SPAIN

Blackout Update- Corredor insists on absolving herself of blame for the blackout and points the finger at the government, the CNMC, the electricity companies, and the “experiment” at a photovoltaic plant: {Translation, summary}
– Redeia is the parent company of Red Eléctrica de España (REE), which operates Spain’s main electricity transmission network. Beatriz Corredor {pic}, president of Redeia, defended Red Eléctrica’s operation during the 28 April blackout, asserting that the company followed regulations and that responsibility lies with electricity generators for failing to control voltage. She identified a high-power photovoltaic plant in Extremadura, involved in an operational “experiment,” as the initial source of disturbances.
– Corredor criticised the Government and Parliament for approving, before 2020, a network development plan that mandated a minimum of ten synchronous generation plants, noting that Red Eléctrica had scheduled only nine for 28 April. She also faulted CNMC for delaying, until two months after the blackout, an operational procedure update enabling renewable plants to manage voltage.
– She rejected claims that previous voltage fluctuations on 22 and 24 April were precedents and insisted that Red Eléctrica’s minute-by-minute measures prevented earlier incidents from escalating. Corredor stressed that even scheduling more plants could not have avoided the blackout due to non-compliance by generators. The blackout involved only nine active groups instead of the minimum ten, including nuclear and combined-cycle plants, following the unavailability of one plant the day before. Corredor noted that private operators declaring plants offline cannot be offset by Red Eléctrica, which relies on others absorbing reactive energy.
– She highlighted the company’s increasing investment, emphasising that technical planning and works are not Red Eléctrica’s responsibility. CNMC’s delayed procedure update, originally requested by Red Eléctrica in 2020, will allow renewables to participate in voltage control in future. ANDALUCÍA

Are they prepping us for the next blackout with all these “doom” articles regarding the electricity supply? Everyday, every news outlet. The electricity system in Andalusia is close to its limit, Málaga and Almería announce they can no longer cope with new demand: {Translation, summary}
– Newly published grid capacity maps show that Andalusia is near collapse in terms of meeting new electricity demand. Of 819 network nodes in the region, 760 cannot absorb any further load, leaving only 9.61% of capacity available. In Málaga and Almería the situation is most severe, with every node fully saturated, the entire 2,078 megawatts of access capacity in Málaga is already occupied. Prospective high-consumption industries would need to wait for new investments or for unused allocations to be released.
– Granada is the least constrained province, with 470 megawatts (47.4%) free, thanks partly to the new Caparacena-Baza-La Ribina transmission axis. Córdoba also retains some capacity, with 19.3% of megawatts free in just two nodes. By contrast, Jaén has only 1.49% available, while Huelva, Cádiz and Seville each show less than 10% of free megawatt capacity. Only four nodes in the entire region can take more than 50 megawatts.
– Industry group Aelec blames regulatory and investment shortcomings for the shortage, while Endesa’s chief warns that grid overload is blocking strategic projects. The Government counters that national capacity has expanded greatly since 2020. Source, Spanish: https://www.elconciso.es/energia/sistema-electrico-andalucia-cerca-tope_0_2004737461.html

Forget the hype about great tourist numbers, price gouging is killing the domestic market- CCOO asks the Board and employers for “an urgent change” in Andalusia’s tourism model in the face of “the fall” in national tourism: {Translation, summary}
– CCOO-A has called on the Andalusian Government to reform the region’s tourism model after INE data revealed a 3.6% drop in visitors, representing 354,657 fewer tourists than the previous year. The union warned that rising costs are discouraging domestic tourism: hotel room rates in July 2025 increased by 6.4%, surpassing the national average, and have risen 15.7% over three years, while tourist packages have surged 44% since 2023. Wages, however, have not kept pace, making holidays increasingly unaffordable for many families. CCOO stressed that the fall in domestic tourists is a deep-seated problem that threatens Andalusia’s traditional role as a key destination for Spanish travellers. The union criticised the regional government for ignoring these trends and argued that record visitor numbers alone are insufficient. It called for urgent social dialogue to create a sustainable, equitable tourism model that benefits citizens and supports long-term growth. MALAGA PROVINCE

Malaga’s hospitality industry, against the ban on smoking on terraces- “It is disproportionate and will confuse tourists”:
{Translation, summary}
– The hospitality sector in Malaga has reacted negatively to the draft anti-tobacco law, which would forbid smoking on bar and restaurant terraces. The president of Mahos (Malaga Association of Hospitality Businesses), Javier Frutos, argues that the measure is disproportionate, displaces consumption to other areas, and could confuse tourists who highly value terraces as year-round open-air spaces. He warns that it may lead to groups of smokers gathering in public streets, disturbing pedestrians, and reducing the appeal of Malaga compared with Mediterranean competitors such as Portugal, Italy, Croatia and Greece, where smoking on open terraces remains popular.
– Frutos also points out that Spain already has restrictive rules on smoke-free areas and that previous European initiatives banning outdoor smoking failed to gain social support. He stresses that terraces in Spain are particularly attractive for tourists, since they allow almost continuous outdoor leisure thanks to the climate, which contrasts with the seasonal use of such spaces in many other European countries. Moreover, it so happens that “there is no measure in force” like this “in practically any destination in Europe.” “In Luxembourg, you cannot smoke on an outdoor restaurant terrace, but you can still do so on a bar terrace. Nor in Sweden, which has climatic conditions entirely different to Spain,” states Frutos
– The new law, if passed as is, also strengthens sanctions: parents will be fined €100 if their children, under 18, smoke or vape, while companies distributing electronic cigarettes to minors face penalties of up to €600,000. Smoke-free areas will be expanded to commercial vehicles, pools, university campuses, transport stations and terraces. Restrictions applied to tobacco will also extend to related products, with consumption by minors banned for the first time. HEALTH

Ministry of Health has chosen to declare cupping therapy as a “pseudo-therapy”: {Translation, summary}
– Cupping, also known as ventosa or vacuum therapy, is an alternative treatment with roots in traditional Chinese medicine, using suction cups on the skin to relieve inflammation and muscular pain. It may improve circulation, reduce inflammation, remove toxins, and leave visible marks on the body. There are dry and wet techniques, the latter involving small incisions.
– However, cupping is not suitable for everyone. It is contraindicated for individuals with wounds, varicose veins, oedemas, fractures, fever, thrombosis, heart failure, widespread skin conditions, pulmonary tuberculosis, cancer, or pregnancies beyond four months. Risks include infection, bruising, scarring, and worsening of certain pre-existing conditions.
– The Spanish Ministry of Health has classified cupping as a pseudotherapy due to insufficient high-quality evidence of efficacy. Studies show only minimal reductions in osteomuscular pain and report occasional health problems, so its benefits are not proven to exceed those of other techniques. NATURE

Twenty dead birds found next to the Guadalquivir as it passes through Cordoba, no H5N1 cases confirmed yet in Malaga: {Translation, summary of several articles}
– Around twenty birds were found dead on Thursday along the Guadalquivir River as it passes through the capital of Córdoba, and environmental technicians from the Andalusian Regional Government have already traveled to the area to collect the remains and analyze whether this is due to the presence of avian flu in the area.
– The recent avian influenza (H5N1) outbreaks in southern Spain, particularly in Huelva, have heightened concerns for poultry farms in Málaga. While Málaga has not reported confirmed cases, the proximity to affected areas and the movement of migratory birds increase the risk of the virus spreading.
– In response, the Andalusian government has activated Level 2 of its avian flu prevention protocol. This includes enhanced monitoring of live and dead birds arriving from provinces with recorded outbreaks, such as Huelva and Seville. Additionally, there is a system for collecting and temporarily storing carcasses under strict sanitary regulations before they are handed over to specialized companies for disposal.
– Poultry farms in Málaga are advised to implement stringent biosecurity measures, including:
*Keeping poultry indoors to minimize contact with wild birds.
*Regular disinfection of equipment, vehicles, and facilities.
*Monitoring for any signs of illness among birds.
*Restricting access to farm personnel and visitors.
– While the risk to humans remains low, authorities are closely monitoring individuals who have been in contact with infected birds, though no human cases have been reported to date. For the latest updates and specific guidance, poultry farmers in Málaga should consult the Andalusian Ministry of Agriculture, Fisheries, Livestock, and Rural Development.

Egyptian mussel, an invasive species of the Red Sea, detected for the first time in Andalusia: {Translation, summary}
– The Junta of Andalusia has confirmed the presence of the Egyptian mussel (Brachidontes pharaonis) on the coast of Almeria, specifically at San Andrés Island and San Pedro Islet. Native to the Red Sea and introduced into the Mediterranean in the nineteenth century through the Suez Canal, it is a so-called Lessepsian species. Since its first record in Egypt in 1876, it has spread widely, becoming common in the eastern and central Mediterranean and reaching Spain in 2020, where it was first noted in Murcia and Valencia. Small, dark brown and distinct from the common mussel by its fine radial shell ribs, it thrives among algae below the tide line. It can form dense colonies exceeding 15,000 individuals per square metre, often displacing native mussels such as Mytilaster minimus. Although not a direct threat to vulnerable Dendropoma reefs, its presence is almost impossible to control, and further expansion is expected.
