SPAIN
Gov’t refusal to address out-of-control inflation results in civil servants’ demands for pay rise; ‘massive’ demonstration forces them to the negotiation table: {Summary}
– A meeting has been called for next Wednesday, although staff unions warn that there will be a general strike in December if there is no agreement.
– Civil servants across Spain protested on Thursday to demand better working conditions and a pay rise, threatening a general strike in December if their demands are ignored. Their actions prompted the government to agree to negotiate the pending salary increase, both for this year, during which pay has been frozen, and for future years. The CSIF, UGT, and CC OO unions described the demonstration in Madrid and at regional government offices as “massive”. The new Secretary of State for Public Administration, Consuelo Sánchez Naranjo, invited union leaders to resume collective bargaining on 5 November.
– Unions welcomed the meeting but demanded a concrete financial proposal from the Ministry of Territorial Policy and Civil Service, led by Minister Óscar López, at the outset, warning that failure to reach an agreement would trigger a strike. Union demands include indexed salaries, improved staffing, fair job replacement rates, better partial and early retirement conditions, and a 35-hour working week. AXARQUÍA
The PSOE in Malaga criticises ‘the PP’s rejection of the Axarquía’s accession’ to the Metropolitan Area Transport Consortium: {Translation, summary}
– Almáchar Mayor Antonio Yuste has criticised the PP for repeatedly rejecting the inclusion of Axarquía towns in the Málaga Metropolitan Transport Consortium. He demanded a firm commitment from the Junta de Andalucía to incorporate inland municipalities such as Almáchar, El Borge, Moclinejo and Vélez-Málaga, arguing that current bus services are inadequate.
– Yuste highlighted the unfairness of higher fares for residents outside the consortium and the inefficiency of existing routes, which force detours that significantly increase travel times. He stressed that improved public transport would enhance quality of life for locals and encourage families to relocate from cities to the Axarquía towns. The mayor warned that lack of services contributes to depopulation and called for standardised fares, increased bus frequency, and better connectivity. He insisted that including these towns should be mandatory to ensure equitable mobility and prevent inland areas from being left behind compared to coastal and metropolitan regions. MALAGA PROVINCE
Almogía warns about the water supply situation and asks residents for their full cooperation: {Translation, summary}
– The Town Hall of Almogía, a Málaga municipality with over 4,000 inhabitants, has warned residents about ongoing water supply problems. Between June and September, water tanker trucks were used to reinforce the supply, costing 70,000 euros.
– Despite higher rainfall this year, water consumption reached record levels, largely due to leisure activities and irrigation of farmland, rather than domestic use. Infrastructure has been seriously damaged by storms, with multiple faults that are difficult to locate and repair. The supply network is now insufficient, affecting system performance. Almogía is experiencing population growth both in the town centre and in scattered settlements, further increasing demand.
– The council is undertaking several improvement projects, including upgrades to the Pozo del Puntal reservoir, as well as the La Rubia, Cerro Chifla and Puente Larga reservoirs, and new supply networks at Arroyo Los Olivos, Los Moras, Barranco, and from Pozo del Puntal to Almogía. Temporary supply disruptions may occur during these works. Source, Spanish: https://www.malagahoy.es/provincia/almogia-alerta-situacion-suministro-agua_0_2005141023.html

Nerja City Council meets with associations to regularise the feline colonies: {Translation}
– The Councillor for Public Health, Javier Rodríguez, held a meeting with representatives from the Costa Animal Society and Refugio Felino de Leo associations, as well as private carers who manage the municipality’s cat colonies, to discuss the implementation of the new Animal Welfare Act. This new law came into force on 29 September and regulates the rights and status of domestic animals in the country.
– The councillor asked those present for an inventory of the number of colonies, their locations, the number of animals and their condition, as well as the people responsible for their care, with the aim of regularising the situation of the municipality’s cat colonies in accordance with the aforementioned law. VÉLEZ-MÁLAGA
Vélez-Málaga approves charging the garbage tax again amid neighbourhood protests: {Translation, summary}
– From 1 January, the almost 86,000 inhabitants of Vélez-Málaga will have to dig into their pockets with the introduction of a new waste collection tax, a levy not paid in the capital of the Axarquía since the early 1990s, when, following “a political agreement”, this municipal tax was abolished and included in the property tax (IBI) bill. Now, “by imposition of the Government of Pedro Sánchez”, according to the local coalition of PP and GIPMTM, and in compliance with a European directive and a 2022 waste law, the tax will once again be payable in Vélez-Málaga from 2026.
– From 1 January 2026, Vélez-Málaga residents will face a new waste collection tax, reintroduced after more than three decades, previously included in the property tax (IBI). The measure, imposed under a 2022 national waste law and European directive, was approved by the ruling PP and GIPMTM coalition amid protests by about 100 residents, who demanded the IBI be reduced to prevent double taxation. Opposition parties, including PSOE, Vox, and Andalucía por Sí, condemned the move as unfair and threatened legal action.
– The council expects to collect 7.2 million euros annually, with households paying 101–135 euros and businesses averaging 112.3 euros. Exemptions of 126,000 euros are allocated to low-income families. The plenary also approved the council’s progressive takeover of 24 residential estates for maintenance and services and awarded decorations to local police for their service. The mayor expressed reluctance but cited legal obligations, while plans to request IBI reductions from the Ministry were announced. Vélez-Málaga Launches Citizen Participation Campaign to Improve Cleanliness and Combat Antisocial Behaviour: {Translation, summary}
– Vélez-Málaga Town Council has launched a public campaign inviting residents to share suggestions and complaints about local cleanliness and environmental issues. An information tent will visit all districts during early November to collect opinions and ideas directly from citizens. Mayor Jesús Lupiáñez said the aim is to involve residents in improving their town and to strengthen cooperation between the council and community.
– Alongside this, he has ordered tougher control of antisocial behaviour such as pet fouling and illegal dumping, supported by the Local Police through fines and awareness measures. The council has also reinforced street-cleaning services with additional staff and machinery until a new contract is finalised. The forthcoming contract will increase funding from eight to twelve million euros, allowing wider coverage and more modern equipment to ensure visibly cleaner streets and a more pleasant urban environment. A neighbourhood movement in Vélez-Málaga collects almost 500 signatures to halt redevelopment near the Torre de Lagos tower block: {Translation, summary}
– Residents of Lagos, Vélez-Málaga, have launched a petition opposing the redevelopment of land intended for 15 new homes near the Torre de Lagos, a protected cultural monument. The petition argues that some planned buildings would be only 40 metres from the tower, well below the legally required minimum distance of 200 metres. Lucena Barranquero, a local resident, requested the project file from the Town Hall but has yet to receive a response, arguing that construction should be moved back to protect the monument’s surroundings. Celestino Rivas, Urban Planning councillor, acknowledged the petition and noted that the project dates back over twenty years, even before 1996, and has approval from the Andalusian Government. He stated that if any construction were within 200 metres, measures would be taken, yet he admitted the plans show some buildings are around 40 metres away, without resolving the conflict at this time. Rivas described the project as beneficial for Vélez-Málaga, with construction expected to finish in about four months. ALMAYATE
Shooting in a bar in Almayate:
– A 66-year-old man was arrested in Almayate for allegedly shooting a minor and a 29-year-old man with a shotgun near a bar on Calle Maestro Antonio Márquez Robles. The victims, stepbrothers, sustained minor injuries and were taken to La Axarquía Hospital. The incident followed a confrontation inside the bar, prompting the suspect to fetch a firearm and return to locate the victims near another business. The minor suffered wounds to a leg and shoulder, while the stepbrother had bruising and head injuries. Police arrived at around 21:40, locating both the victims and the suspect, who will face attempted homicide charges. The suspect reportedly admitted the act but claimed he had been provoked. Bar staff stated that the dispute quickly moved outside, and then escalated after the man left for a few minutes before returning armed. Shots were described as extremely loud, prompting nearby business staff to take cover. No life-threatening injuries were reported. RINCÓN DE LA VICTORIA
Rincón de la Victoria signs agreement with Gesco Feline Colonies association for management of captures & feeding of community cats: {Translation, summary}
– Rincón de la Victoria Town Council has signed an agreement with Gesco Colonias Felinas to manage the municipality’s cat populations through the CER Method (Capture, Sterilisation and Return), in compliance with Animal Welfare Law 7/2023. The agreement formalises the management of volunteer groups to capture cats and take them to municipal veterinary clinics for sterilisation before returning them to their original colonies.
– Mayor Francisco Salado highlighted the council’s commitment to ethical, responsible and sustainable animal management and to citizen participation and volunteering. Councillor Lola Ramos noted the agreement speeds up compliance with the law, while Giselle Axiaq of Gesco welcomed the official recognition of volunteer efforts. UKRAINE WAR
Russia deploys 170,000 troops for push in Ukraine’s Donetsk region, Zelenskyy says:
– Russia has deployed around 170,000 troops in Ukraine’s eastern Donetsk region where they are trying to capture the stronghold of Pokrovsk in a major push for a battlefield victory, Ukrainian President Volodymyr Zelenskyy said Friday.
– “The situation in Pokrovsk is difficult,” Zelenskyy said, while also rejecting recent Russian claims that the devastated city is surrounded after more than a year of fighting. He acknowledged that some Russian units had infiltrated the city, but insisted that Ukrainian defenders are weeding them out. “There are Russians in Pokrovsk,” Zelenskyy told a media briefing in Kyiv. “They are being destroyed, gradually destroyed, because, well, we need to preserve our personnel.”
– In previous sieges during the almost four years since Russia launched its all-out invasion of its neighbour, Ukraine has pulled out of some places to avoid losing troops. Ukrainian forces are desperately short-handed against Russia’s bigger army. Russian President Vladimir Putin has recently claimed that Russian forces are making significant advances on the battlefield, though their progress has been slow and costly in troops and armour.
– Meanwhile, Russian drones struck apartment blocks in the north-eastern city of Sumy overnight, injuring 11 people, including four children, and also hit the southern Odesa region’s energy infrastructure, authorities said Friday.
– The war has this year been deadlier for civilians than 2024, with a 30% rise in casualties so far, the U.N. Humanitarian Coordinator in Ukraine, Matthias Schmale, said Friday.
– Russia’s almost daily aerial attacks on Ukrainian energy production and distribution facilities are especially worrying because the winter is forecast to be much colder than last year, Schmale said at a briefing in Geneva.

UK police say 10 people in hospital after train stabbing attack, 9 with life-threatening injuries:
– Counter-terrorism police have joined an investigation into a mass stabbing on a train, which left nine people with life-threatening injuries. The train was stopped at Huntingdon station, in Cambridgeshire, after police were called at around 7:40pm on Saturday. A man with a large knife is believed to have been shot with a Taser by police after going on a bloody rampage on the high-speed train after it left nearby Peterborough station.
– Witnesses told Sky News the stabbings started around 10 minutes after the train left Peterborough and passengers sounded the emergency alarm. Some told of people trampling over each other, and some hiding in the toilets to escape. One told Sky News he saw one of the attackers being Tasered by police before being arrested.
– Police declared the situation a “major incident” and say counter-terrorism police are now supporting the investigation. With respect to the detainees, they are a 32-year-old black man, and a 35-year-old of Caribbean origin, who was later was released when it was proven that he was not involved in the attack. The main defendant is a British citizen by birth, as confirmed at a press conference by the superintendent of the Transport Police, John Loveless. Their possible motivation is still unknown.

Andrew will enter into exile at King Charles’ private and remote Sandringham estate:
– Andrew Mountbatten Windsor, the disgraced younger brother of King Charles III, is being quietly exiled, further hidden from an increasingly angry British public. The 65-year-old is being removed from the 30-room Royal Lodge at Windsor Castle, where he has lived for more than 20 years, and relocated to one of the king’s private Sandringham Estate properties in eastern England. Stripped of title and perks, Andrew will still enjoy comfort, funded privately by Charles rather than the taxpayer.
– The move will take time, with Andrew sorting possessions and coordinating with his ex-wife, Sarah Ferguson, who will not accompany him. Once settled, he could occupy Wood Farm, long favoured by his late parents; Park House, childhood home of Diana, Princess of Wales; York Cottage, once home to King George V; Gardens House, previously the head gardener’s residence; or The Folly, a small hunting lodge.
– Sandringham, privately owned and cherished by six monarchs since 1862, offers seclusion amid gardens, parkland, and working farms. The relocation shields the monarchy from further scrutiny over Andrew’s past scandals, while providing him a private, contained setting to live out his later years. UGT-Andalusia denounces widespread delays of more than 10 days for primary care appointments: {Translation, summary}
– A UGT-Andalucía study has revealed severe delays and mismanagement in the Andalusian public healthcare system. Of 300 appointments requested via Salud Responde last week, only eleven were scheduled within five days, and nearly twenty percent could not be arranged due to system issues. Forty percent of requests experienced waits of more than eleven days, with another thirty percent approaching twenty days.
– UGT warned that these delays are causing patients to attend centres in person, putting further strain on staff. The union criticised the continued announcement of emergency plans without addressing underlying problems. They urged Health Minister Antonio Sanz to resolve widespread management deficiencies, the shortage of medical professionals, prolonged waits for primary care appointments, and the increasing privatisation of certain services, stressing that immediate action is needed to restore efficiency and accessibility in Andalusia’s public healthcare system. Private Hospitals Also Make Mistakes– Another large malpractice payout in Malaga: {Summary}
– The provincial court of Malaga has ordered medical insurer Segurcaixa Adeslas to pay €137,426 in compensation to the husband and daughter of a 75-year-old woman who died from uncontrolled haemorrhage leading to kidney failure. The patient, already suffering multiple ailments, fell in France on 18 March 2019 and was later diagnosed with a sacral fracture and haematoma. On 26 April, she visited a private Marbella hospital with severe pain and lumbar bruising but was discharged with a diagnosis of lumbago despite signs of anaemia, kidney failure, and worsening condition.
– The court ruled that medical care was manifestly deficient, as no measures were taken to control the haemorrhage or investigate her deteriorating state. The expanding haematoma caused bladder compression, severe anaemia, and prerenal kidney failure. Her death on 29 April resulted from inadequate treatment. Segurcaixa Adeslas, contractually responsible for effective medical provision, must also pay interest potentially exceeding €273,500. FROM THE “WHAT THE HELL ARE THEY THINKING” DEPARTMENT
Who wants inferior doctors? Should qualification procedures be reduced to encourage the hiring of medical workers in Andalucia?
– The Board seeks to fill 320 vacancies for family doctors and 44 for paediatricians through merit-based competition, without exam, guaranteeing their permanence for at least two years.
– Andalusian Health Minister Antonio Sanz has announced a new merit-based recruitment scheme to fill 364 medical posts, including 320 family doctors and 44 paediatricians, mainly in rural and hard-to-staff areas. The plan removes the traditional opposition exam, allowing selection solely through professional experience and qualifications– although critics decry that some foreign qualifications can’t be trusted.
– Sanz presented it as an urgent response to the chronic lack of doctors in isolated parts of Andalucía and confirmed that a decree is being drafted to regulate the process, requiring successful candidates to remain in their posts for at least two years to ensure continuity. The minister defended the system as faster and more practical, arguing that it rewards real service rather than test performance and will help stabilise rural healthcare.
– However, professional associations and some unions have criticised the initiative, warning that dispensing with competitive exams could weaken hiring standards, open the door to political influence and reduce transparency in public recruitment. They urge the Junta to preserve the established merit-and-exam balance in future calls. {This outrage is a blatant insult to the common people. This is not the first time that a lowering of hiring standards has been suggested. It was attacked as a bad idea when his predecessor proposed it just after the last recruitment drive for medical workers was a huge failure, and it remains a bad idea. Sanz offers nothing new, just empty promises of a larger budget and a rehash of old, failed ideas sourced from another failed administrator. We’ve been screwed again by the PP pushing their political cronies into positions for which they are unqualified! Here is a novel idea, how about hiring a new Health Minister with actual experience in the field, one who has a track record of doing the same job successfully elsewhere. Oh, but that would require common sense, something very rare in recent Junta de Andalucia administrations, both the left and right. Christian genocide in Africa finally getting the attention it deserves– Trump threatens to go into Nigeria ‘guns-a-blazing’ if slaughter of Christians doesn’t stop:
– More than 7,000 Christians have been massacred in Nigeria in the first 220 days of 2025, according to human rights NGO Intersociety.
– “If the Nigerian Government continues to allow the killing of Christians the U.S.A will immediately stop all aid and assistance to Nigeria, and may very well go into that now disgraced country, “guns-a-blazing,” to completely wipe out the Islamic Terrorists who are committing these horrible atrocities,” the president wrote in a post to Truth Social Saturday evening.
– “I am hereby instructing our Department of War to prepare for possible action. If we attack, it will be fast, vicious, and sweet, just like the terrorist thugs attack our CHERISHED Christians! WARNING: THE NIGERIAN GOVERNMENT BETTER MOVE FAST!”
– Since 2009, when Boko Haram Islamists launched an insurgency in Nigeria, more than 125,000 Christians have been slaughtered and 19,000 churches have been destroyed, that report stated. Uber CEO Predicts All Cars Will Be Autonomous in 20+ Years, Driving Will Be a Hobby Like ‘Horseback Riding’:
– Uber CEO Dara Khosrowshahi predicts that driving will one day resemble horseback riding, as autonomous vehicles gradually replace human drivers. Speaking with Axel Springer CEO Mathias Döpfner, Khosrowshahi said he expects all cars to be autonomous in “20 plus years,” a shift that could reduce private car ownership while improving overall road safety. He emphasised that humans are fallible, and machines will be far less prone to errors, particularly those resulting in fatalities. He also raised the question of whether societies should continue to allow humans to drive on public roads as autonomous technology matures.
– Khosrowshahi’s comments come amid the growing deployment of robotaxis and self-driving software. Tesla has introduced a supervised version of its Tesla Robotaxi and Full Self-Driving system, though legal challenges remain, including a $242 million settlement after a fatal crash linked to Autopilot. Waymo operates autonomous vehicles in multiple cities with caution, often pausing expansion, and is now partnering with Uber in Austin to provide fully driverless rides through the Uber app. Khosrowshahi’s vision underscores a future where autonomous driving becomes safer and more widespread, fundamentally transforming mobility and car ownership.
– This is not exclusive to America. In Barcelona {pic}, a driverless minibus developed by WeRide and Renault Group is undergoing trials on a 2.2 km circular route in the city centre.
In the Netherlands, the ParkShuttle has been running on a dedicated route as one of the few revenue-generating automated systems in Europe. In Luxembourg, Pony.ai Europe has obtained a Level 4 autonomous-vehicle testing permit and will deploy test vehicles in the coming months.
WeRide, has received Swiss and French permits for autonomous shuttles etc., but not yet a full commercial fare-charging robotaxi fleet.
