ANNUAL HOLIDAY FUNDRAISER
I can only produce DigameXtra with the financial support of my readers. Once a year, during the year end holidays, I do an 8 week fundraiser to help pay production expenses throughout the whole year. This year’s goal is to receive donations from 4% of subscribers. This “4% Club” finances DigameXtra for the 96% group that don’t donate. Which group will you belong to? The generosity of the 4% Club members is greatly appreciated.
Just like your morning coffee,
what would you do
without your morning DigameXtra?
– Holiday Donation Info, 2 Methods –
DigameXtra subscribers must donate at least €20 (39 cents per week) to gain annual submission posting privileges.
#1. You may drop cash donations off in person and say hello, by appointment, or place them in my mailbox beside my door anytime. Please be sure to include your name on the envelope so I can put you on the list of subscribers with submission posting privileges for 2025-2026! Due to health reasons, unannounced drop-ins are inconvenient for me. But if I am expecting you, no problem! My mailbox has the name HARRIS on it. Email me for map and directions. Cash donations are strongly preferred.
#2. Alternatively, you may send me an Amazon ES (Spain) “eGift card” by email. You need to have an Amazon.es account. The only info you need is my email address and your name (the sender’s name). Remember, this is an “eGift card” you buy that Amazon.es emails directly to me, don’t buy a plain “gift card”. Use the link provided below to access the “eGift card” purchase page.

Electricity Prices Set To Fall In 2026, But Rising Fixed Charges May Limit Savings For Households: {Translation, summary}
– For Spanish households, electricity bills in 2026 will see mixed changes. Wholesale electricity prices are expected to fall by around 4.7% due to competitive renewable generation, reducing the energy charge- the cost per kWh of electricity actually consumed.
– However, capacity charges and network fees are set to rise. The capacity charge, the fixed cost per kW of contracted electricity, will increase from 4.93 to 5.45 €/kW/year in peak hours and from 2.46 to 2.72 €/kW/year off-peak. The energy charge will also rise slightly, reaching 0.0325 €/kWh during peak hours and 0.026 €/kWh off-peak.
– Network fees, which fund electricity infrastructure, will rise moderately, affecting both fixed and consumption-based costs. Electric vehicle charging points will maintain a zero-euro capacity charge, but the energy charge for charging will increase modestly. Overall, households may benefit from lower consumption costs due to falling wholesale prices, but total bills will be partially offset by higher fixed charges and network fees. Junts rejects Sánchez’s offer of reconciliation and urges him to make progress despite the fact that ‘relations remain broken’: {Translation, summary}
– Míriam Nogueras, Junts spokesperson in Congress, has rejected Pedro Sánchez’s {pic} recent attempt to improve relations, insisting that decrees on municipal finances and rental support “change nothing” and the legislative blockade remains. She criticised the Prime Minister for acknowledging the breach of the core agreement only after weeks of denial, which she says weakens the government politically. Despite this, she left room for negotiation, emphasising that the PSOE must now act. Junts’ conditions are challenging, including the full return of Carles Puigdemont via the Amnesty Law, recognition of Catalan as an EU official language, transfer of immigration powers, and publication of fiscal balances. Other demands cover laws on repeat offenders and squatting, ELA patient support, and Catalonia’s representation in international organisations. Nogueras presented ten conditions overall, framing them as prerequisites for Junts’ cooperation in Congress, signalling that while dialogue is possible, the government must meet substantial demands to resume legislative collaboration. The PP describes Sánchez’s gesture of ‘grovelling’ before Junts as ‘pathetic’: {Translation, summary}
– Ester Muñoz {pic} of the Partido Popular criticised Pedro Sánchez for what she called a pathetic act (“patético”) of grovelling (“arrastrarse”) before Junts. She highlighted that Sánchez approved a package of local and housing measures demanded by Junts, hoping to regain their parliamentary support, only for the party to reject him the following day. Junts spokesperson Míriam Nogueras stated that “the announcement does not change our position” and that “we are where we were,” publicly reaffirming the break with the Government. This, Muñoz argued, shows the Prime Minister’s weakness and his willingness to abase himself to remain in power, achieving nothing in return. The rushed measures intended to appease Junts were immediately dismissed, underlining a government out of control and vulnerable to external pressures.
– Muñoz also ruled out negotiating a no confidence motion with Junts, pointing to legislative paralysis, and insisted that new elections are the most democratic solution. Another town with undrinkable water– Totalán declares its water undrinkable after detecting high levels of chlorate: {Translation, summary}
– Totalán’s council has declared its tap water unfit for drinking or cooking after routine tests revealed chlorate levels above the newly established legal threshold, although it remains permitted for hygiene, cleaning and irrigation. The regulation sets the chlorate limit at 0.7 mg per litre of water, and if this is exceeded the recommendation is to avoid consumption. This is what has been done in Totalán, as was also done a month ago in El Borge and Iznate after high levels of chlorate were detected in their water.
– Residents in the main village {pic} and nearby districts will receive eight litres of free bottled water per family per day, distributed through local shops with vouchers (no mention of how one acquires vouchers), with extra supplies for bars, the school and the nursery. The mayor explains that chlorates are by-products of chlorine-based disinfection and that this is a new parameter introduced under Royal Decree 3/2023, not evidence of chemical contamination in the usual sense.
– The municipality has begun corrective measures such as checking chlorine traceability, flushing pipes, recirculating water and testing supplies from the La Viñuela reservoir. The restriction, similar to recent measures in El Borge and Iznate, is expected to last at least two weeks pending three consecutive favourable analyses. MALAGA PROVINCE
The immigrant population drives growth in the province of Málaga, which gains 16,482 inhabitants, while only Nerja and Fuengirola posted losses: {Translation, summary}
– Málaga province continues to grow, largely driven by immigrants, who accounted for 77.1% of the population increase in 2025. The total population reached 1,791,183, a 0.9% rise on the previous year. Spanish nationals numbered 1,449,954, while 341,229 were foreigners. The number of foreigners increased by 3.7%, compared with a 0.2% rise in Spanish residents.
– Among foreign nationals, the British remain the largest group with 49,298, though their numbers fell by 1,531. Moroccans (36,438) and Italians (21,549) increased, alongside notable growth among Colombians, Paraguayans, Venezuelans and Argentinians. Smaller groups such as Senegalese and Nigerians saw slight declines.
– Over the past five years, the province has grown by 94,228 people. The capital now has 597,173 residents, accounting for a third of the population, but with slower growth than 2023 & 2024. The first “significant” snowfall falls on the Sierra de las Nieves in Malaga: {Translation, summary}
– Winter is making its presence felt in Málaga province, with temperatures gradually falling. The Sierra de las Nieves saw its first significant snowfall of the season this Wednesday.”It has not been a very intense snowfall, but it is the first significant one of this season,” said Jesús Riesgo, director of the Málaga Meteorological Centre, who noted that the second half of November and early December were cooler than usual, by 3 or 4 degrees, though the overall month of November was warmer due to a milder first half. He expects temperatures to rise slightly over the upcoming holiday weekend.

Probabilities are highest between midday and 18:00, reaching up to 100% in Archidona and around 80–85% in surrounding towns. Aemet deactivates the yellow warning for wind in Malaga, Thursday will be marked by inland rain: {Translation, summary}
– Aemet initially issued a yellow warning for strong winds along the Axarquía coast on Thursday, 4 December, ahead of the holiday weekend, though it was later deactivated. Strong gusts are still expected, but they will be weaker than first predicted. Rainfall is forecast mainly for the northern interior, light to moderate in intensity, with coastal rain very unlikely. Probabilities are highest between 12:00 and 18:00, reaching 100% in Archidona, 95% in Villanueva de Algaidas, and 90% in Antequera. In the Axarquía region, Comares, Almáchar, and Canillas de Aceituno could reach 80%. Around Ronda, probabilities are 80–85%, while coastal towns see lower chances, 65–75%, and Málaga city only 20%.
– For the start of the holiday weekend on Friday, 5 December, temperatures should remain stable, rainfall is unlikely, and strong gusts may appear on the eastern Mediterranean coast. Eleven doctors on duty poisoned in the cafeteria of the Virgen de la Victoria Hospital in Malaga– Again? No wonder they can’t find new staff to hire!: {Translation, summary}
– At least eleven doctors at Málaga’s Virgen de la Victoria Hospital suffered food poisoning after eating in the hospital cafeteria, with several requiring observation due to severe symptoms.
– The Málaga Medical Union declared this incident proof of a long-ignored health risk in the staff cafeteria, blaming hospital management and the Andalusian Health Service (SAS) for failing to act.
– The union recalled a nearly identical outbreak a year earlier, after which no preventive measures were taken. It described the event as shameful and incompatible with a supposedly high-quality public health system. The SMM is demanding the resignation of the hospital’s Economic-Administrative and General Services management, holding it directly responsible for allowing the problem to persist and for putting both healthcare professionals and patients at risk through negligence and poor sanitary oversight. Mammogate– Montero insists on asking the Andalusian Government for explanations for errors in cancer screening: {Translation in full}
– The Andalusian PSOE has reiterated its criticism of the Junta de Andalucía’s management following the error detected in the breast cancer screening system. It has refused to apologise, despite the Andalusian Government’s urging. This comes after the Public Prosecutor’s Office announced the closure of the complaint filed by the patient association Amama, who provided evidence that there had been manipulation of mammograms after the controversy emerged. The PSOE believes that the Junta still has many explanations to provide regarding the errors in the screenings.
– The secretary general of the Andalusian PSOE, María Jesús Montero, described the screening system failure on Wednesday as “extremely serious”. She again demanded “explanations” from the Andalusian Government as to why “more than two thousand women, identified by name, who had a lesion compatible with cancer, were not diagnosed”. Montero referred to the “alarm” that such a revelation caused in society and that it called into question a programme, the breast cancer screening programme, which has been implemented in Andalucía for three decades.
– Montero defended that the awareness of the error in the programme triggered thousands of women, “a flood”, who were awaiting diagnosis, to consult their medical records due to “insecurity” and to verify the status of their diagnostic tests, whether the results had been positive or negative. This is a normal reaction to a current event, so neither the system failure of previous months, nor the recent collapse, can not be blamed on them.
– The leader of the Andalusian socialists listed questions that the Junta de Andalucía has yet to provide answers for: “What happened that these women were not called? What has happened to those who were called later? How many of those called have developed cancer? How many have not? What has occurred regarding these women? Have they attended their appointments?”
– The vice president of the Executive, during a visit to the Doñana Biological Station in Seville, linked the screening system failures to a general policy of the Andalusian Government. The deterioration of public services, Montero suggested, leads citizens to turn to the private system. “Why has the number of Andalusians who have taken out private health insurance increased by more than 30%? It is surely not by chance; they do so because the public health system is not providing the answers they need,” Montero noted. For the socialist leader, what occurs in the health system also occurs in housing policy and universities. Antonio Sanz again demands apologies from the opposition after the Prosecutor’s Office closes investigation on deletion & manipulation of mammograms, and the opposition responds– demand for apologies “indecent”: {Translation}
– The Andalusian Regional Minister for Health, Presidency, and Emergencies, Antonio Sanz {pic}, described on Tuesday the closure by the Provincial Prosecutor’s Office of Seville of the complaints filed by the Amama association and the Patient Advocate regarding alleged deletion or manipulation of breast cancer screening tests as “decisive”. In an interview with Canal Sur Radio, Sanz called on left-wing parties to apologise to healthcare professionals, who, he said, “were accused of crimes through manipulation and lies”.
– “The Prosecutor’s closure confirms that none of this occurred. It was impossible; the system does not allow it, and all guarantees for copying and maintaining information exist,” stated the minister. He criticised the opposition for speaking of “criminal negligence” and “manipulation and deletion” of tests, generating “distrust in the system”. “Obsessed with destroying the Government, they wanted to damage the system for reckless electoral purposes,” he added.
– Sanz stressed that claims of 4,000 undetected cases were exaggerated, later clarified as phone calls rather than real cases. He said the decision shows that “politics cannot be played with issues as sensitive as cancer” and confirmed that patient records remain intact.
– The opposition responded quickly. The PSOE called Sanz’s demand for apologies “indecent”. Socialist MP Ángeles Férriz argued the Government should stop targeting Amama and criticised the Junta for “lacking decency to demand apologies when it should apologise for plundering public healthcare”. Esperanza Gómez of Por Andalucía rejected any obligation to apologise, noting that the Prosecutor’s decision “does not exclude administrative or political responsibilities”. Begoña Iza of Adelante Andalucía added that the Junta must apologise for mistreating women and demanded political and judicial explanations regarding mammogram communication failures.
– The Seville Prosecutor concluded that the ClicSalud+ diagnostic viewing errors were due to “server saturation from excess demand”, with no deletion or alteration of clinical records, and ruled out offences of breach of secrecy or computer damage, confirming the integrity of medical histories.
– President of the Junta de Andalucía, Juanma Moreno (PP), has now also demanded that the screening victims and their support groups apologise to the health professionals and that they “recognise that they have failed to tell the truth” by stating that diagnostic tests had been manipulated. The spokesperson for Por Andalucía, Inmaculada Nieto, has categorically stated that she did not lie on the day she showed two mammograms of one of the affected women in Parliament, in which, she claimed, differences could be seen. Therefore, she said, ‘I owe them no apology,’ while once again asking Moreno for an explanation of what happened. ‘Stop attacking these women, you’ve caused them irreparable grief,’ she said.

Editor’s Note: Having been asked why I am covering the Mammogate issue so closely, to them I ask, do you really think this failure is unique within the SAS Health System? At least three specific women are cited whose deaths are linked to those diagnostic failures {Ref: https://elpais.com/expres/2025-10-17/de-la-mamografia-sin-hallazgos-al-cancer-metastasico-la-cara-mas-dura-del-fallo-del-cribado-en-andalucia.html}. I suspect this will lead to other failures in various departments being exposed. Learning from Mammogate will allow us to better pursue remedies when those failures come to light. -Ed.

Facua accuses the DGT of allowing a “massive fraud” with non-approved V-16 beacons flooding the market: {Translation, summary}
– Facua (Spanish consumer protection organisation) has urged consumers to request refunds for V16 emergency beacons advertised as “DGT approved” but that will be invalid from January 2026 because they lack SIM-based connectivity to the DGT system. Some rouge beacons lack any SIM to DGT capacity at all, while other have the SIM hardware installed, but it is designed for the Chinese network, it is not compatible with the Spanish DGT network. The organisation accuses both manufacturers and the Directorate General of Traffic (DGT) of misleading buyers and allowing mass fraud. FINANCIAL
The Treasury will monitor ALL digital payments starting next month– you were not asked for approval, and there is almost nothing you can do to stop it!: {Translation, summary}
– The Spanish Treasury, using a “Royal Decree” to avoid parliamentary oversight or public input, is tightening fiscal oversight of digital payments, including Bizum, credit and debit cards, and financial apps such as Revolut, Wise, and N26, from 1 January. Under Royal Decree 253/2025, banks must provide the Tax Agency with full transaction data, removing the previous €10,000 reporting threshold. This ensures all income is properly recorded and declared, including recipient identity, merchant numbers, payment terminals, total amounts, and accounts.
– To help self-employed workers and small businesses comply, the Tax Agency has issued four official forms that must be used to report professional transactions: 170 (monthly Bizum and card income), 174 (annual card transactions above 25,000 euros), 181 (loans and real estate), and 196 (monthly account openings and annual balances). The first data will be submitted in February 2026, covering January. From then on, all Bizum and card income must be invoiced and reflected in quarterly and annual tax returns, ensuring full fiscal transparency.
– {Can this be challenged? Possibly, but it would require several years of going through many levels of the courts systems. Judging from former actions, a clear-cut administrative appeal might take 2–3 years. At the European level, it could extend to 5+ years. A full reversal of the law would be rare and could take much longer, especially if partial compliance is allowed in the meantime. If the Sanchez admin were replaced by an administration opposed to this decree they could rescind it, that would be the most expeditious fix. -Ed.}

Polisario warns Spain about Morocco– ‘Once they consolidate their occupation of Western Sahara, the Canary Islands will be next.’: {Translation, summary}
– The Polisario Front, the Sahrawi liberation movement seeking independence from Moroccan occupation, has warned Spain that if Morocco consolidates its control over Western Sahara, “the next target will be the Canary Islands” unless Spain intervenes. Abdulah Arabi {pic}, the Polisario representative in Spain, issued this warning ahead of the XIII High-Level Meeting (RAN) between Spain and Morocco. Arabi stressed that, half a century after Spain’s withdrawal, the Sahrawis have sufficient experience to caution against Morocco’s expansionist ambitions. He also reminded Spain that, despite the 1975 Tripartite Agreements, it remains the administering power and continues to manage Western Sahara’s airspace.
– Regarding the summit, Arabi predicted Morocco would dominate the agenda, noting that in March 2022 Prime Minister Pedro Sánchez supported Morocco’s autonomy plan for Western Sahara, which proposed limited self-government under Moroccan sovereignty and undermined the previous broad consensus in Spanish foreign policy for greater independence for Western Sahara, free of Moroccan oversight. He highlighted that the summit follows the European Union Court of Justice ruling of 4 October, 2024, recognising Western Sahara’s distinct status and the Sahrawi right to self-determination. The Polisario Front will monitor agreements closely and take all measures to defend Sahrawi interests.
