The government breaks its word and announces a further delay of the budget: {Translation}
– Pedro Sánchez, once again, breaks his word and violates the constitutional requirement to submit the Public Accounts on time, exposing a government marked by institutional instability. – Government sources now turn their focus to the first quarter of the year, claiming negotiations with parliamentary groups are underway “to determine support for the stability plan,” although discussions with Podemos are not advancing as hoped. “We hope to persuade them with budget allocations,” say officials, in response to Podemos’ maximalist demands.
– Second Vice President and Finance Minister María Jesús Montero {pic} stated that if parliamentary groups do not approve the stability plan, “we will present it again, and if it is not approved twice according to the organic law, we will apply the stability objectives we have prepared.”
– The Government is running out of justifications for its repeated breach of constitutional obligations. Officials propose “adapting the interpretation” of the Constitution, which fixes 30 September as the deadline to submit the next year’s budget, to the fragmented nature of the Lower House, revealing a lack of responsibility and willingness to respect the law.
– While rejection of the stability plan does not prevent preparation of the General State Budget, the Executive warns that “if the plan is not approved, it benefits the Central Administration and harms the regional governments,” signalling both coalition partners and the Popular Party, which governs most autonomous communities, with the aim of provoking a parliamentary response. Free training in Malaga on Artificial Intelligence and Virtual Reality: {Translation, summary}
– The Junta de Andalucía in Málaga has opened registrations for the final two free courses of 2025 in its Training for Employment in 5G Technologies programme, offering 90 places in total. Starting in November, the courses are organised by the Ministry of Employment, Business and Self-Employment with Vodafone and Integra Conocimiento & Innovación. They focus on highly demanded skills such as Artificial Intelligence, the Internet of Things, Smart Cities, and Virtual and Augmented Reality programming.
– Each course runs for 150 hours over eight weeks, blending 80% online classes with 20% in-person tutorials at the National Digital Content Centre, and prioritises unemployed individuals. No prior technical knowledge is required, though applicants must be of legal age, reside in Andalusia, and hold secondary or higher qualifications. The programme, part of Andalusia’s strategy to enhance employability and innovation, will continue in 2026, having already trained nearly 700 Malagueños in advanced technologies.

Denmark warns that Russia is waging a hybrid war on Europe, as EU leaders gather for security talks:

Greta Thunberg is in Israeli custody– her flotilla is detained by Israel military after trying to reach Gaza to deliver humanitarian aid:
– The Israeli Navy intercepted the latest flotilla attempting to break the maritime blockade around the Gaza Strip on Wednesday and took Greta Thunberg and other activists into custody. Footage from the scene on the Mediterranean shows the navy vessels intercepting the 47 boats that make up the Global Sumud Flotilla, which organizers say is carrying more than 500 activists, including climate advocate Thunberg.

– LastPass (a password saving app) is warning of an ongoing, widespread information stealer campaign targeting Apple macOS users through fake GitHub repositories that distribute malware-laced programs masquerading as legitimate tools.
– “In the case of LastPass, the fraudulent repositories redirected potential victims to a repository that downloads the Atomic infostealer malware,” researchers said.
– Beyond LastPass, some of the popular tools impersonated in the campaign include Malwarebytes, 1Password, Basecamp, Dropbox, Gemini, Hootsuite, Notion, Obsidian, Robinhood, Salesloft, SentinelOne, Shopify, Thunderbird, and TweetDeck, among others. Ancient rock art in Saudi Arabia hints at how humans repopulated desert at end of last ice age:
– Archaeologists discovered three ancient rock art sites, dated to 12,000 years old, in modern-day Saudi Arabia. The art is the earliest evidence of human repopulation of the area after it was deserted in the last ice age.
– The researchers believe the people who made the art were hunter-gatherers, likely travelling from the Levant in the north. The carved images, on massive boulders, suggest fresh water sources started to appear in the previously inhospitable area around the time, allowing people to move in. Several 10,000-year-old archaeological sites have been found dotted across the region, showing it had become more amenable to life by then.
