SPAIN
The Sanchez house of cards begins to crumble…Junts announce break with the Sanchez admin & PSOE, will put this decision to a vote among its members on Wednesday and Thursday: {Translation, summary of 2 articles}
– Carles Puigdemont formalised in an appearance without questions at Perpignan the decision to break the Brussels agreement of November 9, 2023, which allowed the investiture of Pedro Sánchez.
– Puigdemont has certified that his party leaves the Executive in a minority in Congress by going over to the opposition, after breaking down the list of grievances that has led, as he has stressed, to failing to comply with a series of commitments including the right to self-determination for Catalonia. The former Catalan president has stressed that his people will only work for a Spanish Government that helps his community: “If not, see you later”, he concluded.
– Junts, led by Carles Puigdemont {pic, centre}, has unanimously agreed to end relations with Spain’s Socialist Party (PSOE) after accusing it of failing to honour the Brussels Agreements that enabled Pedro Sánchez’s 2024 investiture.
– The decision will be put to a vote among party members this week. Junts claims progress has stalled on key issues such as granting Catalan official status in the EU, applying the Amnesty Law to Puigdemont and others, and advancing laws on repeat offending, squatting, and immigration powers for Catalonia.
– The party also expressed anger over the Supreme Court’s blocking of the amnesty and what it called “late” engagement by Catalan president Salvador Illa. Adding to tensions, Junts cited the imprisonment of former PSOE organiser Santos Cerdán, their former negotiator in Switzerland, now replaced by ex-premier José Luis Rodríguez Zapatero. The PSOE response to the previous article– The PSOE in denial over the breakup with the Junts and awaits Puigdemont’s version, offers word-salad reply: {Translation}
– Montse Mínguez {pic}, spokesperson for the Federal Executive Commission of the PSOE, preferred not to issue a judgement on the decision taken unanimously by the leadership of Junts, which entails a break with the PSOE. She indicated that they will take a position once they have heard the explanations offered by Carles Puigdemont, leader of the pro-independence party, at the press conference scheduled for 17:00 hours.
– The Junts Executive agreed on this measure during a meeting held in Perpignan (France) between 10:00 and 13:15 hours on Monday. During the press conference following the PSOE leadership meeting at its federal headquarters, Mínguez was repeatedly asked to comment on this rupture. However, she refrained from making statements until there was an official explanation.
– In her words, she emphasised: “We are not going to make assumptions without an official assessment of what Junts has to say,” while awaiting the details of the scope of the decision that Puigdemont will announce.
*Dialogue and negotiation between investiture partners*
– Even before this announcement, the socialists expressed their respect for the resolutions adopted by their investiture partners. Mínguez reiterated that they maintain an “outstretched hand” to continue dialogue and negotiations with Puigdemont’s party.
– The spokesperson stressed that dialogue and negotiation are elements worth maintaining. In her statements she highlighted: “There is dialogue, there is an outstretched hand, there is negotiation, and it is worthwhile. We will insist on this and continue working because, as I stress, it is worthwhile to dialogue, negotiate and reach agreements, since there you have the economic data of our country and the progress we have achieved over these years, and this Government is the best for Catalonia and for Spain.” Source, Spanish: https://www.andaluciainformacion.es/articulo/espana/psoe-valora-ruptura-junts-espera-version-oficial-puigdemont/202510271423113158361.html

BREAKING NEWS, 7pm Monday- Puigdemont blames the PSOE for the rupture and asks them to clarify how they will govern: {Translation}
– Carles Puigdemont, former president of the Generalitat and leader of Junts, has placed the blame for the political rupture squarely on the PSOE, accusing the party of failing to honour the Brussels agreement and ignoring repeated warnings over 22 months. “The PSOE is ultimately responsible, not Junts. Junts has none; all we have are seven deputies,” he stressed, highlighting the stark imbalance of power. Puigdemont warned that the loss of Junts’ support effectively breaks the investiture majority that allowed the PSOE to form the government. Without this backing, he argues, Prime Minister Pedro Sánchez cannot approve the State Budget or govern effectively: “They may occupy seats but cannot govern. They may have power, but they cannot exercise government.”
– He criticised the PSOE for ignoring parliamentary minorities, delaying execution of critical agreements, and failing on transparency regarding fiscal balances, budget implementation, and airport revenues. Commitments to Catalonia’s international representation, the declassification of documents related to the 17 August attacks, the unfreezing of the multi-recidivism law, and the transfer of competencies remain unfulfilled.
– Puigdemont accused the socialists of tactical opportunism, Spanishising Catalonia, weakening linguistic and institutional rights, and showing passivity toward the Rodalies rail crisis. He also highlighted the PSOE’s opportunistic alliances in municipal politics, contrasting them with Junts’ consistent support. While acknowledging minor compliance, he deemed it insufficient. The former president framed these failures as deliberate breaches, stressing that Junts will not prop up a government that does not act in Catalonia’s interest. He called on the PSOE to reflect and explain to citizens how it intends to govern without a parliamentary majority.
– Later in the day, the president of Junts, Carles Puigdemont, has stated that his party still does not trust the government headed by President Pedro Sánchez: “We are not willing to help a government that does not help Catalonia”. He said this in an appearance from Perpignan (France) after meeting this Monday morning the party’s executive, which has unanimously decided to break with the PSOE. “We have found that there is not enough trust, but rather, that the mutual distrust remains the same. Perhaps there is personal trust, but not at the political level.” He made clear that Junts’ project is not designed to provide political stability in Spain, it’s focused on their own interests.

…And yet another Minister wants to “Dialogue” his way out of a crisis– Sanz responds to healthcare protests with an offer of “transparent dialogue”: {Translation, summary}
– The Minister for Health, the Presidency and Emergencies, Antonio Sanz {pic}, expressed on Monday his intention to extend “an open hand” to establish a “clear and humble” dialogue with all associations, following the demonstration held the previous day in front of the Palacio de San Telmo, in Seville, in defence of public healthcare and in response to difficulties detected in the breast cancer screening programme.
– He conveyed his “respect, affection and support” to women affected by breast cancer, emphasising collaboration to optimise the system. Sanz assured that the doors are open 24 hours for associations and aims to meet Amama, stressing the importance of considering both suggestions and criticisms. He highlighted the value of association experience in supervising processes and correcting anomalies and clarified that the technical maintenance company only handles services, not patient care. He confirmed 2,317 women were affected, with nearly 1,800 tests now completed, and plans to finish 500 more by 30 November. Regarding radiologist recruitment, he stated, “no one has ruled out that we may face difficulties,” while promoting stable contracts and professional incentives. Wealth breaks Spain in two and the gap between north and south widens: {Translation, summary}
– New data from Spain’s National Statistics Institute shows the country split sharply between north and south in income levels. While average income nationwide rose by nearly 7% in 2023 to over 15,000 euros per person, wealth remains concentrated in Madrid, Navarre and Catalonia. Pozuelo de Alarcón leads with 30,524 euros per person, followed by affluent towns around Madrid and Barcelona.
– In contrast, Andalucía emerges as the region with the lowest incomes, with four of Spain’s five poorest municipalities located there: Iznalloz and Albuñol in Granada, El Palmar de Troya in Seville, and Huesa in Jaén. The INE data show that 83% of Andalusian municipalities consist of residents earning under 12,500 euros annually, compared to 91% of high-income towns in the Basque Country. The figures highlight a deep and persistent divide between northern and southern Spain despite overall economic growth. Aemet warns of ‘consistent’ rainfall in Andalusia with the possibility of ‘some tornadoes or waterspouts’– five provinces on alert: {Translation, summary}
– Aemet forecasts a week of unstable weather in Andalucía, with heavy and persistent rain especially in the west. Regional delegate Juan de Dios del Pino warned of accumulations up to 60 litres per square metre in 12 hours and possible tornadoes or waterspouts in parts of Huelva. Warnings are active for Wednesday in Córdoba, Málaga, Seville, Cádiz and Huelva, with Cádiz and Huelva under yellow alerts from Tuesday night. Strong coastal winds of up to 61 km/h are expected in Cádiz. Temperatures may drop by four degrees, though humidity and wind will intensify the chill. According to Meteored, a “train of Atlantic storms” will affect Spain all week as the polar jet stream shifts, creating multiple low-pressure systems. Rain will ease from Thursday to Sunday, with some clear intervals, while further Atlantic fronts may continue to bring showers to the west and centre of the peninsula. The Empty Promises of Projects the Junta Touts– The third hospital and the expansion of Malaga airport have not yet secured electrical power, and there exists no surplus to support them: {Translation, summary}
– Andalusian Industry Councillor Jorge Paradela {pic} has issued a sharp warning that Spain’s legal cap on investment in electricity networks is strangling Andalucía’s industrial future. With 100% of the province’s grid already occupied, he warned that no new high-demand projects can connect unless the central government “changes course”.
– Paradela denounced Madrid’s limit of 0.2% of GDP for grid investment, less than half that of other European countries, and accused the coalition government of lacking the courage to lift it. He demanded urgent action to expand capacity using EU Next Generation funds, stressing that Spain’s renewable energy potential is “the oil we never had”. The councillor said failing to upgrade the grid jeopardises Málaga’s new hospital, future data centres and logistics hubs, and broader industrial growth. He also attacked delays in regulating energy storage, training and digital skills, urging reforms to turn Andalucía’s renewable strength into full employment and global competitiveness, warning: “Without networks, there will be no industry.” Source, Spanish: https://www.diariosur.es/malaga/jorge-paradela-potencia-electrica-tercer-hospital-ampliacion-20251027113423-nt_amp.html

The Junta asks Minister Marlaska for a meeting after a year of mistakes in Viogén victim protection program: {Translation, summary}
– Loles López, Andalucía’s Minister for Social Inclusion, Youth, Families and Equality, has demanded an urgent meeting with Interior Minister Fernando Grande-Marlaska {pic} over repeated failures in the VioGén system for monitoring gender violence cases. By November 2024, following VioGén 2’s implementation, professionals reported being unable to access victims’ phone numbers, severely hindering support and protection.
– López contacted central ministries and the Government Delegation in Andalucía without progress, prompting local professionals to use alternative channels, such as the Andalusian Women’s Information System, to reach victims. She criticised the central government delegate, Pedro Fernández, for denying these communication problems, citing extensive documentation of internal recognition. Around 80% of notifications lack phone numbers, limiting the Junta’s contact capacity. López stressed the seriousness of these failures, particularly as they affect victims’ safety, and emphasised that responsibility to protect lies with the Junta. She maintained that her efforts to support victims have been more loyal than the central government’s own response. Photo: Europa Press. AXARQUÍA
The Provincial Council allocates €540,559 to improve road surfacing in Alcaucín, Salares and Almayate: {Translation, summary}
– Road improvements continue across the Axarquía region. On the MA-4104, the first two kilometres leading to Alcaucín are being upgraded with improved drainage and two layers of asphalt, costing 345,584 euros. The work continues a project started two years ago, with the remainder of the road scheduled for repair under the 2026 plan.
– On the MA-4108 from Salares to Árchez, 600 metres of road are being resurfaced with asphalt and concreting of ditches to improve drainage, also continuing a project begun two years earlier. Repairs are planned to extend to kilometre 6.5 to reach Árchez.
– In Almayate, the MA-3120 is being resurfaced over a 500-metre stretch, with asphalt layers and horizontal signage, costing 83,478 euros. All works focus on increasing road safety, improving driving conditions and drainage, and completing prior projects in a coordinated plan to modernise key access routes in the region. MALAGA PROVINCE
The government’s debts to Malaga, 15 years of almost nothing: {Translation, summary}
– Málaga’s long list of government debts includes both major and minor projects, from the airport’s broken escalators to the 6.7 billion-euro Coastal Train. Three years without national budgets have paralysed investment, while population growth, 14,400 new residents in 2024, mostly foreign-born, has overwhelmed transport, energy and water systems.
– The province’s “golden age” (2000-2009) came under ministers Álvarez-Cascos and Magdalena Álvarez, when over seven billion euros funded the AVE high-speed rail, airport expansion and the Hiperronda. Since then, six transport ministers have contributed little. The Coastal Train remains a paper project despite new feasibility studies, while commuter services are overcrowded and outdated.
– Aena’s 1.5 billion-euro airport expansion arrives late, and chronic congestion plagues Málaga’s eastern ring road and the AP-7 motorway, which lacks toll relief offered elsewhere. Road projects such as the northern airport access have languished for nearly two decades. Specifically, on some toll roads in northern Spain, such as Galicia’s AP-9, drivers benefit from toll relief schemes — for example, paying only for the outbound journey and getting the return trip free.
– However, the AP-7 motorway along Málaga’s Costa del Sol does not receive the same treatment. Drivers there must pay full tolls in both directions, despite the road suffering from heavy congestion and serving a major economic and tourist area. So, “which lacks toll relief offered elsewhere” means that the AP-7 has no discounts or subsidies, unlike similar motorways in other parts of Spain — a situation seen locally as a comparative grievance or discrimination (“agravio comparativo”).
– Water infrastructure also suffers neglect: only one of nine projects from the old Hydrological Plan was built, and key dams and desalination plants await funding. The power grid is saturated, blocking new industry, while cultural and coastal works like the San Agustín Library and Baños del Carmen regeneration crawl forward. Business leaders sum it up bluntly: Málaga endures an “investment blackout.” Source, Spanish, with far more details: https://www.diariosur.es/malaga/deudas-gobierno-malaga-anos-blanco-20251020193551-nt_amp.html

The Government believes that “dozens of years” are needed to solve the serious mobility problems in Malaga: {Translation, summary}
– Travelling along the A-7 in the morning between Rincón and Málaga is a veritable odyssey. One knows when they leave but not when they will arrive. Peak-hour traffic jams stretch for kilometres, occurring at least once a week and probably twice. At the slightest accident, the road turns into a trap with no escape. Since 2017, the mayor of Málaga, Francisco de la Torre, has independently argued that a new perimeter road between Chilches and Fuengirola must be built. He even commissioned a controversial infrastructure study and another on traffic, despite this not being a municipal responsibility.
– Despite warnings since 2017 from the mayor of Málaga, Francisco de la Torre, and repeated infrastructure studies, no concrete measures have been implemented. The Ministry of Transport commissioned another report in 2024, yet results will not be available until spring 2026, leaving commuters to endure years of congestion. Government officials acknowledge that building a new highway or coastal train would take a decade or more, while short-term solutions, such as metropolitan or urban transport, remain underdeveloped. Local authorities propose 14 million euros in junction improvements, including access ramp redesigns, lane duplications, and roundabouts, but implementation is stalled pending central government approval. Population growth has outpaced infrastructure, and current networks are inadequate. Even the new direct rapid bus cannot cut through the chronic congestion, exposing deep planning failures and ongoing government inaction. Source, Spanish: https://www.malagahoy.es/malaga…
TORROX
Torrox Drama…Thin-skinned PP Claims ‘Hate’, Opposition Calls It Political Debate: {Translation, summary}
– In Torrox, the PP councillor Sandra Extremera {pic} has denounced a series of abusive messages posted on the municipal radio station’s Facebook page, including telling her to “go have an abortion somewhere else” and calling her “miserable.” Extremera claims the posts were made by close relatives of local PSOE leaders, and criticises the PSOE for remaining silent rather than condemning them. She highlighted a previous incident where her CV was shared with images of bombs and targets, calling the actions intimidating and politically aggressive. Extremera emphasised that such attacks cross a line (as determined by who?), attempting to silence anyone with differing views, and condemned the blend of personal attacks with threatening symbols as undemocratic. She insists that neither lies nor harassment will distract her from serving Torrox’s elderly, families and future.
– Mari Nieves Ramírez, PSOE spokesperson, responded by urging the PP to stop using the issue to divert attention from losing nine million euros in European funds. She apologised if her group’s comments offended Extremera but stressed that her party does not tolerate disrespect. Extremera has initiated legal action for these “hate and misogyny messages,” citing both their sexist nature and intent to intimidate.
– {Politicians often play the victim card when excusing their own irresponsible behaviour, typically denying the opposition the right to have a differing “hurtful” opinion. Grow up! Free speech does not stop when your “feelings get hurt”, or it’s not free speech. I am not responsible for your “feelings”– people’s feelings change like the wind; I have no obligation to monitor them so as to never hurt your feelings, that’s impossible, and even suggesting it is just plain stupid in a free society. -Ed.} Source, Spanish: https://www.diariosur.es/axarquia/edil-pp-torrox-denuncia-mensajes-odio-machismo-20251027102839-nt_amp.html
TORRE DEL MAR
New fire near the shanty town of Torre del Mar (yes, these still exist), the fourth this month: {Translation, summary}
– This is the fourth fire this month near the shanty town of Las Casillas de la Vía, on the western edge of the town of Torre del Mar. This past Sunday at midday, a fire in an uncontrolled rubbish dump containing old furniture and electrical appliances once again startled drivers travelling along the old N-340 road and residents of the area known as El Ensanche in the centre of Torre del Mar. Members of the Provincial Fire Brigade, belonging to the Axarquía regional fire station, and the Vélez Local Police quickly arrived at the scene and proceeded to extinguish the flames and cordon off the area. The National Police are conducting an investigation to determine the cause of the fires. Complaints about the closure of the weight room at the Torre del Mar indoor sports centre: {Translation, summary}
– The PSOE of Vélez-Málaga has criticised the continued closure of the gym room at the Maestro Salvador Sánchez sports hall in Torre del Mar, which has been shut for two years despite a €300,000 PFEA-funded refurbishment. Local Socialist leader Víctor González accused the PP-led government of “neglect and poor management”, noting visible structural defects and the lack of equipment or maintenance. He said over 900 residents are on waiting lists for municipal gyms, calling the facility’s delay a “symbol of abandonment” in local sports policy.
– The project, launched in 2023, was meant to modernise the complex and expand gym access, but remains unfinished. The Socialists demand its immediate reopening and promise broader sports investment by 2027. The PP–GIPMTM government admitted delays but said much of the work is complete and expects the Torre del Mar gym to reopen in early 2026, with services temporarily moved to Vélez-Málaga. US-backed Milei scores surprise midterm win, revives Argentina reform drive:
– Argentine President Javier Milei hailed his party’s runaway victory in Sunday’s midterm elections as a “turning point” for the country and vowed to charge ahead with his agenda of shrinking the state and deregulating the economy. Milei’s small La Libertad Avanza (LLA) party rebounded from a series of setbacks to win 40.84 percent of the votes cast for members of Congress, far outpacing the opposition in an election closely watched by jittery investors. Milei said LLA had more than tripled its seat count, winning 101 seats in the lower house Chamber of Deputies, up from 37, and 20 seats in the Senate, up from six. More than 500 workers of Malaga’s Virgen de lah Victoria University Clinical Hospital gather to denounce the collapse of the hospital: {Translation, summary}
– Over 500 staff at Hospital Clínico Universitario Virgen de la Victoria protested on Monday over severe staffing shortages and overstretched services. Workers from all roles, including doctors, nurses, technicians and orderlies, marched with banners reading “SOS Hospital collapsed”, highlighting years of overwork, double shifts and limited resources. Juan Antonio Martos, president of the Staff Board, warned of “very significant physical and emotional exhaustion” and stated that deficits in staffing “endanger the quality of care”.
– Critical issues include ensuring that absences due to sickness or reduced working hours are fully covered so that other staff are not forced to take on extra work, the need for a complete critical care team in Emergencies, and the permanent assignment of a nurse in the outpatient clinic to monitor patients continuously. The Emergency Department faces the most acute problems, with patients reportedly waiting 36 to 40 hours for a bed. Staff ratios are outdated, creating constant overload, while poor management and planning have prompted calls for the resignation of the hospital manager and his executive team.
