Creates a Dangerous Precedent & Moral Hazzard
Forgiving crisis-era debt without conditions or reform sets a moral hazard precedent: regions will now expect future bailouts anytime there’s pressure or a political deal to be made [1][2]
V. Undermines National Unity and Fairness
This plan has angered fiscally sound regions, especially those governed by the opposition (Castilla y León, Murcia). Some plan to challenge it in court, arguing that it creates unequal treatment and undermines the principle of solidarity among Spain’s autonomous communities. Andalusia’s government (PP) is critical of the policy and has publicly opposed the debt relief. Yet Andalusia still stands to gain the most from it — suggesting that its opposition is political or principled, not necessarily rooted in strong fiscal standing [3].
VI. Burden on Taxpayers
Because most of the forgiven debt was owed to the central government via the FLA (Fondo de Liquidez Autonómica), cancelling it ultimately means that all Spanish taxpayers are footing the bill for a select group of indebted regions [2].
– Nationalizing the debt of political allies, without the consent of taxpayers in the rest of Spain, ain’t kosher.

Civil Protection ends the fire crisis in Spain: “This tragic episode has ended”: {Translation, summary}
– Spain has moved from a “pre-emergency” phase to a “state of alert and permanent monitoring”, bringing to an end the worst part of the most tragic and devastating forest fire episode in the country’s recent history, with more than 300,000 hectares burned, four fatalities and 48 injured. This was reported at a press conference by the Director of Civil Protection and Emergencies, Virginia Barcones {pic}, following a meeting of the State Coordination Committee (Cecod), where it was agreed last night that circumstances had improved sufficiently to move on to the next phase. Bullfighting in Spain, an abhorrent torture of animals or a tradition of cultural importance- who should decide?:
– Activists claim there is growing opposition against the bullfight, while packed bullrings seem to indicate it still has strong support.
– Spain’s relationship with the bull has evolved over the last 2,000 years, and arguments for and against bullfighting have been raging since the tradition began to take shape in Ronda in the early 18th century.
– Bullfighting was actually banned in the 16th century, when Pope Pius V published the bull ‘super prohibitione agitationis taurorum & ferarum’, which prohibited bullfighting under penalty of excommunication: the pope also warned that those who practiced bullfighting would not be given an ecclesiastical burial. However, Spain turned a blind eye to the pontifical document, which King Philip II is said to have kept hidden from the public.
– The debate about whether bullfighting, which Francisco Franco declared Spain’s national sport, should be banned has rumbled on for centuries and it looks certain that this fight will continue for many years to come. MALAGA PROVINCE
Eating is more expensive than ever and the hospitality business in Malaga is already suffering: {Translation, summary}
– Rising Costs
Since 2020, food prices in Andalusia have soared: eggs up 65%, beef over 50%, fruit and pulses at similar levels, milk 40%, and olive oil still 54% higher than before the pandemic. Even with recent falls in oil and sugar, most staples remain far costlier. Electricity, fuel and higher wages add further pressure.
– Hospitality Prices
In contrast, hospitality prices have risen only 29% in five years. This slower pace means profitability has not returned to 2019 levels. Average beach bar bills have climbed from 10–20 euros in 2020 to 20–30 in 2025. Everyday venues show modest but visible changes: at Orellana, fried dishes rose from 18 to 22 euros and tapas were standardised at 3.50 euros. In Los Manueles, menu increases range from twenty cents to two euros, while in the María beach bar each dish went up by about one euro.
– Consumer Habits
Customers increasingly limit spending. Many order tapas or the cheapest plates, share portions, and cut back heavily on seafood. Extras such as desserts, wine, coffee and spirits are now often skipped to keep bills lower. Some beach bars see tables of five spending just over 50 euros, less than at McDonald’s. A “Mercadona tourism” trend reflects thriftier behaviour, with some visitors even bringing their own food stocks from home for self catering while on holiday.
– Hospitality Strategies
Businesses adapt by trimming menus, withdrawing costly items like octopus or duck, or introducing slight price rises. Some keep beer unchanged to maintain loyalty, while others rely on creativity with cheaper ingredients to stay viable. {Finding a small personal pizza under €9, or a beef hamburger under €10, on the Torrox Costa has become quite a challenge. Plus everything seems to have shrunk, places that served 2 schnitzels on a plate now only serve a single piece and the price has gone up 2 bucks. The price of cocktails is equally unreasonable- for the price of 2 drinks you can buy a whole bottle, mixer & ice at Aldi! Places here in TC are charging high-end Marbella prices for what used to be considered a cheaper alternative away from the crowds. You can’t expect to charge top dollar in a budget location and be successful, tourists are very price conscious these days. If they are going to pay the same, they may as well go to the more impressive places for holiday. -Ed.}

The PP accuses the government of profiting with the roads of Malaga without investing in its improvement: {Translation, summary}
– The Partido Popular in Malaga, through its secretary general José Ramón Carmona, has criticised the Spanish Government for what it describes as systematic neglect of mobility in the province. While residents face chronic congestion on key routes such as the A-7 along the Costa del Sol, the Executive is accused of prioritising revenue collection over investment. Carmona highlights the absence of projects such as reversible lanes or rapid-response units, which could reduce gridlock and improve safety.
– The swift installation of new speed cameras reflects this imbalance. Two new controls, on the A-377 between Ronda and Gaucín and the A-7052 towards Churriana, will begin issuing fines in September. Carmona argues these measures serve primarily as a tool for revenue rather than genuine road safety improvements. His criticism is reinforced by figures: Malaga already hosts five of Spain’s most lucrative cameras, four within the national top ten.
– Equally contentious is the toll system. The Costa del Sol toll road is the most expensive in Spain, generating 30 million euros annually. Despite earlier promises of reductions, no relief has been delivered. Critics argue that while Malaga’s population and tourism expand, the Government extracts more funds without reinvesting in infrastructure, leaving residents and visitors with worsening mobility. NERJA
Nerja will improve access to the surroundings of the Chíllar River from the central Antonio Ferrandis ‘Chanquete’ street, and is hiring 40 new crew workers if you are looking for work: {Translation, summary}
– The City Council has launched the improvement of the access roads to the banks of the Chillar River, from Antonio Ferrandis ‘Chanquete’ street, one next to the IES El Chaparil and another from the wastewater pumping station to its mouth.
– On the access road located next to the IES El Chaparil, the pavement and sidewalk, currently in poor condition, will be completely renovated, also creating a new, more accessible pedestrian route and rearranging the parking spaces. For its part, in the access section between the EBAR and the mouth of the river, the road will be improved, promoting pedestrianisation, and landscaped areas will be conditioned to enhance and beautify the environment.
– After its approval by the Local Government Board, the registration period is open to participate in the X Municipal Employment Plan against Social Exclusion and Economic Vulnerability, which will allow the hiring of up to 40 unemployed people. The Councillor for Human Resources, Ángela Díaz (PP), stressed in a statement that “this plan, the tenth to be approved with a municipal government of the Popular Party, is an opportunity for families in need, facilitating not only employment, but also work experience that can open new opportunities in the future”.
– In terms of hiring, 25% will be for young people under 35 years of age, 50% long-term unemployed over 35, 15% over 60 years of age and 10% people with disabilities. Likewise, of these quotas, half will be women and half men, following a parity criterion. The deadline for submitting applications will be ten calendar days. The call is available at the municipal electronic headquarters. Likewise, interested people can pick up the application form and obtain more information at the Municipal Citizen Service Office. RINCÓN DE LA VICTORIA
The parks and gardens area begins the annual campaign to prevent the pine procession in Rincón de la Victoria: {Translation, summary}
– The parks and gardens area of theRincón de la Victoria City Council has launched its Annual campaign for pine processionary control (Thaumetopea Pityocampa) in the municipality.
– As every year, the action is performed at this time, coinciding with the moment in which the eggs deposited in the pines begin to hatch. The campaign will be developed in phases, prioritizing those especially sensitive areas in order to prevent a significant rebound of the plague.
– The method of phytosanitary treatment used is endotherapy, a high efficacy technique that consists of the direct injection of the phytosanitary product in the vascular system of the plant, following specific protocols for each species and type of plague. This treatment, authorized by the Ministry of Agriculture, Food and Environment, does not present toxicity for people or domestic animals, which guarantees its safe use in parks, gardens, educational centers, sports courts, streets and urbanizations. UKRAINE WAR
Ukraine vows to retaliate after Russian attacks on power sector:
– Russian drone attacks on power facilities in northern and southern Ukraine overnight (Sat/Sun) left nearly 60,000 customers without electricity, with President Volodymyr Zelenskiy vowing to retaliate by ordering more strikes deep inside Russia. Three and a half years into the war, Russia and Ukraine have both intensified airstrikes in recent weeks. Russia has targeted Ukraine’s energy and transport systems, while Ukraine has been attacking Russian oil refineries and pipelines.
– The Kremlin said on Sunday European powers were hindering Trump’s peace efforts and that Russia would continue its operation in Ukraine until Moscow saw real signs that Kyiv was ready for peace. Moscow has twice launched large-scale attacks in the past week, killing dozens of civilians and destroying their homes and urban infrastructure.
The U.S. special envoy to Ukraine said Russian attacks undermined Trump’s efforts to end the war, while Pope Leo on Sunday called for a ceasefire and dialogue. Full article: https://www.reuters.com/world/ukraine-vows-retaliate-after-russian-attacks-power-sector-2025-08-31/
MIDDLE EAST
Israel mulls West Bank annexation in response to moves to recognise Palestine:
– Israel is considering annexation in the occupied West Bank as a possible response to France and other countries recognising a Palestinian state, according to three Israeli officials and the idea will be discussed further on Sunday, another official said.
– Extension of Israeli sovereignty to the West Bank – de facto annexation of land captured in the 1967 Middle East war – was on the agenda for Prime Minister Benjamin Netanyahu’s security cabinet meeting late on Sunday that is expected to focus on the Gaza war, a member of the small circle of ministers said.
– It is unclear where precisely any such measure would be applied and when, whether only in Israeli settlements or some of them, or in specific areas of the West Bank like the Jordan Valley and whether any concrete steps, which would likely entail a lengthy legislative process, would follow discussions.
– Any step toward annexation in the West Bank would likely draw widespread condemnation from the Palestinians, who seek the territory for a future state, as well as Arab and Western countries. It is unclear where U.S. President Donald Trump stands on the matter. The White House and State Department did not immediately respond to a request for comment.
– The office of Palestinian President Mahmoud Abbas did not immediately respond to a request for comment. The United States said on Friday it would not allow Abbas to travel to New York for the United Nations gathering of world leaders, where several U.S. allies are set to recognise Palestine as a state. Jihadism advances in Africa- governments no longer control a territory almost twice the size of Spain: {Translation, summary}
Africa has emerged as the principal theatre of jihadist activity, with the Sahel at its epicentre. The Africa Center for Strategic Studies estimates nearly one million square kilometres of populated land lie outside state control, roughly twice the size of Spain. Burkina Faso’s military junta controls only 40% of the country. While territorial control is not the primary aim of these groups, some, notably the Al Qaeda affiliate JNIM, are positioning themselves as alternative governance structures. JNIM, responsible for over 80% of jihadist-related deaths in the Sahel, has expanded its operational capacity to threaten the capitals of Mali, Burkina Faso and Niger using drones, improvised explosives and coordinated assaults.
– JNIM seeks political legitimacy through local agreements, coercion, and the exploitation of public discontent with military regimes. It increasingly functions as a quasi-governing entity, aiming to establish rudimentary administration and enforce sharia law.
– Other groups are gaining momentum. Islamic State Sahel is resurgent along the Niger–Nigeria border and seeks links with ISWA, which has expanded its fighters from 8,000 to 12,000. Beyond the Sahel, Al Shabaab remains entrenched in Somalia with up to 18,000 combatants, while Islamic State affiliates in the Democratic Republic of Congo and Mozambique sustain violence, disrupt development projects, and exploit regional instability. The continued spread of these groups underscores the growing challenge to state authority and regional security. Source, Spanish: https://www.europapress.es/nacional/noticia…
GASTRONOMIA
These are the only two can tuna brands recommended by the OCU: {Translation, summary}
– To make the ranking, the OCU analysis has taken into account variables such as fish quality, additives and value for money.
– They analysed a total of 32 cans of tuna from different supermarkets, and only two brands stood out and were recommended by the organization: Sal de Plata, available at Aldi, and Hacendado, Mercadona’s own brand.
– These tuna cans from Aldi lead the ranking of the OCU thanks to the high quality of fish used and transparency in its labeling. This product leads the list with a total of 86 points over 100. {Personally, I find the Aldi brand tuna, in the large tins, is usually mushy “migas” (crumbs & flakes), rarely a solid chunk as shown on the package in the tin. -Ed.}
– On the other hand, Mercadona’s Hacendado light tuna in oil appears in second place in the OCU report with 85 points. The quantity and quality of the fish in the cans is noteworthy. Windows 10 Extended Service Update (ESU)- Windows 10’s ESU Enroll button is slowly rolling out, says Microsoft:
– Windows 10 updates can be extended until October 13, 2026 and Microsoft is offering three routes to get extended security updates. You can access the ESU by launching the ‘Enroll now (ESU)’ wizard from the Windows Updates settings page, but it doesn’t work for everyone yet.
– Many of you won’t yet see the “Enroll Now” button for extended security updates, which is supposed to show up below the ‘Check for updates’ button. Microsoft says it is now rolling out the “Enroll now” button for ESU, and it’s been live for some users for a few weeks now.
– See full article for all the details of the 3 methods to get the extension. {I have already covered it in previous posts. Paying €30 is the most secure alternative. The free method requiring you backup all your settings to the Microsoft cloud, well, that is like publicly posting a roadmap of how best to hack your computer. Few readers are likely to be eligible for the 3rd method, using Microsoft Rewards points. -Ed.}

New warning about Social Security phishing scam- “Don’t open it!”: {Translation}
– The General Treasury of the Social Security (TGSS) has warned this week through its social networks of a new attempt at fraud by impersonating its identity, through the mass sending of emails that seek to access the private data of the victims.
– This new phishing attempt, a cyberattack in which attackers pose as legitimate entities to deceive users, comes mainly through email, from the aviso@sede.com account, which has nothing to do with Social Security. “Don’t open it! The TGSS does not send notices or notifications through this account,” the General Treasury of the Social Security warns categorically.
– The fake email warns of a Social Security notification that you have to consult. As is usual in these frauds, they invent an urgent period to be able to see these notifications and thus encourage the victim to click on the link: “There is a period of two calendar days from the receipt of the electronic notifications to be able to access them. Once this period has elapsed, if the notifications are not granted, they will be considered rejected…”
– Fearing that the notification may be something important, if the user ends up clicking on the link, it will take them to a fake Social Security website where they ask for the victim’s personal data to identify themselves and thus the scammers access the confidential information.
– The Social Security reminds that it is essential to check and verify that it is an official profile before opening any link.
